For me Tom performed this song quite tenderly. It's a impossible to improve.
I feel like the ‘southern’ covers she keeps doing are a way to keep some sort of ‘country’ credibility without actually putting in the effort to write her own stuff. There’s no risk to covering a perfect song, kinda cheapens it.
No. Absolutely not.
Meh
I wasn’t a fan of it. It’s a very laid back song, and she was trying too hard with her vocals. But it wasn’t bad. It certainly could have been worse.
Covering a song is tricky. You either have to cover it faithfully, or make it your own. Anywhere in between doesn’t go over well. But you also can’t change it too much to the point where it’s unrecognizable. It’s unfair to the artists wanting to pay tribute to their heroes, but that’s just the way it is.
For what it’s worth, my favorite tribute to Tom Petty was by Jason Isbell and The 400 Unit. https://youtu.be/ZVVzsyUU02Q
Unrelated to Tom Petty, but since we’re talking about country artists doing covers, and how hard it is to nail that; here is Sturgill Simpson and his amazing cover of In Bloom by Nirvana. Talk about putting you own spin something...

Hard to mix live..... they didn’t butcher it.
I think it's a solid cover, but more importantly I think it's a good way to expose more people to the brilliance of Tom Petty.
I feel like if this were anyone but Miley, people would like it more. I thought the cover did justice. The woman is talented.
I feel like people who don’t know this song would say it’s her best, but to petty fans (or anyone who’s heard the original) would say it’s nowhere as good as Tom’s
