That's quite interesting. I know that here in the UK, in london especially, "homeless spikes" are installed to ensure no rough sleepers take up residency for the night. How awful. Its well known that as it cold over here, some desperate homeless people will commit petty crime in order to get locked up (Warm bed, 2-3 meals a day) People sleeping outside leaves them vulnerable to the elements, they get sick and they can spread that, they themselves will then seek medical help (which is fair enough i have no issue with that) but that is obviously a drain on our NHS (Just as much as those that drink to much on a Saturday night and end up in A&E, total waste of resources but whatever)
I read a book called Utopia For Realists by Rutger Bregman who dedicated a section to how helping the homeless actually costs the state less, helps people and improves society as a whole. Well worth a read overall.
