Shark (Showing Animals Respect and Kindness) as the name implies is an activist group trying to highlight animal cruelty. Their YouTube channel is full of videos of them interacting with law enforcement and exposing the corruption.
I'm in no way affiliated with Shark, but their videos are quite good.
Their "Police Corruption and Misconduct" channel shows a lot of similar videos to the one we see in this thread. "Corrupt Government Officials" has a few good videos showing how some of the people they target get preferential treatment from law enforcement.
Here is a famous incident where a guy pulled a firearm on the guy in the video. The police didn't follow procedures and shows government corruption. It strikes a particular nerve with me being a strong supporter of firearm possession and the 2nd Amendment.
Actually yes, under Oregon ORS 164.245 a property owner can ask that someone be served with a permanent trespass notice. This means that the owner is forever banning you from their establishment and it cannot be undone without written permission (usually filed with the jurisdiction that served the notice). So, it's the same as serving a person with a restraining order, except it's for private property.
The cop talking about how you have to notify someone they're being filmed was a bit of B.S. because his first statement was about acknowledging that he was being filmed making it mutual consent. You can't say you don't want to be filmed and then proceed to film someone else in a public place.
The ID issue (speculating) is that some officer or agent asked for his ID and he took off. If the person asking for ID was not an officer of some kind then they could still stop him as part of their investigation into a possible criminal trespass. We would have to know more to say for sure.
update - how corrupt can these cops get, the Cops are on the Rodeo board!

"SHARK has initiated an investigation into the existing connections between the rodeo and the Malheur County Sheriff's Department who the group accuses of violations of free speech, and using intimidation tactics. The following is part of the report. The full report is available upon request.
The Malheur County Sheriff's Department also has direct ties to the Big Loop Rodeo through their deputies. In his testimony before the above-mentioned Senate committee, Jordan Valley Mayor Jake Roe stated, "The Sheriff's posse sells food at the park to raise money..." Jerry Raburn, an official with the Jordan Valley Rodeo Association, told the Senate Committee that "Not only is the rodeo a boost for the businesses here, but also for volunteer groups, service organizations, schools and churches," including the "Malheur County Sheriff's Deputies."
According to Malheur County Sheriff Sergeant Richard Harriman, who, along with Bob Wroten forced one of SHARK's activists to leave the rodeo, that Wroten himself was not only a Malheur County Deputy, but also held a dual position on the "rodeo board."
Malheur County Sheriff Brian E. Wolfe defended the Jordan Valley Big Loop Rodeo and horse tripping in a letter sent to the Oregon State Senate Committee on Environment and Natural Resources, which recently held a hearing on a bill to ban "horse tripping." Wolfe misused his official county stationary and position as Sheriff to made a political statement when he said "I personally oppose any and all legislation, laws, or rules prohibiting Rodeo events including Horse Roping."
"We now know that the Malheur County Sheriff Officers, the same men who violated the rights of our activists, have deep ties to the rodeo," states SHARK President Steve Hindi. "When they saw the cruelty that was documented on the first day, they abused their power on the second and third day to make sure that no more video would make it to public view. That's outrageous, and the Sheriff's office needs to be held accountable for acting like thugs protecting a good old boys network of animal abuse and cruelty."
so i get from the ad at the bottom that this guy films animal cruelty at rodeos...the rodeo owner's don't like that and got the boots out to kick this guy's crap in.
what was with the "didn't present ID" stuff though? the cop said something about "you aren't allowed to film", but it seems like he was "permanently trespassed" (can you use that word like that?) because of an ID issue.

Interesting that the Sherriffs appear to be enforcing the rodeo's no video camera rule.
I'm not really seeing anything wrong here. Seems to me they stopped him again to basically tell him that he is bared from further from the property.
Although the little bit at the end about video taping is BS Because he was told at the beginning. Also the police officer is actually recording him he's got a chest camera. Did he inform the person filming that he was recording the stop also?
So I don't think the police did anything wrong. I don't know enough of the back story here but it sounds like they did not detail him initially and he left. Upon further investigation the property owner wanted him trespassed. They had to stop the guy to issue it.
As far as why no name tag, the officer (deputy) said his name at the beginning and towards the end. He was not trying to hide who he is.
I watch enough of these videos to know where the line is and these deputies didn't cross it. Sorry.
