[Music] let's now take you to the information ministry because Minister of Education Matthew Paco Perez taking his turn at the Meet the Press series this morning now he's talking about the double-truck system to be introduced under the few senior high school program s HS enrollment trends see from 2013 when we have 390 1000 students registering for EEC up to 2017 when we have 460 thousand students registry BC the third column shows the number placed that means after those who have registered at the entrance those who are qualified to be placed in Syria high school is the third column and you realize out of 391 thousand in 2013 three hundred and fifty two thousand qualified to be placed in Syria high schools but of that number how many actually went to senior high school and you realized that oh that 352,000 qualified only two hundred and sixty one thousand went to senior high school meaning the wasted talent was over 90,000 I mean students in 2013 this wasted talent continued to 2011 2016 where the Western Asian amounted to a nearly one hundred and eleven thousand Guardian students between 2013 and 2016 nearly 28% of all those who qualified to go have senior high school education we're not able to do I must admit out of this number some went to private schools somewhere to vocations and other things but really of the 352,000 only to insist one went in 2016 of the four hundred and twenty thousand who will be qualified to go only 380,000 what an average of 28 percent that means for every hundred Daniel students in 2013 2016 that qualified for senior high only 60% living room this was a trend that we have seen originally for every hundred students that qualified I talked about national average be 28 for every hundred still not qualified because of basically all the feeding grants only 11 could not go to school the national as we go straight to eat weather or the feeding grant it was 11 next slide in the southern part of this country or for soundness who didn't qualify for them grunts we realized that the trends showed that for every hundred that qualified thirty-five could not go to school so it was 11 if we are not an extraction it was a 35 if you are everywhere else and the average was about 28 this is one of the key drivers about our free SHS and our ability of the current support of the government and the commitment of government to see this free high school policy let's like this is showing the BC registration trends between 26 2013 and 2017 it grew just averaged about two percent if you realize between 2017 and 2018 the BC group registry she grew by nearly 12 percent why because the free SHS if you don't write that years bc you don't qualify and in 2015 President John Dramani Mahama granted every private private Kunduz writing or writing BC again so those two things are conspired and the freer such as an attraction of it has conspired to balloon registration we caught this number 521 number just around June this year after the BC registrations were complete a twelve percent jump that's like so we decided that to make our projections using the same failure rates or using the same February's that historically on the doors of senior high school last year was a record number three hundred sixty one thousand this year it is more than breaking last year's record and we can understand where the opportunity has been created and lots of more students would want to go to school so we are working with a projected figure of 472,000 Canyon students taking up those places that government offers them next slide next slide next slide other screens you find the SHS enrollment between 2014 and 2018 like I said we've moved from two hundred and seventy one thousand two hundred seventy three thousand to 2017 when we had three hundred and sixty one thousand up to a projected figure of four hundred seventy two percent jump on last year that is a huge number I'm not sure even forecasters will be able to forecast a thirty percent jump in one year of SHS places it means that we should start thinking what we have to do exactly when the ministry has our next slide so we looked in our planning for this year we looked at all those in SHS three who sat the exams and have left to the schools and there were two hundred and seventy seven thousand so it means that if we don't want to cause overcrowded and congestion in the schools we can only admit 277 thousand students if during the year we have absorbed all schools we have completed and made operational more a blocks how many seats have we created we found out that in 2018 we have created and absorbed or we have created thirty thousand two hundred new seats this has been a combination of public schools done absorbed and I mean private schools that have absolved news he blocks that we have completed and all going different projects that have added more seats in the various groups 30,000 30,000 to the 277,000 that such the exams and I've left the schools the total number of seats available for those coming in are two hundred and ninety thousand we have our projection for four hundred and seventy two thousand students even the 290,000 is far far less last year 360 what so we looked at their cut and this is what we are dealing with a cup of 180 1993 Kenyan children qualified to go to Cydia high school and I asked myself what do we do about this gap where as some have suggested that we introduce an artificial they call cutoff points so that becomes pass do we or we face the realities I'll find out this is the Ghana is not the first country in the world others are suffering what did others do and can we copy them the feeling no qualified dannion Child Left Behind and we have 180 1993 students potentially that we agree to exclude next slide so we looked at building to cater for them it was a little built to cater for them for the 188 180 1993 we need to construct 622 classroom blocks fit those classroom work with model desks teachers furniture builder mitrice - commensurate to the number and put his bed back bunk beds into those schools we did the Sun based upon the 2017-2018 pricing and we realized that we didn't want billion Ghana cities to put them between June and September but these facts became clear we realized that even if we had 1 billion cities there is no way we can construct this under in 22 classroom blocks and fit it for occupation before the middle of September so these that we have to start thinking the time is not on our side next slide so we looked at our options and we engaged companies with our options options with that yes our development partners have promised to support us because we have started free SHS something they will come with money 250 million some say they'll come and support us like the Saudi fund they'll come and help us construct 42 model schools some save your support SHS construction like the Kuwaiti fund the World Bank additional financing but but between the promises and the delivery is an average of 130 months and we are still waiting and working through the Ministry of Finance with our development partners then we came up with the idea where don't we like some good countries do the agency is now why don't we raise bonds or Peru money against a fund constructivism to the students in and pay over time because the issue is that the students have to go to school now they cannot wait we also start your brother your son your cannot be the one to wait till we finish building before he assesses education so our thought process took us to two things that which we change our calendar but not that contact us you should change the school calendar for three terms to a service assistant under universities operate and increase the number of hours a student spends in a class a day and hopefully we can make up the time and then we can do basically a double intake the school is supposed to take 400 students then we can do 800 and stagger the periods that children go to school because we vacations the school classes are virtually empty and if you have two children and you are told that one can go to school but one cannot have access because there's no space but bring that one who cannot have access back to school dream vacations I'm not sure there's a single parent in this country who would say because it's what he Charlotte myself do to school rather like my child wait at home so we went to cabinet and suggested to come there that we may have to change the school term and then we may have to introduce basically what we call an all year round school as who where people go out different times but I achieve the same thing that is what we labeled in this country double track different countries call it different names some call it all year round school sub call it a multitrack calendar some call it something else we Nana have called it a double charge this in Ghana secondary education is bought in education everybody who's go to secondary eventually is going through a boarded at the kitchen the rates of what education are very high so when people suggest that then allow us to go to boardings a days who I always say look around the country most of the schools that are Korean kids want to go to and not evenly distributed in this country they are rigid and huge areas of Ghana where most children in those areas don't if we want to go to school in those areas so let us bring a system that everybody would have access to the screws that are available and that is what led us to the double track simply put the school colors are arranged such that different students group of students who go to square different times of the year and have their holidays are different types of the air a bit early the former students next the gun application service from the beginning of the 2018-2019 academic year would introduce the services system in all senior high schools from this year going the services system of two semesters in a year will be what will be next slide but the doubletrack school would only affect as HS wants to see it and to only be in selected senior high schools mathematics will sit around 400 schools out of the safari and 96 schools so it's not every school that will be on doubletrack but every school will run the semester system the double track is to enable us H room in the schools for though they perceived all the projected increase enrollment within the school which will reduce class sizes it would increase contact us and it will increase the number of these four staff for the B's and students next slide so I want to repeat the doubletrack color that we are docketing is a temporary intervention until we can build enough classroom blocks and enough accommodation in love Dhamma trees to satisfy the dynein child not all senior high schools will be on the double track calendar 400 out of our 696 please this is a temporary measure to build ourselves out of the problem the options we took to complete that cabinet approved is what I've discussed and cabinet has approved a securitisation of get fund to raise up to 1.5 billion dollars to complete all uncompleted different projects pay debts of get fund and make sure that we have enough places for every gonna end child that was to go to secondary school the country has committed itself to SDG go for and in lvg go for by 2030 there's a right of every child to secondary education please don't let us get involved in the issue that some students are not fit for secondary education everybody everybody is fit for secondary education in some countries if you don't attend the age of 18 you cannot get into university and you cannot get anywhere to do so let us know that the more educated our kids are the parameters for the socio-economic development of the country the double track has a temperature I will say to solve an acute problem to make sure that no qualified Crimean child is left behind the government is open to the suggestion that anybody who has a better suggestion of how we kita for the 180 1993 kids covered is still open to the suggestion but so far soup is up to now it is a double track that we same can kita for all those students to get to school next slide like I said a double track is an intervention that allows schools to accommodate both students within the same facility and is often motivated by its potential to reduce overcrowding as well as to save costs relatively to snooze school constructions like I said if want to build away just the building's will cost 1 billion Ghana Cedis and if we had the 1 billion will not be able to build to fulfill that within the next academic year next slide so we burn through a school with a capacity of 3,000 where every level level one level two level three half thousand students that's the school's possible capacity if you add one chance to this school it means the school is congested overcrowded but now we are saying that first yes we have what we call double intake so first years we are increasing the number of students in those first years from a thousand to a thousand five hundred potentially we of course see us overcrowded in the school how then do we say a double-track would reduce class sizes and will decrease congestion next slide if you follow me carefully next slide who demonstrate let's life they're not a demo street in a few hundred sixty five b-school than we are trying to do what is good to happen first we are going to have faith selfishness and second semester senior high school SHS three will do two services first semester and second semester notes the SHS three trees are thousand I want to demonstrate purely that at no time T with the school even have 3000 students through the first the first of the start and second semester as the just three the first group who come in do have a semester is 81 teaching days 112 days but is an 81 teaching days so after 8 1 3 days they will go on vacation and they will come back and finish the second semester the SI chest would come in first semester each one days go fishing with the Fabius and then come back semester and go on vacation the SHS one that our thousand five will split them into two 750 will come as the first group shock we college track greens the track Green will come for 41 days and have a break then when as three and struck blue which is SH as two will be on vacation and then track green will come back to school and complete they'll complete the same day as with their fellows in charcoal let's check look at the timetable you look at the track green and track gold and is an all year school from day one to the insurance 65 where they are continue and that is what we call the southern areas it's called all year-round school so we make use in a staggered manner the holidays to cater for more students in class and it's true it's true because we are doing this facilities of the schools will be just about explaining the essential features of the school calendar so breaks it down basically basically for us the teaching hours per year will be 1080 that's for the single track calendar school but if you compare it to the double track school calendar that will be 1134 hours per year does to support the argument that would a double-truck school calendar you have more teaching hours and the length of school days 8 a.m. to 2 p.m. but for the double-truck school calendar 7:30 a.m. to 3:30 p.m. and they're also longer hours and teaching days 180 but for the double track is 162 the argument is that the number of hours per year would cater for that a number of days difference between the single track school and the double track let's take you back to the information ministry to hear the Education Minister this year after talking with West Africa South Council we are pushed into April next year the publishers their guru pooches in June to make sure that the students have the benefit of the full curriculum before but when we go to the semester between first term and second term we have the privilege of bringing the kids to school ahead of time so they can complete your curriculum evening before they start the exams which intervention government is good to exercise on behalf of the third-year students so that they don't miss much of the academic year and even if we do that still the school not be congested it will have only 2,500 students in the school so seeing the same teacher could not be red green and drunk old governors taking the steps and it's working with the schools to see on their timetables how many extra every secondary school needs and that is why I never thought repletion you go back to that original slide by a calculation we said we need eight thousand eight hundred and seventy two teachers this these teachers will be gainfully employed not short-term they will be employed and it will be increasing the number of students teachers in the school the cost is one we are one Alliance to mean if you employ a great teacher how much you pay of the two tacos are two hundred sixty seven million it is one of the two interventions that government is going to do because of adoption of the semester system that's like the other intervention the government is going to provide per head fifty cities to every student as academic intervention where the teachers if they want to have to organise extra lessons in Bath's and English they will not charge the students but rubber to give them money to be able to pay for those extra students and then we are saying that Saturday's if it's not an SD in school or Sunday's innocent SD a school should we declare academic intervention days so that the teachers can supervise and give extra tutorials or extra classes or so five learning environments to kids when they come to school for those kids who breaks like the track green who would break more frequently we are so that they can fulfill it in the constituency's for them to engage to meet stitches Kanako than 43,000 registered teachers have to advocate Carmen we have enough flexibility to put some of these teachers to help these kids even were a 2 and that cost is what we put up there 55 next slide if we are the teaching cost per year and academic intervention here government has to find the money nearly 300 or 400 million to cater for that and that I wouldn't decided that you couldn't find the money and roots the Ministry of Finance not only to provide financial clearance but make rent money is found because government regards education as the bedrock of national development besides the 180 1983 students can not wait the which to the detriment of our socio-economic development next slide so we went through stakeholder phone conferences or meetings really the stakeholder meetings have enriched our ideas and our thoughts and our suggestions even to cover it cabinet has had to take different decisions from giving a dinner first we met with red cabbage twice we read regional ministers we met evident education educationist in the country teacher unions we've met at least three times the Ministry of Information Nasdaq also for curriculum assessments done education service council gerado scheduled service management headquarters G has referred directors heads of faith-based organizations like every Zion Methodist Islamic units Anglican Catholic salvation on the EP church Catholic Bishops Conference Ahava D education unit SDA church Anglicans gana Baptist si si si si se street PRS of the ground education service we went all heads of secondary schools in this country met the parliamentary Select Committee on education and civil society organizations this was not information this was serious stakeholder consultations we're rich decisions ideas have been incorporated into a final design and this calendar that I showed is the final design calendar so whatever you've had whatever you've seen who put it on the Minister of Education website from sometime today next slide people have talked about equality equality and equity and we'll just leave it this government is removing all stumbling blocks to allow a child to go the arguments that the rich people want to pay allow them to pay it is true but I don't know which rich person since we started the free SHS has go to the school and said my child school fees was supposed to be a thousand combat is do it for free get the thousand to be to decide who is rich and who is for my main aim is to make sure that no matter the child that child should not suffer anything that would be a stumbling block we operated northern feeding grounds in this country for nearly 60 years and we didn't say if you are rich your child should not have not been feeding grants or if we are poor your charge god we did progressive free education in this country for two years we did not discriminate the rich and poor this is not the time when every guided child is in school we can have the luxury of deciding who is richer who is poor and using the discriminatory measures perfectly thank you [Applause] [Music] Education Minister Matthew Opoku prepare their briefing I say I must say on this double track system that will be introduced into senior high schools or some senior high schools come September and we've been told now that every school will run the semester calendar but only 400 will be running the double track system he's explained that this is a temporary initiative or measure to deal with an rising numbers in enrollment and then one's able to settle you know issues like availability of classrooms number of teachers providing dormitories and other facilities then we can revert to the single track for all schools but for now we know that all schools will be running the semester system he also says that the ministry has been in talks with yyk to try and make sure that the examination period is convenient or or helps this particular system we'll be bringing you more even ask questions coming from colleague journalists at that meet the press and definitely there'll be a lot of answers but it's interesting to note that in concluding his presentation the Minister of Education stated that well generally would have that the schools or generally would have the system running in every student in school and then the issue of who can afford vice-versa will be looked at later when all Ghanian children would have access to senior high school he also said the government is committed to meeting SDG 4 by 2020 we states the right of every child to secondary education in fact at that point he was quiet and Phatak instead that every child qualifies to go to senior high school and so basically that's what we've been picking up from the Minister I must say the new things or the new information that clarify some of that the confusing bits of the system had to do with how many schools will be run in the system and whether it is a permanent or temporary measure to deal with a problem of lack of classrooms and teachers and them he run us through what they are projecting for 2018 and how it is impossible to meet or provide to meet those numbers and that's why this system has been adopted and also with regards to stakeholder consultations he said cabinet has met twice over this met some other stakeholders including regional directors of Education district directors of Education they've also met some religious leaders and he was careful to say that this was not a briefing session or was a stakeholder discussion will be expecting question and answers shortly at that meet the press series today we have Minister of Education Matthew Walker compared basically explaining to the nation why the government has decided to adopt a double track system what it is and what it is dealing with likely so let me just bring you some of the information that the minister gave us just to rehash or if you just joined us just so you can be abreast we are told that due to the increase in enrollment we would need about six hundred and twenty to six unit classroom blocks at a cost of four hundred and four million three hundred thousand Ghana Cedis will need 180 1993 Munna desk and that will cost us 81 million eight hundred and ninety six thousand eight hundred and fifty Ghana Cedis there also be furniture needed for teachers Dhamma trees and bed bunk beds and also the number of teachers and that's also been put at the cost of two hundred and sixty seven million two hundred and thirty six thousand nine hundred and eighty nine grand total is 1 billion three hundred and thirty eight million eighty three thousand six hundred and thirty nine Ghana Cedis let's quickly move to the next slide and bring you some other details there Minister has been sharing now this is the statement boldly written even if we have all the funds we cannot be quick enough for 2018 entrance and so the proposed options to close the gap is what he's been sharing with us basically which includes a double track system let's take you back now to the information ministry school bill that the last time I made press here we went through the advent of the free SHS we went through the school bill and if you look at through the school bill these are one-time items but go to the recurrent items with the one tab items we have veterans fee that are small very small but go to the next one that is very child we have stationary and maintenance of vehicles we have building maintenance Fedotov entrance machine maintenance they are six or so different maintenance fees that captain's preach to the school for maintenance it's just already embedded in the school bill so as I said government would just cut education service who just have to make sure that the places are maintained the Ministry of Finance have not yet informed the Minister of Education how much has accrued to the volunteer educational fund it's maybe an index that Kenya's even the rich people don't know flan trophic a lot have so but I don't know yet maybe this years but then the Minister of Finance will tell us how much has accrued into the fund join news the first question was the question was you didn't see the funding or anything can we go to the funding three sh s has been funded out of the general government budget we've done one year because when we go to Parliament government appropriate money and the free essentials which is a covering scholarship is under the scholarship Secretariat of the couplet the scholarship Secretariat of the government recites in the office of the president so sometime early this year there was a lot of debate how come the office of the President's budget has ballooned and explanation was that the free SHS that will cost about one point something billion this year is situated in the government scholarship Secretariat so government will continue fund is a prioritization as we are in your house with your wife and your children you decide as a father but you use your money for some father has decided that he was every kid educated some would say belongs more Indian Parliament in Cusco it's the choice for the parents the choice of this government has to be educated populace making sure every guy named is well educated to fulfill the socio-economic good potential of this country so it's got to be founded out of carbon budget no donor has put any money on tricycle sent directly into the rear seat just funding for this year also I said I showed true iterations what that is going to cost us to do the free SHS this year will be the teachers we have to recruit the AIDA of the teachers which we give a figure of two hundred and seventy six thousand two hundred and sixty-seven million Ghana Cedis because teachers are paid we put up the monthly and the yearly salary of the other slide and then the academic intervention we talk about 50 cities per head per child and the number of children are 1.1 million one point one nine six something and it came up to 55 million and those are the figures which other yes when you critically examine NACA directive as to how many hours a teacher to teach how many hours a head massage you teach how many hours our assistant head massage you teach how many hours a half merciful teach that's time as we chose it because they do that there are extra things headmasters and headmistresses and thank you so next slide after this for the next room so no no no sure that so when the administrator the teachers are yes you so you see if you look at your table a subjects which I should teach a minimum of 18 hours a maximum of 32 hours heads of departments you see 12 hours at much more or 16 why the differences the differences that extra duties that are being given so not all teachers or heads or counselors or things who teach the same number of hours the next question had to do it digital literacy the next question from I think a TV and I think I ever had to do in digital literacy in the MVP manifesto it took time making sure that every secondary school has at least Wi-Fi links before you can even think about digital literacy if you don't have a route to your village and you buy a car the car literally cannot get to your village and in this area of digital literacy you first need to create the infrastructure upon which you can deliver content and that is what we are focusing on professor Annika professor which doctor did you have been making extra put in extra hours to get the investors or the resources capable to make sure that every secondary school and every blessing the investors already have it every secondary school has a Wi-Fi link if we don't and we run what we are going to find it's what is even more dangerous called digital divide and it's something that we had talked about meter so combat is trying to make sure that at least if there is Wi-Fi in every squad s connectivity in every secondary school already we have a program called I boxes all the I boxes which are offline online too we have all the content with such as giving lectures laboratories virtual laboratory and every student can interact with the Box within a certain videos independently and we can also monitor what we are doing on this block and offer you interval so the government is building the big the the blocks enable Ghana to become digitally literate but in our program which we shall we cut ears without the wire or Internet connectivity thank you [Music] this is a extended version of you just given us the Minister of Education briefs all explains to the nation what exactly this double-truck system the government is introducing is all about our would be taking the next batch of question and answer shortly but let me just a brief you on what the minister has been saying so for some important points that every school will run the semester system but only 400 of them will be run in the double-truck system and he also mentioned that our cabinet has approved the secret securitization of get fund and government has committed to meet in SDG for by 2030 which states that the right of every child to senior as the secondary education should be insured or guaranteed all right and he's been also explaining to us why this particular double track system had to be adopted mentioning that it is a temporary in intervention until the the gap which has been costed will be catered for and that gap is as a result of the number of students enrolling answer I had to do with ensuring that those private schools have the quality of teachers needed and also raise the issue of school selections he made an argument that senior high school students in Ghana choose the schools that they want to go to and so it may be difficult to just send students to a school that they do not they did not choose but he did not dismiss entirely the probability of engage in private schools in this double-truck system just a quick quick recap of some of the notable things he said since he started addressing the nation and every school will run a similar system every high school in Ghana will run a semester system from September but 400 schools will be running the double-truck system until government is able to provide all the needed infrastructure and logistics to meet the rising numbers in enrollment and he mentioned that the whole track is a temporary intervention government has approved the securitisation of get fund and also why yet is being has been deeply involved in this double track system to ensure that students do not suffer with regards to examination time periods and also explained and in terms of maintenance with the schools the 400 schools I'll be running the double track system he explained that the fees for maintenance already embedded in the bills and so it's up to the GES to ensure that those monies are being used he was also asked about the Education Fund to give us some progress report on that mentioned the Finance Ministry has not briefed the Education Ministry on what they've been able to gather so far we'll be
