here are the things you can use to export high quality short form videos from Premiere Pro for the format I use h.264 my frame size is 1080 by 1920 to match the sequence I use 25 frames per second personally but I know some platforms recommend a minimum of 30 frames per second I check render at maximum depth and use maximum render quality and I use vrb to pass with a Target bitrate of 20 megabits per second and a maximum bit rate of 24 megabits per second as I often use a variety of Clips in my videos finally I make sure to burn in the captions I've added I hope this helps
