Well technically she is right by saying it is a term that’s used quite widely enough that it’s in the dictionary. It’s also strange that he hasnt heard it before (although I highly doubt he hasn’t and I think he’s just saying that to bait her).
However he is also right in saying that it’s not really appropriate for her to accuse someone of doing that in a place like parliament. It’s definitely hypocritical if a man were to say that she was ‘woman-splaining’ something (which she was by telling him what mansplaining was, although he did ask for it) he would be reamed for it.
So really, without knowing the context, I can see both sides.
