This is the father of Jesco White, the infamous "Dancing Outlaw." PBS did an award-winning documentary on him back in the 90s. I didn't realize it was a serious documentary until about 3/4 of the way though. I thought it was some kind of fake mockumentary about West Virginia hillbillies. It's very real. It's a fascinating look into a subculture of people you might never encounter in the real world.

"The Wild and Wonderful Whites of West Virginia" was a sequel about the extended family, and how they're all opiate addicts now.
