don't everybody in this video we're talking about HR 5 7 1 7 this bill is known as the Gun Violence Prevention and Community Safety Act of 2020 and this bill which is being introduced right now on this all the issues going on with the virus is probably the worst gun control bill that we have seen in a long time this bill seeks to comprehensively infringe on the Second Amendment on multiple levels they pretty much through everything that they could anything that you've ever heard discuss as far as gun control has been thrown into this bill it just reads as a vomit regurgitation of anti Gunners so let's talk about what exactly this bill is seeking to do so HR 5 7 1 7 was introduced by a representative Henry Johnson of Georgia and the alleged purpose of this bill is claimed to be to end the epidemic of gun violence and build safer communities by strengthening federal firearms laws and supporting gun violence research interventions and prevention initiatives so I've read this entire bill and I've broken down the major things that he's trying to do as well as I've broken down and picked some of the sneaky things that people might overlook that this bill is actually trying to do so first off the first thing that a lot of people are getting up in arms about and which we have a right to be upset about is through this bill the federal government is trying to institute a federal licensing requirement and this federal licensing requirement would require anybody who is trying to purchase sale firearms or ammunition to have a federal license and so essentially this bill said that it's unlawful for anyone not license to purchase acquire or possess firearms or ammunition so right off the bat in this bill you have a major infringement on the Second Amendment because they are stating that you need a permit to exercise your Second Amendment rights so to be eligible for our firearms license under this bill you have to meet certain eligibility requirements so those eligibility requirements are you have to be 21 years of age and you have to complete this firearm safety training is what they call it and what this incorporates there's a written test and in the written test you must demonstrate your knowledge of applicable firearms laws what they state and so the second part of this is that you have to demonstrate your hands-on ability with a firearm it's a lot of people are upset with this because if you have a first-time shooter and they are trying to purchase a firearm for the first time and they come into this range and they're trying to purchase firearm and you have to do this firearms testing how are they going to actually beat this requirement when they don't have a gun that they can test with and actually as you read on with this bill a lot of people are saying well those are someone from the store but when you actually read this bill there's a provision in there where you are not allowed to loan or rent or anything a firearm to someone who it does not have a license so if an individual it doesn't already purchase a firearm they are not gonna be able to meet this requirement a gun store under this bill is not allowed to actually rent or loan a gun to a person to meet this testing requirement it's a third part of this to get your firearms licenses you have to have a background check and then you also have to give them a photograph for your license there is language in this bill with the firearms licensing stating that they will do annual update background investigations on everyone and this is everybody if you have a Federal Firearms License if you went through this process you buy a firearm or ammunition legally they will do annual update background checks on you so why a lot of people should be concerned about this because this is a more stringent requirement that we even have in California for us to be able to purchase firearm and so they stated the penalty for purchasing a firearm ammunition if you don't have a license is any person who violates the licensing requirement shall be imprisoned not more than two years fined or both so they essentially say if you purchase a firearm and ammunition without a license you are subject to two years imprisonment a fine or both so another scary thing is they say one year after the enactment of all firearms manufactured must have the Daniel is manufactured engraved on it and so they're gonna require manufacturers to actually engrave the date that the firearm is manufactured or made so another aspect of this federal licensing is that it might not necessarily be a federal license the bill actually delegates or permits the delegation of the authority to States if the states meet the certain federal requirements that are outlined in the bill and again this is just a federal minimum the states can go above and beyond if they want so for example in California it's very likely that they might create more stringent requirements than what we see in this federal bill and the bill actually grants them that ability and I just want to make a quick note is why would certain states want to do this and it's because in the bill the federal government is actually holding out a little carrot to the states saying if you do this we'll kick you some money and that's how a lot of the times the Federer government gets the states to do certain things is they offer them money and the states say oh we'll take this money and we'll just meet the requirements and we'll maintain the database will do the licensing for you federal government and so what does the federal government actually say the states have to do during the entire period of ownership or possession of the firearm or ammunition they have to ensure that these individuals have a Federal Firearms License or have the state license so again this is not something where you just get a license one time purchase a firearm purchase ammunition this is a continual update thing you have to maintain the state or federal firearms license during this entire period and if you don't the language of this bill actually puts into effect the ability of the state or the federal agencies to step in and comment state your firearms and ammunition and so let's look at how that actually looks because this bill actually talks about how the states are supposed to put and effect that comments gating process so and in that section that talks about the states all established processes under which an individual's who's covered licenses revoked or suspended or whose application for issuance or renewal of covered license is denied shall surrender or transfer all firearms and ammunition that are or would be covered by the license so essentially the bill here is saying that the states have to put into effect a process of general confiscation if you don't meet the continued firearms licensing requirement the states or the federal government has to have into effect a process for them to confiscate your firearms or your ammunition so let's move away from the licensing requirement that we've talked about that so blatantly a violation the Second Amendment let's look at now the background checks or the universal background checks that we always hear thrown out all around this bill actually has language for a universal background check so the bill states that 180 days after the enactment of this language the federal government must put in place a universal database and so part of this federal universal background check requirement is they are gonna establish across the board a seven-day waiting period so for a lot of states that is more than what you are used to I know when I was in Pennsylvania of the check was run it 30 minutes later you get your firearm here in California we have a 10-day waiting period so for us it might be better but this bill is across the board horrible and it's going to institute a seven-day waiting period for everyone and that doesn't mean that it's only gonna be seven days for example here in the state of California doesn't necessarily mean that we're gonna get it reduced to seven days because the state can require more stringent requirements than what the actual bill is Steve so next part of this universal background checks section is that it actually eliminates private party transfers without first going through an FFL so here in California we're not allowed to transfer firearms without going through an FFL but there are other states where that is not the case but this bill requires that across the board nationally every private party transfer has to go through an FFL so again guys this is this is crazy they're putting very stringent requirements naturally across the board on everybody and it's just reading as the anti gunner manifesto so next let's look at how this bill is trying to change who is lawfully allowed to possess a firearm this bill goes as far as changing the age requirement for those individuals who are allowed to purchase firearms and ammunition and it states that no one under the age of 21 is allowed to purchase firearms or ammunition but funny enough then they throw in this weird section where they talk about well you know these individuals under 21 where they might be able to buy firearms or ammunition through a a parental slip essentially is how it reads and then funny enough they go in and expand the gun-free zone language to all universities in in colleges because of as we know gun-free zones protect everybody so again we're seeing these like common threads that anti Gunners throw around and that's why a lot of people are just saying that this is the encyclopedia of like gun control because they just threw everything they could into this bill another thing that's getting a lot of people upset about this bill is that there is an extremist protection order essentially as a fancy word for the throne and red flag laws into this bill and they state that the reason of these central red flag laws is is prohibiting a named individual from having under the custody or control of the individual only purchasing possessing or receiving a firearm and having firearms removed or requiring the surrender firearms from a named individual so essentially they're saying if you are hit as an extreme risk individual they are allowed to go in and come escape your firearms or you are required to surrender them they are trying to push forward along with all these other things that they're trying to do this bill they are trying to push for a national red flag law and so next on this Bill's agenda is an assault weapons ban they even throw an assault weapon ban in this bill and so they go in various ways in this bill and define what they consider to be an assault weapon and it is very broad it is very expansive and it pretty much almost bans every single semi-automatic rifle every send my automatic pistol almost every make and model of a specific firearms that you are familiar with and it's just a fast vas overreaching bill so for example they define a semi-automatic assault weapon as a semi-automatic rifle that has the capacity of accepting a detachable magazine and any of the following so any one of the following a pistol grip a forward grip a folding or telescoping or a detachable stock a grenade launcher a threaded barrel a barrel shroud and then they also say it could be any semiautomatic rifle that has a fixed magazine that has the capacity of accepting more than 10 rounds they define assault weapons as a semi-automatic pistol that has the capacity of accepting a detectable magazine and you the following the threaded barrel the second pistol grip a barrel shroud they throw in a weight over 50 ounces a stabilizing brace so they go as far as saying any semi-automatic pistol that has those features is installed weapon under the language of this bill and is therefore not allowed and then they even go into adding specific types of firearms and models as assault weapons they say that any 8k or any a K vary any AR any air variant they name specific things like scars divorce and then they even say that any combination of parts lower receivers uppers is how it almost reads can be defined as assault weapons so they're even saying any part or a combination of parts you use to make any of those like aks ARS anything like that are considered assault weapons under this language they even saying unfinished lowers like so your eighty percent lower or your ghost guns they are saying those are also considered to be assault weapons under this language so again this this bill is crazy it reaches and they are trying to violate the Second Amendment in the most comprehensive way that they can think of they just went down the listen through everything that they hate about the Second Amendment everything that has ever been discussed as far as gun control has been added into this bill they then go into Psalms are saying pretty much that they're gonna ban all silencers they even also then say that they're gonna restrict firearm purchases a state that is gonna be illegal to sale or purchase more than one firearm for a 30-day period so this means that all you can only buy a shotgun if you buy a shotgun in 30 days you can't buy a handgun or a rifle you have to wait another 30 days to buy it any other firearm and then they decide you know what we got to get some money to implement all these things and we got to find a way to get all this money that we're promising to the states and they say well why don't we throw in added tax so this bill then adds in a tax provision and they say that they're going to tax all firearms at a 30 percent rate and then they're gonna tax all ammunition sales at a 50 percent rate so not only are they trying to restrict your ability to get your hands on firearms and ammunition but then they're gonna try to tax you out of your house and home when you are able to get your hands on firearms or ammunition so then the final thing I want to talk about is they put in some gun shop provisions here and so they require gun shops to have a certification through the federal government or through the state equivalent and the gun shops and the dealers are essentially supposed to submit a security plan to the state agency or to the federal government and if they fail to do so then they are hit with a $5,000 fine and then gun shops here under this bill can be subject to annual inspections by the ATF by the AG by the state whoever wants to do an inspection on these high-risk dealers they can step in and do inspections on these gun shops so as you guys can tell this bill is crazy they're trying to do everything that has ever been mentioned as far as gun control anything that has ever hit the news that you can think of has been into this specific bill that's HR 5 7 1 7 so if this guy's passes guys this truly is gonna be the gun apocalypse because they are essentially going to try to get rid of our Second Amendment right with one bill this bill has everything that we hate as Second Amendment advocates so I strongly suggest you guys contact your
