How is this underrated? This is a well-known and well-rated piece of the repertoire.
I recently came across some of Rach's more obscure works including this one, and there are some moments of absolute brilliance in here (like 12:35). And even when it's not wowing me emotionally it's still totally gripping, and is brilliantly organized - the video description does a good job of analyzing some of the tricks up the Rachmaninov sleeve.
There are of course two versions, he revised it to thin out the texture. Horowitz played his conflation of the two, some others still do.
For the original version I recommend Zoltan Kocsis on Philips, an amazing performance.
