THERE'S A NEW LAWSUIT FILED AGAINST THE CITY LINKED TO A 2019 CASE INVOLVING AN OFFICER MENTIONED IN THOSE TEXT MESSAGES. THE WOMAN WHO FILED THE SUIT CLAIMS SHE WAS FALSELY ARRESTED AND THAT THE OFFICER BROKE HER ARM. TODAY SHE SPOKE EXCLUSIVELY WITH NBC BAY AREA'S PETE SURATOS. IT'S CRAZY. >> Reporter: CLAUDE JANAY JUNE IS TELLING US ABOUT A CONFRONTATION WITH ANTIOCH POLICE IN OCTOBER 2019. YOUNG SAID SHE WAS IN A CAR IN HER GARAGE WHEN POLICE OFFICERS WALKED UP AND STARTED ASKING VAGUE QUESTIONS ABOUT A CRIME. SHE SAYS THAT'S WHEN SHE GOT OUT OF THE CAR AND THINGS TOOK A TURN. >> I LOOKED AT THEM, "LET ME GRAB MY MOM BEFORE I CLOSE THE DOOR." THE OFFICER GRABBED ME, THREW ME INTO THE WATER HEATER, SLAMMED ME ON THE FLOOR, BROKE MY ARM. >> Reporter: YOUNG SHARED VIDEOS SHE SAYS SHOW WHAT HAPPENED AFTER THE INITIAL INCIDENT. SHE'S SEEN HANDCUFFED ON THE CURB AFTER SHE SAYS THE OFFICER BROKE HER ARM. SHE SAYS IT TOOK AN HOUR FOR AN AMBULANCE TO ARRIVE. THAT'S WHEN HER SISTER AND OTHER NEIGHBORS BEGAN RECORDING. >> WATCH OUT, WATCH OUT! [ BLEEP ], [ BLEEP ]! >> Reporter: YOUNG SAYS THAT'S ALSO WHEN THE SAME OFFICER WHO BROKE HER ARM SPOTTED THE SISTER RECORDING THE VIDEO AND SLAMMED HERB TO THE GROUND. >> HE PUT HER IN HANDCUFFS, TOOK HER TO HIS CAR, SLAMMED HER HEAD ON HIS CAR. BY THE END, MY FAMILY'S GOING CRAZY. >> Reporter: YOUNG TELLS US SHE WAS JAILED FOR FIVE DAYS FOLLOWING THE INCIDENT BEFORE BEING RELEASED WITH NO CHARGES. SHE SAYS TO THIS DAY, SHE STILL DOESN'T KNOW WHY SHE WAS ARRESTED. THE OFFICER WHO ALLEGEDLY BROKE HER ARM IS DEVIN WENGER, ONE OF OVER A DOZEN POLICE OFFICERS IMPLICATED IN THE AGENCY'S RACIST NEXT TEXT MESSAGING SCANDAL. HE APPEARS TO AGREE WITH A FELLOW OFFICER SAYING THEY DON'T LIKE BODY CAMERAS. THE SUIT CLAIMS HE AND OTHER OFFICERS ILLEGALLY ENTERED HER GARAGE AFTER REPORTS OF SHOPLIFTING IN THE AREA. THE SUIT CLAIMS RACE PLAYED A FACTOR. >> THERE WERE A GROUP OF AFRICAN AMERICANS WHO SUPPOSEDLY SHOPLIFTED AT A COSTUME PARTY STORE SOMEWHERE IN THE AREA. MY CLIENT DID NOT SHOPLIFT ANYTHING. THERE WAS NO ONE TO SAY THAT THEY'D SEEN HER STEAL ANYTHING. HER ONLY CRIME WAS SHE'S AFRICAN AMERICAN. >> Reporter: I REACHED OUT TO ANTIOCH POLICE CHIEF STEVEN FORD. HE TOLD US HE WAS UNAWARE OF THE 2019 INCIDENT. IT'S IMPORTANT TO NOTE THAT FORD DIDN'T BECOME THE CITY'S POLICE CHIEF UNTIL APRIL 2022. AS FOR YOUNG, SHE SAYS SHE'S STILL RECOVERING FROM THE INJURIES AND HOPES THE POLICE DEPARTMENT CAN FIND A WAY TO RESTORE THE TRUST OF HER COMMUNITY. >> AND I HOPE THAT, YOU KNOW, PEOPLE ABOVE THEM, THEY CAN FIND PEOPLE WHO ACTUALLY WANT TO DO THEIR JOB AND COME IN AND HELP PEOPLE LIKE US.
