foreign of the world a certain Robert house had actually predicted the Great War and had prepared for its arrival fully intending to save Las Vegas he programmed many mainframes with satellite links to disable Warheads in Flight he also designed high-powered laser cannons and installed them on the roof of the Lucky 38 his casino and Hoover Dam to deal with any of the WarHeads that his program missed then to preserve himself his body was connected to a hibernation chamber a sophisticated life support device that took care of his physiological needs while his brain was directly wired into his information Network giving him access to all of his systems which he could control from his hibernation chamber however the most important part was missing the Platinum chip a top secret access card in high-capacity storage device which contained a vital upgrade for both his sakurotrons and his laser defense network that chip was only 20 hours away from being delivered when the Great War started and Robert house was forced to use an inferior version of the OS which made the task of defending the city all the more difficult nevertheless between numerous system crashes he was able to disarm 59 warheads and destroyed a further nine however 11 Warheads did manage to breach his defenses and brought the city and the surrounding area to ruin but there were those who survived as the city was home to a vault-tec shelter vault 21. Vault 21 is a place where every person is considered equal and the Vault symmetrical layout symbolized their equality all of the living quarters were the same and the Gambling Hall was built in plain sight so that no person would have an advantage over the other now you would think that a vaults where everybody was equal would be paradise and in a way it was yet the inhabitants did have their fair share of conflict unlike the usual violence and aggression seen in other vaults the inhabitants of Vault 21 settled their disputes not with weapons or votes but with gambling chosen Representatives gambled against each other in the main game Hall and the winner earned the right to settle the dispute as wished by the collective it's worth mentioning that counting cards isn't considered cheating that ability which you may think is unfair isn't illegal although it is frowned upon it is simply a skill which players can use to slightly increase their odds of winning and for that reason Vault 21 may have allowed that skill to be used when the inhabitants weren't gambling they celebrated throwing these huge parties in the diner with music and food and dancing and that's how things were for almost 200 years but everything changed in 2274 when the Vault was contacted by Robert house was still alive after the Great War the operating system had led to so many crashes that the lucky 38's main reactor had to be shut down and for five years house fought power outages and even more system crashes until he rebooted his system in an old version of his OS which fixed the issues but also put him in a decades-long coma but now he was back and ready to restore Las Vegas into a major power that he controlled and he wanted the inhabitants of Vault 21 to join him most of the inhabitants refused his offer as their lives were already safe and comfortable they didn't see the logic in risking what they already had for an unknown future still there were those who wanted to open the vault door and start working for Mr House naturally to settle the dispute they gambled their game of choice was Blackjack and one by one the house supporters defeated those who wanted to remain isolated one game in particular lasted for several hours but in the end those who represented house one with what's described as an extremely risky Gambit insinuating that house must have somehow cheated maybe those who supported him could count cards and with the promise of being able to play inside real casinos with actual money was too good to give up maybe the cards were marked maybe the dealers were promised a life of luxury in return for a little help we don't know but we do know that the rest of the vaults honored the results and the vault's door opened Robert house with the help of Vault 21 transformed the ruins of Las Vegas into a city that mimicked the pre-war world and thanks to the stories and Relics passed down by their ancestors the inhabitants felt as though they were now living in that old world many of them were unable to resist its bright lights and temptations so they left the Vault to start new lives in the city as for the vault itself that was a giant complex of pre-war Tech and became a great source of materials for Robert house to use to elevate Las Vegas into a better City a New Vegas if you will once house had taken everything he deemed useful he filled the Vault with concrete only leaving the top level exposed after Sarah begged him to leave somewhere for the inhabitants who feared the outside which she was one of a place to live I once thought the main reason for house doing this was due to Vault 21 connecting to both the tops casino and the outer strip wall as well as increasing the population of New Vegas forcing the inhabitants outside filled the strip with people who loved to gamble however the real reason for filling the Vault with concrete was because house didn't want the Vault to remain fully functional if he had simply sealed off areas or electronically locked sections of it then enterprising Smarties like X vaulters could restore the Vault and use it against him as for the rest of the inhabitants they either stayed in the city and helped rebuild it into what we see now or they left to start new lives somewhere else and the most notable member who did leave is Doc Mitchell not wanting to live in the city doc Mitchell started wandering the Wasteland in search of a new place to call home but everywhere he went he couldn't help but feel as though something or someone was missing he realized that life was quite lonely and he wasn't getting any younger so dark Mitchell went back to New Vegas found his childhood sweetheart and they reconnected and shortly after they planned to go to California to live out the rest of their lives together sadly living in isolation for your entire life inside a pristine Vault no less doesn't do much for the immune system and they only made it as far as good Springs before she died but one man's loss is another man's gain and thanks to his Misfortune which rooted him in place it meant he was there to save The Courier after their running with Benny beneath the water tower other former residents while less unfortunate are still unhappy take for example Sarah's brother Sheldon shortly after the Vault opened Sheldon started working for Mr House designing and creating neon lights and billboards sometimes even taking special orders for the big man himself which many could say is a privilege getting to work for someone so powerful could be beneficial but Sheldon was basically forced into this position originally he wanted to explore the outside but his phobia of open spaces and large crowds prevented him from making any considerable distance in fact he's only managed to make it to the building next door a studio of sorts while Sheldon does enjoy his position as an artist he also misses the Vault but with the concrete and The Limited space that is left he can't go home and he also can't go anywhere else because of his phobia so instead said he's forced to remain inside a single building working for the man that destroyed his home as of 2281 Vault 21 is nothing like the paradise it was the layout is asymmetrical ruined with concrete its dwellers are scattered and broken and no longer do people gamble in the main hall their legacy is lost and I wonder how many of the inhabitants truly believe that it was worth it we see those who wish they could take it back but where are the others did their immune systems also fail have they become a part of the city indistinguishable from every other Gambler or have they left unable to Bear the guilt they feel every time they look at Vegas in any case the vaults now serves as a simple tourist attraction a
