[Music] hello good evening welcome to our front tonight the big debate what's the way forward for education at the city high school level in this country double track or any other system that looks way better than that particular system I have the best and the brightest of brains in Granite's education sector here in the studio to give you all the options available to you and make you make a wonderful decision of whether or not to support or not support the doubletrack system which is being rolled out in less than a month from now after this break out introduce my guests [Music] you you welcome back my name is Raymond Alka this is upfront and today we celebrate brought you something that we hardly do we are seeking to get to the bottom of the matter but making you understand and fully appreciate what the system is all about how best you can be improved and whether or not it's going to in any way affect the College of Education at a senior high school level so for example in the next 10 years after implementing the double-truck system will previant boy secondary school which i consider to be the best school in ghana be as it is today or be worse off would we have similar schools would you degenerates the quality adage at that level and is the Ghanaian product at the senior high school level would it be able to compete with the rest of the world after leaving the double track system my guest today and very close to me is a former director-general of the gun education service he was controversial at that time and held views on his own - at that time I had to check out your welcome thank you very much and also I messed up who stood here before his on my favorite though deputy education minister in charge of that pretty sherry sector is dr. thought though some plans to redevelop the water college the lake yes the lake yes yes there are plans we are working with other agencies really we have to do better than what we do yes and I'll beg very excited to be here that the problems we are happy the president visited us I see last week so it was great the first gentleman of the land touching the grounds of our district so the chief and people are very encouraged are grateful that the president was able to make you to a constituents used to have a senior high school used to have the school know why you're no longer interested I mean I did not set up this room for profit purposes I just wanted to help my people so once at school now I'll give this free to the government oh so you deleted your school I have about 14 acres of land I see builders about now we have another two-story building under construction now large space created a girl's dorm and I did not say that for money so I've donated it with zero CDs coming to me I feel strongly that I would have to support therefore so the government right I prefer to do it so I decided to do it was a school be part of the double track system no oh it's there's no high demand there's no high demand range so it's a new school and therefore we don't have to bathe in the water beside to go you're welcome once again I thank you very much welcome to dock and the conversation structure has been done is they have second and third year already is going with half off at the first year yes so as it is now gonna Education Service have indicated that the second or three years will go to school on the eighth and they are waiting they are waiting anxiously for the release the WAC I resorted ABEC lastly then release it on the 24th and were able to get a student to good who's gonna September 9th it was a record at placement and opening for first year and this year they went to do it for us on the 21st so conceivably as indicated by an education service half of the first years maybe going with second and third but I see so it may really be their appendages oh it is real clean dates for two for three maybe four for one yes half of them yes because last away whoever to do it very quick you have they release their results on the 24th and they went to school the September 9 so we're doing the same ball that's like three weeks from now yeah yeah okay it's interesting how the system is going to run and that means that there's a lot of pressure on you guys at the Education Ministry to fix all the outstanding issues before you allow to the system of course most of them have been resolved we have you freak we tell a teachers we are doing that in a circle now we are done with the the timetable you have a timetable yes they are capable and they divided into tracks and now we're able to know how many teachers I needed at each of the schools so and a very good place to run our study recruitment so next week we are still going for 8,000 teachers I said that we are now recruiting them of the a barracuda they are going to three now you see what happened five months ago is I will create 19,000 teachers and stuff okay you could have five months ago yeah yeah I would yeah families a good 19,000 majority of them were high school teachers okay a few of them were cooks and other staff for senior high schools and then a few primary and junior high school teachers were recruited with us we have so many applications there and and now before I even send an application so recruiting graduate teachers in this country is not the most difficult thing to do because a number of those graduates come at graduated from UCC uew and we're not recruited for public schools so there are so many of them in the system okay so what haunt understand is that the recruitment that's currently ongoing which you say you complete next week well this the teachers be kept and put on hold till they start with the first year second batch no not really but if you do that the ingredient help us to come back to for the new teacher so yes so what what is happening is that there will be integrated throughout other tracks some will go to second and third year so the term thing with the husband done has been done in such a way that each one of the trust hasn't experienced teachers house what I don't have a situation where you just recruit for the last group and they get all the new teachers even though they've completed University you have to teach for some time so no they they have distributed it in such a way that every track has experienced teachers and on average we are getting about those double downs of about 15 teachers more I see what that means is that because of the recruitment that was done a few months ago and none of those who had teachers that's we're not even doing the full complement of class that they needed to do so what we are down some schools may need 10 more teachers others may need 15 more teachers and they will distribute them among all the tracks and not only just on the track that oh good a last and for the avoidance of doubt it's still not all senior high schools that are going to go through the double track system yes you are right we actually have 400 out of the 696 okay let's add me into the double track so those are the only ones that we have to worry about in person and it also presumes that these 400 are the schools that people everybody wants to go have you only want to go to those are the high-performing schools yes I hide among schools we started a category a and B and a few category C schools that are high demand for example carbon ax dogma carbon are the new seniors goodness Heidemann school it's a high demand so a very high demand you see if you do this goes very well that's why I say all the time that I'm I've floated for my freshman for coming up with the community day schools what's a good source as a good concept the only thing is that somehow I don't know how it happened but people lost their way instead of building more in a cry and the cities where it's easy to get people to go to this somehow some of the schools fund themselves in the middle of nowhere okay the attention didn't even put it in a small town that is there they will grow our farmers away and put it in a forest that I don't understand but the few ones the one that we're done in like cities excellent idea because Karina right now Jen pieces building across this classroom blog for them again yes because if they don't the even though they are not three years yet as of last at the weather in three years yet and it's cause a useful because they demand is there so how many of these 200 and you brought it up having completed so far the one started by the NDC I've had the bridge was two hundred we were told that when we were living office they had 123 were different stages of completion yeah I think they're about 40 done at a time yeah okay and then we have about 13 that has been completed sense for example for Massey Anglican and now there are so many students there so if you have great facilities most students demanded and they come there and it releases the stress from a friend or poke wires and or guess turns and the I decide as of the world so they the hopeful is that a new school I had been started would be part of our school construction effort we're not going to leave anything been happening in the course of the days and seeing how they are prepared for the system now this system the double track I've heard you insist is some form of a shift system is it the best we can deploy at this time to improve the quality of education we have while I'm listening to a lot of the arguments in a special award dr. Yao has made over the yes nobody nodded yes but over the past few few days of my system itself yes so I've listened to a lot of the argument honestly as I indicated clearly dr. Ellis is not a ship system when I say it is a chef system but we'll debate that anymore okay but it's just the same process that says that somebody goes early and I'm not passing go be within the same courts and so that is how we define the concept of the chef's system but let's leave that now it has become essential for us to take quote-unquote remedial measures to ensure that we get a system running so so it's a remedial measure oh yeah a medium is and of course he says is temperate social media message yes medium as long as it's not gonna be permanent and it's temporary which we all agree now we'll only have to think of ways to get it run because at this this is not a point where you begin to throw spokes in anti being Spanish into the spokes so yes it's from now it appears that this is an option that we all have to to go to and see how it turns out is that the only option available well there would have been a lot of other options and I've had opportunity to point out that we could have done a lot more in terms of the analysis of the data again especially in terms of the numbers going to schools I understand that no as the discussion goes on there is a such a sense that comes with this double track system that there are some flagship schools or category issues where there is a high demand to attend these schools can take the numbers that make a demand for them so there is a need to and this was our performing well I never worried things that that is where they should go so why don't you create an opportunity for those who really want that place to go they are a part of that discussion that has not come out is that when you touch the numbers that you put a lot of people into those systems and then the downside of it is that they are the rest of the other schools do not get the numbers that they need to run seriously speaking so what you're saying is that they are so going to be schools who not meet their full capacity if you go others would be running double if you if you go by if you go by that argument when you look at the requirements and the tracking process I'm not too sure about the numbers yet but if you go by the trend let me be a bit more specific like in the past we've had situations where I always used Wesley girl somebody asked me why am i using was like there was this is good that is on high demand we have 10,000 children choosing was the girls first choice close to more than 50% of them so you have a 5,000 children having vigorous high grades okay what's the girls has peaceful only 450 or something much 500 and we have you stopping them because the 500 was based on a certain structure that was built by some group of people and the dad building is shaking building we have asked them not to push students and it oh that's already cut down the number I don't know what I'm something to that building but I'm always advocating liability should we pull down hope okay I will look at it again and bring it down and we can build a better one that is standing then we can go back to higher numbers in the future so if you check that and we'll continue to insist that those numbers should go in if you look at it in terms of the spread of students you will not have them the other schools have been the numbers that were acquire and and and it's a fact going forward in terms of how students make their choices and I've always made an example from the experience that we had some time in the 1990s one day a senior high school SSS system began there are 250 schools added to the original 250 so we are one hundred five hundred schools the two hundred future schools the word day schools 100 of those schools handle enrollment less than hundred because they were in communities where they were other secondary schools were the same quality and same facilities and they preferred the boarding houses and let this so you get all the numbers shifting here and the school that we top people attend they don't attend and the numbers have a few probably that would have influenced they would double tracking system so if you go on to that let's see how it goes the remaining 296 schools that will not be tracked let's see the numbers that will go in there and then we can have a case tool to share going going forward sorry shake your head on another issue to do whether or not some schools will still not have full capacity while others are running double track okay what we decided to do was to make sure that those schools would get a full complement of Tinnell they did go the previous year okay yeah because last year was the year where and none of the schools were able to give students as I say he's right there are some schools especially the Volta Region numbers P that were absorbed some of there were junior high schools and they were converted to sneer high schools they did not have the name and the reputation to attract students and until the physiological came online most of them have very few students but last year did God and number of students so if we were to maintain the same level of enrollment from the previous year what you will realize is that they are going to get the same numbers so at minimum the true 90 sees our schools I went to get the same numbers of students not less than the number that they got where they to their full capacity life and none of them were and none of them in fact there are some schools like naman - and freedom that go way more than what you wanted okay yeah so numbers got the numbers that they wanted this is not to say that you may still not have some schools that may not get a huge number stay but what has happened over the years is that in those communities there were children who were sitting at home now the research that was done a number of them are now coming back into our school so I'm very hopeful that all those schools that were in low demand will not come up and we'll get a number of students that I mean in fact while the thing that we did were the self-placement the safe placement also had a way of bringing a lot of students in certain schools though what happened was after the first placement so schools waifu and the students who did not get a school that they wanted as a result of the choices that they made and now an opportunity to go and place themselves in certain schools okay and that is how most of this previously low demands crews got a laughs to them ago when they go into a system all those who that they weren't that were food okay now my question next is about quality well quality be compromised our teens binnacle well again that is the point where a fire I will depart completely at this particular point yes quality is an essential part of this process my worry is that and from my experience a number of those cruises is widely cited the border region who were not getting candidates in fact we're not getting the candidates who in our view should qualify for senior high school now so if we pack the qualifying way to 36 as we put it you don't go into six senior high school it was the quality required that you cut it as a certain point and then you deal with that thing that there were late bloomers people who were not so interesting program there are late bloomers I won't deny that but again for my experience it's a 50/50 situation okay it's very difficult to determine whether they have really really late bloom okay they are the question that one might ask is late bloomers in what because again you are not too sure where you put them so again we there's something that we have never done what we need to do is to and again I think it will be quite expensive find out exactly where to put the people who would eventually be late bloomers we are not stopping the education and that real sense where do they have to go in the second cycle system you know what necessarily going to what we all believe is a senior high school code that message of saying put them in Tibet no or in technical education no no it is much either the mission was technical education I have listened such an apology now technique which is about skills okay you must have the necessary skills to enter tech education and of course you begins with a certain level of interests so a lot of a people who choose technical schools know that that is the place for them now there are only just can't find schools they end up there no do not for the people who go to technical schools it is a real choice for them most of them now say most of that I say now for the others who do not even know what they want to do and I say this advisedly and the people who need the help for them to begin to start looking at themselves and what is available and what they can take so what you saying is that we should look at what the child failed in to be able to determine whether or not the victim who ran the screws from kg all the way to junior high at least now if those kids don't do we turn around and blame them now we turn around and say that hey you let me always remain same game no seriously what is going on in this country it's not what this international best practice which is which one which is when children don't do where you need intervention so when people talk about double track and say that would a double track improve the quality yes there are some tangential benefits but that is not a silver bullet okay if you don't do some other things in the education system you cannot depend on turbo track to say that's going to bring about qualitative improvement in lemon is a way of grams and asses you have to begin to look at your quality intervention issues and that is why we are in paying schools now giving them intervention grants actually so the bottom line it's a server lining for us opportunity for us to do something but that in itself does not automatically transform your schools and say that if this was not high performing with the double track and it became happier for me no that's all we are talking possibly know though cause I'm project likely to have its quality did you read oh no no there's a guarantee here the double track guarantee you and the opportunity not to contest your school you can even have the opportunity to reduce class size the but double track also gives you opportunity to increase contact hours so if anything is no way to destroy anything we have it has built-in features which when implemented according to the plan that we have developed will enable schools to improve quality by what I'm saying is this you don't use the double track as your quality reform program okay as part of your whole education development system what should be done first of all you have to do intervention so we come back to a houston about that if students come to your screen they don't do uh you don't allow them to sink or swim you don't see that stare whom we are not going to take you you take them but you have to do intervention let me give an example what's happened at Wesley girls this is the first time ever that our elite schools like Wesley girls got thirty percent of the enrollment from public schools never happened before actually every year they had maybe five pays and the rest of them come from homes where you can have a two thousand school I went for a major time done went to private schools and they came with good grades one one and they are smart the right word is speaking this way then you had village kids for the first time setting foot on the campuses of our leaf institutions and if I tell you the story of Wesley girls are going to head mister what they did what they did a diagnostic exam when the students came in they saw the challenges that the stem from public schools were having they mmediately implemented an intervention program for them okay so that they could compete great them to upgrade them because you see there's something about this run concurrent of course concurrently but there's something about rock and poor kids who normally will not get a grace to go to discuss they are very resilient and they are hungry for opportunity if you take them to some of the schools where they never dreamt that they will ever be there they will work for you they are well behaved they come in and and sometimes they may not have all the skill set so she asked us that we think everybody should but they are determined to succeed we call to them the only way out of poverty is that opportunity that you have offered them at this elite school so a village get published Kucha who goes Wesley girls do not go and play around they do everything according know that they don't do well that's the end the opportunity that amazing has offered to them so you can we can talk about the low performing students and they're great that they came in but we are we are in this country when profits later of andum selected students from his area who had d7 and ei took them to K and USD and so them graduate have a first class yes so so all that we are saying is that cutoff should not be the way back when we bring them in we should not also leave them to sink or swim so we need to provide services at policy the policy at the ministry that the very senior high schools the Class A schools should as a matter of fact Institute these interventions for the students oh yes and that's why we give me the money we didn't want to happen oh yes it's part of our budget this year we didn't want a situation where we put our students there and there's no support for them so that not allowing to sink or swim is the reason why we are going to despair 55 million our cities to our schools and they are going to use them for intervention we also bring in every squeeze great gift for graduates recruited through naaku for intervention purposes for graduates every single high school and these are all part of the qualitative improvement I want to see but by the way after all this is said and done if we continue the same way of no holding head massif accountable for performance the quality that we want world are there will be some quality but we are not going to get a school transfer are you making a statement of fact that the new policy is now when let's say students of a school fail the Headmaster's ought to account for the failure oh yes there are some and performance contract when the last year it's a performer I'm going to continue this year we won't be able to because what would you preset of us who were only four out of hundred passed there was that is they get the grease that will allow them to go to worried about their students or their kids or their wards going to schools who their own share of became a problem in transfer but now going to squat the time that they don't even know about is the current problem with a double track system now we left of their conversation that's not a more interesting what is being done specifically to not only improve quality but also make sure that people are accountable for the precedence they put up and the a performance at the end of the year we first was actually whether or not the students who gets to fill at the DHS level should be allowed to go through the city high school level without any form of help apparently that meant Institute in some form of help and that's what we were talking to not say or do to mobile but doc you made a point to the point that there's good your accountability check on the Headmaster's in this case because one way I was trying to allude was the audacity and tying that double track is a silver bullet and once came up intervention grant okay which is additional money for schools to do what they call extra classes and also specifically one-on-one intervention yeah because if you have a hundred students and are saying is that yes they may come in some of them may even have cases of learning disability another thing that you need to support so when you are save them and some of them are slowly honest you prove our one-on-one intervention for every other system for the schools to do that oh yes the standard school we trade in people's because I improve you know nice an assessment I think they started with a assessment for students with learning disabilities and those are not your physically challenged that you see obviously there are students who have processing deficiencies and therefore they may be slow learners if you are having an exam she may have to give them extra time they may have to sit in front of the class okay a number of thing that you do to support those students but beside that what we are saying is this their number of other things we need to do as a nation to really put our educational system at the level where we need to be which is to become competitive with the rest of the world that's a freaking thing all this conversations that I would you bringing up the cutoff point yeah after his explanation on why the cutoff is not the most important concentration now do you buy into the new plan well again as I said again if government is putting in place measures to ensure that the group that formerly we were not allowing to go into were called a regular senior high schools are now getting in there and with the kind of intervention who were to see what happens because we know that if those who always insist that their what we are guessing I have my technical a cutoff point meaning that move them out of the HS and send them to technical schools we just know what I want to see but that is the perception that people have is that once you are not set and your results that not a nibble as you please you conveniently in a secondary school system we should find a place for you where you can function okay so and it was this question which list I will talking about good it takes a lot of things to come to that it takes a lot of things to contribute then we have that there is a senior high school itself in terms of the the pure grandma type there is this high school so can be technical with us a mix of things there is also the secondary there's all the technical institutes so they are there all of these would have to be populated by the levels which we expect the children of that so what you're saying that we should ask you whether you feed mat mattress or English and if you tender your filler mathematics was better than English they will be able to think that you are more like a technical school person is that what you're saying that if you get if you get the numbers that you want to go to senior high school and you are set with it and you have a number and find a pass they toss one you put it at the 60% and yours are 60% rocha are going in there maybe 40 all of us sat down and gazed at them and they weren't running around this time with a with a with a with the muse new program everybody is going in and I say that everybody going in we need to also temper that with some some caution and ensure that we get some of them lists into the areas where we have opportunities for them to go and do things so children don't even know that they have skills to do things okay I leave a lot of other interventions do to bring technical keys now so be up front even go into and hopefully tell you that they are bringing all the dimensions of technical schools into the system in the oceans you can send them to a game the MBTI spaces where they could practice anomaly there are plenty of shows quality education that you are checking people who are not performing to boot up please to clarify that point for me Oh technical school where else can you send these non performing or low performing students good now apart from technical schools it push comes to shove and you do not want them to go and they do not accept to go into technical schools the option of the research is they oh okay is it you come back you come back into the system and you're throwing the old uniform for these you go you go to the middle school days you do the common trans in 20 you don't pass nobody complains you go to from Trey you do it you don't pass nobody complains you go to from fall right we go through that same process if you offer you the technical school and your insistence now you want to definitely go to the pear pear or the pass if you only want to go then go and research I see government should support that visit and then you go ahead with it and get it to the goal so it's not taking them to the school for them to be helped let's say give a native area talking about this rather stay in this to junior high school well I mean like in this case there is it yeah I don't know how we we can reorganize there is it so the classes we may not send them back into the mainstream system good these are researchers yeah so we have a different arrangement that is able to help them out of which it currently happening and we do that my problem is that how do we get it stands prepared now for the receipt because I don't see junior high school remedial classes I don't see any yeah but they are things to become another the numbers are increasing I see yeah I used to be just telling them for resinize 11,000 this year so you may conceivably have that scenario playing out actually only finish this I think we have an opportunity I don't see this as a problem I see it as a great opportunity because if you look at the growth tertiary and Roman trishy for the countries that we always compare ourselves to like South Korea and we look at Ghana there's a huge gap in Ghana we are talking about Pyramiden and that is what unfortunately people have been evacuated with they're not all that people can go up so the base is large as you go up it becomes a pyramid and those are ways their lives of this country those of us it's a sample there's a support so you can use that to provide intervention for a specific student I get your point but if there any way that this started cannot become a national assessment okay and you are sessile stressing from you to you'll be able to know those who are able to read and write at that level and then they don't do where the next year you can do a says no for specific students and specific primary schools samples cannot be you can do intervention you can do district-wide intervention based on sample you cannot do individualized intervention based on sample I got your point by micellar part the part you go lipids are working back if you do not national assessment you cannot provide intervention that will improve the pilot or landing for the premise and that's currently happening yes horrible is right by the point is that again this one I talked about the resources to get things done increasingly and I move ashamed to say that a lot of our national education assessments have been paid for by donors and when we do a budget every year to even try and do and national assessment you you don't get the funds to do it so you have miss button could medical want to deny anybody from from usually they have a very good reason why they want they don't want to go to the experimentation as you say and why do you want to fold them they are free to go normally I mean if you were to go back and look at me some of the trends that have thought about this every year we are people who don't take the offer to go into senior high schools yeah yeah so again I mean you do fold them no you don't it's a choice I say so the conclusion is especially when the opportunity is there my worry is there International some systems yes all right so why do we understand it I the Headmaster's and mentoring them to really improve our schools we have an opportunity to use them to really turn around schools and I think those who that we are doing the double track they are resourceful enough to be able to really support us and to do a not how actually said that given the fact that this high performing schools that have established culture of Lenin and the ones who are getting the students we stand a better chance of coming up with a better outcome for years from now three years from now because these are schools that do they were throughout all the reforms that they did not choke annually the fears of a parent who says this is pure experimentation I don't want my child to go through this experimentation because the outcomes are really undetermined at this the same to transform our nation it is our fault and not the children they are resilient they will survive they will do well we just have to as our doors begin to take responsibility for the improve
