I wonder if they allow most documentaries like this to happen around major celebrations so that people are already in a heightened state of control and the filmmakers see all of the preparations.
Seems like most I have seen are around a birthday or holiday.

This documentary is straight up propaganda supported by Nat Geo.
Before Nat Geo went they had to sign a contract stating that any video footage had to be pre-approved before release. Basically, if they put anything negative in the video they wouldn't be able to release it. If they put out a negative video any Nat Geo journalists or staff would be denied future entry to the country.
Of course, Nate Geo is interested in money and future endeavours in North Korea so they oblige.
So yes this is propaganda.
