[Music] y mes here you be finding the Lawless Seas of the shackles the semi- United pirate Confederacy of the shackles is one of the most fun parts of the Inner Sea region and a place I've been excited to get to skull and shackles was hands down my most fun experience as a games master and I'm so thrilled to be bringing this region today the shackles Islands lie to the west of the Tura Uplands and the mumo Plains and north of the caval lands other regions that I've more fully explored in my Western wangi video the shackles islands are a unique geological formation formed from the collapse of an ancient mountain range during the earthfall cataclysm they are comprised of many larger islands and small archipelagos eventually a large number of settlers and Pirates came to the region these islands are now covered in a great many small ports pirate Havens and even some larger cities in terms of the history of the shackles in the details I've already covered much of this Region's history in my Western wangi video because the history of the shackles is largely shared with that part of the world so I'll move through that portion of the video quickly so I don't retread too much of the same ground these are the highlights though in the age of serpents the shackles Islands were once part of a vast mountain range that connected medog galti Island and rahad doom here was the heart of the Golan Empire a proud Cyclops Empire that once worshiped the sky and counted themselves among the allies of the ancient Asante however before the Earth shattering cataclysm known as the earthfall the Cyclops fell to decadence and depravity today the ancient relics of their Kingdom can still be found scattered across the many islands of the shackles throughout the ages of darkness and anguish the shackles Islands were too treacherous to inhabit but by the time of the age of Destiny and the age of enthronement bonat fisherfolk from the mainland began to explore these islands and established small villages in and around them but they were still sparsely populated and they remained hard to explore because the waters were rough for smaller craft to navigate sometime towards the beginning of the age of Destiny around the year minus 3000 another civilization did come to the shackles albeit only temporarily two competing mocra established themselves in this time one based in worles island formed by the sorcerer known as grey worles and another based in motaku Island founded by the Sorceress ragada both Mages uncovered the Dark sorceries of the Gan and each attempted to harness the buried miraculous might of that crumbled civilization in the end however the sorcerers failed to fully understand the power they were tampering with as well as the possible consequences of their action the disastrous incident resulted in the utter obliteration of grey worles and so injured Rags MAA that she was forced to retreat into her dungeon where she remained crippled in a state of torpor for 7,000 years their respective burgeoning civilizations died out without the two of them to guide them starting in the early 2000s the Talon Empire driven by a need to compete with the pesha Empire began exploring increasingly remote lands in 20203 Talon colonialism was fueled by a group of explorers that returned to talor with fanciful Tales of a fountain of youth hidden somewhere in the mangi expanse over the next 500 years Talon settlers using larger and more reliable ships were able to rest control of the few safe harbors and the shackles from the bonat locals and the degenerate descendants of the short-lived magocracy now known as the Kuru they slowly laid claim to the very ious islands of the shackles the abundance of fish fruit sugar cane and timber made Talon colonialists fat on the wealth of the land and settlement began to increase exponentially as more Talons especially the Untitled those of the lower classes who could not purchase land because of the feudal system of the old world came to seek a better life for themselves in the new one in 2653 a Talon trade Syndicate that would eventually become the notorious and Powerful aspis Consortium reached the mouth of the Vani River and established the city of blood Cove by the early 4000s the wealthy Merchant class emerging in blood Cove and the shackles began to grow resentful of having to pay Talon taxes to fuel the war effort against kadira piracy was on the rise especially against the Talon admiralty which would be sent periodically into the region to keep the peace they were not the only ones feeling the pressure though they were preempted in action in 4081 by the even tonged Conquest the event that caused the talor cellc split all of the Talon interests in the land became independent blood Cove declared itself an independent city state but the rest of the shackles became a lawless Place although the new Empire of celiacs nominally laid claim to the islands in practice they could do little to impose control over the region the settlers there turned to piracy and many individual free captains carved out little fums for themselves in the chaotic archipelago when Celiac began its own imperialist expansion in the Years following the split the shackles were considered so dangerous that they bypassed the region altogether and instead sailed even further south to colonize in 4138 the nation of sargava just south of the caval lands this proved to be a great Boon for the pirates of the shackles as the trade between celiacs and its southern colony provided ample targets for their hunting in 4512 a group of adventurers descended into the pit of rag MAA and discovered the Petrified sorceress now transformed into a vicious Lich the adventurers fought ragmala who fled westwards and eventually settled on a small cave riddled volcanic island that now has the name of r out's reach in 4606 came the death of Prophecy the arenites who represented the state religion in celiacs found themselves suddenly without power when their deity died the great Empire entered into a bloody Civil War in the fever sea something else happened as well the eye of abendego a vast whirlpool and massive permanent storm formed just north of the shackles and destroyed the nearby nations of liaran and yamasa the eye of abendego greatly reduced the trade between the chelish colony of sargava and the mainland and only a year after the great storm opened up the pirates of the shackles realized that to survive they would need to plunder more than just chelish vessels in 4607 the Pirates began praying on the ships of the nearby mbec dwarves a people who they had not trifled with previously the EK retaliated in force resulting in the first of the Corsair Wars which ran from 4607 to 4611 the war ended with a number of pirates agreeing to leave MBE vessels alone in exchange for the MBE offering some reparations for damages inflicted on the large pirate free city of Port Perell by the end of the first Corsair War the EK dwarfs strengthened and secured their northernmost City the port of claring in 4639 the chelish Civil War ended and the winner was the infernal House of thrun who made worship of the dark lord asmodus the state religion unsurprisingly the colonial nation of sargava broke with thrun Ru celiacs knowing that celiacs would attempt to retake their Lost Colony the pirates of the shackles offered the colonial government of sargava a treaty whereby the pirate fleets would protect sargava from the chelish Navy in exchange for handsome regular payments it is worth noting here that although the official position of the Pirates of the shackles was anti-slavery more details on this later and in future videos few in the shackles had qualms with their extortion agreement with sargava whose vast wealth that was being funneled into the shackles as part of the protection racket was largely being generated by slave labor additionally the fractious nature of the pirate Confederacy meant that although some pirate captains considered freedom to be a key aspirational value for their crew and Company other Pirates were less scrupulous and actively participated in the slave trade or hunted down Escape slaves for return to sargava and chelc by 4674 partly due to the Corsair Wars and partly due to the shifting relationship the Pirates were having with sargava in the South the most powerful free captains of the shackles realized they would need some semblance of a real government and they formed a loose alliance called the free captains Council collectively the free captains Council named one among their number to be considered the head of the pirate Council a position titled the hurricane King in 4712 the events of the skull and shackle Adventure path took place in this adventure a chelish Armada was defeated by a new member of the free Captain's Council the hurricane King kdak bonefist was slain the half Elven free Captain Tessa Fairwind was named as his replacement in 4715 the colonized people of sargava overthrew the oppressive colonial government and became the liberated nation of vidrian the new government of vidrian did not accept the protection terms imposed by the pirates of the shackles as mentioned earlier most vidric viewed the pirates of the shackles as being no better than the saravan colonialists so they took a hard stance against offering them any money this significant loss of income led to the Pirates besieging the city of anthus and attempting to reinstate former colonial leaders who had fled during the uprising the vidric found other Regional allies however in the form of the city state of sangor the sori fleet led a surprise attack on the Pirates the shackles and they were routed retreating back to their Islands thanks to these recent developments the Pirates face more difficult circumstances than they have in centuries as their very way of life is under threat celiacs no longer trades extensively with a nation formerly known as sargava the sori ships are increasingly well armed and armored to protect against pirate Raiders finally in 4719 the pirates of the shackles resumed their deportations on EK shipping and this began the third and current Corsair War the third Corsair war is shaping up to be the bloodiest yet and support his growing among the EK to end the pirate threat once and for all no matter the cost what the future holds is uncertain if the free Captain's Council secures more control might it be possible for this Lawless land to become a real nation and if so might they mend the wounds with their nearby neighbors and emerge as a new and United people or will the pirates of the shackles cling vehemently to their ancient ways of plunder and Peril defying all the forces that would attempt to subdue them only time will tell the free Captain's Council in the last 50 years the shackles has begun to develop a formal type of governance in the form of an Allied Council of the most powerful free captains that ply these Waters while the free captains Council represents the interests of the shackles and attempts to establish some general rules and guidelines for the populace here in truth the many Pirates Who navigate these Waters hardly acknowledge any true Authority in this Lawless realm there are no legitimate rulers and in practice the hurricane Queen is merely the most influential and widely respected pirate in her region and her power is only sufficient to provide some semblance of organization and cohesion to the otherwise disperate captains the members of the pirate Council are the most feared and Powerful free captains in the shackles wielding Authority through wealth influence and expert seamanship in the shackles Valor expertise and cunning command respect not lineage or Divine mandate although not just anyone who proclaims themselves a pirate can gain the attention of the hurricane queen or secure a position on the pirate Council anyone with a ship can declare themselves a free Captain and establish a reputation with enough cunning and luck some rare few declare themselves Rogue captains holding to an older way in which the pirates of the shackles had no counsil and each Captain was a law unto themselves these Rogue captains openly reject the free captains Council free captains and Rogue captains alike plunder the fever run with impunity swiftly retreating beneath the protection of the storms that surge through the islands thanks to the close proximity of the eye of Abend their extensive knowledge of the treacherous Sholes and reefs in the Seas surrounding the Perpetual hurricane gives them an advantage over less skilled Navigators who hope to thwart them despite numerous futile attempts by powerful neighboring nations from celiacs to Sor to the EK to eradicate their presence the shackles have thrived as a hub of rogish prosperity but the anti-pirate sentiment is growing and their list of allies grows thin the members of the free Captain's Council themselves aren't just a collective of the most powerful Pirates each is also responsible for the governance of a particular city island or archipelago so in addition to their duties to the Confederacy overall they also function as the deao governors for various places across the shackles owning such a piece of land is a requirement to join the council and in fact once every year there is another opportunity to join which is a great SE race known as the free captains Riata entrance must be captains of their own ship and there is an entry fee of 500 gold pieces the winner receives the total of all entry fees and the grant of a small island or Anchorage in the shackles and a seat on the pirate Council however despite the annual nature of the race the council has not gained a seat each year because an incumbent counselor may win the race as well the enigmatic Master Of The gales won the rata 5 years straight from 4707 to 4711 and retired to become the head judge of the Riata in 4712 let's take a closer look at some individual figures in the free Captain's Council hurricane Queen Tessa Fairwind the current hurricane Queen is Tessa Fairwind Tessa is the charismatic captain of the luck of the draw a two- mastered Brig optimized for Speed and assault its recognizable figurehead is a skeletal Gambler playing with a deck of Harrow cards many years before she became the hurricane Queen she was a major voice in the council and her seat of power was the city of quent the second largest settlement in the shackles where she also served as City Governor however after the death of the previous King kdak bonefist she has become the new ruler of the shackle largest port of call the infamous pirate capital of Port Peril Tessa was born at Sea the result of a brief liaison between a human Merchant and an Elven priest of kyria her earliest memories were shaped by The Rolling decks of her mother's ship where she learned to walk and talk amidst the salty spray of the ocean at the mere age of eight she stole her first boat and her mother made the Fateful decision to entrust her to the care of free Captain KES under Captain K's tutelage Tessa swiftly honed her sea fairing skills at 15 she accepted a reckless dare and brazenly commandeered a thian pleasure barge the pursuit that ensued saw thian guards chase her for days before she pillaged and abandoned the barge nevertheless the bounty on her head had been set and within three short years her name resounded throughout the region in the Autumn of her 23rd year Tessa fell into a cunningly laid Trap by a chelish captain who had relentlessly hunted her her ship sustained grave damage and she was cast overboard where chelish Sailors apprehend Ed her while she floated dazed and Gravely injured she spent two grueling years in a calish labor camp in the unforgiving Mador mountains before she finally managed to make a daring Escape upon her return to the shackles her prowess and Renown as a free Captain rapidly propelled her to a prominent position within the pirate Council soon after she asserted her authority over the bustling Port of quent making it her primary stronghold when King kurak's Reign eventually fell in the tumultuous aftermath of the chelish invasion her popularity among the council assured her the highest position and she assumed the title of hurricane Queen interestingly prior to kurak's death Tessa had never actively pursued the title of hurricane Queen rather she cherished her Carefree lifestyle The Reluctant Queen nevertheless has embraced the responsibilities of rule among the other pirate Lords diverse opinions about Tessa Prevail many adore her and think she exemplifies the spirit of the pirate Confederacy they appreciate how readily she speaks her mind and her quit wit and natural charm some have perceived her as a weak and irresponsible leader however Unworthy of guiding them yet others still have simply coveted her position for themselves presently Tessa's popularity has shielded her from direct challenges as she is a knack for winning public favor among the settlers of the shackles pirate and non-pirated alike Tessa comes across as friendly and easygoing honoring her commitments and demonstrating loyalty to her allies beneath her seemingly Carefree facade however Li is a shrewd strategist with a reputation for exacting ruthless revenge on those who have wronged her Tessa remains acutely aware of the chelish threat and has allocated substantial resources to monitoring their movements it should be noted that Tessa was the hurricane queen during the vidric revolution and she has a complicated relationship with the vidric prior to the revolution Tessa was entangled in relationships with two wouldbe significant vidric figures the first was the free Captain shimali manx when they knew each other shimali was a pirate of the shackles once and also a half elf born of a aan father and an UJ mother it is rumored the two had a whirlwind romance before they parted ways similarly some years later Tessa had a relationship with a prominent member of the elar Thieves Guild the soon Tobe famous vidric hero avarus avarus and Tessa's relationship lasted well into the vidric revolution but it fell apart after the vidric refused to maintain the sgavin tribute payments outraged at the Emissary as the vidric sent to treat with her Tessa threatened them with war avarus overheard this and deceived Tessa initially feigning no loyalty to the new vidric government only to betray her plans to them at the opportune moment when the free captains tried to sack the new nation they were met with a makeshift Fleet commanded by none other than Tessa previous Paramore shimali the former lovers then traded blow for blow with each other until desolation Bay had turned red with blood but shemali's tenacity won out and the ragtag alliance of sengor Navy and chimali stolen ships drove the free captains from the bay yet despite these events Tessa has never harbored the same animosity for the vidric as she does for the chelish even though she feels personally betrayed her she understands the cause of freedom and she respects those who will fight for it those close to Tessa know that she actually speaks fondly if somewhat forlornly of both avarus and shimali especially shimali whose exploits she has spoken of with great admiration on occasion emerging from the fires of the vidric Revolution came the organization known as the fire Brands a loose Coalition of various factions that support the cause of Freedom across the Inner Sea because of the general distaste the shackles Pirates had for the vidric after they lost the siege of desolation Bay Tessa openly voiced her distaste for the firebrands faction but in the shadows she has occasionally lent them her Support over the years Tessa and onefire brand in particular known as the sapphire butterfly have had multiple encounters with the most recent one involving the exchange of sealed letters bearing the Seal of house thrun hinting at the exchange of sensitive State information about their common enemy former hurricane King kurdak bonefist the previous hurricane King captain of the impressive man of war called the filthy lucer was born of an itinerant pirate Navigator and a nameless scoundrel during a drunken night in the dingy taverns of Port Perell as soon as he was old enough to swabad kurdak began his career as a cabin boy on the pirate vessel Rock Bottom serving under Captain Keel Hall thurl over time he climbed the ranks eventually ascending to the position of first mate then ill fate led the Rock Bottom to a a Fateful Encounter With The gallian nyul captained by the Lich sorceress Rags MAA in the ensuing battle Captain thurl met his end and kurdak himself vanished into the depths of nig's Captain's cabin the events that unfolded between kurdak and Rags maau within that cabin remained shrouded in secrecy when kurdak emerged the undead gallion ceased hostilities and disappeared into the night Mists kurak's right hand had been transformed into a fleshless white bone imbued with necromantic energy that very night kurdak proclaimed himself captain of the newly renamed vessel the filthy lucer as Captain bonefist combined iron discipline and ruthless efficiency with an easy confident audacity attracting like-minded Marauders to Rally To His Banner a skeletal fist overc crossed blades bonefist shrewed leadership allowed his subordinates autonomy in many aspects but required cooperation and teamwork when it mattered with each Victory at Sea his Prestige grew for nearly four decades kdak bonefist bassed in unparalleled piratical success an uncontested dominion over the seas but he grew embittered and paranoid convinced that conspiracies lurked around every corner ultimately he made the wrong choices when cellc assembled its vast Armada refusing to take the threat seriously and assemble the Pirates to meet them before the end his own death came at the hands of a fellow free Captain who well understood the threat that shell X posed after his death Captain Tessa Fairwind of the Lucky Draw succeeded him as monarch the unnamed captain of the skull and shackles Adventure in the course of this adventure a new free Captain or maybe more than one joins the free Captain's Council you might wish to skip forward to the next Captain if you wish to avoid too many spoilers for the skull and shackle Adventure this unnamed Captain lay claim to the island of empty eyes and likely established a growing settlement there a place that is now possibly a major port of call the Cannon story line around these events has not been firmly established in the new lost manen's guide to date but we can assume that the new free Captain who gal resistance the chelish Armada is still an important voice on the council to share some details from my own play group's campaign our group's Captain was chinazo gold horns a tling and former chelish slave who escaped captivity in cellc to make her own way in the aisles of the shackles notably her Masters gilded her horns when she was young to show off their vast wealth so she took the name Captain gold horns when she acquired the command of a three-masted frigate known as the man's promise but which she had rechristened the intemperance after the free Captain's regata and acquiring the island of empty eyes shazo and her crew seized control of a chelish fort there which they renamed Fort gold horns in her honor aronx and dimian the no-nonsense captain of the battleship the tyranus is also the Governor of Hell Harbor in the devil's arches and Demian appears to Bear the weight of profound troubles upon his imposing shoulders his dark eyes peer out from under jet black brows while a somber mouth sits beneath a meticulously waxed mustache despite his Exile and dis taste left at his former countrymen he yet yearns for a taste of The High Society he left behind and anyone wishing to win favor with the Lord of Hell's Harbor must do so with deference respect and etiquette aimar saines the captain of the frigate blood moon was cursed with lycanthropy like many of the settlers of the dangerous shark Islands the lord of the city of oo is capable enough in his human form but his true power emerges when he transforms While most of shark Island faces threats from sahagan attacks allo experiences relatively few casualties each year thanks to sain as's bloody underwater exploits and displays of lycanthropic strength it is further rumored that sa as convinced some sahagan to not only Ally with him but even to worship him it is also likely that sa as died during the events of the scull and shackle Adventure path although canonically that is not confirmed yet lady Ser blood mourn lady Ser captains the brigine KW May and she is the second most significant pirate from quent born into G votier family lady blor left her family's Tor home after enduring a childhood of ridicule due to her foreign birth seeking freedom and an escape sir seduced a pirate to help her steal a ship and her inheritance she has since transitioned from debutant to genuine pirate aligning herself with Tessa fn's Fleet and securing a seat on the shackles pirate council with Tessa's move to Port Perell it is likely that lady SES is now the new Lord of quent Chan iua J hu and Loa Wen the three can Lords of shenu bay captained the vessels Mina's Grace Black Knight and Serpent's Tongue together they formed the wise Council of three for shenu Bay elderly J Who's warm wisdom often clashes with the cold cunning of LOE Wen chanai Hua meanwhile a half elf represents the voice of the Island's commoners Delona buy Delona is the governor of Lily White and the captain of the Sleep called the Winsome lass Delona and her friend shagger hoc were devotees of Caden Kay and built a great Stone Temple to the drunken hero in ly white shagger was killed in an alcohol fuel duel with the local fisherman in 4692 in that same Temple since then his son little shagger and Bey have acted as joint pirate Lords of the town they have always been active supporters of the anti-slavery movement in the shackles and are likely firm allies of the fire Brands faction in the current political climate hemd wave baiter the governor of the small town of kvas gibbet on the mainland also captains the Sleep named the strange Mercy despite being a cantankerous sort hemd has recognized the benefits of forming strategic alliances he is sought to win favor with a new hurricane Queen and has recently put out a call for adventurers to explore the Temple of the ravenous Moon an inland location I discussed previously in my Western wangi video yolandra and Patrina Maxim these granddaughters of a minor Talon Noble currently rule Talus Isle but the stability of their reign remains uncertain Patrina handles most of the responsibilities while yolandra embarks on Bold Adventures despite their slight differences in Focus they are both free captains and both members of the pirate council with yolandra captaining the Lion's reach and Patrina The Fearless Steed jwas Raffles this halfling pirate is the Lord of slip Cove on bag Island and captains a vessel named the chains of Freedom a former slave turned Freedom Fighter jalas Raffles has grown comfortable in his wealth and position as the Lord of bag Island his once passionate campaign against slavery had begun to dwindle somewhat though perhaps it has been reinvigorated by the rise and prominence of the firebrands faction jollis also secretly donates a portion of his fortune to the Temple of norgorber and Beach comr a fact known only to his closest advisers the master of The gales the mysterious aging seed Druid who rules drench port on Tempest K captains the mighty zc style Caravel the Kraken some rumors connect him to the cult of the eye and many believe his loyalties lie with the eye of abendego rather than the Pirates Council he possesses incredible power however so few few would dare question his allegiance to his face the master of The gales is also the judge of the annual free Captain's regata and because of his many duties he shares rulership of drench port with a younger half-elf Druid named ma Damar captain of the wave Crest who is also a member of the free Captain's Council moral Breakwater and baron Veno palath this treacherous pair rule over Rik tooth on shark Island and Captain the Banshees whale and the water nymph respectively they are known for their unsavory dealings with the sahagan tribes that live there while their actions have protected Rik Toth from sahagan attacks the town has gained an unfavorable reputation of the two Baron palpa has the more bombastic reputation he boasts of his alleged lineage claiming descent from an aristocratic thrush Moore family inav he also makes other extravagant claims such as possessing a ruby the size of a human head having conversed with a whispering Tyrant directly and even having nearly touched the starstone maxil Janice maxvale is the lord of the city of Rapier Bay and the captain of the ataku Maiden he is a dedicated follower of bisara and one of the council members who is an Ardent supporter of Tessa Fairwind he looks up to Tessa eagerly hoping he will himself have the kind of wild escapades that she has made herself famous for nissia B the captain of the bloody cudgel is also the Governor of vioc on shark Island a barbarian by choice as well as Instinct nissia dislikes the trappings of civilization and consequently avoids making the effort to attend most Council meetings sending a proxy in herstead her mood can shift rapidly and those dealing with her are often advised to watch out for a surprise punch as a precaution panwa OA the captain of the frigate desperation is the port Reeve of Queen Bez on bism Mar's Throne once a renowned pirate the burden of rulership has kept imparted from the sea for nearly a decade though he remains devoted to his duties here and to bmara he now Longs for the Open Sea again wide Olga earning her name due to her Hefty build as well as her broad toothy grin wide Olga is the UL Lord of oyster K reaving like the ancient ulfen Raiders of old from her Flagship the beckoning nade a pirate who has had no compunction about making the hard choices she is one who questions whether Tessa Fairwind is the right Captain to lead the council notable free captains not all the free captains sailing the fever Seas belong to the free captains Council notably these captains do not own land in the shackles but most of these aspire to one day join the council and be part of the ruling Elite of the pirate Confederacy Merill pworth Merill pworth began his career in the uran Navy as Merill tantre eventually becoming an eagle Knight of the steel Falcons and joining the infamous Fleet of the GRE Corsair in an engagement with a catap pachy slave Galley off the Scorpion Coast his right leg became fouled and Fallen riggings as one of his ship's masks broke from a hurled catapult Stone losing his leg set him down a darker path eventually leading him to the shackles and making his own fortune as the captain of the frigate the Bon aonour Pierce Jerel a Dashing Young Captain with a handsome Square jawed face and finely muscled frame Pierce grew up in the dreamish port city of Detmer watching the shipyards turn out caravels and navy frigs and daydreaming of one day sailing on one pierce eventually stowed away on a NY trading ship Bound for Taman and quickly learned the ropes of sailing ships on lake and carthon eventually he made his way to Corva where short on funds he signed on with a crew of riddleport pirates after some time Pierce found his way to the shackles where he won his current ship a schooner called The Salty flagen in a high stakes dice game sataki a tan pirate named sataki arrived in the shackles in 4711 captaining the ship the red Fortune she began building a reputation as a cautious Captain who developed simple but clever plans for attacking ships some much larger than her own she may have Ambitions towards becoming a pirate lord but this has not yet occurred and she continues to operate across the shackles without a seed of power to call her own verosa lanter a dark-haired woman with a sharp tongue and a hard demeanor the captain of The Magpie princess was born verosa least latp raised in Absalom she fled wealthy but overbearing parents aboard a Rah hadomi Traer as a teenager and never returned far more educated than the average sailor she served as a navigator on several years on the Wind battered warless Rock Alejandra's once mysterious and beautiful appearance has aged considerably she has rejected the free Captain's Council and maintains an an illegal mind that makes use of slave labor now generally anathema in the shackles Islands beu Hani a rakshasa captain who operates in the rampur islands aboard the pirate ship the semu deroga meaning the sea plague in vran Buu adorns himself in vibrant silks that contrast with his Cobalt and Crimson mandrel features his sharp Simeon teeth betray the brutality that he is Infamous for despite the infamy of his massacres Hani possesses a deep appreciation for music and I sought to entice Garian finest performers to the shackles through generously funded music competitions cold dark this dark elf was once the first mate of one of the most renowned Rogue pirates in all of the shackles black ey bmam captain of the infamous Sloop of war the screaming Reaver in 4709 cuar grew weary of the pointless savagery of the notorious benam and so slit her Captain's throat and took over the screaming Reaver her base of operations remains fort benam on Pang Aly at all Rags MAA soon after the eye of abondo erupted in the north the Lich sorceress Rags MAA emerged from the sulfuric fumes of her Lair and took to the Seas as captain of the lumbering ghost gallion the nigul it flies a black flag covered with words in the Golan language not spoken for Millennia gigal utura it reads hope vanishes no flag is more feared in the Starlet night than Rags Maas and all but the most foolish flee before it the shackles gazeteer in general in my deep dive videos when I've broken down regions I've tried to Traverse the areas I address in a kind of geographic order rather than the alphabetical order favored in the books I figure if you're watching this on YouTube the geography will help Orient yourself rather than me skipping around randomly however the shackles is a big oval and moving left to right from up to down didn't seem to make a lot of sense while I was sequencing this instead what I'll be doing is starting in the center at the pirate capital of Port Perell and moving clockwise from the center tackling the interior Islands first and moving steadily outwards as I go Jeopardy Bay the Tura Uplands jut westwards out of the mangi expanse forming a jagged collection of peninsulas that serve as the starting point for the vast shackles archipelago as a whole two of these peninsulas one cutting directly north of the Uplands and one cutting north and west form a sharp V intersecting at a rugged mountainous Cove and creating a wide and Placid Bay in the heart of the shackles this Bay is called Jeopardy Bay and it serves as a wide natural Harbor deep enough to accommodate even the largest and most heavily Laden of vessels which made it a sensible place to construct one of the first ports of the shackles even though the beachfront area before the rugged mountains of the Tura Uplands was fairly narrow today this port city now known as Port Peril serves is the de facto capital of the shackles islands and is the largest city in the region both in terms of raw population and physical size Port Peril is protected by high walls and the heavily armed stronghold of Fort Hazard because of its relatively narrow Beach front Port Peril also extends into the mountains themselves through an interconnected series of natural and artificial cave systems all manner of vicces can be found in its twisting streets and its busy markets thrive on the sale of stolen goods here ships flying the national flags of Inner Sea region nations are not welcome and Gain No protection this is Pirate Land and if the pirate Lords wish to treat with another Nation they will meet at sea or come to you the harbor is not just for pirates however Merchant vessels do dock here and the Pirates will treat freely with any unaligned Merchant factions though such visitors know the risks of birthing at the infamous pirate Port though a chaotic pirate City like this is difficult to neatly compartmentalize there are certain areas of the city of Port Peril that might classify as City districts Crescent Harbor when visitors think of Port perils confusing streets bloody alleys and Smoky taverns they're actually thinking of its northern Harbor Island Crescent Harbor's docks are filled with Rowdy Sailors on Shor leave ready to separate any visitor here from their coin with elaborate confidence schemes and entrepreneurial landlubber natives of Port Peril who have built the district's many bars gambling halls and brothel one reputed such establishment is the mermaids bucket numerous mermaid statues Fon The Tap Room of this Rowdy Tavern which lies barely 10 strides from the Island's largest docks the lanky proprietress nefty un Weser isn't content to just run a single tap room and she is a growing Mercantile Empire here supplying rum to every Tavern and Gambling Hall on the dock side further in the heart the only public Arcane library in Port Perell is a six-winged circular tower that charges steep fees for its use this is the Mystic redout where a small number of apprentice hopefuls and academics gather breaking The Stereotype of the unlearned pirate rare natural components are grown in the well tended Grove next to the redout as well available for sale to any spellcasters stopping in Port Peril Harbor horn the squat Tower of sirly Harbor mastered soyman crateros can also be found in Crescent Harbor it rises from a spit of land jutting out of the island souths side new Merchant visitors to Port Perell are required to have their caros inspected by crateros and his toughs before they are allowed to continue onto the main docks as the Pirates here have a long and difficult history with chelish saboter and conquerors little passes within sight of the tower that the stern dwarf and his toughs aren't aware of and he has an atic memory for which ships have attempted to slip something past his attention in the past and which are more trustworthy lucer hold Island the island hold of the hurricane Queen Tessa Fairwind also serves the seat of Port perl's government upon the Sea Cliffs Rises Fort Hazard and the tower Lighthouse called basara's Beacon the light of Fort Hazard has long symbolized safety for Sailors coming home from a long Voyage but for long years the opposite was also true Tales tell of how the previous hurricane King watchful for those who gain desire used to Snuff out the light of the beacon and watch in Delight as the ships impaled themselves upon the rocky shores the merchant Marina in Port Peril anyone engaged engaged in selling Goods conducts their trade at the merchant Marina this collection of docks is situated along the mainland western coastline here diligent workers efficiently unload merchandise including Fabrics Lumber spices and wines destined for sale and reshipment the captains of these vessels settled their various fees fines and taxes with the exacting Merchant Master ferious jakar this uncompromising finer has earned the marina the sreets of the misers warf and Penny Pincher Pier along the lower stretch of the pier is a temple known as the siren lash originally dedicated to shayin the temple still retains vestages the former goddess's influence in its Decor intricate Gardens here provide shelter for exotic birds topiary sculptures blend with fragrant orchids and Vivid silken curtains catch even the gentlest of breezes mistress livana gedren a charismatic half elf holds the position of leadership among the faithful of calistria not far from the marina is the SMS silver house a richly decor decorated manor house built on a high Bluff overlooking both the docks and the adjacent scrimshaw District this manor house is broadly regarded as the most desirable address in Mainland Port Peril few of the mansion's more than a dozen owners have managed to hold it for longer than a few years though as the house has been gambled away seized by Rivals and so on for the entirety of its existence East Wind this District comprises two distinct Wards High East Wind and low East Wind and the residents of both become acclimated to the const sound of wind and rain High East Wind resides 100 ft above low East Wind with its Stone houses perched securely on a Promontory wealthy merchants erect Grand Estates here profiting from the riches garnered by shipping gundi treasures northward and aisian luxuy Southward the breathtaking Vistas convenient proximity to the diversion in docks of the merchant Marina and the separation from the boisterous Crescent Harbor establish High East Wind as the most affluent District in the city on the new moon of neth the wealthy citizens of high Eastwind hold an elaborate Festival here called the skeleton ball in which they dress up in their best finery and disguise themselves as skeletons chosen each year the skeleton Queen is bequeathed an expensive glamered ball gown and the honor of naming next year's skeleton Queen at the end of high Eastwind sits Latchman Folly this sturdy Coastal Fortress was originally erected by the notorious pirate Lord Lucan Latchman over 100 years ago though it has changed hands many times since then it is currently under the ownership of zeru El a wealthy kateshi Merchant who runs a prominent trade cartel with interests throughout the shackles and well beyond it situated on tidal silt below the Bluffs is the ward of low East Wind Which experiences an annual loss of its Coastline to the Relentless sea during the Tranquil summer months remnants of old houses along with portions of the Bluffs they once stood on resurface above the water's surface along this Shoreline you'll find a humble Shrine dedicated to Gaz the master of wind and waves a deity who Reigns over the Destinies of of every sailor brave enough to venture upon the high seas the shrine features walls constructed from weathered Driftwood and fishing nets father nalis a halfling of advancing age Faithfully oversees this Shrine and extends a warm welcome to all who follow his God irrespective of the diverse forms of worship that may be practiced including the reverence of the Dual form of shim magala often observed in the mangi expanse the scrimshaw District named for the significant number of skilled sculptors who call this District their home The Artisans here use imported ivory from the wangi expanse and whalebone Source from the north Tac in their craft in contrast to the sophistication of high East Wind scroom Shaw is a rougher neighborhood and the lowcost brothel and taverns of these tenaments have little more than their facades to distinguish themselves from other residences the intricately carved Ivory sculptures that embellish these buildings have deeper meanings communicating specific illicit services for instance three gulls signifies the presence of fle leaf a shark indicates the availability of an assassin service and a whale suggests a fence for the sale of stolen goods it's not all shady business in scrimshaw though one notable establishment here is kenowick massie's popular and sizable Tavern the cup and Rudder which also serves as Port perel's unofficial Temple to Caden Cen on an island just north of scrimshaw a solitary Watchtower marks the locker contrary to what some foreigners May believe Law and Order does exist in Port Perell and the locker is the City's Jail the dreaded tidal cells on the lower levels of the facility and embody every sailor's darkest nightmare these cells lie beneath the high tide line and when The Tide Rises the prisoners who are suspended from the ceiling by sturdy iron chains must precariously balance on Iron Cross beams to avoid plunging into the rising Waters below the head Jailer a grizzled half workk known as Zoo bone bleeder takes Sinister pleasure in confining unruly citizens and mutineers to the dreaded tidal cells she goes so far as to entice the black tipped jigsaw sharks that infest Port Perell Harbor by using bait transforming the watery Abyss beneath into a maab spectacle beggar Brier this district is situated Beyond The Natural Stone Bluffs that serve as protective barriers for crescent Harbor East Wind and The Merchant Marina and most who live here can be counted among the most impoverished people of any of the districts I've discussed so far so beggar Brier becomes the final destination for hard luck individuals addicts and those outcasts the Pirates can no longer abide it is not a district without its worth however the Denis of beggar Brier find their livelihoods in the creation and sale of ropes Sals and various other supplies vital to the shipping business in this District the air is thick with a pungent odor of boiling tar intermingled with the noxious fumes wafting from the tanneries additionally some residents are engaged in The crucial work of operating dry docks for the repair and maintenance of ship hulls paradoxically despite its poor reputation in lingering stench beger Brier boasts some of the most skilled ships in the shackles each of these ships is characterized by a position that's irritable ill-tempered and prone to Indulgence in strong Spirits among them cindra rain stands out as the most renowned cindra once plied or trade as a shipwright in Augustana before being enticed to the Shackles by the Allure of wealth with the secrets of the Endor Naval Battleship construction stored safely in her mind she Bears a high bounty in her Homeland but such concerns hold little sway over her as the free captains of the shackles compensate her fivefold compared to what she earned in Augustana beggar Brier features a couple of other points of interest as well including the headman's lodge which serves as Port perel's unofficial Embassy to the many mangi tribes that live along the fever Coast or in the interior reaches of the Misty filled Tura Uplands another is the Dead Man's dance hall at the end of the district a Natural Stone Arch carved by wind and waves over many centuries serves as a maab display of piratical ruthlessness iron cages hang from chains here and scavenger Birds pick away at the corpses that rot therein the Dead man's dance hall as it is called is reserved for only the most heinous of criminals for whom even a stay at the title cells below the locker is deemed too kind to punishment the knotworks the pirate Capital quickly outgrew the small size of the natural Harbor's beachfront area and entrepreneuring settlers began to make use of the natural cave systems in the imposing Bluffs today dug directly into the mountains a network of intricate tunnels winds through the rock harboring countless Merchants who yearn to escape their Subterranean existence and open shops and prosperous High East Wind such is not always an unreasonable aspiration either the stable temperatures and humidity here render these Caverns ideal for use as warehouses and many Merchants have made their fortune in the knotworks despite the cool and the shelter from the elements residing Within These tunnels is a prospect those who live here wish to outgrow there are also disturbing tales about creatures emerging from certain tunnels kidnapping lone Wanderers and disappearing through secret paths in the dark the only way to enter Port Peril by land is through the knotworks as well well those that reach Port perl's walled Eastern Gate opening into a small community called the saltfish Camp must then navigate a twisting poorly lit and poorly marked series of passages known as lber lurk to reach the rest of the knotworks most prefer to Simply take a dinghy Beyond Port Perell Jeopardy Bay has a few other points of interest just East along the Bay from Port Perell lies kvas gibbet this smaller Port was established by captain kvass of the Sloop of war the island wench this settlement's Inception coin ided with the year of the first pirate council's election kvass was a merciless pirate and he used the port as a strategic base for his modest Fleet however fate caught up with him and he was eventually pursued and captured by adversaries he was hung in a gibbet until dead and prominently placed at the settlement's harbor giving the settlement its name the reigning pirate lord here is none other than the son of kass's first mate hemd wave Bater whom I've already discussed the town itself is hard to spot concealed a short distance Upstream along along a Broad River that eventually spills out into the Open Sea kvas gibit frequently shelters Buccaneers On The Run seeking to evade their Hunters as the town's inhabitants are renowned for their inclination to pose few inquiries to visitors at the mouth of Jeopardy Bay lies sarin vent Island this solitary Island surrounded by a mostly enclosed Lagoon is the remnant of an extinct volcano characterized by a sizable depression in its Center sarin vent was once inhabited by many capricious chick charies curious creatures that looked like a cross between an ostrich and an owl but it has now become overrun by aggressive and territorial harpies who Savor the large chickcharney eggs Legend has it that Beck the brutal the late captain of the Sloop Dawn approaches secreted four gems of rumored magical power amidst the chickcharney nests during their occupancy of sarvent not far from the sarvent island is also the last known location of captain dpar tinar of the Desert Sky the Rahi Captain had bequeathed to his first mate a magical hour power glass a powerful Relic that could predict fair and Ill winds and possibly could be used to scry for arid Vistas known as the Oasis of calm winds it is possible the artifact lies at the bottom of Jeopardy Bay along with his frigate shenu Bay before the collapse of its dominance in tiania the lunga Empire dispatched numerous ships to explore garan's oceans with the aim of discovering new trade routes markets and commodities some of these Expeditions reached the shackles where they were drawn in by the unrestricted lifestyle of the shackles Pirates consequently many crews mutinied and these newly liberated Sailors wholeheartedly embrace the Freedom of the Seas a pirate stronghold emerged on an island between the haak Fang and the rocky shores of the Mainland which they Christen shenhu Bay a name derived from the ten word for freedom a significant portion of shenu Bay's Inland interior is swampy and ideal for Rice patties and to this day rice and fish remain dietary Staples for the Islanders and shenu is almost entirely self-sustaining the island is governed by an elected Council of free captains known as the wise Council of three chanai Hua J Who and lwen all three of whom are considered members of the free Captain's Council and whom I've already discussed chotu the primary settlement of shenu bay is built around a large triangular Harbor 2third of the Harbor comprises Docks where shenu pirate vessels and Merchant ships Mo while the remaining third hosts a veritable Second City a floating settlement consisting of over 200 Tian sings descendants of sailors from Zabo the floating city of Manata these clannish individuals rarely set foot on Solid Ground and offer various services from fortune telling to Midwifery while the majority of chotu's population is composed of Tian sings a substantial number of expatriate tangus reside in makeshift neighborhoods on the city's northernmost side these Tango are a common site throughout the shackles serving as Jinx eaters on many pirate ships they escaped Imperial lunga long ago in pursuit of freedom and are happy here no matter how modest their lives may seem from the outside hauan is another Tian settlement located on the northeastern peninsula of the island and it acts as a base for the ships patrolling shentu Bay's northern coast guarding against the looming threat of nearby deak Fang attacks by devotees of the Dragon Gods cult are frequent featuring crude watercraft assisted from above by wyverns and other flying reptiles motaku Island motaku island is the largest island in the shackles and also boasts the greatest Geographic diversity of any other individual Island as well despite hosting four thriving settlements along its northern and western Shores the majority of the Interior remains an untouched Wilderness the chog rainforest dominates the northern region of the island while the Southern and Eastern coasts are veiled in Marshy Rivers forming the carou swamp lands the Pago Peaks are a stout mountain range that cut across the island and they are surrounded by the lower fog covered talad Black Hills in the jungles massive monuments crumbling obelisks of Black Stone line the Ravens foot Riverbanks the only evidence the island features of possible connections to the old Empire of the Golan in the swamps faath Gremlins and vodo tribes infest the northeastern marches around the pit of rag maau the luata infested glittering lake lies at the center of the vast swampland named for the unproven legends of pirate captains submerging entire chests of gold into its murky Waters the mountains and hills of the island are stalked by lions and Manor who prey on the Abundant and large motaku goats the Copper Dragon roier is said to have his layer in the central Foothills just below the mountains a dragon I discuss in more detail in my first dragon Creature Feature video finally according to the recently disappeared fisherman known as old jeffim a powerful alalu is said to lurk in the Deep Waters between motaku and bag Island the four major settlements of motaku Island are as follows bogs Bridge the Mary Wetlands encompassing the modest Harbor of bsbd Might at first glance appear wholly unsuitable for settlement but Captain fogged BS of the brig bitter wind believed that bmara herself had chosen him to build his town amid the seemingly inhospitable bogs undeterred by the boggy terrain and the Harbor's limitations which only allowed flat bottomed galys to dock Captain BS invested every last copper coin he possessed he hired carpenters and stonemasons to erect a pier a warehouse and a two-story Inn that he named bzm Mar's favor for two years bows and his wife were the sole inhabitants of the settlement even as the marsh gradually filled the harbor with silt then bow stumbled upon a unique breed of snail in the surrounding marshes that produced a rare purple dye this discovery transformed his fate putting bogs bridge on the map since then the city has flourished consistently reaping the benefits of its lucrative crop which it transports via a Sandy road to LY white where the D is distributed far and wide bogs Bridge thrives to this day under the care of B's cheerful Grand daughter tendry balls who now serves as the settlement's mayor Lily white founded by devotees of Caden Ken the town of Lily white remains a Haven for the dei's pirate worshippers one of the founders halik was killed in a duel but the other founder Delona Buri Remains the town's governor and is also a member of the free Captain's Council the town uses large wooden bridges to connect the mainland to three small Islands jutting out from the natural Harbor in a clearing on the largest of the three islands a 15t tall wooden statue of a grinning man armed with a Rapier hoisting a mug into the air greets visitors and citizens alike as might be guessed one of the town's main attractions is its Stone Temple of Caden Cen this large building is clearly marked as a temple but also serves as a functioning Tavern it is wellmaintained and always freshly painted the doors of its broad doorway are held open with wooden pegs hammered into the ground and there's never been any indication that these doors have ever closed since opening the only larger structure in town is God's Revel in a two-story Building made of old but sturdy wood that serves to host the town's many visitors the Inn includes a fighting pit where contestants duke it out following Lily white rules which forbids the use of lethal weapons and permits anyone who surrenders to exit the pit and also requires all fighters to have at least one alcoholic beverage before starting a fight Rapier bay max Vil Janice the pirate lord of Rapier Bay has been at the Helm of the spirited settlement since the demise of his predecessor 17 years ago he is a steadfast supporter of lady during pirate Council gatherings in Port Peril and his unwavering loyalty has earned him the mocking nickname the puppy although it is not one that they dare utter to his face Rapier Bay is the second largest port on motaku island after quent and it caters to the needs of Pirates Who prefer to keep a lower profile one of its claim to fames is the renowned Smithy known as the steel-clad giant owned by the master Craftsman hgo Tui one of the finest bladesmiths this side of the arch of aridan Halo's bespoke swords are so desired that his forges never cool and the waiting list for one of his Masterwork blades has stretched to a substantial 8 months Quint the second busiest Harbor in the shackles after port Peril is a lively and vibrant coastal town nestled in the sheltered Coastline of the bay that shares its name this charming town is shielded from the tumultuous waves and fierce storms by Barrier Islands making it renowned as one of the Region's Premier deep water ports and accordingly countless Sailors call it home or frequently visit Queen Tessa herself is a familiar face in quent's numerous Dockside taverns as she was once the governor of quent before she moved to Port Perell quent boasts a multitude of boarding houses and ins to accommodate the crews of the many ships that dock here among them Lilith's Tavern and hostel and the three Sailors stand as the largest followed closely by Mama Laro and hk's dry birth lavish Manor Homes nestled in the Bayside Hills known as Spen Thrift Ridge offer private Retreats for well-healed Buccaneers who prefer a touch of luxury winding its way directly from the docks through town is the Blue Sky Road the primary thoroughfare adorned with various mertile establishments to cater to every need such as the Lusty mermaid fat jessups the barnacle and the Drunken bosen In stark contrast to many of the outlaw ports of the shackles quent has transformed into a thriving City populated by diligent land lers who Thrive by supporting the wealthiest free captains another significant point of Interest here is the house of stolen kisses led by The High Priestess dinden this Sanctuary devoted to calistria holds a central place in the town these veed cortis are not only known for their physical Allure but also serve as the most reliable sources of information on the island they are Adept at sharing rumors and secrets for a fee with curious Travelers of means the house also raises wasp pves on the roof of the establishment from which they cultivate a sweet honey used in the creation of sacred ointments and massage oils as well as thickened into a syrup to flavor teas Sang's Refuge following the westernmost point of motaku Isle a long chain of islands culminates in what sort of looks like a curled tail towards the end of this island chain lies sa rang's Refuge Sai a former tan Shu pirate abandoned her life of piracy long ago and established a monastery on this island here weary Buccaneers seeking respit from their extravagant Lifestyles can Embrace a more aesthetic path by joining her unusual order of the infinite emptiness Legend has it that the Abbey was constructed using Limestone Salvage from Golan ruins the sanctuary is now home to around 70 contemplatives who diligently tend to the Island's Vineyards Gardens and sheep they lead tranquil lives a stark departure from their former piratical Endeavors off the coast of the Refuge is rumored to be the wreck of Captain millison Crowley's trowler among the ruins of which may be found her famous and fabulously engineered Clockwork crab trained to hunt for rare pearls in the seafloor basara's throne bismar throne is an island in the central shackles enveloped in a dense Mist that veils the the base of its imposing Cliffs these colossal rock walls ranging up to 120 ft in height are riddled with crevices and caves many of which serve as habitats for carnivorous winged reptiles and birds basara's Throne is not just a sizable Island however it's a sacred site a place of religious significance to the followers of bmara the goddess of pirates and sea monsters in the shackles clerics of bmara and to a lesser extent all of her faithful are expected to undertake a pilgrimage to basara's throne at least once in their life life times a journey known as the voyage voyage participants are typically fed within sight of the throne on a larger vessel and then proceed to set off for the island in a small launch true devotees of the Goddess sometimes instead start their Voyage in a small sailboat embarking from a location hundreds of miles away and navigating the treacherous rocks all alone without the benefit of a crew the cliff surrounding the wide Inlet just west of the northern curve of the throne are dotted with numerous perches and Tiny caves these are voluntar occupied by penitent followers of bismar who eagerly shout down challenges insults and warnings to passing ships as one rounds the inlet Southeast one follows a narrow Gorge called the Queen's processional at the end of which the Mist that blankets much of the island seems to dissipate the cliffs gradually diminish in height until they give way to the breathtaking Cove of the queen which appears as a vast interior Lake here they must find the mythical holy aisle said to be the heart of the Cove nearly a dozen and watercraft sail these Placid Waters shuttling to and from the horseshoe shaped holy aisle where basara's colossal Chief Temple is constructed the largest such structure in all of garan priests and acolytes garbed in Black Silk diligently perform their rituals and warmly greet those who have reached the holiest place of the Goddess The High Priestess always present within the temple is lahara cpre lahara communicates with bismar herself to determine the Pilgrim's holy labors tasks meant to earn the goddess's blessing these Tas tasks vary in number and nature from one Pilgrim to another and not all survive their trials those who succeed in their tasks receive both a blessing and a coveted bismar and pearl these pinkish pearls are unique to the supplicants to whom they are granted and reflect both the supplicants nature and the unpredictable will of the pirate Queen herself accepting the clergy of the Great temple on the holy aisle there is only one settlement on Bismark Throne the village of Queen Bez situated at the end of the Queen's processional and inhabited by pilgrims who come to the throne and never leave the port Reeve panova uala was once renowned as the captain of the Brigantine desperation which reportedly absconded with a month's worth of pay belonging to the Talon Army leading the Kingdom's Fleet on an epic Chase across the Inner Sea many newcomers to the town seek Refuge at either the rough blessing hostel or mother Tag's Inn as they recuperate between holy labors among the they emit strange Eerie clicking sounds as they drive uny Crews towards the churning Vortex beneath Whirlpool Rush on the far side of the straet keua as discussed in my Elven ancestry guide video the elves of garan hail from a kingdom called San on another world and they came to garan by way of the aidara or elf Gates their original kingdom was a Woodland realm and their Chief Nation on Garian konin is likewise a temperate forested Kingdom these original elves the audine find no allure in the ocean and prefer Solid Ground in Woodlands however as we know during the earthfall cataclysm many elves remained in garan during the age of darkness and these elves eventually adapted to many unusual climates and environments not natural to the original elves some became jungle elves some became underground Dark Elves or icy Arctic elves or Nomadic Desert elves some that lived along the shores and rivers became aquatic sea elves but among the rarest breeds the ocean elves as they are called chelish Empire's practice of halfling slavery the Island's Lord jawless Raffles originally hailed from celiacs and was forced into servitude aboard the chelish gallion the fiend of waves disenchanted with his homeland Raffles incited a mutiny among his fellow halflings leading to their freedom and the renaming of their captured vessel to the chains of Freedom rather than returning to the nation that had stripped them of their Liberty Raffles and his comrades embraced the pirates life while also championing Justice bag Island which had long been a refuge for small pirate fleets transformed into a proper settlement when Raffles and his allies settled there it quickly became the unofficial halfling Haven of the shackles welcoming individuals of all Races who shared a passion for freedom and Justice bag island is quite large counted as one of the 10 largest islands in the region despite the seemingly peaceful Plains Rolling Hills and Sandy Shores in the island South the terrain becomes rugged and punctuated with pockets of dense rainforest towards the Island's interior the libbera river which meanders through the island is shaded and sluggish for most of its course nourishing hot marshy regions inhabited by venomous snakes oversized insects and giant amphibians rumors abound of a black dragon lurking in the Wilder reaches while Legends of berry treasure out there often lead adventurous souls to embark on treasure hunts into the dangerous interior slip Cove once a humble fishing village with only a Warf and a couple of small warehouses slip Cove has transformed into a full-fledged pirate Haven under Raffles leadership making it the largest settlement on bag Island to dock in slip Cove free captains must pay a substantial tribute to the halfling and adhere to the bag mandate a set of directives outlined by Raffles himself while the city lacks traditional law enforcement the community takes it upon itself to enforce the bag mandates punishments for those who violate them Raffles resides in a Grand Mansion overlooking the town and he has mostly relinquished the seaf fairing life delegating his responsibilities to trusted subordinates he does however make the effort to convene with the other free captains of the council in Port Peril when Queen Tessa puts out the call the five bodies of water located northwest of slip covve are called the Crater Lakes and are believed to have been formed when a cluster of meteorites fell from the heavens centuries ago Legend has it that ghostly remnants from this Celestial event now haunt The Lakes rum butter situated in the southernmost part of bag Island rum butter is a sprawling hilly farming Community famous for its extensive Apiaries rum butter honey is highly sought after throughout the shackles in sargava the town boasts three taverns each known for its unique iced butterscotch beers during the rainy season and honey wine in drier months while rum butter has been recognized as a place of Peace and Freedom within bag Island a series of grizzly deaths among herders livestock here has sparked recent discussions of an organized werewolf hunt Beach comr the second largest settlement is a town on bag Island also primarily inhabited by halflings but also surprisingly housing numerous liberated half orks as well despite its inviting name Beach comr is known for its rowdiness and serves as a magnet for shady characters the town's worst kept secret is that a temple to nor gorber lies hidden in plain sight in the north of the town and it has been growing increasingly bold rumors circulate about secret tunnels beneath the temple leading to an extensive catacomb Network beneath Beach comr while JIS Raffles law guarantees religious freedom most norgorber worshippers keep their faith concealed Captain anal arms keep and first mate black naria of the raiding Caravel the dark Bow both devotees of norgorber in his thieving guise as Lord black fingers are known to actively hunt and Destroy any ships rumored to be carrying slaves deak's teeth deak's teeth is a cluster of three large islands the largest of the three is De Haw Fang which is also in effect bifurcated into two by a long narrow Gorge called the Fel hope Canyon that separates the East Fang and the West Fang the other two islands are situated east of De Haw Fang the smaller Northern one is called de ha horn and the larger Southern one is called the Haw tooth of the three only this last one has an active pirate settlement the port of yelo Warf situated in leatherwing Bay there are other more dangerous settlements in these islands as well which we'll get to shortly but the reason so few pirate ports have been built along the shores of these large and fertile islands is because of the great Terror that dwells at the Northern end of the West Fang this is the home of ashak the annihilator an ancient red dragon and a devoted disciple of Dak himself a shock came here five centuries ago and destroyed or drove off The Pirates Who used this part of the archipelago for shelter then she established a base from which to lure Unholy adherence to her destructive Faith points of interest here include the dragon's gullet a shock like many elder dragons spends much of her time gloating over her precious treasure horde with which lies deep within an expansive tunnel known as the dragon's gullet the gullet entrance is a cave mouth hidden at the bottom of Lake Rog shrag rocks only the most resilient creatures can withstand the heat at the bottom of the dragon's gullet though those who do manage to endure may just find a shar's extensive cash of gold jewels and ancient artifacts if she is not present herself that is Fel hope Canyon and the sanctum of the sorrow maker because of the presence of the great red dragon and the Dragon Cult in the area Fel hope Canyon has earned its reputation as a legendary destination for reckless and thrill-seeking Pirates Who possess more bravery than Common Sense the daring feat of navigating a small boat from one end of the treacherous Canyon to the other has been the subject of drunken challenges loudly proclaimed and accepted in numerous taverns throughout the shackles however the resolve of these individuals tend to evaporate with the morning's return to sobriety and a sober realization of the perilous risks involved one of the few successfully navigate The Canyon a little incentive May coax him into sharing some of his Secrets strategically positioned high on the western Cliff face providing a commanding view of the entrance to Fel hope Canyon is the primary entrance to the sanctum of the sorrow maker this complex with its intricate labyrinthine caves serves as a home for a shark and her lieutenants the two umbrell dragons Borat and ulatus as well as the black dragon mupa deep within this Labyrinth lies a shak's throne room here humanoid supplicants come to beg for her favor although though a shock and the Lesser dragons who serve her dwell at the sanctum her humanoid cult has their own settlement of dragon thraw located on to Hawk's horn dragon's thraw as shock herself once burnt down her cult settlement 30 jungles several minor Goblin tribes have made their home among them are the bile drinkers led by the Sinister hagl the fowl the stink dragons commanded by the fierce blood gut and the tongue Yankers under the leadership of the cunning mother blood gusa these Goblin tribes are in constant motion across the island engaged in a Perpetual cycle of hunting for sustenance and avoiding more formidable Predators especially the dragons despite the precarious and predatory nature of their home they rarely find common cause with each other and often find themselves locked in Relentless conflicts with one another some rumors indicate that one of these tribes also acquired the flesh hope fish skull some have claimed this legendary treasure is a dormant loara demilich others that it is an occult significant ggan ruins can be found on the island of De haak tooth the first the blood Fountain is named for the magical system that stands at the center of the ancient city built around it despite the rest of the settlement's ruinous condition the sturdy font appears to be fully functional though of course it seems to constantly bubble blood and not water the second was once a circular structure within a sprawling ggan City however much of the city city is now in utter ruins and the once honored Stone of Tears Now lies sideways having fallen from its ornate pedestal near the city's Temple arcanists who have visited this site report that the giant rock may be a cage for something as binding magic has been used to potentially seal something within Yello Warf finally we get to the sole pirate port in the region which has somehow managed to avoid destruction at the hands of the dragons in these 15 years this remote Harbor serves the cruise of no fewer than four Rogue captains whose predatory Focus centers on the coastal Cliffs along the Eastern shenu region the most notorious Rogue captains who make yigo Warf their base are camika heavy hand of the baleful glare mean styan of the rough customer NOA the knife of the Harm's Way and pandal of rahad of the babul these four captains have cultivated a Sinister trade specializing in the gruesome capture of vessels returning gives away to Marsh entirely and it becomes the Soden lands the last easternmost settlement of the Pirates here is a small Port of green blood beyond that is inbe dwarf territory which occupy the land along the first Soden River at the mouth of which lies the great Dwarven Port of clang Pirates are very much not welcome there despite the notorious reputation of the Mainland Coast for treacherous reefs and turbulent surf for many Merchant captains departing from Port Peril their holds Laden with ill-gotten treasure this route is often preferred over braving the prowling shackles Pirates who seek Rich lumbering vessels as their prey thus anywhere there is even a small bit of natural Shelter From the roing storms that emanate southwards from the eye small pirate Havens have formed three significant pirate ports of call along this Coast are parlay point the first such popular Haven along this route heading east from Port Peril is parlay point a welcoming Mainland port and an appealing stopover for those sailing along the coastal path before venturing further north into the unpredictable storms spawned by the eye of abendego the town of point is celebrated for its exceptionally amiable populace offering warm and hospitable ins alongside some of the finest brothel within the entirety of the shackles navigating the Harbor's approach Demands a skilled hand yet few Sailors voice complaints about the heightened risk involved the prospect of one last night in a cozy bed before confronting the tempestuous eye is Temptation enough for most in fact the compassionate residents of parlay Point maintain Lighthouse to guide those journeying during the night or in foul weather additionally they over see a surprisingly substantial Fleet of or- driven galys ready to rescue any ships local fights too also nearby somewhere on the coastline between green blood and the Dwarven Port of clang lies a wide cave populated by ulat Kini Marauders that sometimes come raiding green blood the ulet kiny of their Idol would be to sell it to the kind of collector that could keep the object secure or else destroy it altogether the benog island these remote stormy Islands receive some of the worst weather coming out of the Northern Storm they are also known to be the home of the squid Whistler tribe of goblins considered weird even by other Goblins the squid whistlers have learned how to use the shallow tidal pools of their remote Eastern Islands to lure trap and then train squid octopi and similar creatures to Aid them in battle as their name suggests they make use of strange high-pitched whistles when they need help from their pets almost inevitably a squid Whisler begins battle by flinging a pet mollusk at a foe allowing the octopus or squid a chance to wrap itself around the enemy's face unable to see half choking with salty slimy tentacled beasts grasping their faces opponents rarely put up much of a fight a side pool in the benog island is also said to have looking for a way to fuse the old cutless with his stump yoh's graveyard and Ang Goro tadar a couple of sizable Island lie north of the devil's arches the larger of the two is called yoh's graveyard named for a highly ambitious veteran of the Talon Navy who left his Naval career due to his low birth preventing him from climbing the aristocratic ranks this man bran yoha then joined absalom's cause leading a mercenary Fleet to combat pirates in the shackles and made an ill-fated decision to establish a base on a seemingly uninhabited Island ignoring both his Crews warnings and the markings of grotesque relics that haunted the ancient ggan ruins here yha set up a camp near an ancient zigurat yoha and his crew mysteriously disappeared and no one has returned to the cursed place to sort through their abandoned campsites now known as y's graveyard this island is perpetually shrouded by impenetrable Mist some say near the island there can be seen Eerie sightings of y's Flagship the Griffin unfettered once a year during the clearing Moon the fog lifts briefly but few dare to explore this cursed place the smaller of the two is called anoro tadar anoro tadar lies just north of the the devil's arches and was one of the first small Islands explored by chelish venturers around 600 years ago what made this island unique and the thing that kept would be settlers at Bay was the Eerie Discovery at the very center of the island there lies a vast cavity that plunges further into the Earth than the eye can see a small River wends its way through the aisle eventually terminating in a wide shallow waterfall that Cascades almost endlessly into the pit explorers have only ventured so far into the hole as the vast Cavern grows steadily creepier and more haunting the deeper one goes dim symbols of ggan origin dot the walls of the pit here and there hastily written warnings written in a dead language most of those who have dared to journey to any Great Lengths in the cavern have arches to the north of the treacherous Straits of balus the devil's arches emerge as the fourth or fifth fifth largest island of the shackles despite its size and proximity to the mainland the Doom of the Talon Explorer yoha in the nearby island of y's graveyard and the presence of many Golan ruins here had kept too many explorers from settling there this island is in fact covered in The Haunting remnants of the Golan civilization gigantic decaying structures and eroded towers that stand as Stark reminders of humanties transients these structures including Limestone platforms amphitheaters and zigurat are adorned from from top to bottom with bass relief carvings and paintings that depict gruesome and depraved AXS painting a picture of a civilization steeped in horrific brutality a common feature unites them all however the ruins here feature a great gray Stone Arch unadorned and devoid of carvings standing at the heart of each ruined City about 600 years ago post Civil War chelish explorers established an asmodian Beach head in the shackles on this island the ancient ggan arches initially unsettling to the chelish explorers who discovered them eventually motivated them to give the island its name the devil's arches the meaning and purpose of these monolithic structures continued to be a subject of debate among Scholars and archaeologists however many now believe that the name Devil's arches might be more accurate than the original explorers realized speculating that these arches could have served as gateways to summon denisons from Hell or similarly Sinister demiplanes hell Harbor this large Port was a strategic choice for chelish colonialists coming to the shackles its natural Harbor is deep and easily defensible watchtowers constructed from Limestone the ruling House of thrun after he insulted a seemingly minor Aristocrat flee being with his Fleet through treacherous Waters and Demian eventually laid Siege to Hell Harbor emerging Victorious and making the remote Bastion of civilization another pirate Haven yet the formerly chelish Port remains culturally distinct from the rest of the shackles the thriving Enclave boasts an opera house known as the three-horned Hall where classic performances of Asante Legends draw large audiences like many chelish cities a specialist conjur School teaches young devil binders how to summon and bind powerful fiends to serve them consequently hell Harbor is inundated with imps that have been summoned by Young pupils without the skills to keep them in their service and demian's influence on his people is markedly chelish as well imposing more order and structure than is present in any other pirate Port including a paid constabulary building regulations of municipal government sanitation and MRA bal's atmosphere mirrors its overlord's mood with Outsiders advised to refrain from any clever remarks however longbeard has a Poncha for fine clothing and jewelry and pirate Crews often visit his town to sell such Treasures knowing that those looking to appease long beard will pay handsomely for such PEX another pirate Town located at the southern end of The Straits of balus is a rough and rockus settlement its Lord hard luck Massie is known for his constant grumbling and impulsive judgments against those who Vex him those Unfortunate Souls are placed in stalks in the Town Center often only to be released in a few hours following hard luu's capricious change of heart PEX is home to the damned if I didn't reain Inn a three-story establishment run by hegar of fud this Inn serves as another Lively Gathering Place for both Buccaneers of Ulen descent and versian Traders many of whom own warehouses on the waterfront the city of bleeding Stones the largest Gan City encountered by chelish explorers is a vast ruined complex it is nestled within a Cove surrounded by the vast hilly rainforests that envelop Devil's arches over the years several major Expeditions have been sent to explore the city of bleeding stones but all have met with disaster or resulted in the complete disappearance of the Expedition members survivors of these ill-fated Journeys claim that a primordial evil seems to plague the site and most to have returned have succumbed to Madness metho Lake this large island lake is plagued by enigmatic tentacled Horrors surrounding the lake are Hills riddled with cave complexes the lake is also home to a coven of blood hags known as the Emerald 3 they lurk beside the lake capturing unsuspecting adventurers who venture too close and offering them as sacrifices to the Sinister beings lurking beneath the waters which they rever as the profits of their cruel and otherworldly deities Paka Neu a final settlement can be found in the deepest part of the rainforest this is a settlement of reclusive wood Giants who peacefully cultivate crops and livestock as as long as the islands humanoids do not disturb them or their land scholars believe that these jungle Giants possess an oral history dating back to the days of the ancient Gan civilization diplomatic missions to extract their Legends however have not proved fruitful so far worldless rock as Cliffs of chalky white stone their final Battlefield now called the field of Bones and black glass spans approximately 4 miles in diameter from a distance it appears as if hundreds of skeletons clad Captain the barkantine cloudbusters dream Alejandra rumored to have been a powerful chelish baroness in the past leads a disciplined and loyal crew of pirates that terrorizes the shackles in the Inner Sea for three months each year attacking Merchant vessels and diplomatic ships alike survivors of these attacks face a dire Choice death by Alejandra's razor sharp saber or 2 years of servitude in the chalk Harbor mines unsurprisingly most opt for the latter recent discoveries of oddly shaped minerals and gemstones during the miner's work have intensified Alejandra's excitement in recent months chalk Harbor is a blighted place and its environment lacks true Wildlife being only home to nomadic bands of Earth Elementals blighted crops struggle to grow in the rocky soil and the sparse food 10,000 residents however within this Gloomy and somber atmosphere lies the city of drench Port home to one of the most bustling and chaotic Harbors in the entire shackles it serves as a vital refuge for Mariners navigating the Western fringes of the eye and a final stop for travelers heading north towards medog galti Island the town's architecture has evolved haphazardly over the years constructed from the Abundant Driftwood and wreckage that washes ashore remnants of ill- fated vessels helmed by Sailors lacking the skill or Fortune to endure these perilous Waters Tempest K is also another local in the shackles known to be a gathering point for Pirates of Ulen Heritage and scald their native tongue is as frequently heard here as common several tangu communities also reside in various ports across the island because of the inclement weather several prominent temples dedicated to Gaz can be found across the ports here and they are known to provide shelter and assistance to Shipwrecked Mariners the ruling pirate lord of Tempest K is the master of Gail a powerful Druid who spends the majority of each year at Sea aboard his robust black zc named the Kraken he briefly returns to the island every month typically residing in sea caves located half a mile north of drench Port which are accessible only at low tide though none know his purpose in these deep caves blue hook River slices through the interior of Tempest k a nearly impenetrable rainforest teeming with predatory Birds aggressive Apes venomous reptiles and small carnivorous dinosaurs drench port the capital of Tempest K is a perilous place for newcomers at best they can hope for a grudging tolerance but failure to exercise Extreme Caution often results in violence seedy taverns warehouses and islands extends like a weary finger towards the storm known as the abendego reach there are a few significant Islands in this chain budra ATL budra ATL is a unique island of coral that forms a complete circle around a Placid Lagoon at the heart of this Lagoon rests a sunken artifact that plummeted from the void of space Millennia ago rumors suggest that it may be connected to the Extraterrestrial craft that landed in numia radiation leaking from the object has mutated the local Wildlife but despite these inherent dangers a handful of Daring botanists and zoologists have the free Captain's Council after winning the free Captain's rata the captain and their crew were granted dominion over a large island in the north of the shackles known as the island of empty eyes so named because of the numerous Golan statues whose Stone eyes have been plucked out of their socket the islands were notable for two features an old abandoned chelish Fort which was eventually converted into a functioning Port City and some notable ggan ruins in the center of the island lay sumea a ggan mountain Retreat where ancient ggan seers once LED their disciples into personal sojourns and divine introspections it is likely that the pirate lord of the island of empty eyes is still an important and influential member of the Pirates Council and a significant adviser to Hurricane Queen Tessa Fairwind there is also rumored to be a gan treasure located somewhere on the smaller eyelets around the island of empty eyes an oracular spy glass crafted from the preserved eye of an ancient Cyclops this spy glass allows one to not only see great distances but potentially to look forwards and backwards in time as well the Lost reefs this cluster of islands is situated between H's Grotto and the rampur Isles these islands are said to be the current whereabouts of the crystal dodo a well-known treasure in the shackles that has exchanged hands many times since it was first discovered this crude carved statue is said to gain value each time it is stolen or sold there are a few other points of interest hidden amidst this cluster as well vein and Kellen local shackles Legend recounts a haunting Tale of Two Lovers vein and Kellen they were stranded on these two isolated rocks by their pirate Captain luxus bar who was driven by jealousy when vein had fallen respit in the shackles but they fell into a state of Oppression some 60 years ago this occurred when three cunning rasas fleeing from a powerful retribution by a vengeful Raja and vdra managed to infiltrate the Loosely organized community on the rampur Isles in a span of just two years they orchestrated the imprisonment or assassination of rival vudi pirate Lords ruthlessly asserting their points of interest as well Garnet Island this is the largest island in the chain located at the southern end today it serves the home base of the Bandu Fleet as discussed in my history section the because of the large Tower and ancient Lighthouse that can be found there a black smooth Stone structure that rises hundreds of feet into the air this is the ancient and largely intact Lighthouse of garl Reay this was an important structure to the ancient Golan garl reay's Lighthouse served served as a navigational Beacon and the temple beneath it hosted many rituals to Divine the future or scry on lands across the seas carved from the dense Granite of the island the ruins walls and columns still bear carvings left by its original inhabitants the stories histories maps and divinations of the long forgotten people Beyond its value to archaeological Scholars bright glass Isle has numerous underground caves which have also been used by Pirates to lay low on the outskirts of the shackles the Glen Garney chain another mod island chain of about a dozen or so isets is located west of the gleaming Isles and is called The Glen Garney chain these remote specs on the map bear the name of an ancient chelish explorer who charted them six centuries ago Jen Glen garius in this perilous and unforgiving location Relentless waves pound the unfriendly Shores and lurking just beneath the waters lie vicious Spears of ancient Coral the rocks of Fate numerous stories circulate about the eastern cluster of islands known as the rocks of Fate all sharing common elements Shipwrecked stranded or desperate individuals are approached by an ancient Caravel and welcomed aboard in every tale Captain kohal commands The Vessel and the cost of Passage is a service demanded from one or more of The Castaways whom kohal seems to identify by name as if he knows them intimately Legend holds that Cool's silent Caravel the inscrutable Destiny doesn't merely sail the Seas of garan it traverses the vegetation and a network of caves this island is primarily a habitat of bats and insects yet among these caves resides yakob The Hermit along with a plethora of his constructs according to Legend yakob was once a sorcerer aboard the infamous G Alan black Havoc which sank along with its entire crew in a bloody battle against four Talon pirate hunting warships over four centuries ago however the first account of yacob's presence in the Glen garies surfaced some 80 years later if this is true how yakob is still alive is uncertain but it is also said that yakob has learned the Lost secrets of techn magical engineering once perfected by the jisa Imperium and that the constructs that share the island with him somehow house The Souls of the rest of the Lost crew of the black Havoc wraith Stone finally it is rumored that the largest island in the Glen gares is haunted by hungry wraiths of unknown Providence regardless of whether these Legends hold any truth it is Undisputed that most Sailors who find themselves Shipwrecked here also find their final resting place on these forsaken Shores the island of the Black Tower technically separate from the Glen gares but just west of them is another sizable island called the island of the Black Tower rumored to have been raised by magical means by servant of Deon known as the shrouded Queen the Black Tower is a profane Place rumored to hold a portal to the abyss the shrouded Queen herself was reportedly slain by a pirate captain during a raid on the structure but the captain herself never returned from The Raid and few have dared set foot on the islands in the 35 years since to confirm the rumor the cannibal Isles rounding the tip of the shackles lie the cannibal Isles as described in my history section before the coming of the talons the shackles saw very little widespread settlement the only exception to this was in the early days during the age of Des when the people who followed the charismatic Sorcerers grey worles and ragm came to these Shores unfortunately the two sorcerer Kings brought about their own demise and their people lacking the means to survive on their own turned to the dark gods of zura the vampire queen and angan the ravenous ape and other older gods they learned of from studying the ancient ruins of the Gan through these dark Powers they endured the long years now known as the Kuru their only major surviving settlements are located on these westernmost Isles dubbed the cannibal Isles named for one of the many disturbing practices of these degenerate cultists another notable practice of the zenb barua situated as the westernmost Kuru settlement in the cannibal Isles zenb barua is perhaps the least fervent in its Devotion to their dark Gods here and uniquely here the Kuru may be treated with and there are some among their kind here who seek greater meaning and harbor desires to escape the barbarity of their Homeland in this small and relatively Progressive Community the ruins of vuna submerged beneath the Waters of the shackles this flooded ruin is believed to have once served as the treasury of the ggan society many have endeavored to unearth the treasures concealed within its vaults yet few have breached its heavily guarded entrance which is protected by a guardian sea serpent banak moud the second largest collection of ggan ruins in the cannibal Isles banak moud holds significance for the Kuru not due to its intrinsic qualities but because of the ground it stands upon deep within the Earth beneath the banak mou reside enormous rot grubs they have grown to such proportions that the very ground trembles as they burrow beneath it and the Kuru view these gigantic Vermin as messengers of their malevolent deities ganaka the ruins known as ganaka serve as the dwelling place for the most devout Kuru in the cannibal Isles as well as their Chief Prophet The Blood Queen this alien entity wields incredible power and malevolence and she claims to be a servant of the long forgotten gods of the ancient Golan she is said to govern the Kuru through telepathy and dark magic residing within a partially submerged underground Temple known as the sanguin cathedral although the blood Queen's massive size confines her to a single chamber within the cathedral her influence extends as far as its followers through the Kuru she reeks Havoc across the cannibal Isles and Beyond wherever she can exert her influence kuk Maul and Heap nood the village of kukul has engaged in a ceaseless conflict with neighboring Heap nood for so long that most Warriors have forgotten the cause of their Strife the dwindling numbers on both sides ensure that in the absence of a mediating Force they will ultimately only annihilate each other the blood Queen has no qualms with their attempted to locate the legendary treasure that Captain Cyrus wolf is said to have once buried buried here those who crack its mystery will find that in the first lights of dawn a group of caves and crevices on The Cliff face take the appearance of a grinning skull here one of the eye sockets is said to lead to Wolf's secret treasure in fact it leads to a network of sahagan tunnels as the aquatic creatures settled and made their homes here some time after wolf buried his rumored treasure this explains why so many ships and dead Sailors now rest at the bottom of the Sandy hole black sand beach located on the Eastern end of this archipel lies black sand beach renowned for being another home to a notorious tribe of shackles goblins The Reef Runner tribe while employing rafts and other small six-story structure whose brick seems to have been licked by Hellfire From The Towers imposing iron Port cus a Long Warf extends into a natural Harbor like the great tongue of a diseased Beast this is the birth of the nigul the gallion sets sail only once a month but can appear anywhere in the shackles with Unholy ease to seize solitary vessels the free captains from across the Civilized islands are desperate to be rid of rags mder and the counil has offered to fund any group of Adventures brave enough to confront the undead Menace thus far three Expeditions have been mounted but each fernl Isle rumor has it that Salu chakat captain of the AL tangu Carrick the winged Predator attempted to found a colony for his kind on this small island some 20 years ago however the lot of them succumbed to a wasting disease after uncovering the foundation of a ruin built from unnatural green black stone the place has been avoided since then despite the existence of good Anchorage fresh water and fruit of Plenty deon's Jaws deon's jaws comprise two Rocky isets located to the southwest of motaku Isle the larger of the two known as big jaw has a prominent Peak that rises 300 ft above sea level little jaw the smaller Island stands at no more than 60 feet above sea level with approximately 50 ft of that height comprising the Island's cliffline Shoreline these two islands are separated by a Rocky and relatively shallow Channel measuring no more than 30 ft in depth which Bears the name deon's gullet a risky practice known as shooting the gallet involves attempting to elude pursuers by navigating these shallow Waters which has resulted in numerous shipwreck concealed just beneath the surface of the shallows it is strongly discouraged to Halt or anchor within vicinity of the gullet as a mysterious malevolence looks Within These Waters cadaverous Undead their flesh pallet and decaying their eyes cold and gray have been known to claw their way out these wretched beings it is an homage primarily populated by the descendants of Talon Sailors from Maxim's original fleet they have each appointed themselves grandiose but meaningless titles the Island's interior Wilds have still not been fully charted and comprise Plains thickets and jungles inhabited by various beasts and monsters including both minotaurs and Giants a linked series of rocks called the broken hooks in the South features craggy terrain leading into the sea where local youths dare each other to jump from Stone to Stone Kaden's arm once a picnic and Festival spot located on a peninsula to the east was abandoned recently due to the growing belligerence of the Island's native minotaurs little upara itself is an opulent Town offering Exquisite Cuisine and sophisticated entertainment and it does that shares its name while the port tolerates non- mangi ships foreign crews are expected to conduct themselves with utmost respect while in town Neu enforces strict rules for non-natives who are referred to as the benu or lost Ones by the locals the port Chieftain who serves as both the community's head Shaman and the port's political leader is named adoga Bas she has two subordinates MOSI one knife a bonat priest and zasu a zenj Oracle While most activities resolve around Neu and its Cove the rest of the island offers numerous points of interest as well the western part of the island features Lush jungles freshwater sources and succulent fruits as well as tall straight trees ideal for replacing damaged ship masts various game animals like bores and rhinos inhabit the Western forests while giant geckos and venomous snakes can be found in the northern regions the residents of manangi consider the exploitation of these resources without explicit permission to be a severe offense although such restrictions rarely deter foreign Pirates The onon Overlook is situated on the southwestern edge of the island and it holds a special place in the hearts of the manangi natives Seasons causing a massive explosion that destroyed the ship and three chelish warships a wildfire resulted consuming the island the catastrophic event earned the island its name the fire grass Isle only 70 years ago three pirate captains settled on fire grass Isle resenting the pirate Council 's Rule and the pack they had with sargava these captains established a small town named Goats Head and openly defied the saravan treaty they were scapegoated for all pirate activities against sargava leading them to adopt the flag bearing a white goat's head on a black field symbolizing their Defiance Goats Head is since grown into a thriving town with over 400 residents three taverns two ins and several warehouses it served as a hub for merchants seeking to trade in stolen saravan goods at discounted rates interestingly now 10 years after the end of the gin treaty and the rise of independent vidrian the Pirates here continued to operate as Rogue operatives preying on vessels from vidrian Sor and blood Cove but only rarely targeting other shackles vessels Goats Head operates without a formal government a town Charter bearing the signatures of its Founders hangs in the walley's rum room it declares a lack of laws or Lords and proclaims each individual as their own Master presently firegrass has three pirate captains Captain sweet Willam poor commanding the frigate red courage Captain bent beak Charney captain of the three masted bark bold Folly Captain dancing Darla medil who commands the sleep as Mara Winks goat head remains a rough and Lawless place with each pirate Captain ruling their own crew and no Central Authority the slithering Coast the slythering coast runs along the south of shackles Mainland which borders the fever sea it takes its name from the large population of sea snakes and water nagas found here sea snake venom is sought after by Alchemists and poisoners but the nagas do not welcome those who trespass near their layers the nagas are a great source of local knowledge and some of the free captains try to develop friendly relations with these reclusive creatures one significant place of interest along the slythering coast is rickety squibs rickes is the best joint in town for getting your ship res squibbed that is getting your ship refitted and modifying the lines and profiles of the ship to provide it a new identity because of the covert nature of their work these facilities are hidden up River within the jungle rickety squibs is run by old rickety hake a retired pirate and former mate of the bearded captained by Ella gnet who was killed at the Battle of noas Point bone rck Isle bone rck Isle would be a singularly beautiful place were it not for its treacherous inhabitants the waters around bonak Isle are crystal clear allowing Sailors to see several hundred feet down Into the Depths and the island is surrounded by beautiful multicolored coral reefs which lie between 5 and 25 ft beneath the surface though beautiful these corals also make reaching the island treacherous on the island itself a huge mountains Ridge Towers over the Island's Western portion the first clue that not all is well in bone rck Isle are the bone rck Shepherds all along the perimeter of the island the inhabitants have left their Shepherds small Twisted statues made of the senu twin scrimshaw covered skeletons of their prey these statues lurk in the shallows of the sea and on the edges of lagoons or hang from palm trees on the fringes of the Jungle no two are alike and each is the product of a twisted imagination the creators of these Grim warnings are the grindy L's aquatic goblino with the the upper torsos of goblins and lower squid-like torsos these warm tropical waters contain the highest concentration of grindy Ls anywhere on garan and when the weather turns bad in the shackles that is when the grindy ls are most likely to strike climbing out of the water to seize upon unsuspecting vessels kidnap crew and bring them back
