Eagle is a great choice for pve on a budget, or even just those classes that got shafted hardest by loosing the banner precision bonus.
And theyβre arguably better if youβre going into an encounter with a lot of damage as unless your healers are amazing, the +10% damage to things under 50% health is actually superior to +5% damage when your health is over 90%.
After my last video going through the best runes in the game there were a lot of requests for some cheaper alternatives that are actually rather decent (looking at you Rune of the Eagle). So here's my breakdown of some of the cheapest runes in the game which are surprisingly useful. Now I'm stuck with a newfound love of Rune of the Lich which I wish I new about sooner.
Strength runes are very underrated for a budget open world power build for a newer player. Most builds in the game have access to might now, but not all classes can comfortable cap it at 25 might, especially on their own. The 50% duration, extra power and guaranteed 5% strike damage are very nice for casual play. An added bonus for heavy armor users, the named berserker level 80 exotic set, "Devona's", comes with strength runes already attached, making it even more of a budget set.
Runes are one of the worst parts about gearing. Until you have full legendary, you're pretty much guaranteed to be throwing money down the toilet to stay current with the meta because runes generally can't be removed, and a full set of 6/7 can be quite spendy. Viable budget-friendly runes are great to have, even if they aren't functional on all builds due to some requiring more min-maxing.

After looking at the costs I just slapped them all with easy to make and buy diviner and berserker gear and weapons and fine of the pact or eagle for them all.
If only I had the 3k gold to buy my way to legendary sigils and runes to ignore this overpriced mess. Lol
