officers became the strong arm of drug lord brutalizing anyone who dared to speak out [Music] with Police Undercover agents would have to put their lives on the line to bring down the corrupt officers who hid behind [Applause] ah [Music] [Music] in the city of Washington narcotics the drug lords have all the power even over the police corruption in New Orleans grew like cancer eating away at Public Safety and threatening to destroy the city Lord by easy wealth crooked cops began breaking the laws they were sworn to uphold I'm Jim calstrom well I'm ahead of the FBI's New York office when it became clear that the police could no longer police themselves the FBI had to get involved it was a case with a line between friends and enemies became dangerously blurred [Music] New Orleans [Music] nine tourists packed the city looking for a good time not all of it legal cocaine was in demand and the dealers cashed in it was a violent business [Music] protection the drug lords turned to those whose Duty was to Serve and Protect ORS their pile and forcing the will of the dealers they controlled turf-like thugs terrorizing innocent civilians agent Stan Hatton of the FBI's public corruption unit in New Orleans was aware of the growing problem our intelligence told us that there was a great variety of corruption taking place among many different officers on the department however this the one thing that seemed to be the most pervasive was that officers were out there working with drug dealers on the street were protecting drug dealers on the street and were stealing money and drugs from drug dealers on the street one such drug dealer was Terry Adams known on the streets as skaboo [Music] he was a small time operator who was being extorted by Officer Sammy Williams so you've got what I need protection Money scabu Paid Williams wasn't enough on Christmas Eve the officer demanded that scabu pay him ten thousand dollars cash by 6 pm [Music] if skaboo failed to show Williams threatened to beat him and guaranteed him 20 years to life yeah that evening at 5 PM special agent Stan Hadden was finishing up some last minute work [Music] about to go home he took one last call it was scabu his time was running out he told Haddon that he was being blackmailed but didn't have the ten thousand dollars the corrupt cop was demanding in less than an hour when skaboo contacted me we realized that that was our best chance to do something about police corruption I I immediately arranged to meet him and debrief him in person there was no way we could get everything together by six o'clock by the time I met with him it was 30 minutes before the deadline yeah I feel pretty good about that um Hadden and his partner quickly hashed out a plan I think the best one we've got skaboo would meet the officer as arranged but he'd be wearing an FBI wire the agents couldn't arrange ten thousand dollars on such short notice would have to convince the cup to accept smaller payments over several meetings I'm pretty sure okay they could be rough well you know that you worked with them yeah assured by Heaven that he would be under constant surveillance scabu took his position officer Sammy Williams was still on duty when he arrived with a prisoner cuffed in the back seat of his Cruiser Williams drove scabu to a deserted spot behind a seafood market he ordered him to throw the ten thousand dollars into the truck scabu told Williams he only had three thousand now but would pay the rest later [Music] agents hoped Williams would agree to meet him again for more of the money he did and the FBI had it all on tape hadn't believed this one incident would lay the groundwork for exposing more corruption in the New Orleans Police Department our main objective was to try and create a strategy that would enable us to prosecute as many bad officers as we possibly could in the days that followed agents along with prosecutors from the United States attorney's office began to plan their operation codenamed shattered sheep assistant U.S attorney Al Winters would advise agents every step of the way on what would be needed to convict the Dirty Jobs we were involved really from day one we met with the case agents on numerous occasions and discussed exactly what we were interested in being developed as far as evidence in in the case as with most corruption cases the FBI's strongest evidence would likely come from wiretaps according to special agent Karen Jenkins and FBI wiretap specialist securing them isn't easy title III is a court authorized intercept or wiretap it's very difficult to get one approved it's a lengthy process very time consuming basically we have to have approval by FBI officials to get one and beyond that we have to have the review and approval by Department of Justice officials finally a federal judge will make the final determination as to whether or not one is authorized after delivering two more payoffs to officer Williams scabu had won his trust now the FBI sees the opportunity to take the operation to the next phase scabu would approach Williams with a proposition the volume of drug business was going to increase and schedule would need more cops to protect it perhaps Williams was interested in higher payoffs he would need to hire more dirty cops to handle the expansion Williams took the bait skebu met with him for another recorded payoff in mid-January in 1994. don't forget now but this time William showed up with another one it turned out to be Len Davis Sammy Williams partner it wasn't surprising Davis was known in the projects as a gangster with a badge reviewing the tapes hadn't discovered a problem [Music] [Music] to make charges stick the FBI had to record the officers using language that the jury would understand laughs [Music] hadn't pressed scabu to get Williams and Davis to use words like dope so there'd be no doubt in trial but when skaboo told the cops the dope is in Davis suspected something was up if you're if you're in the police business and somebody starts using words that are that overt and that plain that immediately makes you suspicious that this uh person is trying to set you up Davis shoved skaboo into the car and told Williams to drive the deserted Street the cops now they would put skaboo's life at greater risk the only thing they could do was sit patiently when the car came to a stop Davis's rage ignited [Music] Scarborough was never to say the word dope again they immediately took him to a deserted location aggressively searched him you can hear the velcro ripping loose on his clothes and stuff and that was a very tense moment was short he was going to die miraculously I'm not going to jail their trust was restored you understand me skaboo continued his protection deal with Davis and Williams for the next job the cops drove him to a store where a drop-off was to take place [Music] inside skaboo checked a bag at the counter [Music] and as a buyer who then retrieved the bag [Music] then Davis watched as each transaction went down they were promised a thousand dollars for every kilo of cocaine they protected for them the deals meant easy money Davis and Williams met skaboo behind stores and Alleyways for the protection payoffs I recorded every word and gradually operations shattered Shield was building a solid case against police corruption the recordings continued into the spring of 1994. once agents were sure Davis and Williams was solidly on board the FBI prepared to expand the investigation [Music] with still more cocaine to guard Williams and Davis would need to recruit more dirty cops federal agents hope to snare everyone but agents knew the officers may become suspicious of Scabies rapidly growing drug business they needed to bring in a big time dealer someone whose status is a Kingpin will explain the largest shipments you like some okay hadn't called on one job FBI agent trained specifically working undercover drug kingpin from from up in the east coast at that time I was in New York City and I've been contacted to come down to just uh be interviewed and go over the actual case a lot of times they'll they'll be looking for a certain person height weight you know color or whatever um to infiltrate or get into a certain group known as JJ the agent would act as scaboos cocaine supplier proposing to use New Orleans as a hub to store and distribute his product Nationwide I was a high-level drug dealer I played that role and I had ties where my operation was in both Miami and in New York City with the arrival of Jaden shattered Shield is about to grow from a minor drug business to a booming Enterprise Jackson was one of the FBI's best undercover agents he was smart and experienced but his life would be in the hands of the informants skaboo who had no training Jackson needed to build complete trust with scabu or they'd both be dead informant because he lives that world is probably the for me anyway the most important because he himself has been there he's been around these people if he's not believable it's not going to work and I think that was the big thing for me down there was to make sure that uh we were going to be believable Jackson and skebu rehearsed their roles again and again preparing for the real tests Jackson federal agent from the north Southern who had dealt drugs all his life had to forge common history their story would be that they had met in the army after their stint was up they'd kept in touch okay we're hashed and rehashed the details of their friendship habits fake memories and when to say them they were dealing with criminals who could run thorough background checks and who were free to use deadly force we knew that whatever we had we had to keep it simple but we had to make sure that we remembered certain things the biggest thing I thought that helped us was my initials my nickname so no matter how many times they would ask him what's his name he believably said because he only knew JJ in April the FBI was ready to introduce JJ into the operation he arrived at a hotel carrying what was supposed to be a drug payment of one hundred thousand dollars for the first time Williams and Davis caught a glimpse of the big time dealer their perceptions would be critical the first encounter was in the Sheridan Hotel they were going to stand at a distance and just observe it was another test to see if they were willing to do what they were going to do hey I don't know how it's going to work they could arrest me right now and take me off and you know I'm down you know because this would be Drug Money so uh it was a test skaboo told the cops about JJ and his plan to use New Orleans as a transport hub for his cocaine business Davis and Williams carefully studied JJ's every move Jackson was creating his character before their eyes it would become his full-time identity and it would have to hold up under scrutiny everything depended on what the cops thought they had seen and if they believed the cash exchange was genuine the plan worked the cops were convinced that JJ was the real deal [Music] the FBI was now poised to take operations shattered Shield to the next level by the spring of 1994 the FBI's operation shattered sheep targeting New Orleans police officers involved in the city's drug trade was in place closing is a drug kingpin named JJ undercover special agent Juan Jackson worked with scabout the drug dealer turned FBI informed [Music] skaboo rented a hotel room for JJ to meet office officers Len Davis and Sammy Williams for the first time [Music] the showtime that was a big deal on any first meeting with any bad guys you know a million things are going through your mind I mean are you going to be believable is anything going to happen it's going to change their attitude it's either going to work from here or we're all going to go home playing the street Savvy drug dealer JJ insisted that everyone's stripped to establish trust sure for this first meeting Jackson didn't wear a wire he didn't need to the room had been thoroughly wired by the FBI for audio and video recording then in a bold gamble JJ invited them to search the room because they were cops Davis and Williams knew how to find a room wire but JJ bet his life on the FBI's technicians the cops never found the wires cute okay cool JJ was beginning to build trust with the officers but officers are trained to sniff out deception you got to think that meeting with two police officers because of the guns you also always have to remember the threat you always have to be conscious of this way and remember exactly where they are and what they're going to do and where the weapons are with the cops convinced for the moment JJ began to discuss the proposal approved by case agent Stan Hatton and he played the role of a big time drug dealer from New York who was using New Orleans as a transshipment point simply as a storage point where he could bring dope in leave it for a while have it guarded and protected by the officers and then thereafter have it shipped out to other points unknown for their role JJ promised to pay them five thousand dollars every day that cops guarded the warehouse Williams and Davis were enthusiastic about the plan even offering advice the cops urged JJ to hire Young Drivers give them company uniforms with name tags and put signs on the sides of the trucks to resemble legitimate companies for the FBI the meeting was flawless the meeting went off without a hitch they bought JJ's act they believed him completely and they also said the magic word cocaine which got it clearly established on tape that we were talking about the officers protecting a drug operation from that main meeting the FBI found a warehouse that met their needs far from public View and rival drug dealers [Music] JJ and scabu met Davis and Williams for a walk through JJ and scaboo would meet with Lynn Davis and Sammy Williams at the warehouse for what we call the pre-deal meet there at that meeting they would discuss when the dope was coming in how long it was going to stay in in town and how much money JJ was going to pay for the officers to guard the dope once inside Davis told JJ that he had half a dozen more officers lined up to guard the cocaine ships they would work in 10 hour shifts uniform police outside guarding payloads of cocaine inside up to a quarter of a million dollars worth in each load at that June meeting came the first big payments from JJ more than ten thousand dollars all right everything is going smooth but one aspect of the warehouse plan bothered assistant U.S attorney Al Winters basically what we told the agents unless we had evidence irrefutable evidence that these people knew they were guarding cocaine we couldn't prosecute it because the cops stood guard outside the warehouse they could later claim they didn't know that drugs were inside I think having some sort of video or I haven't had to find a way to prove Davis's recruits and mulled over ways to bring the drugs into plain views to implicate themselves the officers would have to be recorded seeing and discussing the shipment shipments were delivered to the warehouse one weekend every month according to schedule then in mid-july the FBI sent a shipment that the guards didn't expect look with one load already in the warehouse an FBI agent dressed as a courier brought another shipment the driver shocked the guard cops by unloading the cocaine in plain sight this was too overt for Len Davis's crew they didn't want to see drugs at all they didn't want the vehicles outside the warehouse unloading drugs and stuff where the officers could actually see it quickly down the cops called Sammy Williams on a cell phone JJ had given him Williams called JJ and JJ and skaboo raced to the warehouse come here JJ responded like a hot-headed drug dealer I was arguing with this guy man we were actually screaming at each other what are you doing we you know you know where are you whatever and he's observing because the police officer calling Lynn telling him all what's going on and how this doesn't look good to the cops this whole drug operation was starting to look dangerously unprofessional concerned the driver made another call [Music] Sammy Williams arrived to straighten out the problem JJ explained it was the driver's School he asked that the cops escort the van to the city limits right away despite the risk the episode worked it showed that the cops knew what was inside the warehouse what's going on to the edge of town all right and it was all video just let them go but the episode raised doubts for the cops either JJ was an amateur or he was part of his stink either way they'd be watching him more closely shattered Shield wore on into the summer as all of New Orleans baked in August guarding the warehouse proved hard Duty the cops complained of the wear and tear on their engines from running the air conditioning all day in the heat they wanted a vehicle that was more comfortable that could also endure the long hours perhaps a van the officers asked Glenn Davis to provide one and Davis brought their request to JJ for the investigation it was a huge break sweaty cops had just handed the FBI a golden opportunity it was a stroke of luck one day Lynn approached me and said that the officers were complaining that uh they're running their cars and air conditioned and the cars are starting to overheat you know they're burning gas you know on and on and on once we were able to rent the van and and put the listing device inside we were able to hear a lot more conversations the FBI quickly filed the paperwork to get Court authorized wire Taps for the van technicians carefully installed state-of-the-art microphones they had to yield top sound quality for months with no maintenance the van was a perfect trojan horse for getting inside information I picked this out myself the shiny new van made the office air suspicious they wondered if anyone could have tampered it it ain't nothing wrong they wanted to know exactly where Davis had gotten the vehicle I've never seen this vehicle before because JJ had so completely won Davis's trust Davis told the cops that he himself had rented the van myself what do you think Lynn Davis didn't want anyone upsetting his flow of payments the FBI would soon learn just how ruthless Davis guarded his interests after three months of shattered Shield more and more New Orleans cops came under the FBI's investigation [Music] Davis an undercover agent JJ Met Office to discuss drug shipments and payoffs for police protection Davis made frequent threats they'll tell you we run this city we do whatever we want to do they let me know that very many times if they feel like they want to shut it down they'll shut it down but Dave area would like the mother JJ knew that as long as the money flowed he would never shut the operations Davis called the shots for the other officers he recruited and set the schedules using his cell phone but he complained about his bill so JJ offered Davis a new cell phone free of charge it's just one more way the FBI could record the cops knowing involvement in drug trafficking the wires the FBI had planted in the warehouse van were paying off one night two guards on the graveyard shift brought prostitutes to the van the wires picked up everything even the cops sexual indiscretions when Jenkins heard this she immediately phoned JJ the situation was a chance to catch the cops off mountains JJ called Davis to complain and to see what they get on tape he told Davis he had checked out the warehouse and found that the cops weren't protected JJ wasn't paying cops to have sex he ordered Davis to straighten things out Davis arrived in a fury [Music] were threatening to ruin his whole operation Lynn was upset Lynn was a businessman through Lynn wanted it to work exactly one way and he was really upset that I was upset and uh he got up he got up he came out there and and just kicked everybody out JJ's Paul brought Davis down on him hard but the episode triggered deep suspicions among the dirty cops [Music] they now felt sure that JJ was the problem and believed they could run the operation better themselves they discussed ways to kill JJ their plans alarmed agent Karen Jenkins when I heard those conversations were they were threatening to do harm to our undercover agent it sent a chill down my spine it scared me before I came to New Orleans so I had worked with JJ in another office so I knew him personally and I was very concerned despite the threats to his life JJ was Resolute keeping the cops engaged with plans to further expand the operation he promised Davis that the largest ship would arrive before Christmas bro after that he would move the deliveries to another part of the city all the time JJ had to draw out more evidence on tape without making Davis suspicious he was very careful he watched everything he paid attention to everything I said there were conversations where we talked and I'd use the word cocaine he would help the times I used he would tell Jay you said cocaine five times Jay you said kilos five times so I had to be careful at the same time Patton and his team had to defuse another plot figure the cops were threatening to kill the couriers and steal the cocaine the agent scrambled delivery times and mapped new routes to and from the warehouse to keep the cops off balance so many dirty cops the FBI couldn't make a clean sweep from the outside alone agents would need someone powerful in the police force to be a strong Ally despite the danger of leaks they decided to seek help from within the New Orleans Police Department foreign October 1994 brought fresh changes to New Orleans in a new police chief Richard Pennington so how do you like our first Pennington was an outsider from Washington D.C hired in the hopes of reforming the Crescent City's crooked police force the FBI invited the new chief for a meeting then hadn't introduced JJ he informed Pennington that operations shattered Shield was uncovering corruption deep in the force that he was about to head his cooperation would be critical for the success of operation shattered Shield [Music] still on active duty cruising their territory Len Davis had a long list of public complaints against him during their rounds one night that October Davis and Sammy Williams patrolled the desire housing project seeing the pair of cops approach two youths took flight thank you Williams chased one teenager down bludgeoned him and left him bleeding in the street [Music] at that moment Kim Groves the victim's Aunt decided that police had terrorized their neighborhood long enough the next day Groves a 32 year old mother of three filed a complaint against Lynn Davis and his partner she cited the pair for police violence an officer alerted Davis about the complaint if you wanna know his name obser Davis do you know him yeah this is definitely a assistant U.S attorney Mike McMahon saw the report she reported not only Sammy Williams who did the actual brutality but Len Davis as well who had nothing to do with that pistol whipping and at that point Len Davis became enraged for Davis Grove's complaint came at the worst possible time it would bring unwanted attention just as the new police chief was coming on board I know what I'm gonna do I'm gonna get it Lynn Davis vowed to get revenge the same day that Kim Groves filed her complaint Richard Pennington was sworn in as New Orleans new Chief of Police that marked the start of shattered Shield's Final Phase the shift from an FBI effort to a partnership with the city desperate to clean house that very night agent Jenkins recorded several conversations that would show just how rotten some of the city's men in blue had become the first call was cryptic hours after Pennington was sworn in Len Davis made a call on himself he gave an order to an unknown man [Music] the FBI taped the conversation but because Davis spoke in modified police code agents didn't know what it meant while they attempted to decipher it agents recorded a second more disturbing call this time the unknown man called Davis [Music] as they spoke a police dispatcher announced a murder in the desired housing project the victim's name Kim Groves when Davis heard the news he cried Rockabye it was the triumphant Cry of a killer when he later heard it the call shocked assistant U.S attorney Mike McMahon as soon as he confirmed the name of Kim Groves Davis shut off the radio and then on the the wiretap conversation over the cell phone just exalted in a primal scream of delight that indeed Kim Groves was dead when agents reviewed the tapes and checked the phone records they discovered that the man who spoke to Davis was Paul Hardy [Music] for a 30. a police code normally used to report a homicide but that night Davis used it as an order for the murder of Kim robes canvassing the projects agents quickly learned that known drugs with the help of two accomplices Hardy act equipment cold and for just three hundred dollars as you sped away over a bridge Hardy threw the barrel of the gun into the canal body of the gun to an accomplice received a safety what's up man when the FBI realized Davis's role in the murder agents grew more concerned for JJ's safety [Music] JJ met with Davis soon afterward he looked carefully for signs that Davis was anxious or upset he saw none the murder of Kim Grove seemed to have relaxed Davis look let me call you back JJ still had to play his part the role of a drug lord though uneasy he was careful not to talk about the murder I wanted to ask a lot of questions about it I couldn't I got to ask him was anything different happening since the last time I was here he said no and we went on just like nothing ever happened is he a cold-blooded killer I could probably do you in a minute yeah having seen what Davis and these cops could do JJ had every reason to believe that he could be next He was unaware that they were already planning ways to kill him days after Len Davis ordered the murder of Kim Groves the FBI learned of more threats by Davis's men a New Orleans police officer assisting in operation shattered Shield received an anonymous threat came with Kim Grove's obituary [Music] the message was clear death would come to those who taught that day Stan hadn't learned of still more threats against JJ in the other agents agent Jenkins had recorded five cups the warehouse plotting to kill the couriers and JJ then they would steal the cocaine and sell it themselves hadn't had no choice the FBI had to wrap up the operation before it was too late once we realized that the lives of our undercover agency at serious risk then we had to react to it we had to do something the FBI needed to move up their plans for the big shipment JJ had promised to Davis the cocaine shipping so large that it would require a half dozen more cops to guard it but hadn't needed a location unfamiliar to the cops a place where the FBI could mobilize quickly he and his team scouted the Mardi Gras truck stop on a Legion Fields Avenue [Music] spot had good Highway access it also posed little risk to the public in the event of a shootout the cocaine would arrive on an 18-wheeler then be loaded into cars and escorted by the cops out of the city every detail had to be mapped out the plan would require the coordination of 85 agents positioned strategically along the routes put out the word about a huge November 18th shipment he enticed new recruits [Music] as a load of cocaine worth a quarter of a million dollars arrived Davis Williams and their crew stood ready as protection agents posing as drivers moved the shipment from the command center Haddon and Jenkins kept watch of the whole operation there were hundreds of ways the truck stop scenario could go wrong with the undercover agents lives on the line there was no margin for error McCain was divided in two loads Davis followed the eye they shepherded the couriers to the edge of town shielding them from other drug gangs and from the law to make it easier for our surveillance we had one of The Courier cars go to the East and one go to the West because we had two complete surveillance teams operating simultaneously and we didn't want the two to get crossed up with each other the operation went off without a hitch six additional cops were videotaped in the active drug trafficking the FBI was about to enter the last phase of shattered Shield arresting the corrupt cops who would kill anyone who opposed them after the big truck stop operation FBI agents moved quickly on the murder of Kim Groves they searched the house of the Hitman Paul Hardy there agents found an unauthorized copy of a guide to police codes the same codes that Davis used when he ordered Grove's murder [Music] another search at the home of one of Hardy's accomplices turned up the murder weapon a nine millimeter handgun foreign the two investigations shattered shield and the murder were closing at the same time [Music] for the ringleaders the FBI took no chances agents came to Len Davis's house the next day look I'm a police officer man the thug with a back was arrested on federal drug charges and for the murder ain't doing nothing for Davis's partner Sammy Williams agents would use a different approach hadn't wanted to flip Williams to the prosecution side at that point it worked and they decided okay let's uh throw another curveball into this bring one so they brought me into the door and I introduced myself especially to Juan Jackson FBI you can see the color leave his face his world just can't Crashing Down Sammy Williams turned government Witness his testimony would later prove crucial for getting convictions Patton and his team had no time to lose before news of Davis and Williams arrests could spread they had to deliver the rest of the gang to Justice dozens of armed men in uniform the strategy we were to employ was to arrest Lynn Davis on December the 5th and then on December the 6th we had all of these officers appear before Federal grand jury and then on December 7th the grand jury ordered all these officers to come to the FBI office to give handwriting exemplars Glenn Davis's recruits arrived at the FBI's office to give handwriting samples for analysis together with 60 fellow officers since the drug ring involved no written records and so many officers provided right examples the crooked cops suspected nothing like the others before it the FBI's roofs worked one by one more than a dozen dirty cops of New Orleans were arrested that was a safe way to do it because obviously all these officers were armed and they were facing very serious charges and and that was a way to do it to avoid any potential for uh any Bloodshed or any unwanted uh uh resistance by the officers in court the FBI's recordings built a solid case against the officers are you aware the videos and audio tapes spoke louder than the code words and erased all doubts that jurors might have had agent Karen Jenkins knew the evidence was strong the jury was able to hear for themselves what the officers said they were able to see for themselves what they were doing because of the videos that we had that wasn't me it could have been anybody as prosecutor Al Winters had predicted early in the investigation Davis tried to talk his way out of it police officers know what that is it's a homicide even after all the safeguards we took Davis's defense at the trial was that he was conducting his own undercover operation that it was not really done according to the book but you know he was a poor cop and didn't have a lot of training but he was trying to conduct his own undercover operation Davis never admitted any wrongdoing he didn't need to the audio and videotape spoke for themselves faced with a prospect of convicting those sworn to protect them the citizens of the jury listened intently the tapes were were chilling and as those tapes were played uh the courtroom was as silent as as a cathedral as the Jewish converted yes your honor we have well the defendant please stand the jury deliberated just 15 minutes we the jury find a defendant guilty of murder in the first degree and hereby sentence the defendant Len Davis was sentenced to death with his role in Kim Grove's murder which was later commuted to life in two other trials Davis and his co-conspirators received 18 convictions for drug trafficking 15 officers were headed for prison because he cooperated with prosecutors Sammy Williams was sentenced to just five years he would never again I wear a badge that you have a replicably stained that uniform you once wore but I must reluctantly recognize that other crimes can only be solved with cooperation of people like you quote dismissed for The Big Easy Hayden's case brought a long hard look in the mirror you know I think that the City of New Orleans has been very tolerant of all sorts of of uh conduct which might be considered improper in other parts of the country as part of the culture here and I'm a Louisiana native but I think this was a wake-up call to the citizens of New Orleans that there was a serious problem within the nopd and that problem had to be addressed you know you take an oath and I think that when you do that there's no excuse for anything else I think we helped I think that uh now their focus is different I think hiring I think pay scale I think everything about what the New Orleans Police Department's about is different under Chief Pennington the New Orleans Police Department revamped its practices and fired more Rogue cops The Big Easy had cleaned house the department and the FBI continue to work together to bring Justice to the city's streets [Music] [Applause] [Music] [Applause] [Music] in the mid-1990s a gang of professional bank robbers raided cities across seven states disguises and speed Protected Their identity from cameras and the police they stole hundreds of thousands of dollars always leaving a bomb to terrorize their victims there's no limits and little evidence the FBI had to find the bandits before someone got killed foreign [Music] [Applause] [Music] [Music] across the Midwest the band of armed Rob has struck banks at the rate of nearly one per month they attacked with lightning precision and lethal Force they were in and out in five minutes I'm Jim calstrom former head of the FBI's New York office the stakes were raised when the FBI discovered the Rob has had an agenda Beyond personal wealth to stop these violent extremists the FBI need to capture their terrorist leaders in 1994 the citizens of Ames Iowa enjoyed the peaceful life provided by a small college town foreign [Music] because of the area's low crime rate on January 25th at 10 30 in the morning two men entered a bank in town downtown they wore ski masks and held semi-automatic pistols they ordered everyone to the floor the teller managed to set off a silent alarm without being seen FBI office in nearby Des Moines was alerted the agency had primary investigative jurisdiction and crimes involving federally insured money agents immediately responded but they were 30 miles away from the bank [Music] the bandits quickly emptied the cash [Music] don't look at me face the ground one of them pulled out what appeared to be he warned that no one should move for five minutes or it would explode [Music] the employees and customers evacuated as soon as they could uh the local police cordoned off the bank as explosive experts worked inside aversion two road flares bound with duct tape the employees described how one of the gunmen leaped over the counter to grab the money they grabbed thousands in cash and were in and out of the bank in less than five minutes agents interviewed the witnesses so did you guys don't want to add anything else they said the gunman sometimes used in Spanish when talking to each other security camera provided photographs of the robbery ski masks effectively hid the faces of the assailants but investigators had images of their disguises and their weapons nine millimeter semi-automatics because the perpetrators wore gloves they did not leave any fingerprints detectives used electrostatic tape to recover a footprint from the counter the precautions taken by the bandits have effectively obscured their identities special agent Ken Moore of the Des Moines Iowa FBI field office was immediately concerned that they were dealing with dangerous professionals now most bank robbers try to enter Banks as quietly as possible and go up to one teller counter and proceed the raw the bank and then leave as quietly as they can these individuals came in very violently fast [Music] agent Moore wanted to apprehend the suspects as quickly as he could but the FBI had nothing of value to lead to their identity foreign Weeks Later a communique came into the Des Moines office it alerted area FBI of a February 15th bank robbery in Davenport Iowa agents contacted the Davenport office to see if the incident might be related well yes the agent described two gunmen wearing ski masks and black overcoats that had invaded a davenport Bank the thieves used the same Spanish phrases as the Des Moines Bandits they also hopped over the counter to empty the cash drawers there was one significant difference this time the bandits left a real explosive a pipe bomb instead of a fake fortunately the Detonator was missing disarming it had slowed down the investigation what that device does is it required more manpower that could be out conducting an active investigation instead they're at the bank making sure things are safe investigators believe that the similarities between the incidents were more than coincidental after the Davenport bank robbery we realized that the same individuals were responsible for both bank robberies and this was our first connection to a possible Syria serial bank robbers in the next four months Cincinnati Green Bay and Kansas City suffered similar crimes there appeared to be a pattern of their robberies there appeared to be two regions where they were robbing banks the the Midwest region as well as the Ohio region we were trying to logically connect those two regions and why Banks were being robbed that way the robberies occurred between 10 and 11 in the morning when Banks were less populated each time the bandits were out in less than five minutes always leading an inert bomb as they fled the wide Geographic spread of targets made their next moves impossible to predict I'll get back with you the FBI needed to find some evidence that would lead to the suspects the thing you got suspects in on June 8 1994 the bandits hit a bank in Springdale Ohio they drove away with over eleven thousand dollars the bystanders saw them use a brown Chevrolet as their getaway car on June 17th the security guard became suspicious of a car on his employer's lot it had been sitting for a week without anyone claiming it he saw a police scanner he also spotted a pager next to a stained 20 bill a Springdale officer came out to check the car he began a search to ascertain the vehicle's ownership he made an effort to force open the glove compartment the grenade tumbled out the hand grenade turned out to be another inert explosive but its presence linked the car to the bank robbery agents used the car's serial numbers to track down the dealership where it had been sold they talked to the salesman who had handled the deal the sale had been made less than two weeks earlier but he couldn't give a description of the buyer the dead ends left investigators feeling the pressure we were becoming frustrated because the escalation of violence seemed to have been increasing they were more brazen we're brandishing Firearms scaring Bank employees they were scaring customers leaving behind booby traps so we were very frustrated and we were concerned on December 27th the bandits finished 1994 with their 12th robbery in as many months they hit a bank outside St Louis this time there were four gunmen now we were concerned over possible takeovers of banks possible entry into the bank vault with four people there's a lot more they can do bystanders of the St Louis robbery saw the bandits put on their ski masks before entering the building the teller got a glimpse of one of them inside the bank these Witnesses helped FBI artists make composite sketches of the suspects the FBI distributed the drawings to other agencies in the media they hoped it might bring someone forward who might know something more [Music] the television and news reports generated hundreds of calls into the FBI offices agents followed up on all credible tips but none provided any lead value the assailants communicated with the media as well they sent letters and cartoons to newspapers the correspondence ridiculed federal agents in their attempts to catch them in one letter the gang dubbed themselves the midwestern Bank Bandits the bandits sent another message to authorities in one of their getaway cars an investigator searched a vehicle used in a robbery near St Louis on the front seat the gang had left a newspaper clipping about Timothy McVeigh the Oklahoma City bomber [Music] less than two years the bandits had hit at least 15 Banks across the Midwest by the end of August 1995 Agents from seven states and FBI headquarters gathered in Louisville Kentucky if we can uh all the offices were now working together to identify and apprehend the Suspects [Music] all information and leads were to be channeled through a single office then distributed to the others we'll work on that see if we can't raise a serial number special agent Moore and Des Moines served as the point man the meeting also resulted in all case agents going back to their office reviewing all files to see if there's anything they may have missed or anything of lead value that might assist us in identifying the Suspects supervisory special agent David Welker found a phone tip that came into his Cincinnati office after a June 1994 robbery the informant had named two men as the leaders of the midwestern Bank Bandits Peter Langan and Richard Guthrie were you determined at the time that uh they had criminal backgrounds that uh as we set out our leads that they had been arrested in Georgia uh for the robbery of a Pizza Hut and then we found also at the time that the U.S Secret Service had looked at Langan as a result of uh threats made to the president at the arrest police seized semi-automatic guns and grenades weapons similar to those used by the bank Bandits the suspect served a brief prison sentence before being released [Music] agent Welker was able to pull their mug shots he compared the photographs with the artist's sketches made after the Saint Louis robberies and they were so close then that it was it was phenomenal it appeared that the the composite artists used these photographs to draw the composite drawings that's how close they were agents now had names for the gunman in pursuing the FBI was about to uncover a far more deadly plot than bank robbery in 1995 the FBI hunted the midwestern Bank vendors the day before Thanksgiving the four gunmen struck another bank in St Louis their 21st robbery their disguise included ATF hats the same caps worn by federal agents from the Bureau of Alcohol Tobacco and Firearms they also left their signature pipe bomb none of these explosive devices had gone off they had either been inert or lacking detonators by now agents knew how to defuse the bombs themselves they weren't going to let the ruse slow the investigation down anymore supervisory special agent David Welker of the Cincinnati office had names for two of the bandits but Peter Langan and Richard Guthrie were living Underground surfacing only when they struck another bank clearly we've identified the right people we're trying to develop as much information about these people and their contacts as possible but the best part about it is we have leads to follow in the intervening months the informant who had provided the names had moved from Ohio first set of robberies to tear gas canister special agent Ed Woods of the Cincinnati FBI field office tracked the informant of Georgia where he lived with his new wife and child this fella had been an associate of of Langan and Guthrie in the past had had removed himself from that lifestyle and was starting a new life for himself and I think he was he was ready to put all that behind him so when I interviewed him he cooperated fully I need to ask you a few questions the informative met Langan in 1991 at a white supremacist rally the Bible says they shared similar beliefs about race and government my [ __ ] yeah a year later Langan proclaimed his intention to form the Aryan Republican Army [Music] it was going to start a revolution against Washington and its federal agencies like the FBI and ATF Langan had been inspired by the order and established terrorist group the order had financed their racist agenda by robbing four million dollars from Banks and armored cars how's it going that evening Langdon introduced Guthrie as his compatriot [Music] two months before the first bank robbery they asked the informant to become a member of the Aryan Army well I've got some stuff here he declined to join the new gang but he did agree to pitch in what we got from this cooperating witness was the scope of of their activities the the surgical planning for the their bank robbery activities the fact that now we learned for the first time that their activities aren't just bank robbery and and criminal matters it relates to white supremacy [Music] the informant helped Langdon case the bank in Springdale Ohio [Music] but before that June 1994 robbery the informant had a change of heart and cut himself off from the bandits he had participated enough to be charged as an accountant the FBI promised not to prosecute him if he assisted right now they were ready to make a deal to capture Langan and Guthrie once we determined that they had broken off other white supremacist organizations to form their own it certainly ratcheted the uh the investigation of just another notch agent Welker suspected it was only a matter of time before the midwestern Bank Bandits turned their racial Prejudice into violence the gang was back in Cincinnati hitting another bank in December 1995. during their escape one of the bandits bumped into a teenager the gunman demanded her purse she refused to comply only the sound of approaching Sirens prevented the young woman from being seriously hurt betting that the bandits were still in the area agent Welker brought the informant to Cincinnati the pawn arriving the informant agreed to re-enter the white supremacist movement make sure that he has your pager agents instructed him to page the FBI when he made contact with the Suspects but investigators became frustrated when more than a week passed without any results since he's been here for a week and a half and has provided no information at all and has arranged no meeting has virtually done nothing I was more than skeptical as to the what this cooperating witness could do for us and I was prepared to send him home because of uh my disbelief at the time 6 30 in the morning of January 17 1996 the in the eye the call roused investigators from sleep to a secret meeting the informant claim to have found Guthrie he was finishing dinner with a friend when Guthrie unexpectedly showed up former invented a reason for being in Cincinnati and engaged the suspect in small talk that's we invited him out to his van to continue the conversation in private [Music] while they sat in the parking lot the suspect asked his old friend to reconsider joining the Gang Guthrie showed off an assault rifle and a bag of armor-piercing bullets [Music] Foreman provided a partial license plate number and description of Guthrie's van agents still doubted his credibility so I had agent Woods arrange to have the cooperating witness in the FBI office at four o'clock on Sunday afternoon I didn't want him to know why he was there I just wanted him to be there and then I arranged for my divisions polygraph examiner to be there and I wanted a polygraph of him I wanted to make sure that what he was telling us was true the informant agreed to take a lie detector test I think he's lying I think he's lying give him a chance The Examiner determined that the young man had been deceptive in his answers during the test I'm telling the truth listen the piece of paper there it is he insisted he was telling the truth please let me make one phone call a second I can prove it I give you one more chance to prove it he placed a call to the friend with whom he had had dinner hey what's going on man good man yeah the speakerphone allowed the agents to hear everything man without prompting immediately asked about his time with Guthrie so now we had to make a decision and a decision is do we believe the polygraph or do we believe the phone call I think at the time I think the decision we made was the right one that is we have to believe the phone call it was an unprovoked response by the friend the informant arranged to meet Guthrie on Monday at their Mutual friend's apartment FBI agents assembled an arrest team they staked out the location ready to capture the suspect when he arrived [Music] informant waited inside the apartment a friend did not know why the meeting had been arranged Guthrie had promised to come sometime between 4 and 5 PM five o'clock came and went without the white supremacist arriving the informant knew that more than his credibility was at stake so was his cooperation agreement if the FBI believed he had deceived them they would turn him over to prosecutors for bank robbery at 5 20 there was still no sign of Guthrie it looked like the suspect would not show up beside the arrest team grew impatient [Music] hey what's up yeah he's here it was Guthrie on the phone he said they could meet at a nearby pizza restaurant in 30 minutes all right 30 minutes yeah yeah the informant needed to get word to the arrest team he told his buddy he was going out for cigarettes [Music] the informant told the agents about the call man they mean's been changed a little bit we're meeting just a little bit up the road everything's still fine though man [Music] otherwise he's going to jail okay guys they alerted the SWAT team to the new location several cars set out for the pizza parlor the agents could not help but wonder if this was the location or just another diversion along the way traffic separated the arrest team agent was passing a convenience store parking lot when he spotted Guthrie he turned around and radioed to the others that the suspect had been cited Guthrie got into his van and started driving the agent stayed in the van's tail hoping the rest of the team would catch up he was alone following a suspect considered highly dangerous but he was determined not to let Richard Guthrie get away in January 1996 the FBI pursued Richard Guthrie the suspect was wanted for 22 bank robberies an agent separated from the arrest team had spotted the suspect at a Cincinnati parking lot and began tailing his men he reported by radio his progress to the Earth where are you Guthrie noticed that he was being followed an informant had reported that he was armed with automatic weapons and armor-piercing bullets [Music] the suspect tried to lose his tail [Music] the arrest team caught up with a loan agent and joined the chase Guthrie couldn't shake him he unwittingly turned into a cul-de-sac foreign agent Edward sprinted right behind he caught up to the gunman it was almost as if it was in slow motion where I like you could almost read his mind what he's thinking he's thinking I believe is this it is this the last standoff of this white supremacist and quite frankly what I expected him to do was to turn and start firing that's where he came to a riverbank he had no Escape agents boxed him in I've been in law enforcement for uh over 20 years and I've never seen a look on a face like Guthrie's at the time and Guthrie as he was looking at us he was deciding whether he wanted to die right then he was deciding whether he wanted to pull a gun and take on everybody was standing there together though the suspect chose to live catching him it was it was a huge relief and catching him to where there was no violence attached to the arrest was even a greater relief once in custody Guthrie began talking banks around the Midwest he told investigators how he stayed in touch with the other primary suspect Peter Langan the friends used coded voicemails to contact one another handed over his pager and pin number he claimed his next meeting with Langan was to be in Indianapolis Guthrie's lawyer made an agreement with the FBI for later consideration in sentencing they could take the suspect with him to use his bait under the arrangement the accompanying agents weren't allowed to question Guthrie about his crimes agent Welker sought another way to apply information from the Bandit's leader I assigned two agents to guard them one agent is a former Harrier pilot in the Marine Corps and the other is our principal Firearms instructor and of course over two day period there's a lot of discussion going on I was well aware that Guthrie had a had an interest in flying and he had a keen interest in weapons during the trip the agents engaged Guthrie in Long conversations about common interests the congenial strategy worked the assailant warmed up to his accompanying agents and began volunteering information on the robberies Guthrie admitted that he had lied to investigators his Rendezvous was really supposed to take place in Columbus Ohio not Indianapolis where the investigators had taken him he gave them the address of a safe house he told them Langan was heavily armed he would not come out without a fight an FBI arrest team assembled the next morning in Columbus langan's van was parked next to the duplex Guthrie had described plan was to wait until the suspect exited his home and got into his van [Music] then as he pulled out FBI cars would box him in this would contain him and prevent a vehicular Pursuit all Escape Avenues were blocked off [Music] at 9 30 a.m Langan left the duplex carrying a canvas bag agents suspected this held an assault weapon [Music] got into his van but failed to start the engine sitting here the arrest team waited for the word [Music] once he was observed getting into the van the the adrenaline for everyone there was flowing everyone knew something was going to happen the suspect sat Motionless agents didn't know if he was planning something he seemed as if he anticipated the arrest finally the signal went out to move it let's take it let's take them and what agents thought was a suicide move Langan had decided to put up a fight on January 18 1996 the 22 bank robberies decided to shoot it out with an FBI SWAT team supervisory special agent David Welker of the Cincinnati office led the arrest him someone who's going to pull a gun on 20 or more FBI agents is one nasty dude is one nasty Criminal Peter Lankan was one gun against many SWAT team bullets pummeled the van it was over within moments but not before 50 rounds had been fired Langdon survived and surrendered despite the hail of bullets he suffered only minor injuries to the face and back we're now in custody two other accomplices remained at Large the van was filled with semi-automatic guns ammunition and grenades inside the canvas bag agents found a nine millimeter semi-automatic pistol it was the same make of weapon that the bank Bandits evidence inside the duplex confirmed the bandits were more than a gang of Thieves the house contained an Armory big enough to equip a small Cadre of terrorists [Music] agents found ski masks FBI hats police uniforms and false IDs from nearly every state of the union books and literature detailed the gang's Creed of militant hate investigators discovered a tape among the propaganda it targeted young white males for recruitment into the Aryan Republican Army [Music] tomorrow the world please have a seat a Columbus bank teller had briefly glimpsed the face of one of the bandits 17 months earlier detectives gave her a photo lineup hoping she could remember enough to make an ID picked out Langan from the array of similar looking men bank and Robin while Langan refused to cooperate Guthrie agreed to tell all he knew agents debriefed him 10 hours a day for 10 straight days how many accomplices do you have he could recall all the places times and dates it took 99 pages to detail the 22 robberies [Music] but when it came to his at-large accomplices Guthrie only knew their first names Bandits had been assembled like an underground terrorist cell personal information on others was kept to a minimum to prevent capture Guthrie could only offer that the man he knew only as Scott was involved in music the man he knew as Kevin was the nephew of a police officer supervisor special agent both lived in the Philadelphia area yeah scanned information was forwarded to Pennsylvania special agent Joe Hendrickson of the Philadelphia FBI field office was initially overwhelmed by the request there was no hope of finding these people with that information I sat back and had a cup of coffee and then I said well I'll go contact the Philadelphia Police Department and there's a possibility that maybe their personnel records indicate nephews but I was in much doubt that that type of record existed because I know that in my outfit I did not list nieces and nephews in my personnel file [Music] it had 7 000 police officers any one of which could be Kevin's uncle the search began at the Intelligence Division of the police department an officer not only who the FBI was looking for the division had been keeping tabs on white supremacists in the area Intelligence Officers had kept them under surveillance for over a year [Music] officers often spotted them meeting on a farm belonging to Mark Thomas over the years the Philadelphia Police Department had been taking down tags at various rallies and so forth and at some point in time they took down a tag ran the tag and it came out to Kevin McCarthy and then they said you know we've got a lieutenant here has that name they contacted him and lo and behold they found out that Kevin McCarthy was attending Aryan Nation rallies Hendrickson put a surveillance squad on Kevin McCarthy [Music] they observed him repeatedly visiting a recording studio in Philadelphia [Music] agents noted the license numbers of the cars outside the business they ran the plates for all the people going in and out one of the vehicles belonged to a man named Scott steedeford he managed the studio and also played drums in McCarthy's band from his amateur photo Guthrie confirmed that this was the Scott he had worked with using that same phone the witness also recognized stedford as the getaway driver in the Des Moines robbery an arrest warrant was sent to Philadelphia the studio presented too many risks for officers to invade and force agents could not be sure who was inside and what weapons might be hidden they didn't want another shootout we're riding it for my mom actually and um these are the lyrics I came up with two undercover agents posed as father and daughter the female agent asked stedeford about the cost of studio time she wanted to record a song for her mother instead of it considered a quote the undercover agents confirmed that he was alone and on yeah the agents Drew on him [Music] they placed him under arrest the FBI did not have an arrest warrant for Kevin McCarthy they feared that he would run once he heard about stedofford's capture what we ended up doing was we brought his uncle the Philadelphia police officer with us we felt that with his blood relative the law enforcement presence and the total set of circumstances that we hoped that he would somehow be convinced that the thing to do would be to cooperate the uncle entered the basement bedroom he disarmed his sleeping nephew the agent woke the young man Kevin he began explaining that it was in McCarthy's best interest to cooperate with the FBI we kind of know what went on today only suspicion tied the young man to the crimes the agent needed a confession he showed McCarthy the 99-page admission made by Guthrie and when he saw this report describing every bank robbery what they did where they went he realized that we had all the information he just didn't realize that we had no evidence the young man was overwhelmed he voluntarily turned over the weapon and clothing he used in the robberies when he began to confess his uncle stopped him and advised him to get a lawyer [Music] with all the suspects now in custody agents considered their investigation wrapped up on July 3 1996 Richard Guthrie pleaded guilty to 19 bank robberies he agreed to testify against his accomplices with his cooperation prosecutors considered their case airtight [Music] nine days later the cooperating witness hanged himself in a jail cell the suicide devastated the government's case now that created a major problem for the prosecution because since Guthrie could no longer be cross-examined his information couldn't be used directly against Langan the other bank benefits were going to be convicted the FBI had to find someone else who could corroborate Guthrie's confession in 1996 the legal case against the midwestern Bank magnets was on the verge of collapse the chief cooperating witness had killed himself [Music] without his testimony the evidence against his captured co-defense was Slim special agent Joe Hendrickson spearheaded the investigation in Philadelphia these bank robbers were very very good and the evidence that they left behind at every robbery was Zero they were fully masked fully gloved they their weapons were untraceable Hendrickson helped convince Kevin McCarthy to plead guilty and turned State's Witness but prosecutors needed more than one cooperating felon to convict the others investigators focused on the man who had steered suspects into the Aryan Republican Army [Music] Mark Thomas had turned Scott steedeford and Kevin McCarthy into Outlaws Thomas edited a newsletter and web page for white supremacists his literature and videos had swayed many young men into racist and anti-government organizations and we felt that even though he was not personally involved in these crimes that he had caused these crimes to come about and therefore he was responsible and and based on conspiracy laws we felt that it was quite possible to go after him for conspiring to commit bank robbery the FBI made weekly contact with Thomas at his Pennsylvania farm I want to ask you some questions they wanted to know about his activities but more importantly they wanted to keep pressure on him [Music] I've had him got enough of you guys coming over they made it clear that they suspected him and weren't going away [Music] cool Kevin McCarthy told investigators that he and Scott steedford had stayed at Thomas's homes he acted like a father figure to them and warned them of the coming race war he brought the young men to live in Elohim City a white separatist compound in Oklahoma during the summer of 1994 Thomas invited them to join the Aryan Republican Army [Music] in mid-october Scott steadberg he participated in his first bank robbery two weeks later [Music] on November 13th Thomas drove Kevin McCarthy to Arkansas for an introduction to Langdon and Guthrie the teenager heard them boast of successfully robbing banks throughout the Midwest [Music] join.com [Music] agents also learned from McCarthy that Thomas took a hundred dollars in stolen money for the start of an Aryan War chest over the months of contact agents caught Thomas in several lies about his activities it was my farm and I [Music] took what they had to U.S prosecutors I'm doing what he says the United States attorney's office decided that based on the cooperating Witnesses testimony we were going to arrest him even though it was a very slim case it was a close cause the United States attorney's office would say but we're going to put out an arrest warrant for him Thomas heard that the FBI was going to pick him up on a charge of conspiracy he agreed to surrender after calling the media to witness them he told the Press their presence prevented his assassination was pleaded not guilty at his arraignment hearing on February 4th 1997. no comment he asked to meet with the FBI the next day that's where Mark Thomas caved he signed a seven-page plea agreement that corroborated Kevin McCarthy's confession the government's case was now solid this was the biggest surprise of anyone's involved in the case the idea that the head of the movement after one day in prison would decide to completely cooperate was just unfathomable but apparently our pressure over the six months that it of continually talking to him and then the one night in prison was enough for him to decide that he had been completely wrong in his ideals and that he wanted to uh as he said get right with God Mark Thomas was sentenced to nine and a half years in prison Peter Langan was convicted on bank robbery and gun charges Kevin McCarthy got five years [Music] his testimony helped convict Scott steadford on two counts of armed bankruptcy report saidiford to 29 and a half years [Music] in America extremist groups enjoy the freedom to maintain their beliefs they are constitutionally protected until they cross the legal line Outlaw activities they will find the f on a mission to stop [Music] [Applause] [Music] a ruthless grab for power tears a city apart a crime family splits in two as the young the old fight to the Dead [Applause] the FBI is caught in the middle as they Infiltrate The Syndicate [Music] desperate attempt to end the brutal War raging on the Streets of Philadelphia [Music] foreign [Music] in the early 1990s Philadelphia became the scene of a bloody Vendetta streets erupted in mob Warfare authorities feared innocent people would be caught in the crossfire I'm Jim calstrom Farm ahead of the FBI's New York office agents launched a complex and risky surveillance operation their mission to bring down a notorious crime family and to stop a brutal Turf War before more people were killed [Music] 1990 a quiet morning in South Philadelphia Pennsylvania Joanne druzy is being wired by the FBI he's a 20 year old accounting student at LaSalle University and he's in trouble he's been betting on football through a mafia bookmaker he was winning at first but his luck turned sour he owes the mob one thousand dollars [Music] it's a debt he cannot pay I understand I don't think you do so I don't think you got it at all but you understand what's going on in way over his head and Afraid for his life andrucci contacted the FBI and asked for help with money kid South Philly is a tough place not the kind of place where you want to cross the mob La Casa Nostra the Italian Syndicate of organized crime families runs a profitable and Bloody Business there gambling alone shocking and extortion rackets [Music] for years South Philly was run by Angelo Bruno is the gentle Don because of his dislike of violence he took over the city in the 1950s 1980. the man suspected of being behind the hit was nicodemo scarfa Nikki Scarfo took over Bruno's Empire he was a cold-hearted killer who ruled the City by violence but now Nikki Scarfo is in jail the FBI wants to find out who is running the Philadelphia mob while the boss is behind bars [Music] andrucci's problem with the lone shark gives the FBI the perfect opportunity to collect new information on the organization the college student meets with a bookmaker he plays his part perfectly and is introduced to Salvatore sparaccio a known member of the Philadelphia Mafia you don't have the money FBI special agent Jim Marr was the case agent on this investigation Salvatore sparaccio didn't make any overt threats but the implied threat I'm the boss of the family you gotta pay 120 a week for 10 weeks the boss offers a repayment plan although the mob is charging little more interest than a credit card company the penalty for defaulting on the loan has a far higher price than [Music] for the next 10 weeks the FBI gives andruti the money to make his payments and each time he takes the money to the bookmaker the FBI records the conversation building their case against Salvatore sparaccio each payment is evidence of the crime of racketeering but the FBI is not interested in making low-level gambling arrests they have a much bigger Target the ultimate goal is to destroy the Philadelphia family as a crime problem the tactics we use are to attack the hierarchy structure the the structure is the is the Target and we attack the target through through the hierarchy they need more information so on Christmas Day when they know it will be closed the FBI breaks into the bakery shop we prove to the judge that gambling activity and Loan shortening activity was taking place in an Italian bakery the judge authorized us to put microphones in for the next several months the FBI records the conversations inside the bakery we began listening to conversations of Salvatore sparaccio who was claiming to be the boss of the Philadelphia custom Oscar family [Music] although sparaccio claims to be the head of the family the FBI wire soon makes it clear that sparaccio is not one of the big Philadelphia Mafia Bosses he is little more than an employee but the FBI doesn't know who he's working for thinking he can lead them to his boss the FBI surveillance tracks parachio to a law office in Camden New Jersey there he meets with other members of the Philadelphia Mafia including one man well known to the FBI John stanfa [Music] John stanfa is a sicilian immigrant and a made member of the Sicilian Mafia he worked as a driver for the late Angelo Bruno AKA The Gentle Don former head of the Philadelphia family anfa was implicated in the murder of the former mafia boss in 1981 and was apprehended in Maryland he was convicted of perjury in his testimony before a grand jury that was probing Bruno's death he went to jail for eight years when he was released the Philadelphia Mafia put out a contract on his life for the killing of Bruno special agent Fred Walsh is a member of the FBI's organized crime Squad only through the intercession of his Gambino Associates up in New York the contract was taken off him and he was allowed to live after Nikki Scarfo went to jail Stanford returned to Philadelphia he went to work in the construction business and laid low for a while it was relatively quiet so when he started to come to power and we started to notice he was making a name for himself came as a kind of surprise to us thanks to the cooperation of the young college student the FBI has now identified the man they believe is running organized crime in Philadelphia we had put away the previous boss and most of the hierarchy of family we felt if we could put stanfall away that we would go a long way towards the ultimate goal of eliminating the crime the Philadelphia family as a crime problem on the street informants confirmed the FBI suspicion that John stanfa is the new boss of the Philadelphia Mafia once you determine that an individual like staff has taken the family over you want to see how he intends to run it contact your informants see what they can provide Stanford maintains a low profile he runs things like the gentle Don before him engages in traditional mob activities such as loan sharking gambling and extortion [Music] [Applause] the FBI wants to find out where he is conducting business according to FBI informants high-level secret Mafia meetings are being held in the lawyers conference room informants told us that that's where they were meeting that they felt secure there since it was a lawyer's office they felt secure there from FBI eavesdropping we decided that it would be a very very good place to put microphones agents prepare an affidavit to wire the premises recognizing intruding into a lawyer's office was extraordinary the affidavit had to go down to the FBI headquarters the director of the FBI personally signed off on it the federal judge gives the FBI the green light agents install a hidden video camera outside the law office so they can monitor anyone who enters or leaves the building a special FBI entry unit will install a hidden microphone inside the law offices [Music] agents make a surreptitious entry into the second floor Suite [Music] terms of the actual entry into the premises it's what I regard to be one of the most dangerous things the FBI does because you're you're burglarizing someone else's property although you have authority to be there the person if you if you encounter someone he doesn't know that you have authority to be there inside the agents fear they've been discovered an armed deputy sheriff is inside the building the night before we went in the re-elect the sheriff campaign moved into the ground floor surprised by deputy sheriff fortunately they were able to conceal themselves he got in and got out before there was any problem the technicians install a microphone in the conference room [Music] the surveillance agents will first try to identify each suspect and determine their roles in the organization [Music] there's 18 FBI agents who do nothing but physical and photographic and video surveillances most of their work they did for the organized crime Squad so we've got a lot of Manpower out there and we've got a people who who know how La coza Nostra works and we can a lot of times figure out hierarchy just by watching the way that they behave towards one or another that coupled with information coming from informants can tell us who the hierarchy is agents monitoring the conversations have to match the voice on the wire to the face in the video surveillance John Stanford was very easy he had a very heavy Italian accent so it was very easy to figure out uh when he was speaking but the agents have a problem conversations we intercepted in the office indicated to us that they were leaving the conference room and going somewhere after going to all the trouble to plant the wire the mob boss moves the meetings the surveillance agents will have to find out where the meetings are now taking place they will have to place another bug they're gone they're somewhere else a few days later the FBI learns from an informant that a high-level sit-down is about to take place at the law office between John Stanford and several Associates they need to get the new bug in place before the meeting but they don't know where the meeting will be held agents dispatch an undercover detective to follow Stanford into the office [Music] Philadelphia detective Mark Pinero gets the job we try to come up with a reason to actually go into the law firm to get a closer look at what was going on so we come up with a cover story utilizing a name of an attorney that we knew had left that firm but it does not go exactly as planned it's this unknown individual held the door for me to go in first which kind of set me back because I went to go in second I want to see where there they were going before I was attended to but I was relieved when I walked in and the receptionist greeted John staffa and John Stanford told her let him know I'm here and the receptionist immediately keyed her intercom and let the lead attorney in this Law Firm know that John was there and to send him in So Not only was able to get her to identify John staffa who was able to stand there and watch him go down to the actual office of this lead Attorney At This Law Firm that's good it's real good okay lock it on thanks with this information a federal court approves an affidavit for a second break-in at the office agents install hidden microphones in the attorney's office shortly after the new bugs are placed in agents hear some alarming news on The Wire the mob bosses are afraid they are being watched they hire a private counter surveillance contractor to sweep the law offices for bugs if he finds a listening device the entire operation could be destroyed [Music] the FBI in Philadelphia is closing in on Mob Boss John Stanford they learn he is conducting mob business in an attorney's office agents Place listening devices in the office but Stanford calls in a man to sweep for bugs agents watch as the sweeper enters the building their entire case could collapse if he finds their bugs going on here but after a few tense minutes the private contractor completes his suite without finding anything it sort of brought a smile to everybody's face because they basically brought in an expert who didn't detect anything so that would bring sort of a feeling of Ease on their pardon I guess our expectations were that they would be even more at ease to discuss further criminal activity now with microphones in the conference room in the lawyer's private office the information begins to come in the FBI learns that John stamp is having problems with a group of young Mobsters born and raised in South Philly their allegiance is still with Nikki scarfel in the mafia regime before Stanford took over they are known as The Young Turks as far as they're concerned Philadelphia is and always has been their turf and The Young Turks deserve to be running the crime family not newcomer John Stanford Joey Merlino is the boss of The Young Turks Michael changlini is the number two man Joey and Michael have known each other since grade school FBI special agent Gary Langan is the Cold Case agent cider would come in and take over the mob family and so they were trying to organize their own little group even though they were part of the overall picture and they wanted to be in charge [Music] informants tell the FBI that The Young Turks are not taking orders from John Stanford [Music] they bragged about the who they were and who they were aligned with bragged out how they were going to take the city over they were the legitimate successors to the previous mob members under Nikki Scarfo they were going out and shaking down bookmakers drug dealers and even in shaking down legitimate businesses and uh weren't sharing the profits you know kicking upstairs to Stanford The Young Turks feel they're entitled to run the city and the Philadelphia Mafia aging John Stanford the old world Sicilian boss presents the ostentatious lifestyle of The Young Turks The Young Turks if you will were very very flamboyant they'd go to the clubs on Delaware Avenue throw the weight around push people around trade on the fact that they were connected to the local Koza Nostra family and in general call attention to themselves which is not a good thing if you're running a Koza Nostra family you should be located the Young Turk boss Joey Merlino has a different idea of how a kosa Nostra boss should live the life he was the kind of guy who felt that when he went into a restaurant because of who he was he shouldn't have to pay uh this was easily adopted by his Entourage and they became a problem for everybody fights there were shootings there were the way to run a kozanoster family attracting all that attention to yourselves police begin to know then where you are and who you are and it's just not a good thing John Stanford was particularly angered by The Young Turks involvement in the sale of illegal narcotics that was the wave of the future and it's an easy way to make money traditionally the mob frowns upon having its members engage in drug dealing now that that's not to say that they don't do it they get around that by having an associate or something uh deal drugs and then they'll tax that individual and take a percentage of it but Stanford you know he thought drugs were a dirty business and it draws a lot of attention again to the family and he didn't want to do that and these guys were just defying him and doing it once we heard that there was friction developing we were looking to see how Stanford was going to handle it okay was he going to be aggressive and you know take Extreme Measures or was he going to try and mollify these people and to quiet them down and get them under his uh Wing so to speak [Music] but Joey Merlino isn't going under anyone's Wing The Young Turks strike back at Stanford 73 year old Joseph goodone is one of mafia boss John Stanford's most loyal employees guitar tone is a bookmaker a collector of Street taxes four gunshots Shadow the daily routine of Joseph good tone the old man's blood marks the beginning of a deadly Civil War the FBI and the Philadelphia organized crime Task Force surveilled top bosses of the Philadelphia Mafia friction between feuding factions of the crime family increase and a bloody Civil War breaks out Philadelphia police officers arrive at the scene of the shooting the victim's keys are still in the ignition and the engine is still running two bullets penetrated the victim's neck a third bullet entered his Temple a fourth grazed the bridge of his nose and shattered the passenger side window when agent Marr arrives on the scene police have already checked the registration of the car but they don't yet know who the victim is agent Marr recognizes the victim from previous investigations the tone is a long time member of the Philadelphia crime family currently under the leadership of John Stanford several of gatton's neighbors witnessed the shooting but no one can identify the lone hooded gunman special agent Jim Marr suspects Joey merlino's Young Turks are behind The Killing where he was killed the manner in which he was killed indicated to me that the Merlino faction was sending a message to Stanford and his people we're here and we are to be reckoned with John does Agents monitor their wire taps but no one is talking about the murder special agent Fred walls initially at the time that this bookmaker was murdered we weren't sure who was involved there was nothing definitive on The Wire after the bookmaker had been murdered there was a reference to the fact but nothing that would indicate us that Stanford had a belief someone had done it or someone hadn't done it investigators are certain the murder is Mob related but they have no proof when they speak to Stanford himself he claims to know nothing but Stanford Strikes Back five weeks after the murder of John Stanford's bookie and tax collector Michael changlini The Young Turks number two man is coming home after a basketball game two men armed with shotguns opened fire somehow changini his wife and two children were uninjured in the attack investigators recover 12-gauge shotgun shells from the front yard and shotgun pellets from the ceiling of the living room and dining room despite the Brazen attack on changlini and his family he won't cooperate with the detectives he wasn't going to say anything they just don't talk to law enforcement they feel they're going to handle it themselves it's business okay and it's none of our business so you're not going to get anything out of them The Young Turks number two boss isn't talking but the FBI suspects the attack is payback for the murder of John Stanford's bookie after the bookmaker's murder and then the attempt on Michael chinglini we believed that we were going to see an increase in violence there was going to be a potential mob War fearing this the FBI petitions a federal court to expand the eavesdropping [Music] in the spring of 1992 they get the court order they need agents Place bugs in seven new locations including lawyers private offices the law library the television room and the lunchroom I don't know the new wires immediately start paying off early in May of 1992 FBI cameras catch Stanford arriving at the law office with his conciliary and Joseph changlini brother of The Young Turks second in command side John Stanford angrily announces that he knows The Young Turks are looking for him they want him dead strong but Stanford doesn't want a war he wants to make one last attempt at diplomacy his first move is to make Joseph changlini his new underboss I guess he thought as a concession to them he would be able to control them there's a saying keep your friends close keep your enemies even closer listen this was the way to keep an eye on them they we fully anticipated we were going to see an increase in violence but we were surprised by what did happen informants tell the FBI that Stanford invites Joseph changlini's younger brother Michael and the Young Turk boss Joey Merlino to a secret meeting here Joey and Michael become made members of La Cosa Nostra code of America you have to swear to place the family before anything else in your life God your person you know your your own personal family your mother your father your wife your children if the family calls you you come before them now as made members of La Cosa Nostra the two young Turks enjoy special privileges and if you do the benefits that come with that are that uh you can conduct your rackets whatever they may be without fear of interference from some is not a member the family in a dispute will always decide in your favor if you are a member and the other person is not a member cannot be killed unless the boss of that family to which he's a member approves congratulations for John Stanford promoting The Young Turks is his final Act of diplomacy the FBI and the organized crime task force will keep a Vigilant watch to see if Stanford's bold move stops the violence but agents still need to collect more information about the crime family to shut them down for good [Music] true and informant they learned the law office is not the only place where Stanford and his associates are congregating we found out that the staffa had opened up a dinette next to another business he owned which was a food distribution business all right and surprisingly Stanford actually worked at this place every day you know a John Q citizen he would go to work and he'd actually worked there you'd see him out there sweeping and cooking and handling stuff but he was also meeting his family members there and discussing mob business so the next step logically is to attempt to get a title III bug installed in the dinette so that we can listen to the conversations he's having with these members and Associates of the family once the microphone is installed inside the dinette the FBI hears that an angry John Stanford is still having problems with The Young Turks [Music] he requests a final sit-down with Joey Merlino Joy Merlino and Michael changlini pay a visit to Stanford gamblers are complaining that The Young Turks are not honoring their bets [Music] Molina assures the boss you'll fix the problem and make good on the debts pay the bill the meeting ends amicably perhaps there can be peace within the family early in March FBI surveillance agents observed Joseph changlini and a waitress opening up the Stanford Dinette it's almost exactly one year after his brother Michael was nearly gunned down at his home his activities were easy to document he was regular he uh he got up in the morning and he went to work but on this morning Joseph changlini's routine takes a terrifying twist four men pull up and open fire on changlini and the waitress reigniting the bloody war between the old and the new mafia of South Philadelphia [Music] on March 2nd 1993 in South Philly underboss Joseph Chang glyni and a waitress opened John Stanford's Diner [Music] shortly after 6 30 a.m four gunmen launch an attack changelini is gunned down the surveillance agent alerts FBI HQ and calls 9-1-1 for an ambulance FBI agent on surveillance arrives on the scene Joseph changlini has been shot repeatedly in the head neck and chest the waitress is unharmed glaney has somehow managed to survive the deadly attack though severely wounded he can talk you couldn't get a statement out of him and even if he knew who did it he wasn't going to implicate anybody he was he was part of the mob the omerta the Code of Silence and and they would take care of this on their own they had to know who they were he saw them uh we suspected that it was a group from The Young Turks and but he basically told us he didn't know anything hoping to identify the shooters FBI agents reviewed the surveillance tapes but in the early morning Darkness the images are too dark to identify anyone uh video was very grainy very blurry it was very hard to identify with any kind of particularity of features where you would recognize who actually went in but you couldn't see four shakes going in then you go to the audio and you hear uh screaming and you hear shots and then you hear someone yelling move move and then they exit the place and they drive away that's basically all we had but you couldn't say with any reasonable certainty who actually went in there and shot Joseph but agents are still surveilling the law office in the listening post wiretaps record a chilling conversation between Stanford and a mob associate stanfa suspects Michael changlini was behind the attempt to kill his own brother Joseph at the restaurant hey Michael and Joey were on the opposite sides of internal War within the Stanford family they were half Brothers and that didn't make any difference he wanted to he thought his brother Joey was on the wrong side and he's going to take him out for John Stanford there is only one choice eliminate Joy Merlino and The Young Turks so he starts to recruit the his own muscle to send them out and to start stalking these Jean Turks and trying to uh kill Joey Merlino Michael chinglini and the people associated with him undercover FBI agents deliver a warning to Merlino and Michael changlini get over here what's going on when we're aware of the fact that uh violence is going to occur or may occur and we think we know who the violence is going to occur against we have an obligation to go out and warn them John Stanford is sending hit teams into the streets with orders to Gun Down Merlino and changlini The Young Turks shrug off the FBI warning even though they know their lives are in danger they refuse to cooperate Turks should have listened to the FBI a Stanford head team tracks them down and opens fire in broad daylight [Music] Michael changlini is shot in the heart and dies on the street Joey Merlino is wounded it is clear to the FBI that John Stanford means business taking up the challenge and he's retaliated with a lot of force so that's where we are right then and there we believe that stanfa is responsible for now we have to prove it [Music] three hours after the shooting South Philadelphia police officers respond to a burning vehicle the car matches the description of one seen by Witnesses at the shooting police run a trace and learned that it was leased to a member of the Stanford crime family that night police questioned Phil colletti and his wife she tells police she reported the car stolen Coletti says he's been home all day [Music] the FBI views the couple's Alibi with skepticism Coletti becomes the first suspect in the shooting murder of Michael changlini several days later the FBI gets a lead on the second shooter the FBI received a call from a physician who said that he had treated an individual who came in with Burns he felt rather suspicious FBI agents find John Vesey at home he too is a known member of the Stanford crime family I was letting my agents ask VC what happened to his hand and he says he had an accident with his barbecue grill his hand was burned when he spilled lighter fluid VC insists the burn was an accident he says he knows nothing about the murder of Michael changlini in the shooting of Joey Merlino but when investigators check out the grill they discover it runs on propane which conflicts with VC's story that he was using lighter fluid when he burned himself that aroused our suspicion and kind of uh pointed us toward visi more so than anybody else the FBI suspects two members of the John Stanford crime family in the murder of Michael changlini and the shooting of Young Turk boss Joey Merlino [Music] for the FBI can bring the shooters to Justice Merlino and The Young Turks try to get their own Revenge John Stanford is riding in a 1976 Cadillac Seville is headed south on the Schuylkill Expressway with his son Joseph and a trusted driver pulls up next to the Cadillac two guns thrust nine millimeter machine pistols through portholes cut in the side of the van and they opened fire a full-scale mafia Civil War rages on the Streets of Philadelphia violence explodes with a Brazen Rush Hour attack on Sicilian mob boss John Stanford the gunfire misses John Stamford but his son Joseph is hit in the face Stanford's driver Rams the van forcing it off the highway what was really Brazen about it was on a highway like that random shots could have struck and hurt even killed any any innocent people who were on there investigators have no doubt the attack on stanfa is Joey merlino's revenge for the murder of Michael changlini showed you the extent of the violence these people were willing to employ and The Grudge they wore against the Stanford police finds Stanford at the hospital despite the Brazen attack on him and his innocent young son the kosa Nostra boss claims he has no idea who tried to kill them and of course it's the old I don't know who would have done this to me and we don't get anything out of him it is only a matter of time before innocent civilians get caught on the crossfire [Music] and it's time to turn up the heat of the warring mob any known Stanford or Merlino associate seen driving around South Philadelphia becomes the subject of a routine traffic stop authorities arrest eight Mobsters for carrying weapons they confiscate 380 45 and 38 caliber semi-automatics has no doubt The Young Turks boss ordered the hit on John Stanford but feds can't prove it Joey Merlino has to be yanked off the streets the FBI arrests him for a parole violation of a 1990 armored truck robbery foreign Merlino off the streets it is now time for the FBI to focus its sights on John Stanford's crew the agents Target murder suspect John vesi the professional Hitman is one of John Stanford's soldiers but tonight thanks to a New Jersey Firearms violation and the threat of a long jail sentence VC has agreed to wear a wire for the FBI it was a very tough tough individual and he did some construction work as a hired labor for uh John stamford's brother-in-law who's in construction and he caught the eye of Stanford Stanford and realized this kid was a tough kid and he could you know he intimidated people under Stanford VC became a loan collector an enforcer and a killer now he claims he feels the weight of the murders he committed all these things plus the fact that his brother who really cared for him was convinced that John was going to go down and never see the light of day his brother convinced him that he should cooperate VC was made into the family by John Stanford and now he wants to get out alive you couldn't measure the significance of it but it was uh it was like a coup force that he came on board VC quickly becomes comfortable wearing the wire he has several meetings but the conversations don't provide any new evidence against John stanfa he's out for a little while he I think he met with one or two people nothing great he was a little he was a little down about the fact that he wasn't getting the conversations you know he wanted to he was really into it we call him look don't worry about it we got a lot of time we'll do it again until we get it right you know you know it's Friday night now you know you've worked long and hard for us go home go home and uh relax don't go out we'll hook up with you again we'll do it again later that night John VC runs out of luck and the FBI's organized crime task force is dealt a crippling blow foreign [Music] South Philadelphia mob War the FBI's number one informant is gunned down by Mafia Hitman and the FBI's best chance at busting up a notorious crime family is shattered [Music] FBI special agent Fred walls is devastated by the news that informant John vesi has been shot well when you hear that someone's been shot in the head you think the worst but Against All Odds after three 22 caliber slugs slammed into his skull John vesi is still alive shocked this guy was shot in the head he's given an interview and he proceeds to tell what happened earlier that night after he removed the wire the FBI agents went home VC ran into John Stanford's underboss and one of his soldiers and they tell him we've been looking for you we want to get you started in your own bookmaking operation we're going to show you how to do it we're going to go over to this location in South Philadelphia above this meat store provisi it was just another late night business meeting he wasn't wearing the wire anymore and he thought he had nothing to fear says he goes up to the room the main guy is sitting down with him at a table going over figures telling him how to take bets how to write stuff down the underboss excused himself he has to go to the bathroom he heard the sound of the flushing toilet and the door to the bathroom opening and then he heard the gunshots three 22 caliber slugs impacted John VC's skull but he didn't go down easy turns around looks at the guy and says but what the frick you doing of course look at the shooter now he's he's in shock so he throws the gun down and he pulls out a knife well VZ takes the knife away from him and cuts him and basically incapacitates and throws him on the ground it turns to the other guy the main guy who's an older guy and the guy looks at him and he says John John he said this has all been a mistake it's a misunderstanding we're a gentleman here we can settle this and VZ says get out of the way or I'm going to take you down too and Against All Odds John vesi walks out of the room alive that's just good to show you how tough this kid was I mean he was tough and the bullets went into the back of his head and we later found out they had hit the head and come around okay I guess these slugs weren't as strong it was 22 caliber cow 22 caliber long rifle slug and he took three in the head and survived two weeks later ex-mafia Hitman John vesi makes his first appearance before the Federal grand jury and testifies against his former crime family the information he provides is invaluable to the FBI VC names names and gives the FBI what they need to move against the Philadelphia mob when the FBI increases the pressure other Mobsters make deals with the prosecutors and become informants for the FBI and The Dominoes Begin to Fall on St Patrick's Day in 1994 24 suspects are arrested on racketeering charges of murder murder conspiracy extortion arson kidnapping gambling and obstruction of justice among those arrested is Frank Martinez he's found guilty of assault and the attempted murder of John Vesey Vincent Pagano is also arrested and found guilty of assault in the attempted murder of John Vesey on the same day John Stanford is arrested on racketeering charges of murder murder conspiracy extortion arson kidnapping gambling and obstruction of justice people in and we were very satisfied with it ultimately 27 people are charged with conspiracy and racketeering under the RICO Act 24 defendants are either convicted or plead guilty to the charges I felt pretty good that we did make Philadelphia a little bit safer my job it was my life's work um I thought we did a
