CCW Licensing in CA is the exact argument you should use when people advocate for Gun Licensing. Giving the government leeway to issue you licenses to exercise your rights is complete bullshit. And as we all know the government has the ability to use bureaucracy to essentially deny your application through long processes. Even in shall issue counties it can take upwards of a year to get a license issued.

Ok, looked up Pen 632, and the officer is right. Plus the right to record public officials doing their job, is only valid in public spaces.

I was into this guy's thing at first, as he was citing laws, and was very clearly in the right, but in the second half of the video he starts to get pretty annoying. All he did was delay his own ccw further, and it's probably part of what cost him.

the purpose of this video was to use my First Amendment right to free press to document my public officials in my quest to exercise my Second Amendment right to keep and bear arms by applying for a concealed weapons permit in the city of Torrance in California so my journey for this concealed weapons permit started with me going to the Torrance Police Department and asking for an application about applying for a concealed weapons permit no it only took five seconds into the process before the officer gave me false information about needing to complete a firearm safety course prior to turning in the application California law Penal Code two six one six five subsection D clearly states the applicant shall not be required to pay for any learning courses prior to the determination of good cause being made I don't know if this is simply a lack of training and education on the part of the Torrance Police Department or if this is an intentional effort to dissuade people from submitting concealed weapons applications by intentionally giving them false information and requirements that they have to complete and they will not accept the application until the safety training is complete yes okay okay all right thank you on September 12th 2016 I returned to the Torrance Police Department to submit my application hi I'm here to speak with detective gable to turn in a concealed weapons permit do what and they didn't answer but I need to I need to speak of somebody to turn this in I've been down here a few times now trying to turn this in and it's like I'm just getting stoned because I can't answer any of the questions that's why I would like them to come down here to help me know I didn't but this is the third time I've come down just to turn in an application because the application requires that it's signed in front of somebody a witness signature with a badge number before I can turn it in the California concealed weapons permit application mandates that a police officer signed the application when you turn it in as a witness and provide their badge number however on three separate attempts no police officer would come down and accept my application and sign it and put their badge number on it right that's why I like to have them come down all right thank you to fall on that phone you partner barter partner Barger despite being told on three separate occasions that I needed a police officer signature to submit the application and despite the application requiring it the detective on the phone now informed me that I could skip that part and just turn in the application anyway yeah I'm trying to turn in a concealed weapons permit and in the state of California the police have a common practice and policy of requiring an interview from the applicant after they submit their application the officer explained that they had 80 applicants in front of me and that an interview could take up to six months okay then how do I set up the interview your backed up with 80 applications so how long does it take that six months to get an interview for a constitutional right all right thank you I'm just turning this in they said to turn it into you so I just wanted to confirm that today was Monday the 12th do you agree with that today's Monday the September 12th yes great thank you after being told by the detective that there were 80 applicants ahead of myself I decided to do a public record request to verify that statement this was yet another lie by the Torrance Police Department here's the response from the city of Torrance as it turns out there were not 80 applicants ahead of myself there were only 16 open applications ahead of myself as I would come to learn the Torrance Police Department would process all applications submitted before mine and all applications submitted after mind before I would even get an interview the public records documents showed the average time to complete the entire concealed weapons process including the determination letter was six months as my video will show after 18 months I have still not gotten an interview here are the applications and here are the dates they were submitted after numerous phone calls to the Torrance Police Department and after numerous visits to the Torrance Police Department and still not getting an interview I returned once again on February 7th where I spoke with lieutenant I came in yesterday coming in today I'm telling you right now okay those are the people you not talk to I can't supersede his investigation by answering because that he's the one to talk to that's why I asked to speak with him okay what you wanted you have questions right that's who you want to talk to what I'd like to know is when do I give my interview I've submitted the application five months I talked to Detective gable earlier today about your application process he's he said you're about 30 on the list so there's 29 people ahead of you he goes in chronological order based on when they were submitted okay let's pause right here now on February 7th 2017 five months later lieutenant watt just said that there are 29 people ahead of myself this is an outright lie if you go back to the list of all of the applications before mine you'll see that by February 7th 2017 they were only five remaining applications ahead of myself while I was still just trying to get an interview the Torrance Police Department had already completed applications and approved permits like this individual Michael watch Fogle who submitted his application the day after mine and was approved in five months that means he got his interview in probably about three months and then his approval letter and the permit in a total of five months so my advice I mean it's probably not what you want to hear is we need to keep talking or keep trying to talk to him okay but you just said you spoke with him so if it wasn't here how did you speak with him on the telephone okay because you were here yesterday today but how did you know which one was mine because he just he recognized your name when I said that you were at the station I didn't give my name when I was at the station last year yeah I didn't give my name you know yeah I know they know me that's what I think they're delaying my application but he is the one that approved the permit stuff he's not to here he's not to your application yet I just told you that okay lieutenant what is correct they are not to my application yet because they've skipped over my application and they started processing applications for people who had submitted them after mine in fact they had approved the applications that were submitted after mine before I was even getting an interview all I'm asking for at this point is when somebody can tell me when an interview what is the general time frame than that they're running for interviews what's the general timeframe that they're taking for interviews what the lieutenant should have said was that the time frame for me was different and longer than the time frame for everyone else so I guess I'm just back to calling phone numbers and just waiting then yeah okay on September 12th 2017 on the one-year anniversary of submitting my application I returned to the Torrance Police Department to once again inquire about just getting an inner you I I'm here for an interview for a concealed weapons permit okay no it's hi is this Barger hi I'm here I like an interview for my concealed weapons application that I submitted well I know I'm not gonna get an interview today I would like to schedule an interview can we do that today my concern is you know it's exactly one year ago today that I submitted the application and I can't even get an interview and how many people are when I asked detective Barger on September 12th 2017 how many applicants were ahead of myself he now said there were 11 ahead of me however you review the records supplied by the city of Torrance there should be zero applicants ahead of myself at this time although there should not be any applicants ahead of myself you can tell by these records that the Torrance Police Department is in fact putting applicants ahead of me that submitted their applications after me on the date of this conversation September 12th 2017 the Torrance Police Department had already processed and approved five separate applications of people that had submitted their applications after I submitted mine as you can tell by the dates the average time to complete the entire process is six to seven months although at 12 months I'm still asking for an interview while I'm still trying to get an interview twelve months later these five people have already been completely processed and approved for their permits on November 14th 2017 14 months after I submitted my application detective gable of the Torrance Police Department finally returned my phone call and actually spoke with me what can I help you with yeah I like my interview [Applause] yeah I don't think that's true that you're doing an order though whether it's a primary job or not the public records that I've obtained shows that you're clearly not going an order in 14 well your only answer is okay so then the city is lying in their public records that they provided with the dates so so what's the date for my interview ins are gonna be but that requires payment and the law says that I'm not required to pay any fees until after the good cause determination is made that's not in compliance with state law no your understanding the law is completely incorrect okay well and I'm telling you your policy is not in compliance with state law we'll call you in and with you okay all right okay when's the interview well I'll bring the money down right when we have the interview yeah after the interview then the firearm safety course is done well my understanding is that the good cause determination has to be made prior to the doing the course I'm pretty certain about that yeah except you forgot D the applicant shall not be required to pay for any training courses prior to the determination of good cause okay so when is the interview I'm available anytime I've been available anytime for the past 14 months yeah well I've been down to the police station I've been down to the police station ten times in the past 14 months so don't try to blame the scheduling on me I've been available for four I've been down to the station ten times in the past 14 months I've requested to speak with you I have it on video at least 10 times okay and who will be then we can just do the interview in the lobby okay well that's probably gonna be a problem so but I'll show up there at 10 and then we can proceed how ten okay well I guess we'll find out when we get there all right thanks after waiting for over 15 months the Torrance Police Department finally scheduled me for an interview however not only had the Torrance Police Department been violating my Second Amendment rights by intentionally delaying my interview but now I would discover the Torrance Police Department would violate my First Amendment right to document my public officials conducting my official business all right thanks what's that today yeah any investigate no I just paid my fees okay I'll take you the private side of the departments are no audio/video correct no I like to record them for 6:30 to the Penal Code they can do that so you can either see them now yeah no I've already consulted with my attorney okay this is an official government process these are government officials acting in their official capacity so I have a right to record if they don't want to do the interview in what you might call a secure location right I'm offering to do it here in the lobby right so but also the second part of that is if you're conversing with one another and you're taping that person has to give you consent to be able to take them or they're not giving you consent two things wrong with that number one you got you guys are gonna be audio recording the conversation already no that's a fact you guys record all your interview okay well you're gonna be recording because I've spoken with people who have done the interview process and they were recorded number two consent isn't required because number one you'll be recording a number two I'm making you aware that I'm recording so whether they can they consent doesn't really matter they already know every contact done okay so then what's the deal again the interview today won't happen if you're gonna report okay who would who is not gonna do the interview is starting a Koi your Corey yeah okay why can that person come and speak with me I can tell I mean because the thing is you know I'm at 16 months waiting for the interview now I'm here I'm here for the interview I'm offering to do the interview here in a public place right but I told you that um I've paid my fees right are you guys declining the interview at this point wanting to talk to Sardinia koi one more time to see if he'll talk about here okay please come out but if you don't come the names of the people who were approved for concealed weapons permits showed direct links between donors to the mayor and city council members and also a high number of city employees such as firefighters and a closer inspection of those who were denied showed a direct link to opponents and enemies of the mayor and city council I believe that the intentional delay and obstruction of my concealed weapons application was directly related in in response to the Torrance Police Department's 5 year history of trying to eat Ally 8 against me for my First Amendment right to free press and the videos that I have made about them and other police departments
