Although I do agree with most of this guy´s points (especially that we need the proper Disney villains back) and in that Bellwether was probably one of the weaker parts of Zootopia, her reveal and motivations did make sense when you really pay attention to the movie. And there´s of course the subtle hints we´ve already talked about a few times in this sub.
