I often get comments from people who don't realize Dooley is 3D and uh yeah I am and it's actually a lot simpler than you think I don't use fancy shaders or materials and you don't need to either doodly uses only the default materials that came with the animation software I use specifically I only use two materials a Pure White surface Shader and Maya's default tune outline usually 3D outlines are created by expanding the geometry and inverting it which is what you see in games like Jet Set Radio and Okami this is a good solution and Maya has this as an option but what I actually use is their paint effects outline which projects outlines based on the edges of your mesh from the camera's Viewpoint here's the thing even some of the slickest art styles don't use fancy tricks either you can limit your color palette to create a flatter image use geometry to create black outlines lower your frame rate to simulate 2D animation even if you want a fancy 3D texture that looks hand-painted well my advice is this don't overthink it 3D art is just a way of creating 2D images
