WHEN CONFRONTED, SHE RETURNE THEM TO THE OFFICER. BUT SHE WAS STILL ISSUED A $10 TICKET FOR THEFT THAT SHE SAYS NEVER HAPPENED >> I WAS ANGRY, SAD, I FELT WAS TARGETED WITH THIS CASE. >> Reporter: HARRIS REFUSED TO PAY THE FINE, PROMPTING A LEGA BATTLE AND A TWO DAY TRIAL WHERE SHE WON. >> UMARA WAS ISSUED THIS TICKE AND BY HER OWN COURAGE DECIDED SHE WOULD NOT PAY THE TICKET BECAUSE SHE DID NOTHING WRONG. IT CREATED A TENSION BETWEEN THE CITY FOR DOUBLING DOWN ON PRACTICE THAT IS QUESTIONABLE. >> Reporter: NOW HARRIS IS TAKING THE CITY OF PAPERVILLE TO COURT, FILING A $20 MILLIO CIVIL SUIT, CLAIMING RELIGIOUS PROSECUTION AND CIVIL RIGHTS VIOLATIONS >> IT REQUIRES THE INTERVENTIO OF THE COURTS. I HOPE IT WILL STAY TO THE LEGISLATURE, TO THE GOVERNOR AND TO THE CITY THAT WE HAVE T CHANGE HOW WE ABUSE THE SYSTEM AND ABUSE THE PROCESS AGAINS OUR STUDENTS >> Reporter: THE SUIT ALSO NAMES THE OFFICER WHO ISSUED THE TICKET AS A DEFENDANT. THE SAME OFFICER TESTIFIED DURING THE JURY TRIAL HE HAD N DIRECT EVIDENCE THAT HARRIS HA STOLEN THE AIR PODS. IN A STATEMENT, THE CITY ATTORNEY WROTE, WE BELIEVE THE ALLEGATIONS ARE WITHOUT MERIT, SAYING IN PART THE CITY IS PREPARED TO VIGOROUSLY DEFEN THE LAWSUIT ADDING THAT TH POLICE OFFICER RELIED ON EYEWITNESS STATEMENTS IN ISSUING THE CITATION, THE FACT THAT TH JURY ACQUITTED HAIRS DOES NO NEGATE THE FACTUAL BASIS FOR THE CITY AND ITS ACTIONS A PROPUBLICA INVESTIGATION FOUND BLACK STUDENTS IN ILLINOIS WER TWICE AS LIKELY TO RECEIVE A TICKET AT A SCHOOL AS COMPARED TO THEIR WHITE CLASSMATES. >> IS THIS A DIFFERENT FORM OF RACISM >> THAT IS AN INTERESTIN QUESTION THE REASON THERE IS A CIVI RIGHTS ASPECT TO IT IS THERE I DISPARROT APPLICATION OF THE ISSUANCE OF TICKETS. >> Reporter: DESPITE EVERYTHING, A MOMENT OF HARRIS AFTER A TAXING CASE, GRADUATING LAST MONTH WITH A BACHELOR'S DEGREE FROM A COLLEGE IN ATLANTA. I LOVE THAT STORY. TO SEE SOMETHING LIKE THAT HAPPEN TO A YOUNG WOMAN, INCREDIBLY SMART, AND TO BE CATALYST FOR CHANGE. WITH THAT, WE ARE HEARING THAT THERE IS A PUSH IN CHICAGO AND OTHER PLACES AS WELL TO GET RI OF SCHOOL RESOURCE OFFICER ALTOGETHER >> YOU'RE RIGHT. THERE IS A PUSH. SOME DISTRICTS ARE CALLING FOR COUNSELORS INSTEAD OF COPS HERE THIS WEEK IN CHICAGO, THERE IS A PLANNED VOTE HAPPENING WITH THE CHICAGO BOARD OF EDUCATION THIS COMES AFTER THE BOARD UNANIMOUSLY VOTED TO TERMINATE ITS SCHOOL RESOURCE OFFICE PROGRAM BACK IN FEBRUARY THE BOARD WILL VOTE ON THOSE PLANS TO FINALIZE THOSE PLANS SHOULD SAY THIS WEEK AND THAT'S SOMETHING THAT WE COULD SEE HAPPENING IN PUBLI SCHOOLS.
