Let me get the big thing out of the way right at the start. Putting all your eggs into the Fian basket is bad design and not fun.
Noble troops do not appear with enough consistency or numbers in the base game to make them a core part of an army. Which means that creating a theme or gameplay feel for a culture's army relies almost entirely on their basic troops. Noble lines just add some exciting spice to the dish. Aserai, Vlandians, Empire, and Khuzait all get noble lines that enhance playstyles already in the main army. Sturgian gets one of their heavy armor warriors on horse which is whatever, doesn't matter since they are a well rounded army. But Battania is left to rely on its noble line (or other cultures) for one of the most basic army slots in the game with their archers.
They want glass cannon it seems. Which is fine except for the issues with armor you already mentioned and how it affects the game. But they are also the "archer" faction, only with no archers. Do we really need two horse lines from a non cavalry faction? They should replace one of their horse lines with a basic archer unit. To make them different from the Fians just give them one handed weapons and almost no armor. Make them the main part of your glass cannon army. As long as they have enough bow and athletics skill they can fit the role really well.
Imagine woad painted archers with like 150 athletics running around to flank armies. If they ever get caught they are dead but until they are they are a serious threat. Think about how much fun it will be to move forward on them with a Sturgian or Empire shield wall, or running all the dirty Battanians down with Vlandian cavalry on the open field.
As it is it feels like they are going out of their way to not give them archers, and the whole army suffers for it. As much as I love playing as celtic woodsmen, Battania armies are just not fun when in comparison to other cultures.
I think he's being overly generous to the skirmishers by only comparing them to other javelin units. Javelins are great secondary weapons for melee units (the wildling is a better melee unit than the oathsworn), but if you're relying on them as your ranged firepower you're going to have a bad time. Compare javelins to archers and you'd take archers 100% of the time.
Iβm fine with the fians, but sturgia also having a noble cavalry is mindboggling to me... why not just get a similar unit to warbands huskarls as noble unit?
The most interesting weakness in the Battanian army is that the Falxmen are too fast.
They have this great Athletics skill and no armor, so they just charge out in front of the rest of the infantry (and even some cavalry) and end up getting surrounded and killed by recruits before they can land a hit.
