There's one problem about this theory... (I think I have the answer).
For sure the guardians were built to protect the temples, but their construction was still in the form of a FISH (they have tails with fins and can only flop around out of water!) so these temples were DEFINITELY already underwater when the guardians were built.
And ALL undead attack sea turtle eggs, not just drowned, so isn't it more likely they were part of the same ancient race of "human" builders? They probably tried to use the sponges to clear the water out of the temple they'd just built and other areas and tried to bring their food down with them, IN ORDER to escape the wither because it was no longer safe above ground. (So they tried building a home underwater to be safe from the wither but couldn't find the heart of the sea to make it permanent.)
The sponges weren't enough for all of the area, causing everything they built and tried to preserve to be waterlogged, with them still underwater... hence they "drowned". And their ships may have even been damaged BY the wither to the point of sinking, causing its passengers to drown - making even more drowned.
And just HAVING misc armor and resources from above water doesn't point to them being pirates (especially since leather and iron armor, basic food staples and SMALL bits of resources from mining, like a gold nugget, would be quite common for a race of builders and miners).

Maan, I feel bad for that civilization, such a sad story.
If you don't mind, i have a different theory ... A GAME TH... XD But seriously.
The end of the theory didn't made much sense to me.
The biggest problem for me are the Guardians. If they were in the middle of fighting the rising sea, why waste time to research and build a highly sophisticated surveillance/defence system?
Also, if they had treasure maps with the location of hearts of the sea and had the required nautilus shells, how could they not got the conduits in time?
And why are they drowned, not just ... well, dead?
It's my theory that they actually managed to build conduits and started living under the sea. And since they had such a valuable item in their possession, it would make sense to protect it from the Builders and others, maybe even their own kind? After all, they were pirates.
Maybe they lived so long underwater that their environment turned them into those underwater creatures. You know, like the End turned the Builders into Enderman or the Nether turned pigs into Piglins.
During this process or after that, the hearts of the sea could've been stolen, disassembled and hidden/burriedand. This would not have been a problem for them since they didn't needed those anymore. Or at least not an immediate?
But then it hit me. In the Episode "Game Theory: The Lost History of Minecraft's Wither" soul sand was involved. The stuff that can suck up souls of the dead. You know, the stuff that is commonly found in the overworld where? You guessed it, around drowned ruins.
This soul sand is so full of pirate souls that it literally bubbles them out into the water. And what happens when a soulless zombie enters the water? It gets possessed by a pirate soul which will continue it's once lost life.
Maybe Zombies and pirates have the same origin since zombies are very similar to the pirates. Also no other mob is affected in such a way. And would you know it, Guardians also spares a normal zombie's life.
How could the drowned simultaneously have buildings on the deepest of the ocean floors yet also be a seafaring society that lived on land and breathes air? For the former to happen, there couldn't be a sea level.
