Anyone think it's kind of weird that anyone other than a police officer can tamper with your vehicle?
I hear about these towing and booting scams all the time where companies ignore the length of time the owner legally needs notice before they have their car towed or booted. No police presence required at all to verify the parking infraction.

A car is second only to a house usually in terms of how important the property is to the owner.
You lose access to your car for even a couple of hours, that can significantly disrupt your life, that shouldn't happen at the whim of a private company with a profit incentive to decide you are in violation. With how many people commute to work, that means they can be stranded. What if you have a baby sitter? Your child is in daycare? You have an important interview, or legal document you need to deliver.
