Practially the ground length of the runway or landing space is an important factor, however, planes travel through air. A strong headwind will shorten the landing distance. Is the world record awarded to the wind or the pilot?

Hey this is the type of plane they have in the battlefield games. They all fly at 30 miles per hour.
I feel like this depends too heavily on wind to set records. Even a couple of knots difference in the wind could make a big difference at the speeds these planes are taking off at.
A low-wing pusher would seem to have an immense advantage in this competition. The wing placement would dramatically increase wing-in-ground effect, and the engine placement would shift the CG back and therefore increase the amount of braking torque that can be applied.
But both also reduce the natural flight stability, so… probably not gonna happen.
