just about everybody in Maryland has watched Richard share and Oprah Winfrey on people are talking to one time or another in fact more people watch that show than any other morning talk show including the one in which the guy uses only his last name Oprah at Richard worked very hard on the show a lot of people work hard on the show and tonight we go behind the scenes to learn what goes on and people are talking five days a week from 9:00 to 10:00 in the morning on channel 13 Oprah Winfrey and Richard share question cajole and console a wide range of guests people are talking or p80 as we call it at the station is the highest-rated TV talk show around the on camera hosts are important but much of the work is done by people of viewer never cease before 7:30 in the morning people are talking staff begins arriving at the station the 90 minutes before the show goes on the air on a flurry of activity and each staff member knows well her responsibility the producer the person responsible for the overall direction and content of the show is sherry burns she started in broadcasting as a radio announcer in st. Louis and since coming to WJZ has produced many different programs Sherry's married and the mother of two girls ages three and one she helped to create p80 arlene weiner is the coordinating producer she's responsible for the day-to-day operation of p80 it seems remarkable but this is Arlene's first job she raised her family went back to college and started with people are talking as an unpaid intern Susan Weaver is an associate producer she's single from Rhode Island and worked in public television before joining the p80 staff about a year ago Barbara Hamm is single and the youngest member of the staff she went to college in North Carolina who worked as a news writer and in the promotion department and he's now an associate producer on the show at the eight o'clock meeting Richard and Oprah joined the staff for briefing on the day's guests first there will be a psychiatrist who says he is against sex therapists there is some concern that he has a very heavy accent the psychiatrist will be followed by a cooking demonstration by a woman who cooks things in tin foil the fact that each of us brings a different background experience to the job helps I have two small children and so when we're doing an interview that has something to do with babies or or something that would relate to my life particularly then I give it a lot of input when I call a guest and talk to them on the phone I'm looking for somebody who interests me because I feel I am representative of the people who watch our show we get a lot of response from people who watch people are talking you know if they don't like particularly guests they will definitely call if they love a guest you know they'll call which is good because it gives us and gives me the feedback as to what people want to see and what they don't want to see it's obviously much more than just a nine-to-five job it has to be there's no way that you could could have a show like this if it was just a nine-to-five deal we've got well your heart into it okay are some of the talk-show hosts better interviewers than others yes it is a guillotine yeah so what what what do you expect today uh people are talking nothing but the best [Applause] [Applause] sex therapists in a room off the studio Susan Weaver screens calls from viewers in the control room Arlene wieners sits with the director Dave go see Dave his directed p80 from the beginning and he's a master at selecting shots and camera angles the earlier concern about the psychiatrist proves unfounded the interview is going well when I think about why people are talking is survived when other shows have not it has to be because of sherry and Arlene and and Barbara and Susan and other people who worked on the show I can't say enough about sherry she is one of the toughest women most demanding people I've ever known and that pays off because she really does care about the show we have a business relationship and a personal relationship and I think basically we're friends but when something serious happens we talk about it seriously when something goes wrong we're all angry about it we all want to know what we can do to make it not happen again so not everything is is kissy-kissy-kissy because this is a business okay what are some of the other keys in the final minute we have of cooking for two would you say well I try your car's okay well we talked a little bit about actually freezing buying enough for maybe several meals and then freezing it so I've got here hot fries your foods properly how about 30 seconds okay I can do it that fast you see you next time on people to talk he have a good day [Music] [Applause] [Music] [Applause] [Music] place is pretty posh for a couple of guys from the Westside I know it's nice to see how the other half lives for a change though it's our night back to 7f can you dance to this music I can always speak excuse me um excuse me but aren't you Pamela Kingsley yes I am oh I saw you playing the other night you both you were what oh thank you that's so nice to hear by the way I'm Oprah Winfrey for Baltimore just visiting very nice to meet you this is Bryan Ryan died and you were wonderful I didn't mean to interrupt or something I wanted to say hi and you're you're fabulous thank you so much so I find this meeting you so sweet of her I love it let's face it now I'm your celebrity [Music] I'm having what I was wanted I'm having the time of my life yeah the action is mine to swallow it is I'm just thinking the ordinary guy the fans have to realize that people like Liza you know and Palmer are decent human beings you know any character you do in the soap you put a piece of yourself then the carrot I mean the basic the the frame the skeleton is basically you my fan mail either it's from reasonable rational people who say you do a great job with the role for the crazies you say I hate you I hate you I was nervous as I walked into the room at 8 o'clock that morning I was nervous my knees were shaking because it was an unfamiliar territory I was uh not sure how I was going to be treated I was nervous then knees were shaking I could hear them as a matter of fact but my mouth fell open because sitting there in the rehearsal hall was Ellen and bars going over their lines I thought gee there's Pam there's Ellen there's Lars there's Brian oh my good we're all here very exciting so I had to sit there and just calm down for a while and try not to be excited I met him at the YWCA I have when I was staying there he was staying there too he works there he's a swimming instructor he has an amazing body yeah thank you so much I'm visiting from Baltimore my name is Oprah hi very nice to meet you this is Bryan Bryan hi well I didn't mean to butt in or anything I just wanted to say hi you're great thank you fine you know what it's very what your instance is exactly right do that this is great come over a little further to your left further to your left right come over come over come over this is camera blocking the actors are now going to take what they did upstairs and they are going to put it to the camera this way the director who you will see working will have an idea what the cameras actually gonna pick up this is another rehearsal I always thought that in soap operas where you see people in the background talking they were only mumbling as I later found out in the later rehearsal dress rehearsal they actually are talking to you I was so confused because I'm trying to talk to the rest of the cast the rest of the extras and be very animated and I was really trying to listen in my left ear for my cue because it's my first time it's my National Network appearance I don't want to blow my cue lines excuse me aren't you Pamela Kingsley yes excuse me aren't you Pamela Kingsley yes I am excuse me aren't you Pamela Kingsley I must have rehearsed my lines 500 times with everybody in the hallway that would speak to me from the blocking rehearsal everyone goes to makeup you're gonna be a star huh oh gosh Sylvia's taken care of it's making me beautiful you don't have too far to go so from Baltimore to Pine Valley what is find anywhere welcome to dog think Erika's still the narcissist of all time but she she needs someone to talk to if you think about it Erica never had a friend as much as she tries to talk to her mother and needs her mother's approval her mother and she Roth oil and water so Along Came silver silver not only listened to Erica but ingratiated herself to Erica took a lot of Erica's bad temper bad-mouthing and still as their as a girl Friday and as a sounding board so I mean if Erica seems to have a heart it also serves her purposes and I'm that's not to say that Erica's not without her vulnerability I mean I think that for me Erica's need to be loved is uppermost in my mind is it better for you when you can be you know angry and or sad would you like your character to show some well yeah I would like my character to show some sadness he's never sad it doesn't reflect you know he just goes on is a very materialistic person he goes in there he has his money you know he has all these women and he doesn't reflect you know anything about anything at all he just does it you know he's not worried about his own death or anything would you like to have more dimension in your character Greg is such a good guy well the truth is he's gaining dimension as time goes on which is very pleasing you know I think that another year and a half he's gonna be a lot more interesting than he is now he's he's not just a goody two-shoes he's just a very good character but he's got a strong will and at a temper at times excuse me auntie Pam Kings oh gee I got nervous no way excuse me I do too well maybe I'm just a little more excuse me you can't easily leave Ali who's one more time just one more time excuse me [Music] going into the dressing room you realize this is it this is it we're gonna do it or we're not going to do it you're gonna make Baltimore proud or you're going to blow their lives and after coming out of the dressing room though I realize that it's now or never it's start time it's show Maryland's most complete television news service [Applause] with Richard cher Oprah Winfrey and the Eyewitness News team good afternoon everyone right now Maryland State Troopers are being watched by their boss to make sure that they are doing their jobs State Police Superintendent Colonel Thomas Smith wants to make sure that none of his troopers is hurting police effectiveness by their work slow down with a Labor Day weekend rush just getting underway Smith's going to have the troopers monitor to see if they're enforcing walls against speeders I personally feel that speed cases affect the traffic fatality picture and drunken driving fatigue affects the fatality picture much more than some of the other areas any disciplinary action I take may include loss of vehicle suspension demotion loss of leave or other appropriate actions such as transfer or reassignment even though most troopers won't admit to a slowdown there are fewer tickets being written Colonel Smith says any troopers not working up to par face disciplinary action Smith does say that he supports what the troopers are demanding and that is higher pay acting governor Blair Lee meanwhile warning again State Police that they're pushing their demands the wrong way Lee says the current job slowdown may hurt a lot of the public goodwill that State Police are now enjoying postal workers hope that their contract talks will get going again some day today on a good note the unions representing more than a half million postal workers start bargaining today with post office officials there under a 15-day self-imposed deadline to work on a new contract they're now talking with a mediator present under both sides don't work out a new contract by the end of the month or the 15th rather the mediator becomes the deciding vote in their talks labor boss George Meany is charging employers today with union busting tactics similar to those of the early 1900s in his annual Labor Day message Meany accuses big business of conducting a propaganda campaign against unions because the workers stand in the way of unlimited profits in a counter message the National Association of Manufacturers calls the union's to join hands with businesses to prove that both sides can get together well teachers around this country are having increasing problems getting a law with their school systems today right now there are strikes in Philadelphia new audience Washington State Idaho Michigan Indiana and Illinois all together nearly a half million students being affected by the teacher walkouts across the nation well Richard nothing's going to keep students away from Chicago's Providence st. Mel high school today the students at the old black inner city school had been told their school would close because the Chicago archdiocese had run out of money but the students fought to keep st. Mel open to prove they're good and good they are 95% of the school's graduates go on to college drugs and delinquency don't exist at st. Mel the students won't tolerate them so the students the faculty and some friends took the st. Mel story public advertising for financial help from people who believe that hard work is worth something it paid off a hundred and sixty thousand dollars in donations came in enough to keep st. Mel open for education principal Paul items welcomed the students back to their school once you remember this as long as you live if you believe in something you win the work you can get it the students at st. Mel are certainly aware of their surroundings but their focus is on what they're doing with their lives today and what they hope to be doing in the future they fought to keep their school open fault to prove their excellence Ron Miller ABC News Chicago jobs for those students and others were a little easier to find last month the US Labor Department reports today that the unemployment rate again dropped below 6% in the month of August this is the second lowest jobless figure this year although six million people are still without jobs there could be five thousand more jobs in the car making field if Dutson puts a plant here in Baltimore there are talks going on at this hour to try to get the Japanese automaker to build a plant at Hawkins point these talks are only in the preliminary stages however a House subcommittee today says it believes that some Firestone tires may have caused at least 34 people to died in car crashes it also says hundreds of other people were injured in thousands of highway crashes call by the faulty tires this morning the subcommittee has issued its report it concludes the Firestone 500 presents an unreasonable risk of accident injury and death and it says Firestone should voluntarily recall an estimated 13 million Firestone 500 still on the road the subcommittee condemns Firestone for not warning consumers that even slight under inflation of the tire could cause damage or even blowouts the National Highway Traffic Safety Administration has also been investigating the Firestone 500 consumers brought a litany of complaints blown out tires and all into a recent hearing the Congressional report says failing a voluntary recall this agency should issue a mandatory recall in a letter to administrator Joan Claybrook consumer activist Ralph Nader charged federal safety officials are dragging their feet in finishing up their investigation but the agency responds it hopes to have a decision on whether to order a recall next month in the meantime Firestone takes issue with the Congressional report condemning the Firestone 500 a Firestone spokesman in Akron Ohio called the committee's conclusions unjustified Bettina Gregory ABC News Washington coming up the investigation of the General Services Administration grows and we'll tell you the latest and police are showing a sketch in the murder of Elizabeth Archer we'll update that story next on Channel thirteen Eyewitness News [Music] a Talbot County judge sentenced Dorothy Stephenson to life in prison for the murder of her husband the 36 year old woman was convicted of throwing gasoline on her husband and setting him ablaze he died about a month after the incident in the couple's Bosman maryland home the judge also sentenced mrs. Stephenson an additional three years for arson William I'm Emily Harris founders of the Symbionese Liberation Army pleaded guilty to one count of kidnapping newspaper heiress Patricia Hearst it was a surprise plea bargaining move on the Harrises part and in return the state dropped a stronger kidnapped charge one that didn't include any chance for parole October 3rd is the date set for the Harrises sentencing as much as half the office supplies Washington area General Services Administration stores buy from private companies never make it to those stores apparently because of payoffs today's Washington Post quotes federal investigators saying they uncovered corruption in 27 of 30 Washington area GSA stores finding about 37 point six million dollars being paid by the federal government each year for pencils wastebaskets and for other supplies but goods worth half that much showing up the deputy administrator of the GSA Paul Golding admitted there is a big problem within the organization but he told our Washington Eyewitness News reporter Val Hines investigators kept the problem too long under wraps sorry to say that apparently this sort of thing has gone on it's going on for a long time it's very distressing to me I've worked in government city state and federal all my life and I've never seen a mess like this 13 holding out of it because of the size of the G GSA there's plenty of room for wrongdoing but Richard he also said that with the proper management and leadership it all could have been prevented President Carter Oprah is trying to exert his leadership to drum up more support for the much-needed legislation on his energy package on his first day back from his Western vacation the president met with 11 governors and later with a hundred business executives asking for their backing for this legislation Carter also pitched a plea to the rest of Congress and I asked you today as president you as American citizens and leaders to put aside any reservations you might have about specific details of this legislation and put the interest of your country first and I believe that when you do so that your own personal career and the viability effectiveness and the prosperity of your own business itself will be enhanced I predicted when I made my evening television fireside chat in April that I would lose 15 percentage points in the public opinion polls if I went forward with this legislation I've not been disappointed in my independent Petroleum Producers don't like the president's energy plan either their spokesman buzz Hoover told Steve Frasier this morning that his group doesn't want any price legislation Hoover says independent producers haven't been going after the vast oil and gas supplies deep in the earth because they say it's not profitable there are two major problems confronting the industry at this point in time one of which is just the overall uncertainty of what the rules of the game are going to be this has kept a number of companies from either entering into the business or expanding their operations the other would be inadequate price.we we still pay very cheap prices in the United States for our energy as it comes out of the ground and until we raise the prices to an appropriate rise it's not going to make economic sense to go after the deeper oil and gas Hoover says that we have a choice right now we can pay higher prices to foreign oil producers or we can guarantee what he calls fair prices to independent American oil producers while President Carter's loss of support isn't just at the Capitol with Congress recent polls are showing the president slipping in popularity all crawl across the country and his loss is another Democrats gain Senator Edward Kennedy was the most popular Democrat with 32% of the vote Carter followed but with only 17% and California's Governor Jerry Brown was third with 14% head-to-head he opens the lead over Carter even more it's Kennedy 51% Carter 25 and undecided 24 but the depth and breadth of Carters political problem is revealed in his standing in the gut vote of the Democratic Party those voters most influential in choosing the Democratic presidential candidate again Kennedy leads Carter in the middle Atlantic and northeastern states by 36 to 16% in big cities by 37 to 13 percent among union workers 36 to 13% Kennedy also leaves Carter among blacks by 54 to 16% among Catholics 34 to 14% and among Jews Carter gets only 2% to Kennedy's 31 what this poll shows is that President Carter's general loss of popularity has become a political problem for him within the Democratic Party so much so that if this were a presidential election year mr. Carter would have a hard time getting his party's nomination to run for re-election Catherine Mackin ABC News Washington Delaware's House of Representatives has voted thumbs down on an attempt to get approval for the DC Voting Rights Amendment the House voted 21 to 16 against a resolution ratifying the proposed constitutional amendment now that amendment would give DC residents full voting representation in the Congress well this Sunday Pope John Paul the first takes over as head of the Roman Catholic Church officially yesterday he met with news reporters for the very first time two days before the official started his ministry filled it pleased even happy at his audience for the hundreds of journalists who were in Rome to report the events of these momentous weeks at the Vatican again he began by saying that the leadership is now on his weak shoulders again he spoke of his concern for the poor in the Vatican's all of benedictions from which he appeared on the balcony only minutes after his election last Saturday the Pope stressed the importance of journalism in speedily bringing people together and having them take part in this difficult moment the church and the world are going through probably said the Pope and Saint Paul lived in the present day he would have made use of the field of electronic journalism and the spoke was interrupted by applause when he said that they all would have gone to the director of the Italian television organization here in Rome and asked for time on the air but the precaution while he appreciates the benefit of modern high-speed journalism he also realizes the risks and Pope John Paul finished his thoughts by asking the hundreds of reporters in the hall to portray the church as it is giving a message of love and truth and was the final caution requesting the reporters stick to the important facts he said that when Napoleon met William of Prussia some journalists reported on the colour of the Emperor's socks Robert wrote ABC News Rome the violence in Nicaragua is continuing as government troops move into kuo and urban uprising hundreds of civilians are running from the town of matagalpa dodging the crossfire sorry we Prince George's Police are going ahead with their investigations on the murder of 13 year old Elizabeth Archard of Annapolis the police reportedly have a preliminary sketch of a man seen with the girl just about the time she was last seen alive on Monday but they're only showing this sketch to possible witnesses right now Elizabeth archers body was found late Tuesday night in Bowie she had been shot to death when we return Baltimore's Rock and Roll Dean returns and you'll hear from him and the Orioles are thankful that the Yankees have finally hit the road without the full sports report next rivers helped the Yankee attack with this ground rule double that scored Bucky Dent and tied the game at 2-2 to then an attempt to pick off rivers at third fails here that comes watch this attempt to pick off Mickey rivers third it fails the throw to the plate by Rick Dempsey goes wild and that's it now Lou Piniella comes up puts one in the left-field bleachers as the Yankees going to win that rock scene in the 1950s was our guest on people are talking this morning but he returned to the same channel 13 studio where his show originated from between the years of 1957 and 1964 I love to hear I like what I'm doing but I liked it Baltimore is my second home what are you doing that well I own a radio station in Arkansas and I said I'll go and do the morning program there because I love it I'm a ham I like to be on the air like dr. Foote have a talk show kinda like yours you know do a lot of columns so some of that in a series that Terry Turner get on the game down sauce but he had fond memories of the kids who danced on this show and we can all hear buddies spinning platters this weekend on WCA Oh Radio actress Allen Corby the grandmother on the Waltons TV show is in a Wisconsin hospital right now miss Corby who suffered a serious stroke two years ago is said to be in critical condition at this moment doctors there though are not saying just exactly what is wrong with her former first lady best truman is back in the political spotlight today Ms Truman is supporting John Spottswoode who's running in the Florida Democratic primary his father met the Truman years ago met the Truman's years ago in Key West where the elder spots would set up a special radio link so the Truman's could hear their daughter Margaret's piano recital in Chicago an agriculture secretary Bob Bergman says school systems should be able to make lunches that tastes as good as home cookin Brooklyn says that can be done if schools just use the commodities they get from the government in the right way if they follow his directions Bergland predicts this year's school lunches could be the best that students have ever had a closer look at the recent City schoolchildren test scores reveals a day of hope as WJZ vice president and general manager William Baker notes in this editorial at first glance the recently announced test scores by a city school children seem to be just another indication of how far the school system is sliding overall two-thirds of the city school children failed the basic proficiency test taken last spring but a closer look at the test results shows also how much the system has improved and gives us reason to believe that it's not too late to turn it around for one thing there was significant improvement made between the time the tests were given last fall and last spring for example among third graders the number of children who passed the reading test jumped from 17 to 38 percent further progress may be seen in the fact that about half of the eleventh and twelfth graders scored at or above 70% on the math and reading tests and with the exception of the seventh and eighth grades more than half of the children in all of the tested grades that at least half of the answers right what this all means to us that to some extent school superintendent dr. crew has succeeded in at least measuring curriculum standards and getting a better idea of how much work lies ahead and with the opening of school next week the test results should be a reminder not only to the administrators and the teachers but to you the parent of how much further we have to go to provide a truly quality school system Gallup poll on education the poll this year showed that 36% of those surveyed gave public schools an A or B rating while 19% gave D or F ratings last year's polls show that 37% ranked schools as a or B and only 16% gave them low ratings the harshest critics of public schools were blacks living in the north north 43 percent of those surveys rated the schools D or F and only 27% gave a passing grade still to come he's a swinger but not at what you might think will explain and we're keeping a close watch on Ella because she could be real trouble we'll have the complete weather next right here on Channel thirteen Eyewitness News [Music] okay hurricane Ella is keeping forecasters guessing this afternoon as it turns across the open sea on a northwesterly course off the east coast weather experts say that if Ella continues to move on its current course warnings may be required over portions of the mid-atlantic states later today Ella is the 1978 Atlantic seasons fifth tropical storm and when its winds reached a speed of 74 miles per hour yesterday was upgraded to the second hurricane of the season while the forecasters have not kept us guessing about the area weather today we're going to have variable clouds and it will be a little less humid this afternoon highs will be in the low to mid 80s tonight it will be fair and somewhat cooler but lows in the 60s tomorrow partly cloudy and high in the 80s today's official pollen count 397 grains of ragweed per cubic centimeter right now it's a hot and humid 85 degrees on Television Hill well we've all heard of the swinging bachelor or the swinging Bachelorette and now the Guinness Book of World Records has bestowed the title of the world's greatest swinger on a different kind of swinger it's official 12-year old Ian Nevers of Barrington Illinois is now the world's greatest swinger swingers at is in this the old-fashioned sense five days ago he set out to break the Guinness record for continuous swinging and he's been at it ever since he eats here sleeps here and takes only occasional breaks for some very necessary pauses now 122 hours and 30 minutes after he started Ian Nevers breaks the record you say you feel proud you feel anything else tired yeah Ian tries to add another 8 hours to the record but no such luck while loosening up on his sidebar he fools scraping his arm and he decides to call it quits but the record of five days two hours and 56 minutes his hits Frank Manthey for ABC News Barrington Illinois incredible I couldn't I don't like to swing because I get dizzy when I know when we're doing promos for our show people are talking you couldn't be in the swing 30 seconds yeah when we do something at the World's Fair they they want me to go around in circle so I have to do that enough as it is telephone company officials in Murray Hill New Jersey are trying to stop the varmints who are eating away gnawing away and pecking away at their transmission lines every years if there were just pieces of delicious cheese it cost the telephone company hundreds of thousands of dollars every year with the gray squirrel the most serious offender we're told they've developed a guard made of white rigid plastic and they do hope it works I mean while they're studying other serious biting creatures with a new machine just developed it's called the nano meter and that's what they call it that's you sent [Music] [Applause] [Music] so despite the pressure to act the administration has decided to take restrained action for the present Charles Gibson ABC News Washington the continued cold stalemate oprah is sure to affect jobs in other industries soon well Steve a group of people demanding jobs disrupted last night's City Council meeting City Council President Walter Olinsky had police escort the protesters out of the chamber Don Scott at instant I were there just before the council meeting got started a spokesman for the Baltimore fightback committee stood up in front and asked why the council didn't have any jobs issues on the agenda he left before the session was called to order but later he and others came back and had to be escorted out by police if you will not be quiet I am going to ask the police officers to remove you you have no right to interrupt this body all right I'm going to have to ask the police department to please remove those people that are talking and upsetting the council during its session after the demonstrators were gone council president orlinsky explained the removal did not mean the council was insensitive to their issue just that a legislative body must have a system of order Alinsky that introduced an administration bill that would revamp the city's pension system the bill would not affect police or firemen who are against it and would be elective with all but newly hired employees then the Continental can prison site had another night before this body as a resolution asking the state legislature not to ok construction money for a prison and either the continental can site or Fort Holabird sites was passed and it will ask you is that the General Assembly delete the current appropriations for Continental care facility and approve a new general construction load to occur in an appropriate amount to meet the requirements for new for new inmates at the alternate site when chose inside City Hall Don Scott channel 13 Eyewitness News the House of Delegates will be busy this afternoon reviewing the death penalty bill yesterday the Senate debated for 90 minutes and defeated nine amendments before passing the bill and sending it to the House the capital punishment legislation may have an easier time passing among House delegates the house has traditionally supported death penalty legislation the shooting of a city police officer tops this afternoon's Eyewitness News crime beat officer Clayton Wright was shot in the leg and foot early today when he stopped the car to issue a traffic violation authorities claim that the two men in the car William Kleagle jr. and his father William senior fled the scene officer Wright followed the senior crew who allegedly fired six shots of the officer hitting him twice the younger Kleagle and airforce deserter and his father are under arrest now Wright is hospitalized and he's in good condition [Music] Howard County school officials want to enact a get tough drug policy local residents attended a public hearing in Colombia last night to share their views on the policy it was a small group of parents and other concerned people who showed up at Howard County's Board of Education headquarters to confront the board as a whole on its drug policy proposed just last month it's a policy that has students being suspended first for one school week then sets up a conference with parents and finally some sort of counseling for the students and a policy the to Howard County health officials told the board has a wrong focus on punishment specifically we feel that offering students and their families the choice of mandatory treatment for example for family sessions that are or another County facility might be much more productive than outright suspension we would be willing to discuss this with you further and we hope the treatment alternatives be given consideration at least equal to punitive responses the board now has about two weeks before it votes on whether to take its policy as is or voting some changes with the Howard County Board of Education Don Scott Channel thirteen Eyewitness News about 25 people were in Baltimore County for another kind of meeting with school board officials but turnout wasn't as heavy as expected but these residents came to express their thoughts on class size and the so-called Towson cluster the largest group there came to push for more special education funding the meeting was one of a series designed to get citizen input on budget matters construction problems with Morgan State University's four-year-old Soper library are the most recent in a series of building problems on the campus university officials say the slate floor the library's main entrance is buckling up apparently from the expansion of the concrete floor underneath officials from the General Services Department are still trying to determine just who is at fault Morgan Steve has a tradition of expensive building repairs the Fieldhouse and the Fine Arts Center have been plagued with construction problems hoeper a Baltimore judge just made life very expensive for suspended governor Marvin Mandel Judge James Parrott has ordered Mandel to pay his x/y the back alimony he owes her mrs. Mandel says the former governor owes her $30,000 and the hearing on that claim is still under way this noon in fact right now the financial role of Mandel's friend herb cove ins is under discussion already Mandel has been ordered to sign over the beneficiary rights to a $100,000 life-insurance policy Mandel of course says that he is broke and in fact he won't even discuss the work that he's doing in an office that he and his current wife Jean opened this very morning tomorrow morning the Maryland Health Coordinating Council will decide whether to approve a controversial expansion plan for Carroll County hospital County residents there have been fighting hard for expansion of their overcrowded hospital and yesterday they went to Washington to enlist congressman goodloe Byron in their fight they brought proof of their determination with them as val holmes reports the petitions were according to attorney John Willis represent the feelings of not only 15% of the county population but organizations like the Chamber of Commerce in the Ministerial Council the latter gave up a chapel room for emergency vet space at the hospital the horror stories have multiplied however including the daughter of a city official who needed an an emergency appendectomy but had to wait in the hall for several hours before her operation the problem according to Willis is that Carroll County is included in the Greater Baltimore area when the calculations are made to cut down on the number of excess hospital beds we started out organizing a petition drive and aprox less than a week we had 6,000 signatures and we have accumulated to date in approximately four weeks over 13,000 signatures in support of the Carroll County Hospital and the issue just took off because it touches every person in Carroll County what can you do as a member of the federal legislature did that put the pressure on that's what we're gonna do here we're already getting a lot of support John here has gotten all the local officials we've got the state that people now worrying about it our federal officials are worrying about it that's what ought to be done Willis told the congressman that the governor has received six thousand of the petitions it will soon get seven thousand more to make sure he has the message Val Himes channel 13 Eyewitness News in Washington when we return we'll have a
