Living in China, this is not surprising. There can be a very strict work code even when nobody is around. At my local mall at 10:00 (when they open), they play a specific piece of music on the intercom and every store must have at least one worker standing at the entrance staring straight ahead. It's weird walking through a mall by yourself with two dozen mall employees manning their post silently and motionless.
If no one shows up how can anyone know they preform.
