So after tinkering a bit I managed to create the effect basically the exact same way that this guy does in after effects. I'll probably do a tutorial for it on Monday once I'm back in the studio as its a pretty cool effect, but for now I'll give you a run down on how to do it in Davinci Resolve.

So first off you want to create a fusion composition, and add a background node, merge node and text node. Connect the background node to the background input of the merge node and the text node to the foreground input of the merge node, so far so good very basic stuff.
Then type in what you want in the text node and resize as you see fit.
Now add a displace (Dsp) node and connect the merge node to its background input.
Then you want to import the displacement asset provided by FootageIsland this will make a mediain node, connect this node to the foreground input of the displace node. you can also add a transform node between the mediain and displace nodes if you want a bit more flexibility.
Now lets get to the real magic, the settings for the displace node, change type from radial to x and y, this will allow the red parts of the glitch asset to displace the text horizontally and the green parts to displace it vertically.
Now you can tinker with the X refraction and Y refraction to get the energy and style you are looking for, you can also use the X and Y offset settings to move it around as the refractions can easily make it loose its position.
Great, we are halfway there, now lets get on to the chromatic aberration.
What we want to do here is split the RGB channels of the text into separate layers and use the add composite mode to blend them together.This means that if we have a pure red text, a pure green text and a pure blue text wherever they overlap perfectly will be pure white, and the mixing of 1 or 2 of these layers will give a different color.
so to do this we create 3 Channels Boolean (Bol) nodes.To keep things organized will name them Red, Green and Blue
Connect the output of your displace node to the input of each of the channels nodes.
For the Red node you want to turn off the blue and green channel by changing them to black. For the green node you turn off the red and blue channels, and in the blue node you turn off the red and green nodes.
Now connect each of the channel nodes to their own transform node so we can move them separately.
But before we start moving them around we need to mix all the layers together again so we can see the results we are getting. To do this make a copy of your green channels node and connect the output of the red transform node to its background input, then connect the output of the green transform node to the foreground input.
Then make a copy of your blue channels node and connect the newly mixed green node to the background input of your new blue node. then connect the output of the blue transform node to the foreground input of your new blue node.
Now just change the operation in the inspector for your green_1 and blue_1 nodes from copy to add.You should now see the text back to being pure white, to get the chromatic aberration effect just move the 3 layers around using their individual transform nodes.
My final results wereRed - 0.495 X 0.5 YGreen - 0.49 X 0.5 YBlue - 0.494 X 0.496 Y
And there you go, that's how you make this glitch effect in davinci resolve. There's a lot of power for adjustments here both in the glitchiness itself and the chromatic aberration, so dont be afraid to try out different things.
For example you can rotate the glitch asset using a transform node to make the glitches happen at an angle instead of purely horizontally, or you can scale it up and down to get a more or less intense effect.

yes this is very doable with resolve, its basically just a chromatic aberration effect combined with a displacement map powered by a premade displacement asset.
I'll have a crack at it myself and can give you a step by step once I'm happy with the results.

Anything that's doable on after effects or final cut it's most likely doable on resolve and vice versa.
The way the glitch mp4 file is able to react to the text is what Iām most interested in. I basically want to do an exact copy and paste of this effect and method but in Davinci
