What do you reckon the IQ is for this cop, 60-65? I mean, he's having obvious problems keeping his story straight, rambling about officer safety and interrupting some investigation.
For his, and the public's safety he ought to be properly cared for in a home, with medication and trained staff around.
In my experience this loud-talking, in your face, making up rules and laws as they go stuff is standard fare for many police officers. Not all of them, but way too many of them. Their goal is to control everyone around them, for them and their colleagues to always be in charge. That's all that matters. That's actually what policing means to them. Pretty sad.

"You're interrupting my investigation!" The only thing keeping the cop from continuing with his investigation is his own pride. He could have walked away at any time, but he couldn't stand being questioned like that.
