I DON'T KNOW WHAT SHE DID TO MAKE THEM LIKE THAT. >> A WOMAN FROM FAYETTE COUNTY IS CHARGED WITH ABUSING HER 22-YEAR-OLD DAUGHTER WITH SPECIAL NEEDS. POLICE SAY SHE HANDCUFFED HER DAUGHTER TO A BED AND WRAPPED A CHAIN AROUND HER NECK. >> WE HAVE THE STORY THAT YOU MAY FIND DISTURBING. >> Reporter: IT WAS ON THE STREET IN THE FAYETTE COUNTY, A VERY NORMAL-LOOKING NEIGHBORHOOD, WHERE STATE POLICE SAY THE WOMAN WHO LIVED WAY UP THIS DRIVEWAY IN THIS HUGE HOUSE , THE 55-YEAR-OLD MOTHER, CHAINED HER DAUGHTER TO A BED, ALLEGEDLY FOR DAYS AT A TIME. THAT SISTER SAYS SHE CAME HOME AFTER MIDNIGHT AND HEARD HER SISTER SCREAMING FROM HER ROOM. WHEN THE YOUNGER SISTER WENT INTO THE ROOM, SHE SAW THE HORRIFYING SCENE OF HER ADOPTIVE SPECIAL NEEDS 22-YEAR-OLD SISTER HANDCUFFED TO A BED WITH A SWOLLEN FACE FROM A CHAIN WRAPPED AROUND HER NECK AND A BICYCLE CHAIN AROUND HER WAIST. SHE TOOK CELL PHONE PICTURES AND VIDEOS, AND THEN FREED HER SISTER BEFORE CALLING POLICE. AT THAT POINT THE 55-YEAR-OLD CAME HOME , REALIZED HER DAUGHTER HAD PHONED POLICE, QUICKLY CLEANED UP THE SCENE INSIDE THE HOUSE, AND ALLEGEDLY GRABBED ANY EVIDENCE AND FLED. USING TECHNOLOGY, THE POLICE EVENTUALLY FOUND HER DRIVING ON THE FORT PITT BRIDGE IN PITTSBURGH, AND PLACED HER UNDER ARREST. NEIGHBORS NOT ONLY WITNESSED THE POLICE ACTIVITY IN THE EARLY MORNING HOURS, BUT SAY THEY'RE NOT SURPRISED. >> THEY GO AWAY ON THE WEEKENDS, AND THEY TOLD US THAT -- NO, THEY DIDN'T SAY THEY CHAINED HER UP, BUT THEY SAID THAT SHE WAS IN THE BEDROOM. THEY LOCKED HER IN THE BEDROOM. >> Reporter: STATE POLICE CHARGED HER WITH SEVERAL COUNTS INCLUDING FALSE IMPRISONMENT, UNLAWFUL RESTRAINT, NEGLECT OF CARE, AND OTHERS. STATE POLICE SAY THIS STORY HIT CLOSE TO HOME. >> IT IS A VERY CHALLENGING INCIDENT. WE HAVE TO ALWAYS MAKE SURE THAT WE TREAT EVERY INCIDENT THE SAME ALTHOUGH SOME HAVE MORE IMPACT THAN OTHERS. WE TRY TO DO A LOT WITH SPECIAL NEEDS AND WE HAVE A GREAT RELATIONSHIP WITH SPECIAL OLYMPICS AND WE DO A LOT TO EDUCATE TROOPERS ON HOW TO HANDLE SITUATIONS LIKE THIS.
