Looks like the officer realized he was in the wrong and was too proud to admit it.
Detention is still lawful when the officer had stopped him because he believed a violation had occurred (officers are expected to have a working knowledge of the law, but not encyclopedic).
However, as soon as he realized his mistake, he should have admitted it and sent him on his way.

I got pulled over back in the 80s for driving with my headlights on during the daytime. The officer said that it was distracting to oncoming traffic. I had just finished a 3 hour road trip and safe driving recommends driving with your headlights on to make your vehicle more visible to oncoming traffic. A year later, vehicles in Canada were mandated to have daylight running lights for this very same reason.
Is this guy a Sovereign Citizen? I'm not getting that vibe at all. It sounds like the guy has yellow headlights, has been stopped a number of times for it, has gone to court, has been vindicated in court (I'm assuming here), and continues to get stopped.
I'd be bothered, too. Without really knowing the officer's perspective completely, it's still his responsibility to understand what violation of the law someone is committing.
The guy brings up his 4th amendment rights and he's dead on. Unless you are being detained for a valid reason, police should leave you alone. This guy seems frustrated for getting stopped (I'm guessing at least two, maybe three times) for something that isn't illegal.
Painfully obvious that this is an ongoing issue (feud even) between the Fresno Police department and this guy who took them to court and won.
The guy knew he would be pulled over and even had documents relating to the issue.
The cop knew about those documents and didn't bother looking at them.
The cop also knew about other incidents involving this man being pulled over for this incident and even had answers for when these incidents were "brought to his attention"
I am SOOO not anti police. But this is fucking ridiculous. The police should be above petty feuds. They should honour the power they've been given, which is to keep the peace and safety of the public.
Initially pulling this guy over for Yellow Lights? Fine.
Goes to court and the court rules against the police. No big deal.
Not accepting a court ruling and taking the law into your own hands? Not ok at all.
I wish he sat there and insisted on that ticket. The cop started breathing heavily when he asked for that instead of a warning.
When the police officer started going on about "proper voltage" I knew he was full of shit.
The forward headlights must be white or yellow, in order to cover much older cars that had headlamps that cannot shine as bright as modern day cars. This cop knew he was full of shit and couldn't back up his claims, hence his non-answers and cowardly misdirections. He should've apologized for wasting the driver's time, once he saw that this guy has already fought and won this in court.

Why? Why even pull over somebody for this shit? What was going through this fucking idiots head to say "Yeah man, got one." then pulls someone over for yellow fucking headlights? I don't get it.
That bullshit about wattage and voltage. Come on! If you 'upgrade' your headlights to LED's, they my put out more light and consume less wattage. That's why standard household led's will say like '9 watt bulb equivalent to a 60W incandescent'. We incorrectly associate the wattage to brightness. That only works across a single type of light source. Wattage was needed to know so that you didn't overload the light fixture, and was they related to the brightness of the bulb.
