hello everyone so today we'll be taking up the daily quiz for first April 2024 so uh based on today's article so the first article or say one of the most important article in today's newspaper was regarding the finance commission so let us take the question on this topic so that is your Finance commission so consider the following statement regarding Finance Commission in India so the finance commission is a permanent Constitution body established under article 280 of the Indian constitution is finance commission a permanent constitutional body so is it true or is finance commission established under article 280 so what do you think so again here uh again see uh from From upsc perspective so you have to be very thorough regarding all the Constitutional bodies uh that that's there so you should be very thorough regarding the uh Finance commission also Finance commission is established under article 280 so this statement is right so but what about this one is it a permanent constitutional body so permanent constitutional body in ense say for example your upsc it's it's a permanent Constitution body Election Commission it's permanent Constitution body it is not that after five years Election Commission will get dissolved and new Election Commission will be formed or say it's not that upsc after say few years a new upsc would be formed that's not that's that doesn't happen so upsc is a permanent election uh permanent uh Constitution body your Election Commission is a permanent Constitution body so similarly Finance commission is it a permanent Constitution body no Finance commission is not a permanent Constitution body it is established once in five years so it is not a permanent Constitution body say for example currently the government of India is following the recommendations made by the 15th Finance commission see now between 2021 to 2026 what are the recommendation that was made by 15th Finance commission the government of India is following this one so for the next tenure so we have 16th Finance commission so so again here it is not a permanent Constitution body so once One Finance commission has been formed that Finance commission's report is valid for 5 years so it is not a a permanent Constitution body so statement one is wrong so what about statement two the commission's recommendation is binding on the central government is the commission's recommendation binding on the union government no the commission's recommendation is not binding on the union government but however it is a convention that the union government accepts whatever the finance commission tells but it is not binding the union government can go against the finance commission's recommendation but it usually it doesn't do so but however it is not binding so but the convention is usually the government of India follows the recommendations of your Finance commission so but it's not binding as such fine so statement two is wrong what about statement three its primary role is to recommend uh the distribution of tax revenues between the union government that's the central government and the state government is it true that is the main reason why Finance commissions are formed so because see tax collection it is collected from entire India how much money should go to which state how much money should go to the central government so that will be determined by the finance commission so this is the important role of Finance commission statement two is ABS sorry statement three is absolutely right that is why Finance commission is statement one Central Water Commission is that is your CWC is an independent regulatory body responsible for Water Resource Management in India do you think is it an independent regulatory body see is is CWC an independent regulatory body no CWC is not a independent regulatory body as such CWC that is your central Water Commission is a part of your ministry of jel shaki it is an attached office of Department of Water Resource River that is River Development and ganga reguvenation it is not independent body as such it is attached to your ministry of jel shaki so earlier it was called as Ministry of Water Resource now it's known as Ministry of jel shaki so it is not an independent body as such so independent regulatory body as such so statement one is absolutely wrong so it's not an independent body it is attached to the ministry of sh okay fine so what about statement 2 CWC monitors the hydrological data of the rivers across the country so hydrological data in the sense uh that is your spatial and temporal data in a river that is which part of the river has how much water which which part of the year has how much amount of water in which river so all that is called as a hydrological data hydrological data acquires your spatial and temporal datas of the River that is which part say uh in the in the near the near the uh say mouth of the river what is the what is the flow of the what's the amount of water that is present so near the mid of the river what is the amount of water that is present so during May month what is the amount of water that is present that is called as your hydrological data and CWC monitors the hydrological data of the river across the country is it true does CWC do that that is the important function of your CWC CWC has various other function but having monitoring monitoring the hydrological data of the river is one of the important uh functions of your CWC so statement 2 is absolutely right what about statement three that is the CWC has authority to Grant approvals for the interstate water sharing agreements what do you think CWC has authority to Grant the approvals for Interstate water sharing agreements can CWC do this see Interstate water dispute is a big thing and CWC is one one uh small entity it doesn't have adequate power to Grant approvals for Interstate waterers sharing agreements in fact Interstate water dispute is mentioned in the Constitution that is article 262 says that if there is an interstate water dispute that water dispute has to be resolved by the Parliament that is the steps has to be taken by the parliament the Parliament can set up one tribunal to resolve it or say the parliament has various measures to resolve it that if there's an interstate water dispute article 262 clearly St that the parliament has to take steps to do it not not not the CWC CWC has the authority to Grant appr it doesn't have any authority to Grant the approval so for the interstate water sharing agreement so the statement three is wrong so Interstate water dispute is a very big complicated thing with CWC is a small entity it cannot do that fine but CWC is kind of a scientific body so that is going to monitor the hydrological data regarding various revers so that consider CWC as a scientific body so statement three is wrong so the answer has to be a so a is the answer fine so now let us go to the next act 1999 empowers the office of Controller General of patent design and trademark to give G ATT so again here the statement is absolutely right so ga taxs are given to the product that are associated with certain geographical origin so statement one is right so what about statement two statement two only agricultural products are eligible for GA tag registration is it true no there are there so many other products say for example your tirupati ladu is also has a G tag so nothing nothing to do with only Agricultural Product there are various other products that that can uh get gch not just agriculture product agriculture product do G tag but however not just uh Agricultural Product it's not only so statement two is wrong so what about statement three the G tag registration is a permanent and doesn't require renewal so once a G tag is given by this office that is the office of Controller General of patents design and trademark if this office gives a G tag is it permanent no it is not permanent see as per this act it has to be renewed once in 10 years for 10 years it will be given and later on they have to re renew it so it is not a permanent one so again statement two this article that is President muru confers bhat ratna on LK adwan So based on this article we'll be taking up this question so which one of the following statement regarding the bhat ratna award is the three people from the RBS side three from the government side so that is your RBS monetary policy committee so RBS MPC keeps repor rate that is in order to bring down the inflation the duty to control inflation in India lies with RBS monetary policy committee okay so again here the answer has to be so yeah the answer has to be D fine okay so yeah the answer has to be D okay good so now let us take the fact of the day so the fact of the day is regarding fertigation the word fertigation was again repeated in your pre uh PRS PQ so what is fertigation so fertigation so divide this word fertigation into for plus igation that is fertigation so fertilizer plus irrigation when you merge fertilizer plus irrigation then you get fertigation so what is fertigation so fertigation is a simple technique fertigation is a technique that combines irrigation and fertilization in one process so see uh in in general way or say in a normal way how fertilizers are put to the uh put to the uh say in the in the in the Farmland so we usually take fertilizer and we throw we we spread it evenly across the Farmland that is that's how your fertilizers are being put and how do we how do we irrigate the Farmland it can either be through flood irrigation or it can be through drip ation we can send the waters through these drip drip pipelines or say we can flood irrigate FL flood irrigation model can be considered but however when I merge this irrigation method with your fertilizer so that will be known as your fertigation it's a technique that combines irrigation and fertilization in one process so what we do here is we we'll take up water that that was supposed to be irrigated we'll take up that water and add fertilizers that are water soluble fertilizers We'll add fertilizer we'll add water mix that and then give it to the plants so that concept is called as fertigation are you getting this concept so this is what we do is there's a uh we this is the tank we add water here we add fertilizer here we mix it and we give it to the plants through drip irrigation or whatever method we follow so that process is called as fertigation fine again it involves injecting water soluble fertilizers directly into the crop irrigation water system delivering nutrient straight to the plants Roots so what are the advantages or the benefits of fertigation again here so what are the advantages again the one one most important Advantage is it increases the efficiency efficiency of nutrient delivery so earlier in the regular process in the normal method how was fertilizer put to the plants so it was through spreading spreading we we take a fertilizer and we spread it so that's how fertilizer was delivered to the plants so now as a reason what would happen say ferti would fall here also so if the fertilizer would fall here then this fertilizer is waste so plants will not take up this fertilizer if the fertilizer Falls near the roots of the plants those fertilizers will be beneficial for the uh plants but however if the fertilizer is far away from the plants that fertilizer goes waste but in fertigation what happens we mix fertilizer and water and we irrigate that water so as a reason what happens this drip water has fertilizer that Falls next to the roots of the plants so if it falls next to the roots of the plants so what will happen the plants will get adequate amount of nutrient or say fertilizer that is required so the wastage will be reduced see here this is a wastage if I if I have fertilizer in this part so then that that would be wastage so if there's a fertilizer in this part it is a waste but in fertig INF fertigation method we can avoid this wastage if if I reduce the wastage so what will happen my that is the efficiency would go high so again next one is improved control that is improved control in the sense the farmer can precisely control how much fertilizer has to be has to has to be given to the uh has to be given to the plants so and in in a regular process what happens the fertilizers should be spread evenly across the uh Farmland but in a fer in a fertigation method what happens the farmer can timely PR can can can precisely deliver adequate amount of nutrient in a timely manner so that is also uh that's also advantage that is improved control that's the farmer has adequate control over the delivery of the nutrient to the plants and the next one is the last one is environmental benefits so it has a lot of environmental benefits because see what happens there is usually runoff so if I add excess fertilizer see in a regular method so if there's a fertilizer in this patch what would happen it is a waste fertiliz excessive fertilizer this fertilizers will not be used by the plants so then what would happen and if there is a rainfall say let us assume that there's a rainfall if there's a yeah if there's a rainfall what would happen so due to this rainfall the this fertilizer the excessive fertilizer would be washed away so it would get washed away into some water bodies and it would pollute the water bodies so fertigation methods will avoid this agricultural runoff or say nutrient runoff the excessive why it will avoid the nutrient runoff because there's no excessive fertilizer whatever the fertilizer that has to be given to the plants that will go directly near the roots for roots of the plant so as a reason no excessive fertilizer so and this will avoid the agricultural runoff okay so these are the benefits of your fertigation methods so this was the end of the day so sorry end of the class then
