going on all you bus nuts Geeks and enthusiasts out there welcome to another episode of motor coach world my name is James and today we are in sunny torren California at one of mci's newest facilities in fact it's so new it's not officially open yet but MCI has sponsored this whole trip and they invited me here today to check out something really cool the reveal of their brand new MCI d420 IV or otherwise known as the inmate security Transportation vehicle so let's go mess around with the prison bus and the police officers [Music] I'm Lee Kemp uh I'm the general manager of sales for the istv coach which is stands for inmate security Transportation vehicle now Lee how long have you been with MCI uh 12 years is it fair to say that no other motor coach manufacturer at least in North America has anyone with your title that's correct because MCI is the only one in North America that builds the istv purp built istv coach wow and what made you get into selling uh inmate Transportation Vehicles what's what's your background oh I'm uh also a certified Co certified police officer in Colorado a Colorado Ranger they it's an all volunteer organization wow and and you're also a veteran you're military yes I'm military police I was a dog handler over in Southeast Asia during the fall of Saigon it was like a match made in heaven when MCI found you and realized hey you're the guy to sell these things I I owe all of that to a guy by the name of Tom Wagner when I when I came on board and he knew my background and stuff he says I got something you need to sell for us our whole Focus has been on you know improving what correctional officers need to transport uh inmates across the country everything we build for Correctional is 40 foot and the biggest reason is horn works is because the Sally ports were prisoners because it's an enclosed area the sallyport is an area where the prisoners come out to they're Shackled and so on and then put on the coat well that area is usually really contained so having a 45t bus it just doesn't work we've tailored to that market having a 40 foot coach for them so behind us are the older generations of the uh FCI d4000 istv and that's what it involved to today correct so what makes that better than [Music] these over the years listening to the correctional officers on what they see needs to be changed to make it better and better and better uh a major deal is this rear uh door compartment that's used to for a rear guard position you can see how the stepping is and they've always complained by having this bar on there and everything that it was just real cumbersome getting up into there and getting into position and that rear seat that's in there it's a hard fix seat there's no air ride or anything so we redesigned all of this put a air ride seat in there did the stepping which I'll show you on that one and that was a major change uh to it another major change is the entrance area the entrance area on all of these you can see is a straight up and a left turn entry into it yeah so on the new one it's a spiral going up in there so that prisoners that have leg irons on the transition of walking CAU exactly so that that was a major change the lighting we have lighting all the way across the top on the newer model that we don't own here all we had was these docking lights now with the lighting up there uh it floods this whole area so that in Twilight hours and so on if you're loading or offloading prisoners it's lit up I mean you can see all around you so there's no bad guys coming around the other thing too is is we have 360 camera all the way around the coach so even before the officer opens the door he can look all the way around the bus and make sure no bad guys are out there before even opening the door the kneeling system we now have a complete highrise where the whole coach raises up 4 in because again a lot of Sally ports uh various jails and so on have deep encroachments getting up into them by having that highrise feature you don't scrape the back end of the coach going up in there so these these older ones don't have the raay featur very nice very and so Lee I just have to point out you're the one that influenced so many of the evolution being a law enforcement person MCI listen to you right and so what we're looking at there today is your baby is that is that fair to say that's what I and I call it my baby too Lee thank you for all the information you're definitely someone who's so knowledgeable and I hear you're retiring I am at the end of August so I'm going to hang it up and congratulations to you but man can I say that you're going to be missed and I today's the first day I met you and and I already know like losing someone with your experience but uh congratulations well thank you thank you very much this is what they call a challenge coin and this challenge coin here is from me with the Colorado Rangers and I want to present it to you wow as a token of my appreciation and support that you're giving a uh a unsung hero of people that aren't recognized enough for what they do every day wow and so to you I I give you this and uh we I uh it means a lot because a challenge coin is something you just don't give to everybody this is this is uh a tradition from a long one of the oldest traditions in the military yes that officers would give challenged coins Man Lee I can't uh I can't thank you enough what an honor I will cherish this and it's an honor to know you so I know you guys have a meeting coming up but man after the meeting let's go take this thing for a spin thank you can I do some donuts we might even let you turn the siren on oh man so the ones with the square lights are the older one this is the next Generation here um and that is the same generation as that so this is the oldest this came first as far as on the d uh 4,000 chassis [Music] the dash and the steering wheel are definitely the uh old style D model which I really miss by the way this one doesn't really have those individual isolation cells in instead it has this compartment with four bench seats and then the rest are bench seats and I love that they're they have different color this one's padded I wonder who who got the the padded seats and then uh this one came with a restroom and as you can see it's well used in the restroom there's not a lot of privacy in the restroom you can see everything he's doing or she uh there's no Sheriff's compartment either on this one so this was the first generation istv on the D model chassis so after this one then came these and one of the indicators are there's red the round the lights up top are round versus the square and then uh this one has the more updated Dash um do you want us to try to get some kind of other lighting no no no no I got my little hand light everything's good yeah I don't want to be a burden on you wow there's a police laptop on here and [Music] everything this one's a little more complex with the uh isolation cells and I wonder if we can open one they're locked yeah they're locked can't get in there this one doesn't have a restroom and uh the graffiti really tells a story of the people that were in here crazy crazy stuff and that's a gun locker and of course the updated steering wheel and slightly modernized Dash it's got the screen there instead of the cluster gauges but from this they went to this brand new MCI d420 istv built on a 40t j chassis you can already see just on the outside the improvements in technology the advancements that's been made and a lot of that is thanks to Lee so Tom Wagner is here from m and we've met before you were with me when we were in dis Spains and actually you showed me the first istv that I got to climb on board but it was parked but Tom what do you do for MCI so um I'm I'm vice president for private sector sales so my role is to help support the sales team throughout North America um I I've actually been with MCI since 2005 and when I started my markets were prisons universities and feds so uh I've a combination yeah yeah we won't get in that but um I've been involved with the the the istb with the law enforcement for for many many years so um this is always something that's near and dear my heart uh with the the istv and how long has MCI been making istvs I I want to say it goes back to about 1997 so it's it's been for years yeah quite a few decades um and it's it's constantly evolving a lot of times we'll take feedback from the law enforcement agencies and we'll make um modifications to the inter so adding security um so it really has been a product that's evolved over the years based off of uh Real World Experience Tom thank you so much I was promised that I get to do some donuts in that thing later sure [Music] so I'm here with a local CDC Transportation lieutenant and obviously for privacy reasons I can't get their face or name on camera which is absolutely understandable but it's so nice to have this opportunity to ask a actual officer that's in charge and uses this as a daily tool on uh some of the aspects of it so thank you for your time what is it that stands out most for you as far as all the new toys and gadgets that some board uh first of all the overall appearance of course and and uh I've had the luxury of riding in the newer Fleet uh test driving there in Hayward and the the Comfort ride is so much easy uh better than the existing uh Fleet we have now it's amazing that you guys still think about that even though you're transporting inmates correct what's the most important safety feature that's on this new one that you wish you had on the old one from the years that you've been working with these things uh that probably the 3 360° uh camera system that we got on board we can see uh to uh the front rear and side wow and that's on screen that's on board correct do you do you guys ever serve on board meals uh yes we give uh inmate uh in inmate uh lunches wow on board onard yes during transport so I actually asked that as a joke but inmates get served on board meals that's crazy it's a sack lch sack lunch sack lunch uh peanut butter and jelly uh sunflower seeds um crackers a cookie and then we also hand out water now the sunflower seeds of the shells already removed oh yes so yeah I can't I can imagine inmates using the yeah no that that's really cool what's the longest you've ever had to travel in one of these uh being on board uh we range from 12 hours to uh 16 hours 12 hours that obiously two drivers uh we actually have three on board we have a sergeant and two officers okay yes and then I noticed that some of them have a cage in the back correct and that's for an officer correct yes and what's the role of that officer uh to maintain the the visual contact with the inmates and nobody's out there uh standing up during transport because they can get injured um and actually no fighting there's intercom system in there and uh onboard a telephone you guys ever had to use one of these to pull someone over you guys if you guys had to Could you actually no we we would never have cuz I noticed some of them have the actual police laptop that you could access the and you got the sirens and the lights actually our our older buses do not have aren't equipped with the lighting system but I guess these new buses will be so can you imagine getting pulled over by a bus oh wow and how many years uh have you been with the can I you that sure with uh with this unit I've been 14 years total years of 26 in the department for our particular unit you have to interview uh you also have to uh get a commercial driver license uh which is uh Class B uh with passenger passenger endorsement and uh so very similar to a CDL driver yeah correct yep what's your favorite prison joke uh one time I was uh uh right down the road here in Norco California uh the radio was playing and all of a sudden it became the song came out Hotel California as we're pulling in how ironic is that very nice Lieutenant thank you so much for your time thank you very much be safe out there sir and uh when are you when are you getting your first one are you guys ordered I believe in uh August of this year you guys already ordered yes we did nice can I ask how many you order uh I believe we have seven uh coming coming to our Fleet s man okay well I hope these things work out for you awesome so so do I thank you sir be safe thank you nice to meet you Deputy Parker can I say your name on camera is that I can get you trouble and uh Joe rod and you have stripes what is that are you a sergeant no I'm I'm one of the trainers one of the trainers okay how long have you been with the uh Department me I've been uh for 41 years 41 years holy cow going on seven seven you guys work with these things on a daily basis is this a a daily tool yes and when you guys are on the road with these things how many units are escorting you none none you're on your own yes you're so in the movies when they have like a trail that's not that's not real it's not real driver and then one other one other officer what happens if you experience a road failure a blown tires oh I mean you have a radio I mean we car a desk okay someone comes and rest okay and then and then the m8s you can still keep them contained yes oh yeah they're all locked down if you I don't know if you were able to yeah I got to crawl through the old one and the new one yeah so they're all locked down in your 40 years of working with istvs first of all I think mci's only been doing this for 30 what did you guys use before there was an istv well we used to have the adult crowns there was a company U oh Crown buses oh yeah I I know what you're talking about now okay and you use those yes did you do makeshift cages on board by yourselves or did the I think we did we did those right cuz Crown probably didn't have a manufactur that no okay so you made everything inhouse and kind of hodg Podge things together from then to now I got to ask what's the thing that makes you most excited for both of you on this new one that you didn't have on the old one well for me is a turning radius you're saying that the turn radius is like the the the tail follows you now yeah but this with the old ones you got to watch your tail always got to watch your tail and that makes a difference when you're pulling into the Sally ports sally port making lefts rights you know reversing Unfortunately they they don't take us into account when they design the facility so in some instances it's very tight quarters go figure they don't take buses into consideration yeah so the buses got bigger the salid port stay the same that's what Happ even in the law enforcement field when it comes to buses the same thing happens well Sheriff Parker Sheriff Rod yes thank you so much for your time thank you for your service I have the utmost respect for Law enforcements Officers and everything you guys go through be safe out there enjoy your new toy thank you [Music] Hey Driver is is there is there Wi-Fi on board uh no there is not like a sandwich i' like peanut butter get nothing in like it a man you've done this before was that you've done this before he two guys welcome aboard the MCI d420 istv to my left here is David buan with MCI Industries and Technical Solutions yes and so what do you do for the company I work out in the field handle any type of post production engineering issues and assist customers with cut customer service I issues and uh the istv is definitely something unique for your job when you it it's not your regular day no it's pretty common on the west coast a lot of our customers out here utilize these and uh Lee is going to take us for a ride um and uh let's see what this coach feels like in the guard position in the uh inmate position actually I'm sorry that is no longer the correct term they are called guests now uh at least in the California Justice system um inmates is an incorrect way of uh addressing uh the people that's in the justice system they're now called guests so uh we're going to feel what it feels like to be in the guard position and what it's like to be in the guest's position and then uh I think after that they're going to let me drive this thing so Lee take this out want to see if it AO there it goes so right off the bat um you guys see that this particular seat uh in this position has a really uh neat monitor that um you basically have a view of everything that's going on in the coach so obviously this is a seat that a law enforcement officer would be sitting in during the transit and uh from what the officer said today some of these trips could last up to 12 hours and I can't imagine having to sit in one of those cells for 12 hours but even during the trip there are meal provided and uh there's actually quite a bit of creature comfort for a guest uh on board an istv all three seats seem to be the same design between the driver the uh and the two officer seats we have lumbar you can slide it Forward app oh wow adjust the right height to my right is uh control box and then right in front of me is a first aid kit and this controls light nice and also one other thing uh talking about creature Comfort there is a cup holder there is a cigarette lighter uh charger port here 12vt and then I have a intercom system oh sorry oh man that's so loud this m herecast outside outside the coach oh so you can broadcast outside the coach as well and that is located the left of the driver and one more creature Comfort I noticed down below here is a outlet there is outlets and USB ports uh for the officer there's typically a table here where the officers have their um computer so that they can access all the uh inmate system information and and the data that they use uh there's one thing that I am noticing and obviously that's because of all the equipment on board is the rattling of the cages uh there's definitely a lot of rattle noise because of the hardware that's been installed on this and obviously that's important to have when you're uh using this coach for that purpose so let's go take a look at the back of this coach and today we do have passengers with us uh these cells here are called the isolation cells in here we have Mike how's it feeling there Mike it feels great you got a little privacy and here we have Tim that just uh locked himself in uh a little cell as well oops maybe I locked it there we go there we go not a bad seed if you were by yourself yeah I I would prefer I in fact I would prefer to be in here this not something a officer would typically do but here's your keys oh thank you so much I don't think they do me any good from the ins oh that's a good point that's a good point so even if they got the keys but it's h it seems like there's a good amount of privacy other than the fact that you know there are grids and they put plexiglass over these these things now the upper part doesn't and the reason for that uh some of the officers described was because prisoners will throw fluids through these uh anything to give the officers a bad day yes so and it's all nice and clean now so you can barely see it and because this is a demo this is probably one of the very few times that we will see a istv coach in this condition is that probably correct to say so behind the isolation cell doors we'll go ahead and shut you in here enjoy the ride is uh another compartment now this compartment is um equipped with nice three rows two plus three configuration and uh the seats are definitely much smaller than that what I'm used to on a MCI j4500 it definitely you're definitely getting School Bus Vibes especially with the uh type of material that's that's making up the in inner liner of the vehicle I mean this very much brings back school bus Vibes this type of Bulkhead uh covering and I'm assuming these are vents and they do have the AC on and it's actually cooling down really well so another thing I'm noticing the echo there's there's no fabric to kind of uh soften the Acoustics yeah thank you Lynn so you definitely don't have that nice cushy feel uh as you would on a regular motor coach which again is understandable there's no reason to okay okay we definitely scared a couple of bystandard uh glancing through the side window of this inmate prison Transportation vehicle and seeing me in a yellow suit just kind of running freely around got some really one guy gave me the P sit sign so all the way in the back is the last compartment of the coach and um this is the biggest compartment and it it is labatory equipped guys can see there is a laboratory on board this is probably the cleanest this labatory will ever be but however there's not much privacy if um we were sitting here using the laboratory you would definitely be very visible Tom Wagner here is unlocking one of the isolation doors for me and so what would be the condition that someone would ride in here if if they're uh if they're classified as as like somewhere that might be different classifications so basically when an inmate comes in and get process and classify it so if it's a a a male female if it's someone who um might be a a victim of other Predators if it's uh different gang affiliations I kind of like it uh it's very echoey in here I don't know if you guys can tell um you definitely have some privacy but uh yeah I mean this is a place that you would put someone that you don't want them to interact with other people um there is a little access door that they can open for me to receive Food it's called a pass through door that's called a what pass through door pass through door and so you could pass food and what else would this be just probably food water yeah just checking on someone's uh Health the officer is protected as well okay okay and then uh up there I'm noticing that there is places oh no you know what I thought hey this is a a hack but you know they did their due diligence they put a lip up here so that you really can't reach out anywhere same with this uh Extra metal flap on the side if I wanted to try to reach for someone and mess with them and there's also plexiglass so that uh if I wanted to poke Mike uh I couldn't get to him so Mike you're protected from me I am down below there is extra foot room as you can see they did do uh an act of kindness to kind of allow people's foot to go a little further oh hey thanks man I appreciate it can I get some gardettos I'm on a keto diet okay we have a grandma cookies oh I got options okay there's uh grandma's cookies and what's that Hawaiian petal Hawaiian chips man yeah I'll trade you for the Hawaiian yeah definitely trade you for the Hawaiian all right thanks brother don't use that bag for anything thank you all right so that was an interesting ride on the mcii istv and Lee thank you for driving uh you are definitely geared up and have the right attire on so now they're letting me take the wheel of the istv and I think I'm going to drive in the prison suit thank you Lee too much TV does come with all the regular driver compartments that a regular motor motor coach driver would have uh including a cup holder right there there and um yeah it feels just like a regular coach the dash is uh no different than a regular MCI d4500 or the MCI uh d45 CRT I should say uh everything in the driver's area is very much like that of a Commuter or passenger coach other than the fact that the upper bulkhead is definitely laid out differently let's see what this thing's got air brakes transmission the drive hazard's off checking the mirrors so the one thing that I want to point out is this is a 40t motor coach it is built on the J chassis and right off the bat it feels just like a MCI j4500 minus a little bit of the cockpit changes I have actually driven a MCI d45 CRT if you haven't seen that video I'll put the link up here and down below if I didn't know all the cages and and the inmate uh prison system gear was back there I would feel like I was driving a regular motor coach right off the bat definitely noticed the wheel base is shorter uh easier to maneuver you don't have to pull out as far and it left here sir I see the interstate sign and we're going to take this thing on the interstate the acceleration is really not that much different than uh that of a e45 CRT as I recall and it's definitely not that much different than a j um is there a cumin on this thing yes on this istv I can feel that the acceleration is a little stronger I don't know if I'm a imagining that if there's a placebo effect going on or it's because of that extra weight that's no longer on here oh that's going to be a fun turn okay nice that this thing is so agile I have no problem making that [Music] turn yeah I that's what I noticed too is the ring turning on that it's like a sports car yeah [Applause] [Music] [Music] [Music] I turn your lights on and how do I push for the lights the left hand see lights on your side oh that's so [Music] cool I'm having way too much fun wait did I do that well guys thank you so much for the opportunity this was uh a lot of fun I definitely never thought it was a lot of fun I would get to get to drive one of these what a what a beautiful dynamic they have here at MCI congratulations on the reveal of this beautiful istv coach it it drives really nice hey uh what's the part numbers for those lights in the siren you think I could I could order we'll find them for okay yeah might be a restriction we have to get all your you know social security number kids names special thanks to MCI for hosting this inviting me here and special thanks to all the uh service
