[Music] I would say the residents have actually lived in the precinct are law-abiding the everyday average working man and respectable people we have no problems at all the only time they don't like is when you catch up doing something they're not supposed to be doing and all the time I've been here I've never really had any problems with the community itself I don't consider this you know the riffraff and whatnot out here in the street part of the community I've got our job there's a policeman and he might get about 5% might give you trouble the other 95 don't give you much trouble because they know whether they're wrong or right they know who you are where take paperwork write it all down the police was that I want the police to protect life and property my neighborhood and that's all are you doing it in your cover everything here I've seen him twice twice that I can remember ride through the street I've never once ever seen you walk through the street never once they don't seem to let you get along with them you know these steps and that's something I don't feel too much with purport I can see and know about seems as though that gets along all right boys I know I can't work with roll can't get along ma'am if I roll there since I was young and they still call his neighborhood a real man to ask is the the hard-working lower-middle-class father a family black man who really five carry I will proceed with the the election of your chairman vice chairman first of all I would hope that the Chairman and vice chairman would work closely with the staff and doing such things reviewing previous meeting minutes the previous meeting of perhaps developing an agenda according to what the Chairman wishes while still open for nominations to our main job first and that is getting the precinct selected can we give each person who is on this committee credit for being a fair-minded citizen if people Attila ban anticipate everything that can go wrong it will never get all of the grace says the committee will have complete freedom to determine the criteria I wish to cite for the Polish program is to be chosen we enter our third meeting and both of us are busy and is the thing is so simple and I feel that the old business is simply what's in this letter we haven't done this and I'd also like to recommend that we also have a parliamentarian appointed by the committee so that all of us can quit playing games because this is what we've been doing for the last two weeks this committee appoint the chair for the committee from among volunteer chair got a little chair when you haven't heard it we got a motion and an amendment on the floor it's better meet the chair to participate you know I I've listened to discourteous people long enough in this meeting believe in orderly procedures competing to start yelling Marion everybody in his mother knows that the police is the number one problem in America and if you all don't want to deal with that that's your problem but at least let me have a say-so and what not is the kind of thing I want and I don't think a lot of us understand that maybe we're happy that the mayor asked us to come here I'm not you know no no big thing for me I've been on more important committees and this so I'm saying that my issue is how do you get the committee uses power I'm not concerned about what happens to Marion Barry because I go out here more than likely I can deal with the police more than likely but I'm talking about what do we do for the section a thousand black people out here who do have problem of the police our moves that the secretary call the roll and let each person at this point state whether or not he can carry out the charges of this letter as he was appointed by the man and you haven't even put it on the floor and be nice to my goodness so people can understand put it on the floor I think this motion was covered in the first meeting we all voted at the first meeting to carry out when once we were got problems that's why I can't get enthusiasm to go now it seems to me that that last statement in here says if there are any questions please call mr. shallows office I don't know whether anybody else called mr. shallows office whether anybody had conferences with mr. shallow I know I did asabi I did not contact mr. shallow I had quite a few questions so I confess to negligence in that particular respect I would like to ask for some direction I'm interested in the overall objectives and specifics specifically how once the precinct has been selected and either erected or occupied it will function to speak directly to the problems for which this committee was created and I'd like to hear that from you sir pilot precinct implies that there's an experimental quality to it that means that we're gonna try out new ideas we're gonna try out another relationship between the police and the citizenry if we and who's gonna come hopefully we represent this case the city government no the police I'm really talking about this committee then when you say we are going to try to make an event at all all right thank you no no I want you to finish everyone home the all overall goal of the project is to try to get at what we recognize is now a pervasive distrust between the citizens and the police not when you talk about control it falls short of a total citizen control of the precinct and there was no there was never any never any provision in the grant or in the plan for that sort of control that's absolute control is that clear we in the black community see the police as enemies and I remind everybody here that I may very well be shot as I walk out of that door if I happen to anger some point police I'm very much aware of that and every black person is and therefore we want to control those individuals especially since the central police force is not capable of even recruiting the capable black men in this black city it has to go out to places like odd West Virginia and find individuals who have very questionable backgrounds I Charles Purcell and no longer serve on a committee which cannot possibly make changes if it functions only and an advisory capacity I see a constant recurrence of the conflicts between the police and the community until the community finally has some measure of control over the police that means to make decisions we are sitting here today trying to select the area and it was not gone as long as we keep having this stuff with you meeting just let your precinct play whatever fees think that you put it in Marcia Brown will put every heart every drop of blood every energy that I have from now on to organize against this goddamn thing okay know what you have to do so I'll leave to come here and have people to water you pair a politics that's what it is petty politics as small as they can get you know cuz some people come in your head within their minds cause confusion what is happening here yeah I come here I'll wait for my people to try to do something that's gonna help the city and the kids and everything else and y'all people sit up here to play games you know when you get straightened out on this X I'm not saying I'm resigning but if they get any kind of understanding right send me a letter post on something so I come back here we can get together on this thing please and to sample these wishes tonight hearings are being held in three of the precincts can we get a truthful vote for number thirteen three cent out of this audience it's not anybody who lives in this precinct that's black and that's court hail from the police department once this program we select who works in the neighborhood and if he lives in the neighborhood and if he's black is very unlikely he's gonna be coming down on this problem regardless of how we vote we are the people of yesterday you can't buy the youth anymore but why is all of these black community guys it's possible well we're tired of being GDP think about the pilot police white folks is calling again when your name is called you give the precinct of your choice mr. Edward Brooke precinct to mr. Virgil crimes 1414 Monsignor Gingrich mr. Theodore Hagen number thirteen mrs. Elizabeth RP number two mr. John john-boy yacht she instructed me to vote for no pre-suit it is opposed to the concept of the model precinct all right the results of that ballot number 13 has 14 and the 14 has 11 and number 2 has 6 I'm wondering whether we should not close with a prayer rather than open with a prayer today this is what citizen participation is and it may be a long process but I have faith that in the long run it's the sound one I think that that the wisdom of your choice will be borne out and we'll try the best we can to do as good a job as we can at 13 as in any of the other precincts regarding how to set up an election this is a very complicated thing it turns out to be also another expensive how many on the board no decision on that either I just don't I don't think you people have the right concept on this when you think that a police force is an adversary force occupying a territory and I do that right to Mayor Washington right back in this space because they don't know nema place well my first class but nobody are bad by the law they did won't have to go to the police father thing nobody by about alone just tell me where you're not accepted on that I think you you've got all they they yeah right by law haven't you and so the group are so agreed and this is your program and anyway you can take since everybody signed so they could be paid gentlemen shall we began to talk to the issues that have most importance to you and get a lot of training in the next year and a half it just stands right now we're supposed to be finding out what to sit what how would the the problems of a citizen on the street or how we should better react to them how about them finding out about what our problems are 10 I made a suggestion which was in order to reach these people is to have them here you know the leaders the guests and Neal's the rap brands the marionberries you know they're heard more than the decent citizens because decent citizens go to work in the morning they come home at night in their home you know and that's it they they glad the only time they are from this when they go down and storing it robbed gentlemen feel about how that citizens cruel ought to operate do you want to talk about it anything at all that we do here is worth a try to try to avoid some of the disastrous things that have happened to our many cities in this country that we've always been ashamed of I don't know are we getting real readings on what the opinion is on the moment it seems to be some attitude amongst maybe some of us that the citizens in this pre state have a completely negative negative attitude towards the police officers now don't be this is true at all maybe everybody's not convinced of that it's still not going off these the militants down there that are causing so much of the problem to begin with so whatever we do here is not going to help the situation down there at all there's got to be the people down there [Applause] Oh protest they voted that 13th precinct should get the project this project is an experiment this is your opportunity beginning opportunity citizens of the 13th precinct one end to the other knocked about to have a safe and I went to the first meeting and hope that I can get something done for black citizens and send the police to father when I got there I discover that the program door has been packaged and put together thank you mate what we discovered was that we find out the nitty-gritty these citizens would have more that's in a binary role rather than control role hopefully and so I think we are understanding his utley gonna let them know we don't want this precinct pilot program ideas are we gonna control and begin control I think they're running out of here I think I am actually ashamed that these young people are in my generation if I were to do some of the stuff these Punk's are doing out on the street now my old man had kicked my fanny up around the ear personally I believe a police officers job is to enforce the law as written and not to be able sociologists there's a heck of a lot of times when you've got to be sure but they should teach you to walk somebody cold-cocked him and he put him we go around the corner somebody even want to eat it I mean that's what firebox for your I'm in but no way they poo reum alright now look mr. Haskins had already backed me down the steps and back out onto the side walking into the street and all this time I hadn't drawn my service revolver and I I would ask people on the side of the street were you help me will you help me and nobody would help they were all sitting there they were they were clapping and in the lamping and you know getting get him all this and then after I did draw my service revolver I still kept asking will you help will you help and no cloud my land and I the first shot I shot the woman in the leg the first shot hit her that should have stopped it no it didn't I kept going and then finally I fell and then hit my arm and I shot her in the stomach there but if they had helped when I asked them to anyone that all that everything could have been avoided because had someone helped I would never have drawn a service revolver none of the people actually stepped in and said look mrs. Haskins this is an officer lay down your knife and and behave yourself nobody came nobody ever to die then in that same situation I could guarantee you one thing if it ever happens again I don't wait till I bust my arm before she they do no good for those of us who opposed the project in one form or another the common get talked to ourselves so we invited mr. shower mr. Morgan over for you citizens live in this community to express yourselves the way you feel and I just point to people what confuses me is that how in the hell can you do in one or two days what the FBI Academy the Secret Service and all of this morass of travail that the Metropolitan Police go through for their training how can you act as a panacea when they have failed they both of them can wrestle with that I'm gonna hear the floor of my brother's sister 300 hours of training this project intends to do something that has not been done in any city in the United States in other words 13th precinct police officers are already in this program in training in orientation and being paid from brief who is oriented well staff is telling about the project at the burn psychology for dealing with phony problems in the so called get up [Music] working with the Presidential Committee on crime has no implement third in charge of the Kerner commission that's the riot commission have you read the Kerner commission before did I think about the criteria that's what you got to do go down and get the sole people the people who knows what it's like or what these people frustration is believe me rather you have [Music] [Music] this is our third time to assemble I'm saying to these messengers if the Leprechaun had the taste of watermelon in his mouth he would not be wanting to sell her substitute but perhaps suggest a design and installation of a start for that fourteenth of youth the bronze dr. Martin King [Music] [Applause] [Music] [Applause] we have supported me and Maranatha to sabotage of stuff tomorrow treatment project you asked number one that someone be placed in charge of got shallow is that correct you asked at the police training be stopped is that correct it has stopped is that correct now all right now I mean where do we go from here there's no police training going on how police training good but the fact is we are at war against tomorrow presense project which means I violated every extension of all I've taken your propaganda given now to the commitment and still every day and what else you want to do well of us why we gave it to but we're saying like them rejected by a popular ballot it will not work if the people the right to speak themselves always we try we try to tell you we are on the same side I think I frankly think that that if you guys hadn't prevented us from getting an election we'd have a board in existence right now but unfortunately we didn't have a board unfortunately we've been we've been sort of bogged down to the last one we're not gonna pay federal excise to get them back I don't think we'll get it back in a government agency yeah husbands Harrison uh did you marry him who's this is she coming in today there's Walter watching me because of constant struggling and agitation on February 19th the election of a rubber-stamp Board was stopped by a citizen we brought government to agree that the elected citizen board will have complete control over the budget and spending the monies for all programs relating to the community aspect of the project the citizen board will have complete control over hire and operations of staff employ to work with the project except as may otherwise be delegated by the board for the person at that point an election process will be set up that were the next four to six week have elected neighborhood board as I said earlier this is a people's victory a victory for three under control now as to our specific plans in this letter to the mayor of April 24th the five demand is this really another project are we talking about another project does it depart that much from the yet the conditions that were set down in the grant itself don't know Willie what is meant by them control over the staff the hiring I assume the firing of the staff as well we have one of us we have the right of appeal right on up into the courts we met these demands that they would come up again with further demand those demands aren't substantially different from the kind of citizen input that should be in the police department them from the very onset time through this project for a complete push on citizens control I don't think this is the proper lid that's a sort of a political reality if you will that's why timing is so important yeah that's why timing need be considered with what we're doing here this meeting was called to discuss the procedures for the election of the boat I serve many months try to get a better model preset meaning one that is more relevant to the black community if these people are set up to do this thing for the black community and while they've challenged before to get the job done [Applause] ladies and gentlemen I hope I hope now I hope we can have citizens participation without having to use profane and bull the link [Music] Oh [Music] all right mr. berry I asked mr. berry mr. berry to come in all right [Music] number one this project is supposed to be for the citizen to third District now I think it's unfair for mr. Duncan and mr. shallow to select the people to come here I know at least 10 or 15 organizations and people who have not got an invitation to come here I think that's unfair and you we can conduct our own meeting a third District and I live in the third District I live in the third District see you dig it I work in the third District dig it and I deserve the people out there live that deserve the right to be here and they're gonna come in here long as I'm in here and ain't no bag I'll put me out either break up that simple answer me we don't need the ponies and we'll have water in this beating that we have you know everybody what you're proud the issues where the people outside can come in the issues whether people have so what to order bang again it is we want the people outside inside that's all no I'm gonna stay in here where I was not fair to let a crowd out cuz they're all a crowd from one organization to pack the meeting follow me there's predominate water protection is one or protection for people and one-off services right yeah they put their butt out to see that what they'd only putting everybody out right here see that that's down to the why everybody never mean [Music] [Music] so today what you saw was some of us raising questions of who's going to control the project we told Robert shallow and Charlie Duncan that they quit on their own come into our community and do what they wanted to do o ye olde at some point is gonna have to get tired and finally going on without a divorce that gets do that for those of y'all that are new it has taken us 15 months to go this forum we've learned a lot so like what you might be thinking a lot of questions you might have a knack for answer just rest assure that we have working from experience and we're going to do everything we can to protect the interests of all citizens at all time that you have to sort of learn with us as you go and sort of trust that we're gonna move and keep the thing going I hope that my resignation will make it possible to have a clean election I'm a white man and I've learned through my upbringing of to to have to have derogatory attitudes about blacks and it's in me it's deep in me just as it is in in many of my fellow whites just as as distrust and perhaps hatred of whites is so deeply ingrained in many blacks and I it's a sickness the racism had is a sickness and the it's it's like it's a chronic illness it's like malaria or diabetes you never shake it he never can get rid of it throughout your entire life but you got to have an antidote for it they have to have some kind of control for it hey y'all father's doing the day Rob wants you to come home having to vote tomorrow we have people of various and sundry types running we have the whites and the blacks and the Spanish the poor and the um I think first of all we should recognize that everybody as opposed to crime what we really want is a police force that is our friend but also our protector this is just the beginning step and I hope the citizens don't think that we are going to be miracle workers that we gonna solve all the problems the third District or we ain't gonna do it with this border with five other boards I was born in a ward I'm graduated Morgan school down the hill our children went to this school and number of years ago I was on a platform Sunday night with my opponent I don't see him we really need that initial program committed to start jotting down some ideas for us to consider and we desperately needs on this Saturday to meet and adopt a structure or some kind so we can start moving the board through the five standing committees or will present a proposal you have your public relations committee you have your police procedures committee your police training community of community involvement committee your community actions committee and your Personnel Committee if the board accepts it then the proposal along with the proposed budget and the number of persons that will be needed to have necessary to Institute the project goes to OEO and we do have with enough money budgeted to go into it we then begin operation on it now whether this will mean all of these get more inner-city young men into this Police Department change its complexity reps as well as it may take years but please we make it a star so yeah if I want a flashy NYU that's a real good reason for me to meet a policeman Wow at approximately 7:00 p.m. they were completely burned out they lost everything I you are the mother of change ooh and five months ago you just lost your that's what this man been having the idea by the fire started yes mr. Wiggins why were you there you know at the time I was attending traffic school but I'm sure that I know who had that's done but I'm not sure who did it for good I've had a small attack you know something new coming the people in the community are complimenting you there's no shame we know that we're doing a good job but suppose you know like it end of April the funds in and no more money what are we willing to do it you know like if they don't funders if anybody want to react to that question you got all the necessary criteria for it it's being a meaningful project and successful program so I don't see no way possible that it could really hand to me with the test thing to see what we were capable of doing what we work I want to look forward to it but uh that's like everything else yeah you know a lot of us man have been into things like hustling or doing other type of you know any legal activities to exist and this job right here is taking us away from that where we don't have to go put impact change you know so I think if they took this program away they could also be putting clowns back in the streets well I think the program you know somebody else's that much you know to refine the I really think we're together man [Music] [Music] miss Angie Jonah's been promoted from a gs3 to a 4h below has been reassigned administrator here to the staff Leon's they offered to the system booth which is us any more questions I'm not on the board I'm not on any of these committees this is about the upper teeth meeting I've been to and I've notice that all of these meetings are taking up our bureaucratic procedures and Robert's Rules of Order I know there's another thing seem like the black people here is scared to say I don't know that one Robert's Rules of Order one board meeting has ever stopped to pull these for the Buddha's or policemen's club from beating the hell out of a black person nothing is going to take place until black people get up off they ass in these meetings and begin to ask some relevant questions about this operation phone chime in line and only gonna lead to fresh faces at the damn street and you can't keep on this line and what you can see all this jazz just one moment I promise I promise to build a meeting that I'm speaking give he's right [Applause] [Music] I wish to welcome you on behalf of the pilot district board to our fourth in a series of meetings involving business in the third District were stern please read our in section her people goes right by and often youngsters will try the door often they will come to use the telephone I have been wondering if there wasn't something that the police department could do to keep them moving why not say I don't care to be interviewed but the number of men hanging in front of a certain such a place and they're obstructing business will come welcome is a boarded turn when they were walking the beat and their presence was felt in the community where I was born raised right here in Washington I love HP all a semantic walking up down there she's checking the horse but I don't know everything to Mary if you want to do something you have to start in Kenya I'm starting now you know yeah everybody can claim it about the 14th Street re and I won't see nothing done can you start now on the police problem like quasi soldiers we obey artists we're told what to do when we do it as we say when to start to move on the police problem start to move when the drug problem with intelligence well you don't want drug trafficking proof addicts this was set up in the courts and to the district government the police obey audits if they call a little thing that's it police will when picking up a narcotic user it was committed no other crime and we taken down it not only didn't going to stop the top biggest star but one or two or three individuals that you feel that the police also would welcome these things if they do they the two weeks if they knew what they were well yeah I appreciate the fact that you're here and are having been here the police are here and we're not in a confrontation or something we're all learned I learned from what you've had to say here and I hope that somehow you have to thank so much for coming you know to the community this is what was done and this is the policy that's used any vacancy that occurs we search from within we try to find a person from within we stretch it in so far as is humanly possible to put that person in that position you're repeating something we've spent a lot of time on I don't know what the discussions are about but none of us on the board mr. land is not satisfied with a lot of things that are happening I'm sure that mr. Murphy you were you were a part of it I was a part of it a day of preparation of submitting some work for Less they're mounted that we received initially and double the damn amount this is the failure most businesses coming from a business position how do we go do anything [Music] [Music] you're dedicated man you damn good job you never can tell what laughing between now and Thursday you know that's a week away you're that very poor liaison I agree with you it's got to cut reach appointed for the I remain areas director of God whether anyone else comes there's got to be a understanding as to what the board should can do what the director should do were they cleave and where they come together your parliamentary procedures very relaxed that Donnybrook at the Masters night meeting was ridiculous it was disrespected the mayor's whole philosophy is that he does not want any controversy he wants to keep things down and if it means Baron to hold brought up it up there this is what he wants me are you asking his full person to come in and work with him and explain something even the mayor should be able to understand that doesn't like to disturb the waters from the state in completely engulf him you know that [Music] well it's 8:30 half-hour late so I'll call the meeting to order and mrs. duck for our Chaplin will you give the prayer please so then we will be able to be able to issues that confront us in making this project success Amy we were told to come it was two weeks ago that we were at the same place well we alerted the citizens to a minute so we're getting ready to plague our community in terms of the police department indicating that they were going to fingerprint and most all persons that were arrested for misdemeanors and for some traffic offences now we're not opposed to pictures being taken of people who committed felonies but we think that 90% of the people that are arrested in Washington DC or black people we just finished meeting with chief Wilson and I think everybody ought to understand at our position earlier two weeks ago was that we were opposed to the fingerprinting and all people that were arrested for misdemeanors and we've been discussing it for the last hour and a half and we have not gotten a conclusiveness as to whether or not it will continue that they're different what are they trying to accomplish we have to ask the police department what they're trying to accomplish that I think we just given our position and the chief can give his position aren't citizens supposed to have an input into the way the police station is operated if it had not been for the politician project and our vigilance this thing we were going through so I think everybody understand this is the kind of thing that the project stands for it's the kind of thing that the project wants to do because we're there to serve the community I think that this shows the strength and the success of that kind of project and I think that the chief can speak for himself what he said that in general he supports the project and the mayor supports the project and that we're going to continue to try to get some money for it and thank you very much people hitting people in the head in our hallway trash keep that dogs in our building and that's the kind of life you got to be right stop right we kill each other don't we so we got to try to create some wet some love and some feel in our community for ourselves right well you think about the police Dana poppy man like mixing my family like they pick me up typical I won this cool [ __ ] I get nothing man which I could do me missing I'm gonna take it to the arm to the pig team okay do you are you gonna take me to my aunt go in peace
