the foi program aims to restore the confidence of the filipino people in the capacity of public servants as it makes the government as transparent as ever one of the fundamental rights granted in the 1987 philippine constitution is the right to information as provided in article 3 section 7 and article 2 section 28 to uphold this right president rodrigo roba duterte signed executive order number two on july 2016 to operationalize in the executive branch the filipino people's right to access information the pco shall coordinate with office of the executive secretary and presidential legal council in implementing the recently approved eon freedom of information 120 days after the signing of the order the presidential communications operations office launched the freedom of information program and the electronic foi portal the pco has been continuously tapping government entities outside the executive branch to facilitate implementation of the foi program within the respective jurisdictions to better deliver its responsibilities as the lead agency in the implementation of the eo the pcoo created the freedom of information project management office in september 2017. we conduct trainings for those who want to implement foi better these are for local government units national government agencies sucs and gocc's we also do training in schools for those who want to use foi for academic research so if you're interested to learn more about foi or how to improve your fy services please call us up at foi pmo to heed the call of the president and further expand the scope of the eo the pcoo developed a joint memorandum circular with the department of interior and local government which was signed on october 2018. the circular encourages all local governments to localize foi by issuing foi ordinances which will allow public access to local information foi has many uses number one is for transparency people can actually ask for contracts of government to make sure that these are fair number two foi can be used for accountability people can actually ask for accomplishment reports of officials to make sure that they're doing their job number three foi can be used for academic research they can ask for data set statistics from different government offices to aid them in their study and in their writing and last is foi can be used for innovation did you know that people can ask for data and information from offices like the dict ltfrb and lto to make mobile applications to improve their lives so those are many applications or uses of freedom of information transparency accountability academic research and innovation currently there are two ways to access government information through the foi standard for paper base and through the electronic foi portal for the standard process simply fill out the request form with complete details submit the form to the foi receiving officer of the agency you wish to request information from and wait for 15 working days to receive a response regarding your request for the electronic process visit www.foi.gov.ph and browse the website first to look for the information you need as it may already be there if not you may make a request by filling out the make a request field with complete details after submitting your request wait for 15 working days to receive a response through the website and your email through the foi everyone has gotten equal rights in accessing truthful data from the government it has become the people's platform an accessible mechanism for garnering first-hand and reliable information our target in 2017 and 2018 is to go after national government agencies gocc's state universities and colleges and local water districts in the coming years we are targeting local government units because we found out that people are interested in local information and who holds local information local government units the executive order on freedom of information encourages citizen participation when there is engagement everyone becomes a partner for change please connect with us on facebook at foi philippines as well as on twitter and instagram the presidential communications operations office
