it was canada's political scandal of the summer involving the prime minister the pandemic and a children's charity tonight we take you deep inside the we organization and its desperate fight for survival i'm mark kelly this is the fifth estate ottawa 2015 anticipation was in the air we did are you ready for a special guest for the founders of the we charity mark and craig kielberger this was a crowning achievement ladies and gentlemen justin trudeau was sworn in less than a week ago as canada's 23rd prime minister today he will be taking the wheat a stage along with his wife sophie gregoire and it's their first public appearance since their swearing-in ceremony here at we day how cool is that [Applause] so ladies and gentlemen please welcome with a big we day welcome the right honorable prime minister of canada justin trudeau and his amazing wife [Applause] it was a well choreographed moment for the kielburgers and the trudeaus uniting their powerful brands of youth hope and change what they didn't know is how much this relationship would change their lives forever [Music] craig kielberger's journey to that stage in ottawa began 20 years earlier here on the streets of india he's working for last two weeks his name is munna the fresh-faced 13-year-old from thornhill ontario found a cause fighting child labor he was branded with hot iron as his punishment all over his body more than a cause kielberger found an eager audience holding court with canadian journalists covering another liberal prime minister jean crezia on his trip to india basically i want you at least to raise the issue forget being the prime minister for a second just simply as a canadian it's his moral responsibility to be do this are you trying to reach the prime minister yes to meet him i have faxed and written to the prime minister requesting to meet with him unfortunately he said his schedule was too booked and he did not have time to meet with me stung by negative media coverage back home cretchet agreed to meet the eighth grader and even raised the issue with the indian government this young fellow who's campaigning against child labor says that canada and you specifically have a moral responsibility to raise the issue of child labor did you and in what terms and i yes i did mention that i had a long meeting and with the vice president and i discussed that [Applause] kielberger came home to a hero's welcome an adoring crowd and a bright future awaited the budding activist i certainly did not expect this much but i'm glad the issue of child labor is getting a lot of media attention kielburger's crusade against child labor generated publicity and he quickly turned that publicity into platforms we also have a fundraising campaign in which we are trying to raise ten thousand dollars for these children who will help the children if we don't thank you very much and the bigger the platform the bigger the payoff for his free the children charity [Applause] the board has just voted and will offer will donate five thousand dollars to your cause right off the top thanks very much thank you very much craig's big brother mark would soon join the family mission of empowering kids to go out and change the world there would be meetings with mother teresa the dalai lama but politicians came calling a letter from u.s president bill clinton an invitation to speak at the u.s congress but an appearance on the oprah winfrey show would forever change the course of the charity we're talking almost nothing here to give these children a chance i'd like to commit to building 100 schools around the world 100 schools but oprah's funding wouldn't last forever to grow their charity the kielburgers needed to forge relationships with politicians wealthy families and wealthy corporations but as their own employees would soon discover selling virtue can be complicated this is a story of the deals they made and the price we paid that we have been waiting for one of their most innovative approaches to fundraising was creating a traveling feel-good festival called we days bringing together actors singers and politicians and one aspiring one but every year we turn away even before justin trudeau ran for office the keel burgers invited him to their first we day and after he was elected in 2008 he was back on the wii stage let me tell you that this room right here makes a very powerful statement but back then trudeau knew how much he benefited from dropping craig kielburger's name because it's easy as my friend craig said to feel overwhelmed by the amount of information the amount of knowledge and news that we're being bombarded with all the time and feel very small faced with the huge issues that we're facing around the world to say what what can i do thank you very much and it was a relationship that would grow into a family affair as trudeau became prime minister his wife his brother and his mother all included on the we day stage but little did they know the rising stars and their relationships were on a collision course last summer the trudeau government announced they had chosen we charity to run a massive volunteer program for students involving hundreds of millions of dollars it didn't take long for the opposition to pounce why did the wii charity get that contract yes or no we are not paid by yesterday those organizations that wasn't my question yes or no the kielburger brothers craig and mark will be in the hot seat that was that wasn't the question that wasn't the question the question was did the prime minister personally call a visit to the we organization's head office in downtown toronto reveals their new reality their canadian operations shuttered employees long since let go though dozens of them many disillusioned spoke to us about wheeze fall from grace as for the kielburgers they speak of their accomplishments now in the past tense so what do we got here so we welcome school groups here typically before covid two school groups a day morning afternoon and this is part of the tour that we would welcome school groups in to learn about how it all started with the idea that it would hopefully inspire them to start their own journey of what they wanted to change the world they show me their wall of fame once used to inspire kids now a memory for the brothers to hold on to how many kids do you think have come by to see what you're showing me oh come through here yeah oh just thousands and thousands and thousands we had school bus parking right here this place was built for kids this was our dream when we were kids to have our own place and now it's for sale yeah that is tough i bet it was 142 days from the day the trudeau government contacted the kielburgers to run that student program to the day they announced they were shutting down their canadian charity wii charity had become the wii charity scandal we're sitting in an empty building that's up for sale your canadian operations mostly wound down it didn't have to be this way if if at any point anyone had said even just simply saying this is not the we charity scandal this is just just even that alone any if anyone had stood up and said those words that shifting of the narrative um owning responsibility uh acknowledging we made mistakes we owned it and we'll continue to own it we were incredibly blindsided at multiple points by this we were uh naive on the politics we were naive and how this was going to be seen we own all of that i just i i wish others would also own their side of it well especially the politicians we were politically mugged but not just us all these young people were politically mugged in the process coming up a deeper dive into what went wrong for the we charity did you did you start putting together all the pieces and realize how bad this looked that you did have what appeared to be an inside cozy relationship with the liberal government i'll acknowledge that i and mark we were politically blind how that would be seen full acknowledgement of it we day do you feel the power together we can change the world [Applause] we days like this one in 2016 didn't necessarily change the world but they certainly changed mark and craig kielberger's world we days were the public face of the charity but then there was the business side i think we've learned a lot from them i think our employees this we video outlines their model they call a social enterprise a for-profit business called me to we that would generate money for the charity to the keel burgers it was a global force for good just recently i was on a flight traveling from beijing back to toronto this man sat next to me on the plane and we ended up chatting about how some of the ideas from the non-profit world could apply to the for-profit world in his business and he said that's the most interesting business model i ever heard matthew simone was drawn to the wii movement in 2007 for me was a dream job it was motivational speaker getting to travel around to schools and to engage young people with trying to make change globally so it was it was the perfect thing we day is generosity we day is the movement of our time simone helped inspire kids to volunteer and volunteering was their ticket to we day events like this one in toronto it became a virtuous circle more kids in we day arenas meant more interest for corporate sponsors it almost in a way was kind of like the facebook of social change like when you're on facebook when you're on social media you think i'm the consumer but you're not you're the product i see students i see teachers i see sponsors way out there it doesn't you know the consumers are the advertisers that are advertising to you and i think in many ways we realized that day the students are the product for the corporate partners that were coming in on we day it was a chance for the organization to say look at the access we have to all these future consumers that you know that you're now are going to be exposed to your brand who's ready to change the world when are you going to do it justin trudeau and his wife sophie took the wii stage in 2012 blurring the line between politician and promoter air canada is the proud sponsor and official travel partner for we day and a supporter of free the children you can attend this summer's take action academy or even volunteer overseas on free the children's projects check out the me to we info booth at the back of the auditorium by 2014 the charity was involved in programs at 10 000 schools and doing charitable work in eight countries but that kind of growth needs money the initial tension was about the kinds of or potential partners that the co-founders were meeting with so this former employee signed an agreement that prevents him from publicly criticizing the we charity the fifth estate agreed not to identify him top priorities uh at the time was really just about meeting these very ambitious funding objectives and what wasn't said was how you were supposed to achieve uh that so if for example we'd partnered with boeing for us as a team boeing is well known as a manufacturer of planes but it's also an arms manufacturer boeing that's an arm supplier in the united states what does this have to do with anything about the core values of we it was not the arms wing to be very important it's boeing aviation which builds planes that i fly on and you fly on that we partner with and it's one of the largest employers in that region and it was through that lens now had boeing the arms manufacturing approached us i don't know how it would have passed but it's not my call but i can say we've always wanted to take action on the global level we didn't realize it would be as easy as shopping at our local walgreens the we team could also offer corporations a chance to advertise directly to students through the we schools program in the wii charity food drive called scare hunger students didn't just collect bags of food they then loaded them on to ford f-150s all right so st charles catholic school really stepped up and they actually filled up the entire box of this f-150 so we had to come back to the dealership the site of young we volunteers doubling his props for corporate ad campaigns might make some uncomfortable but not the keel burgers your own parents were educators do you think it's appropriate to be having corporations who are advertising to kids through the wii curriculum yeah not sure if advertising to kids is a great way of characterizing it they're providing tens of millions of dollars of free materials to schools to help teachers bring these activities to life and the contradiction for you was that they these were these corporations weren't in keeping with what we's global brand was supposed to be it's global brand its history its its origin story dow chemical company polluting our rivers poisoning our land and now controlling our food then there was dow chemical in 2014 they were under attack from food safety groups for their use of chemicals on our food supply do we really want dow chemical producing the food we eat in 2017 an ap investigation reported dow tried to kill a study that said certain pesticides were harming endangered species dow denied it but it was pretty clear dao needed a brand new image even the ceo had admitted it i think the chemical industry the those are two very bad words chemical and industry needed to be rebranded today we want to announce a new partnership with dow to bring some exciting programs right here some exciting programs for your school some exciting programs right here in michigan we found this video on dow chemical's facebook page from 2017. [Music] and there's craig wearing a dow logo praising the company to a group of high school students so they are a big deal here but they're a big deal everywhere and how they help out so please join me in giving a round of applause to the chief executive officer of dao andrew please come on up here were you concerned the corporations were trying to use you to some extent we were using the companies to fulfill a clear corporate mission and and to say that we want you to be more purpose-led and purpose-driven you're committed to making the country in a better world we want you to say on the count of three we are canada one two three at this we day in calgary 2016 keeping donors happy was a full-time job organizers wanted to promote environmental projects on stage including one to clean up oil spills but in this email written by staffer matthew kennedy months earlier and obtained by the fifth estate a reminder don't say oil on stage rule the we organization then sent us this response saying it has no such rule adding mr kennedy's email was issued unilaterally without prior or subsequent approval or authorization from we i just feel let down and disappointed to be honest with you matthew kennedy was a junior employee at we in 2016 helping produce we day events like this one he says the email reflected the minutes he took at a meeting of we executives the idea that i at that point in my career at we could be making such a you know important rule about what can or can't be said on stage at their biggest events ever at that point in their history there's no truth based on that then during that calgary event in 2016 sources told us a donor with ties to the oil industry was furious the we day featured environmentalist david suzuki on the screen i remember that when i was there actually spoke to the donor and they were upset because a few months earlier david suzuki had compared the oil industry to modern day slave traders based on our learning that year the year the fort mcfires we decided that we would remove that particular clip canada is complicated canada is really complicated when i travel across this great country i'm lucky to meet so many people working hard to build a better future what wasn't complicated the kielberger's relationship with the prime minister their brands intertwined to promote the we day to celebrate canada's 150th birthday what will your pledge be take the pledge to live we because together we are canada and the keel burgers leverage that relationship with the trudeau government documents provided to the fifth estate reveal potential sponsors were told that for a price they too could join expose and amplify their brand on the canada 150 we day stage hello we day it wasn't just justin trudeau on stage he was joined by his mother margaret an outspoken advocate for mental health issues i'm so proud to be a canadian i'm so proud to be part of we as well but then an investigation into wee's corporate partnerships crashed the party the online news site canada land reported we charity had corporate sponsors who used child labor in their supply chain this was a charity that was founded to fight child exploitation child labor child slavery the keel burger struck back hard no less than six different lawyers were hired between the kilburger family and the we organization threatening canada land with the most severe consequences why didn't you back down it's a great story and it was true and my impulse when people fight that hard uh you have to wonder why jesse brown wrote a series of inaccurate articles we sought corrections didn't correct and he said but on the key point of brown's investigation and did you then vet the supply chain to ensure that there was no child labor being used at all in their manufacturing processes as sponsors of of your own charity we put those companies through our vetting process now can we be assured that those supply chains of the companies further downstream all have no tri labor at all no but can we be sure that those companies are actively working to make sure that there's no child labor that these are leading cutting-edge companies that are leaning in and that they meet our standards yes then a former wii employee leaked this document to canada land the kielburgers had paid a private investigator who looked into jesse brown his wife and children the kielburgers say their lawyer told them this was standard practice he sent them a notice of libel and started impending litigation and as part of that apparently the regular process is that a background check is done on the person who receives and is the subject of impending litigation they hired private investigators to find out who my wife is where we live they went through school council meetings to figure out where my kids go to school what my kids names are i've been investigating the kill burgers with my colleagues for five years now and i've wanted to know everything i could find out about them but i don't know where their kids go to school or what their kids names are it never occurred to me to try to find that out i just can't imagine why that's relevant when we come back the kielburgers in kenya so it was all about sell sell sell on a trip and especially in high season it's all about sell sell sell it's 12 years old when it starts the moment that it all changed 16 phone call oprah winfrey was invited on her couch so she turns to me and says i'd like to commit to building 100 schools around the world 100 schools if oprah winfrey taught craig kielburger anything it was he needed donors with deep pockets to keep his charity growing in this speaker's spotlight video he shows how to convince executives that parting with their money meant making more money the keelburgers called it the we economy purpose is what makes people passionate about your brand it makes people fall in love with your company 75 millennials would take a pay cut to work at a company that gives greater purpose and what greater purpose than building clean water systems a hospital clinics and putting a generation through school as the we charity did in kenya so on behalf of everyone here we want to say a special thank you or as they say here in kenya carol mora has worked with the we charity in kenya for a decade so i really loved that aspect and so even looking at how the kisaruni philosophy was created by the community not by the school and so the community owned the project because they know this is not a we project this is not a canadian project this is our project so they really take very good care of those projects um and i think the big thing that i really fell in love with was the sustainability factor american nikki gerlach says she too is inspired to help build wee's work in kenya how important was kenya in the overall operation i i mean it was huge i think we we always heard whether it be from craig himself or um someone who was working closely with him get them to kenya like the goal was to sell them on on something like anything it could have been a school like i said warhol school supplies sell them on maybe donating sell us sell them on you know introducing us to someone else maybe that is a hired owner all those things just planting the seeds that's what craig was about and for we donors the draw to kenya as seen in this promotional video was supporting good work while having a great time once again it has all the luxuries of home with that true african experience and it worked we guests resembled a celebrity a-list from virgin's richard branson actress natalie portman and singer demi lovato who spent her 20th birthday here this has been the best birthday i've ever had in my entire life [Music] the excitement is incredibly high as the community has gathered they're on the verge of striking water here at the aquifer they're drilling 200 meters deep in order to bring a supply of clean drinking water to this community in the south bar region of kenya clean water projects were critical to wee's mission including one project that involved digging a borehole well in kipsangal kenya but was it always clear where the donor's money went the fifth estate has heard from more than a dozen former employees who say they had concerns the organization wasn't always transparent with donors one former employee directed us to look at several online posts where different donor organizations appear to take credit for funding the same borehole in that same kenyan village this group from whistler said they paid for a clean drinking water project in kipp songle this students group from ubc said they made history funding an entire clean water well in kipsongo and this post from unilever said they were raising two hundred thousand dollars essentially the cost of a borehole in kipsangal kenya so were all donors clear on what their donations were funding in the years i've worked here there's been no donor confusion a borehole is just one component we have several other pillars we have the masonry tank the piping the water kiosks the programmatic aspects the technical aspects sometimes it's a solar powered you know borehole the water management committee we have team members on the ground who deal with the water pillar carol mora in kenya suggests there may have been some confusion by we staffers but not the kielburgers maybe facilitate a confusion not donor confusion but when you said the facilitators might have been confused do you mean that the facilitators who explain this to the donors may have been confused maybe after that interview a wii executive sent us a letter denying any donor confusion has cbc spoken with a single funder of water in kip songle who was confused or felt that we charity misrepresented information so we spoke with the leader of that ubc donor group james cohen said the wii organization told him his group paid for the entire borehole in kipp songle i'm a hundred percent sure that's what they said another donor told us she was sent an email that said her group's donation is actually enough money to implement a clean water system for a community the charity sent them a photo of what the donor sponsored it was labeled kipsongle borehole and we found several more examples online of donors who say they raised funds for that same kip songle well water project i saw an organization doing good for for communities um but as i got more exposed i think the it became a balancing game how much can you get away with in the name of doing good this former employee we're calling bruce asked us to protect his identity to protect his current job that was a facilitator job was to get to know their guests find their interests find out what they're passionate about and then finding a link between what they're passionate about and we so that these potential donors could become donors so it was all about sell sell sell on a trip and especially in high season it's all about sell sell sell and selling meant delivering bruce remembers when a donor was coming to visit a newly built women's empowerment center in kenya but the center's promised kitchen was an empty room the employee says craig told him to fill it fast i got like old serving trays plates spoons i went to kisaruni which is just across the street the girls high school and grabbed some stuff that they weren't using that day and found an empty room and built a kitchen for craig i remember distinctly uh i took a photo of the kitchen and sent it through whatsapp to craig and his response was looks great add more he wanted me to to to build an even greater extension of this kitchen so it looked even more real and authentic so the guests would never even think about it not being a real kitchen there was no request that ever came from me to say we needed to change anything other than what the donor wanted did this employee go out scrounge up items put it in there to make it appear that this space was in fact a kitchen the did this happen no full stop no not as represented this person did not have proper context or is misrepresenting facts we charity later explained the staffers were merely putting up decorations but after our interview with the kielburgers a second source came forward and confirmed bruce's story telling us the makeshift kitchen was dismantled right after the donor had left the fifth estate was also told about an incident involving the baraka hospital built and maintained by we donors two sources said when donors toured the hospital we employees would make sure the hospital was filled to look busy that's another insult mark that's another insult to myself and the team of professionals that work at baraka hospital which team of professionals will line up healthy people to pose as patients that's an insult and i don't take it kindly and it has to be withdrawn don't know the circumstances of that specific situation but often if we had the opportunity to engage community members we would do some kind of programs with the mothers and those mothers would do some kind of prenatal program or some kind of nutritional program and part of the activity was for donors to interact with community members so we would hopefully ask the community to come be part of those educational campaigns so they could meet the donors i think that's the context you're seeking but we were sent this text message from a source on august 3 2017 donors from the uk were visiting and the we tour guide message to head beachum group on way to baraka in 10 minutes please ensure lots of patience thanks carol was on that group text the fifth estate sent it to her during our interview the patients are already there and so what happens is we want to ensure which services are we offering on this day we want the guests to experience that carol if the patients were already there why would you be saying please ensure lots of patience that's what i'm saying this text could have been sent by a facilitator who does not know the ins and outs of barack hospital [Music] after that interview we staffers asked the woman who sent the original text to send us a clarification based on what was explained to me you are misinterpreting this text message we wanted them to ask the patients if they would be willing to interact with donors but that text was clear to bruce and he says this wasn't the only time he was asked to help make the hospital look busy for donors really i got to see the impact they were making in the community and it made me feel great about the the job i was approaching to start but then there's the other end of how much can you stage before it's fake and they would they would push that boundary to the extreme a lot to where yes you're telling the story of we but it's coming off as fake the kielburgers point to forensic audits that show that all the money raised from donors went to fund projects and there's no question that we charity has had a huge impact on the lives of thousands of kenyans we're here to celebrate a dream come true a unique initiative that started in ontario canada over 25 years ago in 2019 the we college was opened kenya's first lady was there as were former canadian prime minister kim campbell and margaret trudeau flown in for the occasion bringing the prime minister's mother to kenya might have seemed like a public relations dream come true for the we organization but her relationship with the charity would soon come to haunt the kielburgers when we come back the trudeaus the scandal and the we charities fall from grace you have traveled the world you've met with political leaders with notables and and you're saying at this point i'm naive a common person will look at this and think well they're a little cozy there's something going on here make some noise for mark and craig [Applause] kielburger good morning this is we day in london england 2020 could not have started out better for mark and craig kielberger [Applause] and their relationship with the trudeaus could not have been stronger hello hi margaret trudeau was flown to the event along with the prime minister's daughter ella grace and thank my grandma for bringing me out here i'm really happy thank you please welcome sophie and the prime minister's wife flew in for the event too but no one knew this would be the last we day for the foreseeable future they're creating makeshift morgues and turning to the black market for medical supplies mandatory quarantine for anyone entering canada there is supply in place so there is no need to panic by the global pandemic exploded gregoire and the actor idris elba both contracted covid after attending the event the wii organization powered by packed arena events and volunteer trips was decimated more than 300 employees were laid off in march but then a lifeline or so it seemed a message from a bureaucrat in the federal government it was april 19th the email came it was a sunday it started by saying i'm sorry to write out of the blue but it was a need for an urgent conversation today we're launching the new canada student service grant the kielburgers were handed a contract worth millions to run a half billion dollar program paying students for volunteer hours triggering a political feeding frenzy hello everyone you and your family work with the we charity is there not a perception of conflict there or at least favoritism in going with this organization the we organization is the only organization in canada that has the scale and the ability to deliver volunteer opportunities for young people right across the country then from bad to worse i made a mistake in not recusing myself immediately from the discussions given our family's history and i'm sincerely sorry but not having done that trudeau didn't recuse himself from the cabinet's final decision to give we the contract neither did finance minister bill morneau whose daughter was a paid wii employee we will continue to work hard to make sure that young people get the opportunities to serve their country but it will uh no longer be with the organization we the contract was cancelled as trudeau publicly distanced himself from the we organization as for we i think the organization is going to uh take some uh time to reflect on its next steps uh and how exactly it responds to this uh this situation do you feel at this point that the prime minister has thrown you under the bus mark we we felt that we were political roadkill early in july and it only got worse your charity is now linked with the word scandal what does that do to you well it wasn't the failure to recuse scandal right it wasn't the prime minister scandal it wasn't the government scandal and ended up being the wee charity scandal it was really unfortunate that there wasn't a moment when a politician any of them any party chose to stand up and say you know what that we shouldn't use a children's charity's name as a political football that instead let's properly call it what it is and this was a political issue this was a political issue that had a charity as roadkill as collateral damage the keel burgers insist they are the victims of the wii scandal yet there was something they did to themselves a self-inflicted wound that damaged a brand that been building for 25 years cbc news asked the we organization if any members of the trudeau family were paid for their expenses or provide any other honoraria or appearance fees related to their participation in these activities for your organization the response the charity has never paid an honorarium to these individuals for their involvement in these programs and events two weeks went by with that denial on the record and then canada land was leaked this invoice paid to margaret trudeau by the we charity free the children for 7 500 the same day justin trudeau and sophie gregoire were on the stage at the we day un in new york the we organization claimed that they had never paid the trudeau's anything and one of our sources sent us proof to the contrary so what do you do when you have the smoking gun you report it under pressure the wii organization now admitted margaret trudeau spoke at some 28 events and that she was paid 180 000 in speaking fees and another 164 000 in expenses alexandra's sasha trudeau had been paid 36 000 for nine wee events and all of this came as news even to their own board of directors you didn't tell your board members that you had paid margaret trudeau to speak or to appear at your um we days or the the meet and greets it was actually a question that we had been posed by a specific board member who asked did we pay talent for we day we don't pay in fact we've never paid for people to come and speak on the we day stage we've never had to why did you pay margaret trudeau oh we didn't have to on the weekday stage specifically though what we did need her help for is other events for example friend raisers or fundraisers or events that we did for educators or others in the community that we needed a speaker just like a university lecture series but i understand that from an optics point of view i get it i i do and i understand why we did not do a good enough job of explaining that and and i and i own that did you start putting together all the pieces and realize how bad this looked that you did have what appeared to have appeared to be an inside cozy relationship with the liberal government i'll acknowledge that i and mark we were politically blind how that would be seen full acknowledgement can you because you've seen this since you're 12 years old you have traveled the world you've met with political leaders with
