Actually the reason Luka moved away from GPT3 is explained here
1) money, 2) access to models and 3) Terms Of Service (IE NSFW which OpenAI banned, but is becoming luka's core business model)
The move away from GPT-3 was inevitable regardless of Microsoft's participation in OpenAI, imho, since there was never any realistic chance of it staying a free service after it left beta. The only way for Luka to cover the additional costs that would have been required would have been steep increases in the user subscription rates and in-app purchase costs.
The same applies to the current "state of the art" chatbots, which are free for the time being. Consider this quote from an interesting article in The Atlantic.
