I get that he's annoyed that he got a ticket, but it's not her fault. She's not the one that gave him the ticket or the one wrote the laws, she's just someone trying to get on with their job. Him doing this doesn't effect the system that he is angry at, just the poor worker who is left with his shit. Really not worth the time involved for either party and completely unnecessary, childish behaviour.
