"There is significant public opposition to expanding O'Hare"
While there may be opposition, O'Hare is in the process of expanding, regardless of public opinion. They're wrapping up the reconfiguration of the airfield, changing to a primarily east/west flow. They built 4 new runways and lengthened 2 others. They're also about to begin a terminal expansion project. They're expanding one concourse, building a completely new satellite terminal, then tearing down and rebuilding terminal 2 to be a new "Global Alliance" terminal.
Edit: I also forgot to mention that they're at the tail end of expanding terminal 5 (the international terminal) as well. So when it's all said and done, T1 will be United's hub, T3 will be American's hub, T5 will be Delta's hub, along with gates for Southwest and Frontier, and T2 will be the new International terminal.
First of all Gary is really big considering the population. It's about the size of Boston in land area.
Considering it's so depopulated it's probably a good idea to strategically downsize and return large swaths of the city to a natural state. Focus investment on communities that still have sizable populations left and invest there, and of course around the rail station.

How did Gary, Indiana get this honour and not us?
I really need /u/densify 's positive outlook on nearly everything in my Biking/Planning info diet. It helps balance out Not Just Bike's "[Canada] sucks and you should feel bad" outlook.
That said, I fall more on the NJB side than I'd like. It's hard not to with this stuff still happening all the time.

I think Northwest Indiana is the most pathetic region in all of America, but I can't honestly say that I think Gary is the most miserable city in America. It may not even be the most miserable city in Indiana, although that's a close race.
