I think Frozen 2's main problem was its rushed story.
The original movie was a relatively closed story with not much else to tell, so they had to add a gargantuan amount of lore... so much so that they didn't have nearly enough runtime to tell the story in a way that had proper emotional and character development.
In my opinion, Zootopia doesn't have this problem. There are so many plotlines the writers could chose with the world at their disposal, and there are many different directions they could take the characters.
I think they may very well have delayed it. Rich's departure probably caused a big shakeup in the development team, and the may have needed time to get everything back on its bearings. Although I'm sure he took his time to let the team fill in the gaps, especially since he was in the studio for a year after his final project.
