BUT HIS BLOCK, THEY WILL ALSO SEE A LOT OF SOMETHING ELSE. >> IT'S BEEN DECOMPOSING HERE FOR A WEEK. >> HAVE YOU SEEN IT BEFORE? >> OH YEAH ALL THE TIME. >> Reporter: RESOLVING SITUATIONS LIKE THIS HAS BECOME AN ONGOING CHALLENGE. THE CITY CREWS THAT WILL COME BY, THEY WILL TAKE THE OTHER TRASH. >> AND THEY TOOK ALL THE INORGANIC WASTE FROM HERE. BUT THEY LEFT OUT THE CARCASSES AND THE DEAD ANIMALS. >> Reporter: THOSE ARE THE RESPONSIBILITIES OF THE ANIMAL CONTROL, AND SO LEWIS WILL BE KEPT WAITING FOR A FEW MORE DAYS LIKE MANY OAKLANDERS THIS FIGHT NEVER REALLY STOPS. >> AND IT IS A RUN ON THE REGULAR BASIS. MILEY SAYS THAT PROGRESS CAME THROUGH RECRUITING NEIGHBORS, AND PLENTY OF CITATIONS. >> YEAH. WE'VE GOT THE CAMERAS HERE AND WE'RE LOOKING TO PILE ON THE NEW PROGRAM WITH DRONES, SO THAT WE COULD KIND OF TAKE AN AERIAL SURVEILLANCE OF ILLEGAL DUMPING, AND TO SEE IF THERE IS A WAY OF PROVIDING EVEN MORE SURGICAL APPROACH. >> Reporter: THE NEW TREES, THEY'RE SUPPOSE TO CHANGE THE PSYCHOLOGY HERE THAT THIS IS NOT A PLACE TO DUMP THINGS. TURNING BACK THE TIDE OF TRASH WOULD BE A LOT EASIER. AND IF THERE WAS LESS OF IT. >> WHAT WE NEED FOR ALL THE CITIZENS TO GET MAD AS HELL TO SAY WE'RE NOT GOING TO TAKE THIS ANYMORE AND JUST GET MAD AS HELL. THIS IS CRAZY. THIS HAD SHOULD NOT BE HAPPENING. >> WELL, IT IS FRUSTRATING, BUT YOU JUST LIVE WITH IT. IT'S A PART OF DOING BUSINESS IN OAKLAND. >> Reporter: NOW WITH THAT PLAN, IT WOULD NOT BE AN ENFORCEMENT TOOL. INSTEAD THE DRONES, THAW WOULD FLY THE REGULAR FLIGHT PATTERNS OVER THE TROUBLED SPOTS, LOOKING FOR THINGS THAT IT MIGHT HAVE CHANGED IN THE LAST 24 HOURS. THAT WAY THE CITY WOULD KNOW IMMEDIATELY WHAT WOULD HAVE BEEN DUMPED AND WHERE AND THE IDEAS THAT YOU WOULD BE SIMPLIFYING THE WHOLE PROCESS. THEY WOULD NOT EVEN HAVE TO CALL IT IN AND THEY WOULD KNOW WHAT'S HAPPENING. BUT THE PROBLEM IS NOT GOING AWAY. IT'S MORE OF A QUESTION OF HOW DO YOU MANAGE IT THE BEST THAT YOU CAN AND THAT IS THEIR ONGOING CHALLENGE. >>> AND AS FAR AS THAT BIG BAG LEFT OUT ON THE SIDEWALK, WHEN HE FIRST CHECKED IT OUT ON TUESDAY, IT HAD BEEN THERE FOR PROBABLY A WEEK. AS OF 1:00 THIS AFTERNOON, IT WAS STILL THERE. THE CITY SAYS IT WILL GET UP TO 17,000 CALLS A YEAR TO REMOVE ABANDONED CARS. A FEW WEEKS AGO, THEY FOUND A MESS OF ABANDONED CARS ON THE STREETS IN OAKLAND. NOT FAR FROM WHERE WILSON WAS. SOME OF THE CARS, THEY HAD BEEN LEFT THERE STRIPPED AND BURNED, AND NEIGHBORS WERE TOO SCARED TO SAY ANYTHING ABOUT IT. BUT THE REPORT ENDED UP GETTING SOME RESULTS. JULIETTE RECENTLY WENT BACK TO THE SAME SPOT AND WAS AMAZED AT THE DIFFERENCE. >> THIS DOES NOT LOOK LIKE THE SAME SPOT I WAS IN WITH YOU A COUPLE OF WEEKS AGO. >> IT'S NOT. I MEAN IT'S BEAUTIFUL.
