the discovery of the Carson Sisters by Mission Hills police this morning as acting chief of police I have placed deputy chief Robert DES in charge of the investigations into the four killings deputy the department the task force will be commanded by Lieutenant Joan Manning Lieutenant Todd banon will be working with it we now have conclusive physical evidence linking these four crimes together and at least adversarial some of them may seem unfair we operate on the premise that life is not fair it seems that much of your police experience is academic that you've taken the administrative route to high office I started in a radio car and I worked one for seven years I made Sergeant during the Southside riots I commanded a station during The symbionese Liberation Army shootouts right now I'm in tactical command of over 75% of the police force it requires me to go personally to the scene of every major crime and usually to the scene of every police officer shooting you're also in command of the celebrated freeway killer task force isn't that true yes that's true City [Music] police looks like one of the downtown units has got the car parked here yeah we supposed to get one of these yeah but downtown preempted is per usual [Music] why the hell would Robbery Homicide have a car up here it's a fresh paint [Music] job let's run the plates Chief over a dozen years ago your department was told that it had been tried and found wanting in the vital area of minority representation it was both racist and sexist now what if anything has been done to remedy that situation well we have increased the number of police women we've increased the number of uh minority males Oriental blacks Hispanics but to be honest we've had to lower the minimum requirements to do that I take it you object to this well not to the concept as to the application you see you can't change the operational and historic aspects of Department in just 12 years how many years will it take you well it's not a question of years as these uh minority candidates show promise and uh gain experience rise in the ranks they'll hold command posts that's inevitable and I welcome that and that sounds like a very qualified response no surprised to see you guys around here there was a lot of cops after ma got killed but uh hasn't been anybody around in weeks well we're following up on some new information my lived here for about 6 months with her mother yeah think back to the time time just before she was killed or shortly thereafter was there a man in his late 30s living by himself or possibly with another man who might have moved around that time well we might have had six or seven wait a minute there was this one guy he used to borrow the women over in the laundry room but uh he moved away before M got killed I forgot all about him we need to know his name um Carl jameses do you know where he works no he's a gardener he works for himself thank you Chief Des why do you think you're uniquely qualified to head this department our candidates include Chiefs who are already nationally known police Executives well I think I understand this department better than any of the other candidates because I've been here all of my police career that's not a unique distinction it could just mean you're ready for retirement summarize the Police role in the 60s and early 70s I think the police held the line we were in the midst of a very unpopular War and the country was deeply divided to the point of violence it was the first time in our history that a sizable proportion of our people felt that we should get out of that war and you held them down isn't that right we held the line the National Guard didn't do it the Army didn't do it the police did it and at the same time we gave the average citizen who might have felt that we were in a bad War the sense that there was some order some sanity it was a bad War Not a Bad Country what do you see in the future based on your experience in the past I think it'll get worse before it gets better I can't believe that the terror that's ripped open the airports in Europe that's left Catholic pope almost mortally wounded that's turned the high seas into a killing place can spare us much longer won't you find it necessary to restrict individual freedoms in preparing for so-called terrorist acts no sir this department will not only enforce the laws of this community we will live under those very same laws thank you very much deputy chief Des well thank you very much Mr chairman thanks for coming in very [Music] much I'm sure you don't mind knocking off you've been a brave hardworking cop all day but I know Tommy Wright put you in a world of hurt I'll get over it I'll live with it well you just tell me if I can help
