He'd probably gain a lot of stability and accuracy if he scraped in the ways using a reference flat and square edge. (You could even make your own pretty accurate plates and square edges with a bit of patience using the original Whitworth 3-plate method). It's a slow process but it's the old school way of gaining precision.
I think if you have access to just buying a second hand lathe that's probably going to be a better option than building one like this. I doubt it's better than a rather clapped out used lathe for similar cost to what all that steel would have cost. Especially if you give it some love (new bearings, get it nice and level, adjust the gibs, stone the ways if required, etc)
