This happened when I first started busking in my hometown. I had one police officer who kept insisting that I needed a permit, even though I went to city hall with no results.

I finally went to a city council meeting and asked them to either make me something in writing, or get the cop off my back. They got him off my back, less paperwork that way. (In the end he turned out to be an okay person, just trying to do his job.)
