UNDER REVIEW. WE ARE GOING TO KEEP AN EYE ON THE MARKETS FOR YOU. >>> WE JUST GOT WORD OF A MAJOR SHAKEUP IN RON DESANTIS IS PRESIDENTIAL CAMPAIGN. CBS NEWS HAS CONFIRMED JAMES OVERMYER WILL REPLACE THE CAMPAIGN MANAGER. HE HAS SERVED IN THE GOVERNOR'S OFFICE AS CHIEF OF STAFF. THE CAMPAIGN SAYS HE IS NOW NEEDED WHERE IT MATTERS MOST. KAYLEE CAITLIN HUEY-BURNS IS FOLLOWING THIS FOR US FROM WASHINGTON. CAITLIN, HERE IS MY QUESTION, THIS SEEMS TO ME LIKE, TELL ME IF I AM WRONG, LIKE WE NEED A NEW CAMPAIGN MANAGER. THE LAST WASN'T THE BEST. RATHER THAN SAYING OUR CANDIDATE NEEDS WORK. >> Reporter: WELL, THIS IS THE THIRD CAMPAIGN SHAKEUP IN LESS THAN A MONTH. REMEMBER, THEY HAD TWO GENERATIONS OF STAFF LAYOFFS LAYING OFF A IRD OF STAFF EARLIER. THAT WAS BECAUSE A LOT OF THE MONEY THEY RAISED WAS DRYING UP. WE DIDN'T SEE MUCH MOVEMENT IN TERMS OF THE POLLS. AND A LOT OF PEOPLE STARTED TO POINT FINGERS AT THE CAMPAIGN MANAGEMENT. THIS IS A SIGNIFICANT SHAKEUP. ANYTIME YOU HAVE THE REPLACING OF A CAMPAIGN MANAGER IT IS A HUGE DEAL. >> HOW SO? >> WE ARE STILL SIX MONTHS OUT FROM ANY VOTER WEIGHING IN. WE ARE STILL SIX MONTHS OUT FROM THOSE IOWA CAUCUSES. THE IDEA THAT HE WAS NOT GAINING TRACTION IN THE POLLS. THAT HE RAISED A LOT OF MONEY BUT ALSO SPENT A LOT OF MONEY. THERE IS A QUESTION OF WHAT DO YOU HAVE TO SHOW FOR IT? THIS CHANGE IS SIGNIFICANT BECAUSE HE IS THE FORMER ARE NOW FORMER CHIEF OF STAFF IN THE GOVERNOR'S OFFICE. THAT MEANS HE HAS BEEN VERY CLOSE IN TERMS OF POLICY, SHEPHERDING A LOT OF THOSE CONTROVERSIAL MEASURES THROUGH WITH RON DESANTIS IN FLORIDA. THAT IS SOMETHING THEY ARE THINKING APPEALS TO VOTERS IN A REPUBLICAN PRIMARY. REMEMBER, HE'S ALSO GOTTEN FLAK FROM DONORS ABOUT WHETHER THOSE KINDS OF POLICIES, PARTICULARLY ON ABORTION AND OTHERS HAVE BEEN A LITTLE TOO AGGRESSIVE. THE IDEA IF THAT YOUR CAMPAIGN IS GOING WELL YOU DON'T CHANGE YOUR CAMPAIGN MANAGER. THIS IS THE THIRD SHAKEUP AND WE WILL SEE IF THIS CHANGES THE DYNAMICS. >> I WILL TELL YOU WHAT I NOTICED, THE POINT YOU JUST BROUGHT UP, HE IS THE FORMER CHIEF OF STAFF AND NOT A CAMPAIGN VETERAN WHO HAS RUN ANY SUCCESSFUL CAMPAIGNS. IT FEELS TO ME LIKE RON DESANTIS IS LEAVING INTO SOMEONE THAT HE KNOWS WELL AND THAT HE TRUSTS, BUT I DON'T KNOW IF THIS IS THE KIND OF SHAKEUP THAT WOULD MAKE A DIFFERENCE IN HIS CAMPAIGN. HAVE YOU HEARD ANY INSIDE INFORMATION ABOUT HOW THINGS ARE GOING WITHIN THE CAMPAIGN? ARE THEY GETTING ALONG? >> HIS NOW FORMER CAMPAIGN MANAGER WAS THE ONE WHO LED THE OF YEARS AGO. HE HAD HUGE SUCCESS AND WON THE STATE BY NEARLY 20 POINTS. THEY THOUGHT THAT WOULD BE THE POSITIONING THAT HE NEEDED IN A REPUBLICAN PRIMARY TO SAY LOOK, I HAVE WON. I WAS SAY THAT WAS ONE OF THE FEW MOMENTS OF SILVERLINING. WE JUST REALLY HAVE NOT SEEN HAT PAN OUT IN TERMS OF THE PRIMARY PROCESS SO FAR. AGAIN IT IS EARLY, BUT THE LINES HAVE REMAINED THE SAME. DONALD TRUMP HAS REMAINE THE FRONT RUNNER. WE HAVE ACTUALLY SEEN HIM COALESCE A LOT OF REPUBLICANS AROUND HIM AFTER SOME OF THESE INDICTMENTS. WE HAVE TO RON DESANTIS CHANGE STRATEGY OVER THE LAST COUPLE OF WEEKS, MOST NOTABLY IN TERMS OF MEDIA INTERVIEWS. HE IS ACTUALLY TALKING TO THE MEDIA. HE IS DOING GOGGLES AND INTERVIEWS. HE DID AN INTERVIEW WITH ED O'KEEFE A COUPLE OF WEEKS AGO. HE IS PUTTING HIMSELF OUT THERE. THIS IS ALL COMING AHEAD OF THE FIRST DEBATE LATER THIS MONTH. CAMPAIGN STRATEGISTS THAT I HAVE TALKED TO WHO ARE SUPPORTIVE OF DESANTIS AND THOSE OUTSIDE HAVE NOTED THAT IS GOING TO BE A REALLY KEY MOMENT FOR HIM TO CHANGE THE TRAJECTORY OF THIS RACE. >> IT'S THIS GUY COMING IN, IF HE WAS THE FORMER CHIEF OF STAFF THAT SAYS TO ME DESANTIS IS DOUBLING DOWN ON THAT WHICH HE HAS USED. THERE IS THIS TALK OF LISTEN, A RON DESANTIS VIEW OF FLORIDA WILL APPLY WELL IN A PRIMARY, BUT AS HE GETS TO A GENERAL ELECTION IF HE WERE TO MAKE IT IT MIGHT NOT APPLY. THAT IS ONE SCHOOL OF THOUGHT. DO YOU PERCEIVE THIS FM DOUBLING DOWN AND BRINGING IN A GUY THAT WON IN FLORIDA AND HAVING HIM RUN THE CAMPAIGN? >> Reporter: THIS IS A PERSON HE KNOWS AND TRUSTS. THE CAMPAIGN IN THEIR STATEMENT NOTED THAT HE HAS BEEN A LONG TIME ALLY OF DESANTIS. THAT IS ALWAYS IMPORTANT HERE. YOU ARE RIGHT TO NOTE IN TERMS OF POLICY THAT HAS BEEN A QUESTION ON THE CAMPAIGN TRAIL ABOUT WHETHER HE SHOULD SHIFT TO A MORE BROADER ECONOMIC MESSAGE FOR EXAMPLE AND WHETHER THIS IDEA OF WHAT HE HAS BEEN FOCUSED ON IN FLORIDA, WHETHER OR NOT THAT DOES HAVE BROADER APPEAL THE ARM FLORIDA. THIS IS A FIGHT AT THIS POINT FOR REPUBLICAN PRIMARY AND CAUCUS VOTERS. THAT IS WHAT YOU ARE TAILORING YOUR MESSAGE TO. SO FAR WHAT THEY HAVE BEEN DOING HAS NOT BEEN BEARING FRUIT. THERE HAS BEEN A LOT OF FINGER- POINTING AND WE HAVE THIS TODAY. I SHOULD ALSO NOTE THEY HAD BROUGHT IN AN IOWA VETERAN WHO IS A VETERAN OF TED CRUZ AND SCOTT WALKER, WHO DID NOT HAVE A GOOD RUN IN 2016, BUT SOMEONE WHO IS VERY WELL ENTRENCHED IN IOWA POLITICS. WE HAVE THE DESANTIS SPENT A LOT OF TIME IN IOWA, REALLY HOPING TO MAKE A DIFFERENCE AND PLEDGING TO VISIT ALL 99 COUNTIES AND REALLY RUN A GROUND GAME. HE HAS A HUGE SUPER PAC THAT HAS RAISED A TON OF MONEY. THEY RELIED A LOT ON THAT AND THEY HAVE BEEN HELP YOU COME OUT AS WELL. WE'LL SEE WHAT WORKS, BUT THIS IS THE THIRD IN LESS THAN A MONTH IN THIS CAMPAIGN. >> I BELIEVE HIS SUPER PACK HAS RAISED MORE MONEY THAN DONALD TRUMP, AM I RIGHT? >> Reporter: WHAT IS SIGNIFICANT IS THE SUPER PAC HAS OVERHAULED A LOT OF THE TRADITIONAL OPERATIONS AND OUR FOCUS ON GROUND GAME. THEY HAVE A BUS TOUR THAT THEY INVITE DESANTIS TO COME ON. WE SEE THAT TWICE IN IOWA NOW. IT IS KIND OF TESTING. IT IS A WELL-FUNDED OPERATION, A OPERATION THAT THEY HOPE TO MAKE UP FOR SOME OF THE TROUBLES THE CAMPAIGN HAS HAD. >> I WANT TO TALK TO YOU ABOUT ANOTHER STORE THAT YOU ARE FOLLOWING, A VOTE OUT OF OHIO. A LOT OF ABORTION RIGHTS ACTIVISTS ON BOTH SIDES OF THE DEBATE ARE WATCHING THIS ELECTION CLOSELY. WHAT IS IT STATE? >> Reporter: OHIO WAS SUPPOSED TO BE THE ONLY STATE THIS YEAR TO HAVE A CONSTITUTIONAL AMENDMENT ON THE BALLOT THIS NOVEMBER TO CHANGE THE CONSTITUTION TO PRESERVE ABORTION ACCESS. THAT WILL BE A TEST CASE FOR HOW POTENT THE ISSUE IS IN 2024. IN ORDER TO GET TO THAT POINT THEY HAVE TO SURMOUNT ANOTHER ADDITIONAL HURDLE, WHICH IS THE REPUBLICAN LED LEGISLATOR SET SPECIAL ELECTIONS FOR TODAY TO TRY TO CHANGE THE THRESHOLD TO AMEND THE CONSTITUTION. RIGHT NOW CURRENT LAW IN OHIO IS 50% PLUS ONE VOTE YOU CAN AMEND THE STATE CONSTITUTION. REPUBLICANS IN THE STATE WANT TO CHANGE THAT THRESHOLD TO 60%. WHY? WELL, WE SEE ABOUT 50% OF VOTERS IN OHIO SUPPORT AMENDING THE CONSTITUTION TO PRESERVE ABORTION ACCESS. WE HAVE ALSO SEEN OTHER STATES THAT HAVE BEEN SUCCESSFUL IN AMENDING THE CONSTITUTION ON ABORTION HAVE PASSED REFERENDUMS WITH ABOUT 57% OF THE VOTE. THE 60% IF STEFAN LITTLE HIGHER. CRITICS HAVE SAID THIS IS ALL STRATEGIC. THERE ARE QUESTIONS ABOUT HONESTLY HOW ABORTION ACCESS IS A DRIVING FORCE IN AMERICAN POLITICS, BUT ALSO QUESTIONS ABOUT WHAT THIS MEANS FOR DEMOCRACY. A LOT AT STAKE IN OHIO THAT HAVE IMPLICATIONS ACROSS THE COUNTRY. OTHER STATES LIKE MISSOURI ARE TRYING TO IMPLEMENT SIMILAR MEASURES. IF IT PASSES, THAT IS HUGE FOR NOVEMBER
