I'm like 85% sure there's some sort if political message here but I'm not entirely sure what it is. It could be about the pitfalls of Communism, as people who dissented would be forcibly silenced, and those who didn't would get exploited by the government. On the other hand it could be referring to Capitalism, where everyone is just trying to eat and kill each other to get to the top (metaphorically speaking... well mostly metaphorically speaking).
I'm pretty sure, in either case, the message is about the devastation rampant greed in society can bring about.
