It doesn't look to me like any of them are in the least bit wasted. They're just goofing on how they have to lip-sync the whole thing and pretend to play their instruments.

Alex Chilton, the lead singer, was 16 when he recorded this song (and may still be in the video). Pretty remarkable voice for such a young artist.

The singer is Alex Chilton, of the fantastic band Big Star...his voice sounds a lot different here though
