2023 may have been the best year for Fallout 4 modding ever whether you want big Quest mods combat overhauls or even just some AI improvements we got all of those mods this year and even a bunch more this pretty easily could have become a top 20 mods of the year because they're really were that many options but even still I bet some of the mods I picked for this video will come as a genuine surprise to you starting things off we have the Institute technology overhaul for a long time one of the weakest parts of the institute in Fallout 4 was this hideous Institute rifle it takes up basically half your screen does pretty crappy damage and it really just doesn't fit how cool The Institute overall is well thankfully The Institute technology overhaul will fix that at its core this will add in over 30 new weapons that are going to be used by The Institute from courses to Sy and even sometimes the railroad you'll find them using new melee weapons new launchers and even just a lot more one of the pretty cool Parts about this mod is it really occupies all of the major categories of weapons and the design of many of these weapons is really cool it's almost like The Institute looked out what was being used in the Commonwealth already and tried to create their own version of it and just at a factional level this genuinely does a lot the combat encounters you have with the Institute now become far more interesting the enemies are not only a bit of a tougher fight but you'll also find yourself more interested in whatever they're dropping you'll actually want to loot many of their weapons now but that is where the next part of this mod comes in and really where things go to the next level as there is an optional version that requires you to unlock the ability to use Institute weapons as they are all bio coded you can loot the bio coded variant and if you want to unlock its full functionality you'll either have to join the Institute or explore alternative means with some of the other factions in the game or if all of that sounds completely uninteresting to you you could just on your own create some jury rig Institute weapons as an alternative to all of this and I feel like what makes this mod so great is it really finds itself as almost a full-on faction overhaul the weapons were really one of the weakest points of the Institute overall so them just getting a big and interesting weapon pack with a couple of cool mechanics tied to it does make the faction legitimately more interesting across the entire game but if you want to transform things on the questing side we also do have SIM settlements 2 chapter 3 which released earlier this year is the finale in the Sim settlements 2 Series and just on a high level if you're looking to have more fun in Fallout 4 The Sim settlements 2 Series is easily the greatest combination of mods I think I've ever seen for this game and almost any game ever over the course of chapters 1 and two SIM settlements 2 established a new world with settlement mechanics and it focus on rebuilding but as you progress you discover that a new conflict will arise the Gunners become the major antagonist of this story and this all comes to a head in chapter 3 where you'll effectively be launching a fullscale war against the Gunners in the Commonwealth and this has done incredibly well here there are lots of combat focused mods out there for Fallout 4 but lots of these just introduced more chaos with chapter 3 it felt like it was chaos or really just combat with a purpose you had major story moments and quest lines that would build up to epic allout battles and you had several of those there are ton of new mechanics also implemented into Fallout 4 with this one to make the conflict so much more interesting you can now turn settlements into Outpost and this will be a different type of settlement that's really Built For War here you'll be able to equip and train soldiers that you'll be able to lead into battle later on and there are even new mechanics in battles like being able to direct your troops or even just loot enemy settlements to try and get the most out of those resources it's a lot of the smaller details that take this to the next level like these beautiful end screens so you can see what exactly happened in that conflict or even some of the more Dynamic AI like enemy Outpost calling in reinforcements that may flank your position and turn the battle on its head and that's really why I describ this mod as meaningful Combat on a larger scale but yes on one hand it's incredibly fun just to do the conflict a lot of us have been hoarding weapon mods for years now and this is the ultimate excuse to use just about all of them but chapter 3 backs us all up with a ton of Epic set pieces in its own right you'll do things like launching artillery to stop the Gunner's advancement have massive battles where over the course of several quests you actually recruited some of the major factions in the common to help fight for the survival of the Commonwealth and chapter 3 even has just some good old corporate Espionage as this does have an entire side quest line around establishing a business in the Commonwealth yeah these mods are getting so big that they have entire side quest lines in addition to the main quests but overall what makes them settlements 2 chapter 3 such a magical experience is how nicely everything comes together at this point in the story you've spent multiple hours with all of these characters so the decisions you make in this final part just feel heavier but in a very organic way and even further all of these wild and fun new mechanics are tied together with exceptionally done Quest work to the point where I think if you add Sim settlements 2 in its entirety to Fallout 4 and just hand a new player the game they may not even realize they're playing mod content and not official DLC content and all of that does come together to just create one of the most magical questing experiences you could download right now for Fallout 4 and it's totally free but then if you're looking for something a bit on the smaller scale to spice things up even further we also have faction reinforcements which is another phenomenal mod to come out last year this model Implement one heavier specialized unit for each of the major factions in the Commonwealth except the Brotherhood who get two because of course they do so when you're going up against the Brotherhood of Steel now you may find they have these even better armored Centurion power armor units that are really a true tank or when you go head-to-head with the Raiders they might be making use of some of the old loader mechs that are floating around the Commonwealth these things are repurposed for combat and while they are bulky and slow if they get up close to you they will deal devastating amounts of damage this will apply to each of the major factions in Fallout 4 and it basically feels like all the factions got one specialized unit that will provide itself as a nice twist in combat and that's a big part of what makes this mod so interesting you faced these factions for hundreds of hours now and for some of you thousands of hours them having one new and novel unit does genuinely make some of those combat encounters just a bit more interesting and if you end up siding with one of the factions with one of these new units you may even unlock the ability to call that new unit in for yourself to help you as a temporary companion metat cor it really is a simple mod but it's making changes in such an important area of of the game so much of Fallout 4's gameplay is just fighting these same groups of enemies over and over so anything that spices up those interactions in a meaningful and natural way does actually improve the game in a major way but then we do have the disc cach enabler this is one of those mods that just about everyone probably should be using in the background of their game this one has a bit of a Funny Story it was actually created as a mod for Starfield and later on backported to Fallout 4 even with its minimum system requirements Starfield requires an SSD to play so this mod was created to help those trying to play the game on a regular old hard drive but it turns out it just brings some nice improvements to Performance for just about everyone this cash enabler will cash more Fallout 4 in your system's Ram so instead of having to access certain files from your SSD or hard drive it'll access them from Ram instead so for this to work successfully you will need at least 16 GB of RAM or at least that's what many of the reports do say and obviously the more RAM you do have and the slower the hard drive you do have the more benefits you'll notice from this mod but some of the biggest benefits will be felt on the side of loading times both while loading into the game initially and even when loading into a new cell times are dramatically decreased while using this mod things that previously took a minute may now take only 10 to 20 seconds which is huge across an entire playthrough or even just in one session particularly if you're somebody using a heavily modded Fallout 4 load order many users reported gaining some FPS from time to time but also just really reducing some of the major stutters that do come with playing heavily modded Fallout 4 how much of a bonus you'll get from this one will heavily depend on your system that's why I'm not giving out concrete numbers but I think for almost everyone out there you'll notice at least some kind of a difference I mean even for me on a pretty high-end PC with tons of ram I definitely had some nice low time improvements and even a bit of reduction in some stutters while using this mod so at the end of the day it's really just an easy mod to download with no real downsize but it'll almost certainly reduce load times at least a little bit with even some more potential gains in other aspects of the game beyond that and I mean hey do you actually like load screens and if not you should probably download this one but this year we got not one but actually several incredible DLC Siz Quest mods for Fallout 4 and the next major one was the fence Sheriff's Department AKA Bleachers 2 as the title does suggest this is a continuation of the story initially established with bleachers which is an incredible mod from years past that introduce you to this new area of diamond City and allowed you to meet all these new and suitably over-the-top characters who will eventually take you onto a new quest line this is really Fallout at its best with some true over-the-top stories but Bleachers 2 will really take things the next level with the introduction of the fen Sheriff's Department in Diamond city as well and just immediately after downloading this mod you'll notice some changes on a couple of fronts firstly this will actually be a bit of a minor overhaul to Diamond City the F Sheriff's Department is now securing the city so there are some new locations around the great green Jewel but also the sheriff department will have patrols featuring new armors and loadouts for some of the guards around Diamond City and this is all pretty well established and backed up there's several new locations to justify the existence of this now more powerful and well-armed faction because at its core Bleachers 2 is a gigantic storyline this features 10,000 lines of incredibly high quality voice acting and you'll experience this over the course of a gigantic quest line with this new sheriff's department and one of the awesome Parts about this is the writing the writing of Bleachers 2 really manages to strike a very unique balance some of the quests in this are far more serious I mean at one point you're literally at a funeral you'll be doing things like interacting with some of the other factions in the Commonwealth on behalf of this newly established sheriff's department and it does feel like this makes Diamond City more of an actual power in the Commonwealth we always hear about this from the dialogue in Fallout 4 but this is one of the first mods that actually made it feel that way through quests and the interactions with other major factions but thankfully Bleachers 2 never forgets that it is a mod for Fallout so it also brings its fair share of over-the-top comedy and hilarity I mean at one point you're literally introduced to an entire Halloween themed Raider faction which is just epic and hilarious the big antagonists during the fen shar's Department quest line are the Institute and you'll have many quests looking at replace since around the Commonwealth and you're going to fight back against this this is a really nice aspect of the mod it builds off of some of the existing lore with diamond City because of course since and even replac sense are a pretty big part of diamond City and some of these story lines are really heavy we get to see the impact of a family having one of the core members of that group be replaced with a synth and the realization as it hits everyone that not only is that person dead but you've been interacting with a synth copy this entire time this mod has some seriously dark personal tals but it'll also take you to some totally new faction locations and that's core I think what drives this mod forward more than anything else is story unlike a lot of the other Quest mods out there it feels like this one is story first and foremost and it really does an exceptional job at that it doesn't just tell you the Institute are the bad guys as you progress to the quest line it'll actually give you reasons to hate The Institute organically you're going to peel back the layers of not only that faction but also the fen Sheriff's Department itself but this is not a one-trick pony Beyond The Institute you'll come up against the Gunners as well this often in a familiar raid on existing Fallout 4 locations for new Quest but also several times this led to unique and very interesting combat scenes that were incredibly memorable there's actually one combat moment from this mod that you build up to and I got to say it's one of the most interesting and cool combat encounters I've ever had in Fallout 4 and overall Bleachers 2 is just a Content rich and Incredibly highquality Quest mod that I think everybody should play at least once it really does make diamond City a far more important location as it always should have been but it's also just a ridiculous amount of content that is high quality that you could download for free right now but we have a bit of a different and a pretty interesting one mutant managerie life finds a way is likely a mod whose name seems quite familiar to many of you because every previous entry in the mutant managerie Series has been on my yearly top 10 list but this year we have something special as at its core life finds away is the ultimate version of mutant managerie it's partially just an all-in-one pack of the past major releases in the mutant managerie series but it's not just that as in the process of combining all of that incredible content there was also complete balance and performance pass a plethora of new features added on top and even just a boatload of new creatures and new mechanics added in so at its core mutant managerie will add in 60 plus new and lore friendly creatures into Fallout 4 what makes this particularly special is just how comprehensive this is you experience new creatures ranging from small and docile animals that are honestly kind of cute you can even do things like fish some of the new species but there are also of course a ton of medium-sized creatures that can pose a threat these will be timid at first but encroach and these animals will fight back against you and then also some incredibly tough death claw tier enemies that will attack on site and make the Commonwealth and its surroundings a genuinely more dangerous local but with this mod there's even a group above death claws as a variety of deadly boss tier enemies are also specifically placed throughout the world and what you may have noticed is this mod doesn't just apply to the Commonwealth new creatures will appear in NC world and far Harbor as well with some specific and specialized creatures appearing in those locations and this actually is really nice it makes going to far Harbor and N World feel even more special when you have this mod installed like you head over for n world and start stumbling upon zebras and elephants that have their own unique set of drops and loot that you can build off of and a pretty epic part about this mod especially the new life finds way variant is it's not even just adding in creatures into the level this this mod goes a step further to add in several scripted spawns to overhaul the ecosystems of Fallout 4 you'll find animals hunting or feeding on other animals or even just washed up creatures that have fallen already on the coast of the Commonwealth I although this may seem minor at first that actually does go a really long way to just feel this mod as you're playing the game you'll stumble upon stuff and you'll be like oh this is actually pretty cool but it's also abundantly clear that there was intent with what types of creatures were added it's not like we just got 60 random new creatures in Fallout 4 these new additions are quintessentially Fallout often times having specialized mutations to make them feel right at home in the Fallout world and even if you have used some of the past mutant managerie mods life finds a way makes things even bigger implementing a plethora of totally new creatures into the game but even still with all that in mind I'm not sure what have quite made it on to this list but honestly none of what I've mentioned this far is why this mod makes none to this list all of that's pretty cool but it really goes to the next level with the implementation this new version of The Mod is meant to be far more optimized so better performance should be felt but even beyond that they really took things a step further Beyond just adding in new creatures now in Fallout 4 hunting and fishing become very viable play Styles the Hinds that creatures drop will have Rarity levels associated with them making some of these very valuable if you do spend a lot of time hunting or fishing you'll become better at it unlocking new perks and even crafting recipes from experience and discovering journals scattered around the world to unlock even more things and all this of course will lead to a ton of new recipes for things to cook giving you even bigger Buffs to your character but also new weapons and armors that can be crafted partially from some of the materials found in some of these new creatures but also you'll have to do certain things to actually unlock the ability to craft things you want some of the best weapons in the game well you're you're going to have to take down some of the toughest enemies in the game you really feel like a big game hunter the elite tier World bosses are really awesome it's fun to discover these and you actually do have to hunt these down it's not like you're just going to get a simple Quest that will direct you to their location instead you'll have a few Clues and have to stumble upon it a bit more naturally and with your own intuition so life finds Away really is the ultimate version of mutant managerie it features tons of further optimizations and new additions but most importantly a new level of gamification if this mod only added in 60 new creatures I would still still recommend most people download it but thankfully this takes things even a step further to make it feel like you have new and unique play Styles in Fallout 4 if you want to pursue them but 2023 overall really felt like it was the year we saw the most in the rise of AI and of course that extended to Fallout 4 as well tons of new AI overhauls dropped this year for the game but to me it was one combo that made the most enjoyable difference in the game that with the two mods NPCs use items and chem fluence two mods from the same mod author that I'm just counting is one spot in this video and yeah that's cheating but who cares it's my list anyway NPC's use items will do exactly what the title suggests enemies will now use items more frequently but also gain access to new items to use so you might notice Raiders using stimpack or vodka to keep them going and in the fight longer Menat are particularly big one you might notice one NPC just getting shockingly good hits on you and you'll realize later oh they were using mentats to boost their perception and even some of the stronger chems can be used by other NPCs now like psycho or XL to truly buff them up in a tough fight but if you just use that mod you're really just seeing stat bonuses to many of those NPCs if you also use the mod kluen enemy AI will also be transformed depending on which weapon they currently have equipped or what chem they have recently used so you have the obvious things enemies using melee weapons will be far more aggressive trying to get up close to you but this mod actually takes things even a step further as there's going to be variants of this some melee Fighters will just bum rush you they'll be in a chem fueled frenzy sprinting at you at top speed their chems making their AI become even more Reckless but separately you may encounter other melee fighters who will attempt to flank you and even just get in a couple of cheap shots snipers are a huge addition with this one you'll notice a few enemies really sticking to their cover with this mod installed and they'll consistently take shots at you to try to pin you down in place and as you're stuck pinned down you may noce other enemies try and get flanking shots on you and perhaps the most frightening of all the shotgunners who will wait until they are up close and personal to unload on you often times these guys are aided by whatever chem they just took what makes this mod combo one of my favorites of the year is just how much more interesting it makes Fallout Force combat in a very natural way it almost feels like enemies have organically created classes now you might notice one enemy was just absolutely terrorizing you with mini nukes but later on as you work your way towards their corpse you may notice oh they just took mentats that's why the heavy gunner turned into a sniping specialist there melee attackers hopped up on chem are definitely the most obvious of these but the variety of attack Styles and even sub Styles really kept Fallout 4 Combat feeling fresh and Contin interesting and very similar to what I described with some of the past mods in this video this is one of those combinations of mods that will just continually pay dividends you fight a lot of enemies in Fallout 4 and after downloading mods like this you start to realize just how much combat you have and how even just a handful of changes can make combat more interesting in a very meaningful way but then we do have another mod Duo but this time I'm counting both of them with their own spot that being the wonderful combination of long anticipated releases with two sister mods Wars and peace this combination of mods works to overhaul Fallout 4 in a fundamental way transforming not only combat but many other connected systems create a far more in-depth experience for those seeking something a bit more hardcore one of the big features of Wars is replacement Wars itself stands for the weapon Edition replacement suite and this mod was born out of frustration of the plethora of ugly weapons present in Fallout 4 so if you're somebody who has never been a huge fan of the Fallout 4 assault rifle but now with Wars that'll be completely removed from the game and in its place you'll find this more familiar looking AR that'll spawn an all of the other NPCs that would typically hold the assault rifle a huge chunk of this mod is replacing the familiar weapons of Fallout 4 with something new and novel although it doesn't just do that in addition there's going to be a variety of new weapons added into the game but to fill some of the gaps in the current weapon offerings in Fallout 4 like not having enough sniper rifles or not having enough heavy weapons and launchers and these new weapons aren't minor additions nearly all of the new weapons have a Full Slate of customization options and attachments you could add on some of which are fairly wacky and suitably over the toop for the game not all the weapons are replaced most of the energy weapons and plasma weapons do remain but sometimes with changes like the radium rifle now having a nonradioactive variant that's just a typical ballistic weapon if you want that instead of the radiation damage sort of the bat if you found the weapon offerings in Fallout 4 lackluster this is a single download that will completely change the landscape of weapons in Fallout 4 the types of weapons you see yourself using as well as other NPCs will be completely different with this mod installed making it perfect for a new playthrough but in Beyond just being a gigantic weapon pack Wars also brings overhauls to combat the two big change ups are with damage and ammo health is normalized across the game so damage dealt by both you and other NPCs will be a bit higher and deadlier but one of the other big changes that will make things far more deadly is you know actually drop your magazine with Wars as you reload you'll notice you drop that current magazine onto the ground and if you reload before the magazine is empty you'll drop any unspent rounds that are still in the mag on the floor with it and you'll have to use another magazine that's currently in your inventory to reload you don't have a magazine in your inventory you'll just be reloading one shot at a time so thankfully this is pretty straightforward you just pick up the mags on the floor you can pick up any extra ammo off of the floor but it also creates this really nice sense of value around high-capacity magazines you'll be picking up discarded ones from both yourself and other NPCs I imagine a lot of you are listening to this or even seeing the gameplay like wow that looks incredibly tedious so thankfully there are a variety of optional settings to tweak this to make it easier to deal with or even perks or other things to just make the entire process a bit smoother but this Magazine change does have some really interesting gameplay changes you almost stick to certain caliber types now as a result early into the game you'll be constantly dealing with pipe weapons so you have a ton of mags for that caliber and in turn almost want to stick to those types of weapons but of course as you progress later into the game you'll likely want to switch to 5.56 and start using weapons of that caliber and for me this type of stuff's really fun in Fallout 4 it feels like it's an organic way to get me to change up my gameplay style including some of these shell loaded options as a result of most of the weapons Now using magazine which you'll drop and have to deal with using weapons where you just load shells individually have this unique buff now you never have to worry about magazines just worry about having the right amount of ammo for those weapons and you'll always be good to go to as you play Wars becomes this really unique matchup of a giant weapon overhaul but also some more hardcore combat mechanics that genuinely make Fallout Force combat more interesting I think a lot of the features likely sound tedious at first but the way these change up gameplay or really Force players into a bit of a different play style do actually make things fun and create some far more interesting Dynamics in the game but I think one of the big appeals of Wars is if you're after this type of experience with just a singular Mod download you could overhaul a big aspect of Fallout 4 and this also includes further changes like different ammo types you could switch between having to clean some of your weapons although thankfully both of those are configurable but if you are downloading Wars you'll almost certainly want to download peace project extend and expand everything it really feels like peace is just all of the changes the modur wanted to bring that didn't fit into the scope of Wars as Piece Will overhaul many of the other gameplay systems in Fallout 4 how you carry stuff got a pretty comprehensive overhaul with this mod all the clothing the game now has a certain carrying capacity that's going to scale off of your strength and there's going to be a bunch of new loadbearing items like backpacks or even power armor attachments lots of the Survival Systems are overhauled here animals aren't just going to drop meat anymore instead you'll now need to butcher them and this will be based off your items and perks to actually add in some RPG elements to all of this there's going to be a full Suite of new camping supplies implemented for on the-go living or even even just surviving and even things like fridges to keep that meat you just harvested fresh healing is overhauled with peace so items are brought back from past games like Hydra needed for healing your limbs but alternatively things like medical braces to set bones in place and heal over time and even a full set of weapon racks that are incredibly customizable to suit your Armory specific needs these two mods are incredibly powerful because they're two huge gameplay overhauls for Fallout 4 so with just two mods you'd really have a very different experience in game and I really value that thankfully they're very modular so you can really pick and choose which aspects of these mods are perfect for your game and which aspects you just want to turn off but it's also just really nice to finally see these out and publicly available if you've been following this channel for a while you may have realized that I first covered Wars all the way back in 2016 this a mod that's been upcoming for8 years and to finally see it get released and really deliver on a lot of the things it promised is just epic and incredible but before we get into what I think is the single best Fallout 4 ma to drop in 2023 we first have to look look at some honorable mentions this was a ridiculously good year for Fallout 4 modding and some mods didn't quite make it into my top 11 list but they still do deserve a mention fake through Scopes this will overhaul the visuals on seethrough Scopes to look far more like an actual weapon scope would in real life I personally think it's a really cool effect and this was perhaps the mod I got the most comments asking about over the course of last year Shield framework slth Shield integration project will add in functional Shields into Fallout 4 that can be used by either you or enemy these are pretty simple they're just going to basically block incoming shots depending on which size caliber you are using but it does create this interesting mixup in combat your head-to-head with somebody who may be able to block almost all of your shots giving them a unique advantage and making you actually think a little bit and then faster workbench exit because no I don't actually want to see these long and extended workbench animations I personally prefer it to be much quicker and more than anything else thank you to this mod for the amount of time it saved me over the course of 2023 but then what I would consider to be the single best mod to release for Fallout 4 in 2023 my mod of the year and really just one of the best mods ever we have America Rising 2 Legacy of The Enclave I feel like this one being on this list is fairly obvious a DLC sized Quest mod that brings The Enclave back to Fallout 4 and allows you to beat the main story of the game by siding with this familiar faction just based off that description I think a lot of people would guess that it's going to appear on this list in some way but where mecro Rising 2 really excelled and is how well it was implemented Ed into Fallout 4 as the tile suggests this is sort of a sequel America Rising came out years ago and this mod reworks much of the content from that original and includes it within the sequel so early on you're going to be waking up some Enclave members from cryopods and from there work with them to reestablish The Enclave in the Commonwealth or not as one of the pretty awesome aspects of this mod is just how flexible it is with the series of fail States right at the bat you can just destroy the Enclave kill all of the members currently locked in cryopods and you could just end the faction right there throughout this mod there are several moments and opportunities for you to destroy this otherwise evil faction instead of siding with them and I really appreciate that but if you do decide to side with him you'll embark on a journey to beat fallout for with the enclave and I think this is what really set this mod apart for me as opposed to many of the other mods out there trying to get away from Fallout 4's main story this one injects directly into it you'll deal with the enclave's response to the Brotherhood of Steal returning to the Commonwealth and even get into several large scale battles with These two factions as you progress through Fallout 4 story there's some really cool moments where you'll have a familiar Fallout 4 encounter that you've seen before as a part of one of the mainline quests but now you're seeing it from a totally unique perspective you're flying in in an enclave Verte bir then of course you're interacting with this Quest on behalf of the Enclave giving you a completely new set of choices in really how to handle that situation over time you'll be able to build up The Enclave from a group with minimal supplies to a well equipped military power with several outposts across the Commonwealth it's not just the Brotherhood of Steel that comes into into play here The Institute is also a major faction The Enclave is curious about and one of the really special Parts about this is you're going to act as an Envoy on behalf of the Enclave to really determine what happens between these two factions do you want to see a world where the enclave and Institute are friends or enemies and all along the way you'll have some incredibly fun gameplay moments like sneaking into the Institute or trying to extract more information from its members for the enclave and perhaps this is really just a personal thing but at least for me being able to see Fallout 4's familiar story from this slightly different and modified perspective was just a lot of fun for me I don't hate fall 4's base story as much as some and being able to experience it through the lens of The Enclave actually elevated it a lot but this mod also gets to stretch its own legs and tell the enclave's own story The Enclave will be running horrific experiments on the wastelands population and you'll be playing a role in this helping as much as you want to and sometimes doing some downright evil things during these quests in the enclaves quest for greatness this mod does a really great job of letting the evil dudes be evil and even giving you several opportunities to highlight that in dialogue like saying wow that's incredibly messed up you'll meet with members of the US government as they work to reestablish the enclave and even just capture different military bases for use by The Enclave and of course that familiar plot line with the enclave and the FV virus all comes back into play here but I won't spoil where it leads and how this mod parallels Fallout 4 story with its own story beats is really nice you're building up The Enclave but then while questing the issue of your own missing son comes up and The Enclave works with you to deal with that it's not like it's forgetting about Shawn entirely no that's still your purpose in Fallout Force Commonwealth and that's tied in here you and The Enclave will discover the institute at the same time so you get to live through the enclave's Curiosity and concern just as you have those questions and concerns yourself and over the course of this quest line This mod presents you with some very hard decisions whether that be siding with The Enclave not siding with The Enclave or even just which direction The Enclave goes in so in many ways I love this mod because it does two major things includes the compelling Enclave storyline into Fallout 4's Commonwealth but it does so by hooking into the game's original narrative so it also gives you a proper evil route to take when trying to beat the game you do your own fair share of Enclave questing but also get to beat Fallout 4 with a completely new faction that wasn't there previously I think one of the biggest strengths of America Rising 2 is it remembered that it's interacting in a larger and dynamic world doesn't forget to check up on some of those other things that are going on and for that reason I think it honestly was my favorite Quest mod I've ever played for Fallout 4 and again my mod of the year with that in mind those are my top 11 mods for Fallout 4 in 2023 although unfortunately several of these mods are about to break if you want to find out more about what's going on
