It was filmed in Pelourinho Square in Salvador, Bahia. Pelourinho means whipping post, and the square is where they would market slaves, and beat them (sometimes to death) for the most contrived offenses.
The featured band, Olodum, is still a huge cultural force in Bahia, and their part in the video is a great source of pride.
