Why are LAs new bus stops so controversial?

I don't know if you've heard but there's a lot of controversy around this new type of bus stop in La the idea was to create an alternative to bus shelters that added lighting and shade in areas where traditional bus shelters aren't practical such as on narrow sidewalks as well as to make the space safer for women and communities of color as they wait for the bus Defenders of the LA Dot and the designers of the shelter have said that the design is cheaper than typical bus shelters can be installed without permits from other City departments and was funded entirely through grants but the compliments generally end there critics say that the structure isn't positioned correctly to adequately shade the sidewalk at the hottest parts of the day doesn't actually light up the area took too much time and money to develop doesn't provide any place to sit and doesn't adequately solve any gender or race related issues critics of the LADOT have wondered why they spent so much money and time redesigning bus shelters when they could have spent more time and effort instead just modifying existing regulations and removing constraints to installing regular bus shelters
