I disagree. What Steve Jobs was referring to in that interview was due to app developers (of the likes of Google and others, especially) using Apple’s platform to collect user data and do so in a way that was against their App Store policies.
Spotify’s argument is different. They’re not saying that they’re being rejected for trying to do something Apple doesn’t permit. Rather, they’re saying that Apple is being monopolistic by preventing its competitors from doing the same things Apple does with their own streaming music service.
The question is: can Apple, being in charge of the App Store, restrict Spotify from doing the same things Apple does? It’s a question of how much control should Apple have over the consumer experience on their devices?
It is similar to the famous Microsoft antitrust issue, where they were forcing users to use Internet Explorer on the Windows operating system.

Apple has a proven history of price fixing, specifically with books and one which they got found guilty of

Spotify doesn't have issue with Apple Music, not outside of normal they are our competitor thus not good. Spotify has issue because
A. Apple charges them 30% per subscription and it is against the rules to link to or mention the website
B. This requires spotify to maintain $10 per sub to charges $14.30, making them less popular than Apple music
C. Apple music is installed by default, which was the issue with Microsoft I.E and Google Chrome both found anti-competitive
D. Apple violates it's own rules

Funny how that rant was about shady developers skipping the truth, but this time it's about shady Apple skipping the truth.
The issues which affect Spotify and other developers are:
• Apple are specifically preventing developers from telling users how to sign up for billing outside of Apple. All so that Apple can get a chunk of payments to competitor's services. Anti-competitive.
• Apple are deliberately preventing 3rd party services from accessing essential functionality in order to give Apple's own services an advantage. Anti-competitive.
He had knowledge of what was going on with his technologies to that extent...
